Animal Husbandry Infrastructure Development Fund(AHIDF)

Background

A stimulus package of Rs. 15,000 crore for settingup as Animal Husbandry InfrastructureDevelopment Fund (AHIDF) has been recentlyannounced under Prime Minister’s AtmaNirbharBharat Abhiyan .

AHIDF scheme has been announced forincentivizing investments to establish (i) dairyprocessing & product diversification infrastructure(ii) meat processing & product diversificationinfrastructure and (iii) Animal Feed Plant.

The fund will be implemented by Department ofAnimal Husbandry and Dairying, Ministry ofFisheries, Animal Husbandry and Dairying.

The scheme is implemented in all States & UTs andhas been implemented within 3 Years from FY 2020-21 to FY 2023-24.

Objectives

To help increasing of milk and meat processing capacityand product diversification thereby providing greateraccess for unorganized rural milk and meat producersto organized milk and meat market

To make available increased price realization forproducer

To make available quality milk and meat products forthe domestic consumer

To fulfill the objective of protein enriched quality foodrequirement of the growing population of the countryand prevent malnutrition in one of the highestmalnourished children population in the world

Develop entrepreneurship and generate employment

To promote exports and increase the exportcontribution in the milk and meat sector.

Category Description

Dairy Processing under the Dairy Processing infrastructure the EE can avail benefit for establishment of new units and Strengthening of existing dairy Processing Units with quality and hygienic milk processing facilities, packaging facilities or any other activities related to dairy processing.

Value added product manufacturing

The EE can also avail loan for establishment of new units and strengthening onexisting manufacturing units for value addition of the following milk products :

Ice Cream unit Cheese manufacturing unit Ultra High Temperature (UHT) Milk processing unit with tetra packaging

facilities Flavoured Milk manufacturing unit Milk Powder manufacturing unit Whey powder manufacturing unit Any other milk products and value addition manufacturing unit.

Eligible ActivitiesMeat processing Establishment of new meat processing unit and strengthening of existing rural meat

processing facilities for sheep/goat/ poultry can be processed. Establishment of new meat processing unit and strengthening of existing meat

Value added product manufacturing

Meat products like Sausage, nuggets, ham, salami, bacon making or any other valueaddition unit can also be established as an integral part of the meat processing unit.Stand alone proposals for setting up of meat value addition unit can also be proposedunder AHIDF in the existing unit or new units.

The project cost of each meat processing plant should compulsorily include EffluentTreatment Plant (ETP), Meat Microbiological Testing Laboratory, Residue Testinglaboratory, Cold storage for holding the offals, skin/ hide processing areas and theirpreservation and refrigeration facilities for holding the chilled products and valueadded products for minimum of 24 hours.

Eligible Activities

Animal Feed Plant EE can avail benefit for establishment of Animal Feed manufacturing andstrengthening of existing units/ plant of the following categories :

Establishment of Mini, Medium and Large Animal Feed Plant Total Mixed Ration Block Making Unit By pass protein unit Mineral Mixture Plant Enrich Silage making unit Animal Feed Testing Laboratory to be attached with the Medium to Large

feed plant or the EE can avail benefit for establishment of Animal Feed Testing Laboratory in the existing Feed Plant to ensure quality feed.

Key Features of Scheme

Loan up to 90% of the estimated / actual project cost from the Scheduled Bank based on submission ofviable projects by eligible beneficiaries.

Maximum repayment Period : 8 years inclusive of moratorium of 2 years on principal amount.

Interest subvention of 3% for all Eligible Entities

Credit Guarantee :

a) Credit Guarantee fund of Rs. 750 Crore will be established. The Fund will be managed by NABARD.b) Credit Guarantee will be provided only for those projects which are viable and are covered under MSMEdefined ceilings and the guarantee coverage would be up to 25% of credit facility available to borrower.c) The liability of the Credit Guarantee Fund will be limited to the amount available in the corpus.

The entire amount of AHIDF of Rs. 15000 cr. will be disbursed by the Scheduled Bank starting from 2020-21 within next 3 years.

Complete Process for availing Loan

The EE will apply theloan application formonahidf.udyamimitra.inand upload therequired documents.

After successful submissionof LAF, lender will pick LAFfrom portal. Then Lenderwill approve loan afterexamining the project /documents submitted byapplicant and completetheir internal diligentprocess. Further, Lenderwill upload the sanctionletter on the portal.

Ministry will approveInterest subvention basedon the sanction letterprovided by lenders andwill mark approval ofInterest subvention onportal.

After approvalfrom ministry &compliance ofterms andconditionsmentioned in thesanction letter,lender willdisburse the loanamount.

Online Loan Application Portal

Department of AnimalHusbandry and Dairying(DAHD) has collaborated withSmall Industries DevelopmentBank of India (SIDBI) as theimplementing partner of thescheme and to increase theeffectiveness of the scheme.

SIDBI has created an onlineloan application portal(https://ahidf.udyamimitra.in)for applicants for onlinesubmission of loan applicationform along with requireddocuments. Further, theapplication can be fetched bylenders directly from theportal.

Online Loan Application Journey

Step 1Applicant can start its journey ofonline loan application formthrough “Apply for Loan” and“Login” buttons available onhomepage.

Step 2Applicant may register itselfthrough its Mobile number.Verification of Mobile Numbershall be done through OTP.

Step 3After successful registrationthrough Mobile No., applicantshall start filling its online loanapplication form.

Step 4After filling the application form,Applicant shall upload theapplicable documents on theportal.

Step 5After uploading documents, applicantshall get an option to submit its loanapplication to a Preferred lender or toMarket Place. After the selection,application will be submitted.

Step 6After successful submission ofonline loan application form,applicant shall move to applicationstatus window where it can checkthe status of its application.
