HOW DID YOU GO ABOUT IDENTIFYING THIS PROBLEM? 

• used to be a mining Town owned by the RioTinto (Rossing Uranium Mine, whichcurrently has the largest operating open pit

in the world, and thus’ the work force used tobe male dominated with only about 2%female employed as general laborers backthan or had to resort as house wife’s.

•The man mostly occupy supervisory andmanagement positions and thus’ receive hefty

salaries of which they spend on various socialagendas.

•Since the proclamation of Arandis as a Town in1992, the Council established stakeholder’s forum

and created platforms to address young teenagegirls involved in sexual activities for cash in return.

Rape Case: (Response) • A young teenage girl was raped, assaulted and

brutally murdered which came as a huge shockto the Arandis small community and the breakingnews made headlines in various radio, television

and newspaper headlines.• The Council immediately called up the

community to stand up against this brutal inhuman acts and got ALL stakeholders involved,

including the Police and Public RelationsCommittee of which the station commanderWarrant Anton is the Secretary of thisCommittee.

• Yes,

• Because it is an issue of human rights,human dignity, national interest as well as it

involves a loss of lives the innocent younggirls and teenage girls fall prey to young andmature man.

• As the Constitution clearly state aboutfreedom of movement and freedom ofspeech, the parliament has widely raged and

aggressively campaign through variouspublic speaking about Gender BasedViolence and Gender Stereotyping of whichmen deny the rights of young (future

• ACTIVISM and CYPER DIALOGUES bywhich the Mayor of the Town His WorshipHonorable Daniel Utapi Muhuura,

Councilors, Church leaders of the four (4)churches as well as the Councils PublicRelations Team had face to face and small

groups discussions with the community.

WHAT IS THE TIME-FRAME FOR THE PROJECT? 

• We have been involved in various projects tofight the Gender Based Violence and GenderStereotyping in Arandis Town of which the most

attended over a thousand people was the SAYNO! Project and 16 Days Campaign.

• The Council took a firm stand on this project andmade it a continuous ongoing project and has a

budget of N$30 000 annually to activelycampaign against Gender Based Violence.

• The Girl Child Project has been successfully

managed and monitored through theMinistry of Education involving trainings,seminars and workshops at U.B Dax andKolin Senior Secondary Schools.

• Neighborhood watch – The recently (October2010) established Committee will be receivingtraining in February 2011 organized through the

Office of the Regional Police CommanderCommissioner Festus Shilongo.

• The Mayor of Arandis Hon. Muhuura, DeputyMayor Isa-Bella Kavendjii, Pastor Daphne’

Tauros, Warrant Anton (Secretary in-charge),Elder Thuys Blaauw from the Elders/PensionersCouncil, Seargent Nghifikua and Seargent So-/oabes are serving on this important committee,which shows 70% of women representation.

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE 

MOBILISED? 

Mr. Patrick Haushona whom is the CommunityRelations Officer is spearheading the yearplan and program under the Customer Care

and Community Affairs.• I am task with mobilizing, sensitization and

public relations program to inform, educateand make sure the relevant stakeholders

and public is aware of the six (6) stages weimplemented this far.

• At this point of time due to limitedresources and finances the Gender BasedViolence and Gender Protocol Programsare merely active by assistance andinvolvement of the Councils yearly budgetof N$30 000, as the Town of Arandis is still

on a developing state.

MONITORING AND EVALUATION 

• The P.P.R.C (Police and Public RelationsCommittee) and Zone Leaders are workinghand in hand with the Community Relations

Officer at the Council, whom is reportingdirectly to Madam Sarry Xoagus – Eises therepresentative of Gender Links NamibiaOffice.

• We are in constant consultation and trainingprocess/programs with Madam SarryXoagus – Eises and do forward variousfeedbacks and reports.

WHAT RESULTS HAVE BEEN ACHIEVED? 

• After the brutal rape and murder of the young

innocent girl, the response and action programdrastically brought the entire town to a standstillechoing same messages of FREEDOM OFMOVEMENT and FREEDOM OF SPEECH.

• The teenage boys and mature man has beenmade aware about the consequences to faceshould this kind of inhuman acts happen. The

man actively started participating in publicdebates as well as attended Gender BasedViolence workshops and trainings organized byGender Links Windhoek Namibia Office.

10.Financial ProvisionsEFFECTIVENESS 

• Yes. Because the Council has put aside R30,000 for GBV

activities annually. We organized one of the best andoutstanding and largest march on 10 December 2010(International Human Rights Day) commemorating theremembrance of our daughter, sister and classmate whom gotbrutally murdered and raped.

• During this march more than a thousand participants took partand the community was tasked to take ownership by both theoffice of the Mayor, Council as well as the P.P.R.C and theZone Leaders.

• Each women and men was dressed in ALL white t-shirts andtops during the march which was part of the 16 Days program.

LESSONS LEARNED • The young and mature man in general came to

senses that they need to protect their households,family and women at large and work as acommunity to fight against Gender Based Violenceand Gender Stereotyping.

• Seeing that the Town of Arandis has a very smallpopulation of just over six thousand inhabitants, theStation Commander Warrant Anton and his crewdoes a wonderful job by means of night patrols atnight bars and in particular E.C Restaurant.
