PRECAUTIONARY STATEMENTSHAZARDS TO HUMANS AND DOMESTICANIMALS

DANGERFatal if absorbed through skin. Corrosive.Causes skin burns and irreversible eye damage.Do not get in eyes, on skin, or on clothing. Maybe fatal if swallowed or inhaled. Do not breathevapor or spray mist. Prolonged or frequentlyrepeated skin contact may cause allergicreactions in some individuals.

PERSONAL PROTECTIVE EQUIPMENT (PPE)Some materials that are chemical-resistant to thisproduct are barrier laminate or viton £ 14 mils.For more options, follow the instructions forcategory H on the chemical-resistance categoryselection chart.

Handlers applying via weed sprayer (see Termsused in this labeling section) while irrigationsystem is operating or handlers who may beexposed to liquid spray while repairing amalfunctioning chemigation system or shutting offequipment must wear:. chemical-resistant coveralls . over long-sleeve

shirt and long pants,. chemical-resistant gloves,. chemical-resistant footwear plus socks,. chemical-resistant headgear, and. respirator of the type specified in the respiratory

protection section in the PPE requirements onthis label.

Handlers wearing chemical-resistant attire arelimited to 30 minutes of exposure in any 60minute period to prevent heat illness, and, asrequired by the Worker Protection Standard forAgricultural Pesticides, employers of thesehandlers must take any necessary steps to avoidheat illness.

Except as required above, handlers transferringor loading liquid formulations, handlers operatingmotorized ground equipment with open cabs,handlers repairing or inactivating irrigation orchemigation equipment during application, andhandlers cleaning up spills or equipment, mustwear:. coveralls over long-sleeve shirt and long pants,. chemical resistant gloves,

c. chemical resistant footwear plus socks,. chemical-resistant apron if transferring or

loading the fumigant or cleaning up spills orequipment,

. protective eyewear, and

. respirator of the type specified in the PPErequirements for respiratory protection sectionin the PPE requirements on this label iftriggered.

All other handlers including handlers operatingmotorized ground equipment with closed cabs(except for handlers who set up .and calibratechemigation and irrigation equipment and startthe application from inside the application block)as stated in this labeling must wear:. long-sleeve shirt and long pants,. shoes plus socks, and. respirator of the type specified in the respiratory

protection section in the PPE requirements onthis label if triggered.

PERSONAL PROTECTIVE EQUIPMENT (PPE)FOR RESPIRATORY PROTECTIONWhen an air-purifying respirator is required underthis label's Directions for Use, Protection forHandlers, Respiratory Protection and/or StopWork Triggers section, handlers must wear atminimum either:. A NIOSH-certified full-facepiece air-purifying

respirator equipped with an organic vapor (OV,NIOSH approval prefix TC-23C) cartridge and aparticulate prefilter (Type N, R, P, or HE NIOSHapproval number prefix TC-84A) or-a gas mask with a canister approved for

organic vapor (NIOSH approval number prefixTC-14G).

Cartridges or canisters must be replaced whenodor or sensory irritation from this productbecomes apparent during use, if the measured

cconcentration of MITC is greater than 6000 ppb(6 ppm), or in the absence of any otherinstructions or indications of service life, at theend of each day's work period, whichever occursfirst.

USER SAFETY REQUIREMENTSFollow manufacturer's instructions forcleaning/maintaining PPE. If no such instructionsfor washables exist, use detergent and hot water.Keep and wash PPE separately from otherlaundry.Discard clothing and other absorbent materialsthat have been drenched or heavily contaminatedwith this product's concentrate. Do not reusethem.DO NOT transport contaminated clothing inside aclosed vehicle unless stored in a sealedcontainer. Wash or dispose as specified.

USER SAFETY RECOMMENDATIONSUsers should:. Wash hands before eating, drinking, chewing

gum, using tobacco, or using the toilet.. Remove clothing/PPE immediately if pesticide

gets inside. Then wash thoroughly and put onclean clothing.

. Remove PPE immediately after handling thisproduct. Wash the outside of gloves beforeremoving. As soon as possible, washthoroughly and change into clean clothing.

ENVIRONMENTAL HAZARDSThis pesticide is toxic to mammals, birds, aquaticinvertebrates and fish. Do not apply directly towater, or to areas where surface water is presentor to intertidal areas below the mean high watermark. Do not contaminate water when disposingof equipment wash waters or rinsate.Metam-sodium has certain properties andcharacteristics in common with chemicals thathave been detected in groundwater (highlysoluble in water and has low adsorption to soil).For untarped applications, leaching and runoffmay occur if there is heavy rainfall after soilfumigation.

DIRECTIONS FOR USERestricted Use Pesticide

For suppression of: Nematodes, Fungi, Bacteria,Weeds, Weed seeds and Volunteer seeds.

It is a violation of Federal Law to use this productin a manner inconsistent with its labeling. Do notapply this product in a way that will contactworkers or other persons, either directly orthrough drift. Do not apply when wind speedfavors drift beyond the area intended fortreatment. Only handlers may be in theapplication block from the start of the applicationuntil the entry restricted period ends, and in thebuffer zone during the buffer zone period. Forany requirements specific to your State or Tribe,consult the agency responsible for pesticideregulation.

AGRICULTURAL USE REQUIREMENTSUse this product only in accordance with itslabeling and with the Worker ProtectionStandard, 40 CFR 170. This Standard containsrequirements for the protection of agricultureworkers on farms, forests, nurseries, andgreenhouses, and handlers of agriculturalpesticides. It contains requirements for training,decontamination, notification and emergencyassistance. For entry-restricted period andnotification requirements, see the EntryRestricted Period and Notification sections of thislabeling. The requirements in this box only applyto uses of this product that are covered by theWorker Protection Standard (WPS).

PPE For Entry During the Entry-RestrictedPeriod: PPE for entry that is permitted by thislabeling is listed in the Personal ProtectiveEquipment (PPE) section of this labeling.

TERMS USED IN THIS LABELINGSoil Fumigant Training Program: Certifiedapplicator training that provides information on(1) how to correctly apply the fumigant, includinghow to comply with new label requirements; (2)how to protect handlers and bystanders; (3) howto determine buffer zone distances;-(4) how tocomplete an FMP and the post-applicationsummary; (5) how to determine when weatherand other site-specific factors are not favorablefor fumigant application; (6) how to comply withrequired GAPs and how to document compliancewith GAPs in the FMP; and (7) how to developand implement emergency response plans.

Fumiqant Safe Handling Information: Informationthat must be provided annually to handlers that

Cmust include the following: (1) what fumigantsare and how they work, (2) safe application andhandling of soil fumigants, (3) air monitoring andrespiratory protection requirements for handlers,(4) early signs and symptoms of exposure, (5)appropriate steps to take to mitigate exposures,(6) what to do in case of an emergency, and (7)how to report incidents.

Application Block: Area within the perimeter ofthe fumigated portion of a field (including furrows,irrigation ditches, roadways). The perimeter ofthe application block is the border that connectsthe outermost edges of total area treated with thefumigant product. v

Application Rate: The ratio of fumigant massapplied compared to the soil surface area (e.g.,Ibs of product per acre). The application rate isexpressed on this labeling in terms of either the"treated area application rate" or the "broadcastequivalent application rate." The "treated areaapplication rate" relates to only the rate offumigant applied to the portion of the field that isfumigated (e.g., rate within the bed or strips).The "broadcast equivalent application rate"relates to the rate of fumigant applied within theentire perimeter of the application block. Forbedded and strip applications, the "broadcastequivalent application rate" must be calculated todetermine the buffer zone distance required bythis labeling.

Start of the Application: The time at which thefumigant is first delivered/dispensed into the soilin the application block.

Application is Complete: The time at which thefumigant has stopped being delivered/dispensedinto the soil and the soil has been sealed; driplines have been purged (if applicable). Forapplications with water seals, the application iscomplete at the time at which the fumigant hasstopped being delivered/dispensed into the soil.

Entry Restricted Period: This period begins atthe start of the application and expires dependingon the application method and if tarps are usedwhen the tarps are perforated and removed.Entry into the application block during this periodis only allowed for appropriately PPE-equippedhandlers performing handling tasks. See the

cEntry Restricted Period and Notification sectionfor additional information.

Buffer Zone: An area established around theperimeter of each application block. The bufferzone must extend outward from the edge of theapplication block perimeter equally in alldirections.

Buffer Zone Period: Begins at the start of theapplication and lasts for a minimum of 48-hoursafter the application is complete. Non-handlersmust be excluded from the buffer zone during thebuffer zone period.

Difficult to Evacuate Sites: Pre-Kto Grade 12schools, state licensed daycare centers, nursinghomes, assisted living facilities, hospitals, in-patient clinics, and prisons.

Owner: Any person who has a presentpossessory interest (fee, leasehold, rental, orother) in an agricultural establishment. A personwho has both leased such agriculturalestablishment to another person and granted thatsame person the right and full authority tomanage and govern the use of such agriculturalestablishment is not an owner. See definition of"owner" in WPS (40 CFR §170.3).

Roadway: Portion of a street or highwayimproved, designed or ordinarily used forvehicular travel, exclusive of the sidewalk orshoulder even if such sidewalk or shoulder isused by persons riding bicycles. In the event ahighway includes two or more separatedroadways, the term roadway shall refer to anysuch roadway separately.

Representative Handling Task: For airmonitoring, the locations and handler activitiessampled must represent each handler's exposureoccurring within the application block. Forexample, for an application consisting of a seven-handler crew (1 tractor driver, 1 tractor co-pilot, 4shovelers, and 1 certified applicator supervising)two breathing zone samples could be collected:one sample for the tractor co-pilot and onesample for a downwind shoveler. Results ofprevious sampling may indicate which tasks andlocations are worst case and thereforerepresentative of all handlers.

cHigh Release Height Center Pivot or LateralMove Irrigation Applications: (1) Release heightOR spray height greater than 8 feet, and (2)there is greater than 30 Ibs. PSI at the sprinklerhead.

Medium Release Height Center Pivot or LateralMove Irrigation Applications: (1) Release heightAND spray height is less than 8 feet, AND (2) 29Ibs. or less PSI at the sprinkler head, AND (3)there are no erid guns.

Low Release Height-Solid Stream Center Pivotor Lateral Move Irrigation Applications: (1)Release height and spray height is less than 4feet, AND (2) 29 Ibs. or less PSI at the sprinklerhead, AND (3) application system produces asolid stream, and (4) there are no end guns.

Solid Stream: An uninterrupted liquid stream thatremains generally as a coarse flow untilcontacting the intended target. An example of asolid stream application is Smart Drop®, alsoknown as drizzle boom. Any application systemthat employs sprayheads or nozzles with movingparts that produce a rotating or oscillating spraypattern (e.g., rotators, spinner, nutators, andwobblers) or that otherwise break up the streaminto droplets does not qualify as a solid streamnozzle.

Weed Sprayer: In this labeling, weed sprayerrefers to a tank that holds 100-500 gallonscombined with an off-set spray boom that createsa swath about 4 feet on each side of an orchardtree row, leaving the untreated grassy middle togrow.

USE METHOD RESTRICTIONSThe use of this product is restricted to themethods described in this label.

Use in greenhouses or any other enclosedstructure or confined area is prohibited.Application with handheld equipment isprohibited. Application with cement grinder andshredder equipment is prohibited. Open-pourapplications are prohibited. Do not apply thisproduct through traveler or big gun applicationsystems.

CERTIFIED APPLICATOR TRAININGAny certified applicator supervising a soilfumigant application must have successfullycompleted one of the soil fumigant trainingprograms listed on the following EPA websitehttp://wwW.epa.qov/fumiqanttraininq for the activeingredient(s) in this product. The training must

cbe completed in the time frames listed on thewebsite. The FMP must document the date andlocation where the soil fumigant training programwas completed.

HANDLERSThe following activities are prohibited from beingperformed by anyone other than persons whohave been appropriately trained and equipped ashandlers in accordance with the requirements inWPS (40 CFR Part 170):• Monitoring fumigant air concentrations;• Cleaning up fumigant spills (this does not

include emergency personnel not associatedwith the fumigation application);

• Handling or disposing of fumigant containers;• Cleaning, handling, adjusting, or repairing the

parts of fumigation equipment that maycontain fumigant residues; and

• Performing any handling tasks as defined bythe WPS (40 CFR 170).

The following activities are prohibited from beingperformed in the application block from the startof the application until the entry-restricted periodends and in the buffer zone during the bufferzone period by anyone other than persons whohave been appropriately trained and equipped ashandlers in accordance with the requirements inthe WPS (40 CFR Part 170), (NOTE: personsrepairing, and monitoring tarps are consideredhandlers for the duration listed below). Prohibitedactivities (except for trained and equippedhandlers) include:. Participating in the application as supervisors,

loaders, drivers, tractor co-pilots, shovelers,cross ditchers, or as other direct applicationparticipants;

. Installing, repairing, operating or removingirrigation equipment;

. Performing scouting, crop advising, ormonitoring tasks;

. Installing, perforating (cutting, punching, slicing,poking), or removing tarps; and

. Repairing or monitoring tarps until 14 days afterapplication is complete if tarps are notperforated and removed during those 14 days.NOTE: see Tarp Perforation and/or Removalsection on this labeling for requirements aboutwhen tarps are allowed to be perforated.

cHandlers do not include local, state, or federalofficials performing inspection, sampling, or othersimilar official duties.

PROTECTION FOR HANDLERSSupervision of HandlersFor all applications except water run: from thestart of the application until the application iscomplete, a certified applicator must be at theapplication block in the line of sight of theapplication and must directly supervise allpersons performing handling activities.

For water-run applications (e.g.,sprinkler/chemigation, wheel line, center pivot,lateral move, drip, flood, etc.), a certifiedapplicator must be in the line of sight of theapplication at the start of the application includingset-up, calibration, and initiation of theapplication. A certified applicator may leave butmust return at least every two hours to visuallyinspect the equipment to ensure properfunctioning and must directly supervise allWorker Protection Standard trained handlers untilthe application is complete. Worker ProtectionStandard-trained handlers may perform themonitoring functions in place of, a certifiedapplicator but they must be under the supervisionof a certified applicator and be able tocommunicate with a certified applicator at alltimes during monitoring activities via cell phoneor other means.

For handling activities that take place after theapplication is complete until the entry restrictedperiod expires, the certified applicator is notrequired to be on-site, but must havecommunicated in a manner that can beunderstood by the site owner and handlersresponsible for carrying out those activities theinformation necessary to comply with the labeland procedures described in the FMP (e.g.,emergency response plans and procedures).

IMPORTANT: This requirement does notoverride the requirements in the WorkerProtection Standard for Agricultural Pesticides forinformation exchange between operators ofagricultural establishments and commercialpesticide applicators.

The certified applicator must provide FumigantSafe Handling Information to each handler orconfirm that within the past 12 months, eachhandler has received Fumigant Safe HandlingInformation in a manner he/she can understand.Fumigant Safe Handling Information will beprovided where this product is purchased or atwww.epa.qov/fumiqanttraining.

Exclusion of Non-Handlers from theApplication Block arid Buffer ZoneThe certified applicator supervising theapplication and the owner of the establishmentwhere the application is taking place must makesure that all persons who are not trained andPPE-equipped and who are not performing oneof the handling tasks as stated in this labelingare:• excluded from application block during the

entry restricted period, and• excluded from the buffer zone during the

buffer zone period (see buffer zoneexemption for transit on roadways in BufferZone Requirements section).

Local, state, or federal officials performinginspection, sampling, or other similar officialduties are not excluded from the applicationblock or the buffer zone by this labeling. Thecertified applicator supervising the applicationand the owner of the establishment where theapplication is taking place are not authorized to,or responsible for, excluding those officials fromthe application block or the buffer zone.

Providing, Cleaning, and Maintaining PPEThe employer of any handler (as stated in thislabel) must make sure that all handlers areprovided and correctly wear the required PPE.The PPE must be cleaned and maintained asrequired by the Worker Protection Standard forAgricultural Pesticides.

Air-purifying Respirator AvailabilityThe employer of any handler must confirm thatan air-purifying respirator and appropriatecartridges of the type specified in the PPEsection of this labeling are immediately availablefor each handler who will wear one. At least onehandler must have the appropriate air-purifyingrespirator and cartridges available (see

r.Respirator Fit Testing, Medical Qualification, andTraining section for additional requirements).

Exception: Air-purifying respirators do notneed to be made available for handlersperforming fumigant site monitoring tasksoutside of the buffer zone.

Respirator Fit Testing, Medical Qualification,and TrainingUsing a program that conforms to OSHA'srequirements (see 29 CFR Part 1910.134),employers must verify that any handler that usesa respirator is:. Fit-tested and fit-checked,. Trained, and. Examined by a qualified medical practitioner to

ensure physical ability to safely wear the styleof respirator to be worn. A qualified medicalpractitioner is a physician or other licensedhealth care professional who will evaluate theability of a worker to wear a respirator. Theinitial evaluation consists of a questionnaire thatasks about medical conditions (such as a heartcondition) that would be problematic forrespirator use. If concerns are identified, thenadditional evaluations, such as a physicalexam, might be necessary. The initialevaluation must be done before respirator usebegins. Handlers must be reexamined by aqualified medical practitioner if their healthstatus or respirator style or use-conditionschange.

Upon request by local/state/federal/tribalenforcement personnel, employers must providedocumentation how they have complied withthese requirements.

Respiratory Protection and Stop WorkTriggersThe following procedures must be followed todetermine whether an air-purifying respirator isrequired or if operations must cease for anyperson performing a handling task (except forfumigant site monitoring outside of the bufferzone)_as stated in this label.. If at any time any handler experiences sensory

irritation (tearing, burning of the eyes or nose)then either:

-An air-purifying respirator must be worn by allhandlers who remain in the application blockor surrounding buffer zone, or

c *-Operations must cease and handlers not

wearing an air-purifying respirator must leavethe application block and surrounding bufferzone.

Handlers can remove air-purifying respirators orresume operations if two consecutive breathing-zone samples taken at the handling site at least15 minutes apart show that levels of MITC havedecreased to less than 600 ppb (0.6 ppm),provided that handlers do not experiencesensory irritation.During the collection of air samples, an air-purifying respirator must be worn by the handlertaking the air samples. Samples must be takenat the location where the irritation was firstexperienced .When using monitoring devices tomonitor air concentration levels, a direct readdetection device, such as an electronic deviceor a colorimetric device (e.g. Draeger,Sensidyne) must be used. The devices musthave sensitivity of at least 600 ppb (0.6 ppm) forMITC. Persons using direct read detectiondevices must follow the manufacturer'sdirections.When breathing zone samples are required,they must be taken outside respiratoryprotection equipment and within a ten inchradius of the handler's nose and mouth.When air-purifying respirators are worn, airmonitoring samples must be collected at leastevery 2 hours in the breathing zone of a handlerperforming a representative handling task.If at any time: (1) a handler experiences anysensory irritation when wearing an air-purifyingrespirator, or (2) a MITC air sample is greaterthan or equal to 6,000 ppb (6 ppm), then allhandler activities must cease and handlersmust be removed from the application block andsurrounding buffer zone.Handlers can resume work activities without air-purifying respirators if two consecutivebreathing-zone samples taken at the handlingsite at least 15 minutes apart show levels ofMITC have decreased to less than 600 ppb (0.6ppm), provided that handlers do not experiencesensory irritation. During the collection of airsamples an air-purifying respirator must beworn by the handler taking the air samples.Samples must be taken at the location wherethe irritation was first experienced or wheresample(s) were greater than or equal to 6000ppb (6 ppm).

c. Handlers can resume work activities if all the

following conditions exist provided that theappropriate air-purifying respirator is worn:

- Two consecutive breathing zone samplesfor MITC taken at the handling site at least15 minutes apart must be less than 6,000ppb (6 ppm),

- Handlers do not experience sensoryirritation while wearing the air-purifyingrespirator, and

- Filter cartridges/canisters have beenchanged.

- During the collection of air samples an air-purifying respirator must be worn by thehandler taking the air samples. Samplesmust be taken at the location where theirritation was first experienced or wheresample(s) were greater than or equal to6000 ppb (6 ppm).

TARP PERFORATION AND/OR REMOVAL

IMPORTANT: Persons perforating, repairing,removing, and/or monitoring tarps are defined,within certain time limitations, as handlers (seeHandlers section), and they must be provided thePPE and other protections for handlers asrequired on this labeling and in the WorkerProtection Standard for Agricultural Pesticides.. Tarps must not be perforated until a minimum of

5 days (120 hours) have elapsed after theapplication is complete, unless a weathercondition exists which necessitates the need forearly perforation or removal (see Early TarpRemoval for Broadcast Applications Only andEarly .Tarp Perforation during Flood PreventionActivities for Bedded Applications Onlyrequirements!

. If tarps are perforated within 14 days after theapplication is complete, tarp removal must notbegin until at least 2 hours after tarp perforationis complete.

. If tarps are perforated but not removed within14 days after the application is complete,planting or transplanting must not begin until atleast 48 hours after the tarp perforation iscomplete.

. If tarps are not perforated or removed within 14days after the application is complete, plantingor transplanting may take place while the tarpsare being perforated.

• Each tarp panel used for broadcast fumigationmust be perforated.

. Tarps may be perforated manually ONLY forthe following situations:

- At the beginning of each row when a coulterblade (or other device which performssimilarly) is used on a motorized vehiclesuch as an ATV.

- In fields that are 1 acre or less.- During flood prevention activities.

. In all other instances tarps must be perforated(cut, punched, poked, or sliced) only bymechanical methods.

. Tarp perforation for broadcast fumigations mustbe completed before noon.

. For broadcast fumigations, tarps must not beperforated if rainfall is expected within 12 hours.

. Early Tarp Removal for Broadcast ApplicationsOnly:

- Tarps may be removed before the required5 days (120 hours) if adverse weatherconditions have compromised the integrityof the tarp, provided that the compromisedtarp poses a safety hazard. Adverseweather includes high wind, hail, or stormsthat blow tarps off the field and create ahazard, e.g., tarps blowing into power linesand onto roads. A compromised tarp is atarp that due to an adverse weathercondition is no longer performing itsintended function and is creating a hazard.

. Early Tarp Perforation during Flood PreventionActivities for Bedded Applications .Only:

- Tarp perforation is allowed before the 5days (120 hours) have elapsed.

- Tarps must be immediately retucked andpacked after soil removal.

ENTRY RESTRICTED PERIOD ANDNOTIFICATION

Entry Restricted PeriodEntry into the application block (including earlyentry that would otherwise be permitted underthe Worker Protection Standard) by any person -other than a correctly trained and PPE-equippedhandler who is performing a handling task listedon this labeling - is PROHIBITED from the startof the application until:• 5 days (120 hours) after the application is

complete for untarped applications, or

. 5 days (120 hours) after application is completeif tarps are not perforated and removed for atleast 14 days after the application is complete,or

. 48 hours after tarps perforation is complete iftarps will be perforated within 14 days after theapplication is complete and will not be removedfor at least 14 days after the application iscomplete, or

. Tarp removal is completed if tarps are bothperforated and removed less than 14 days afterthe application is complete.

NOTES:. See Tarp Perforation and/or Removal section

on this labeling for requirements about whentarps are allowed to be perforated.

. If early tarp removal occurs for a broadcastapplication the entry restricted period is aminimum of 5 days after the application iscomplete.

. When listing application information for soilfumigant applications to comply with Part170.122 of the WPS, list the entry restrictedperiod time frame in place of the REI.

NotificationNotify workers of the application by warning themorally and by posting Fumigant Treated Areasigns.The signs must bear the skull and crossbonessymbol and state:. "DANGER/PELIGRO,". "Area under fumigation, DO NOT ENTER/NO

ENTRE,". Metam Sodium fumigation in Use.". The date and time of fumigation,. The date and time the entry restricted period is

over,. "Sectagon 42", and. Name, address, and telephone number of the

certified applicator in charge of the fumigation.

Post Fumigant Treated Area sign instead of theWorker Protection Standard sign for thisapplication but follow all Worker ProtectionStandard requirements pertaining to location,legibility, text size, and sign size (40 CFR §170.120).

cPost the Fumigant Treated Area signs at allentrances to the application block no sooner than24 hours prior to application.

Fumigant Treated Area signs must remainposted for no less than the duration of the entryrestricted period.

Fumigant Treated Area signs must be removedwithin 3 days after the end of the entry restrictedperiod.

MANDATORY GOOD AGRICULTURALPRACTICES (GAPs)

The following GAPs must be followed during allfumigant applications.

Shank ApplicationsWeather Conditions• To determine if unfavorable weather conditions

exist or are predicted (see IdentifyingUnfavorable Weather Conditions section) andwhether an application should proceed, theNational Weather Service weather forecastmust be checked by the certified applicatorsupervising the application:

o on the day of, but prior to the start of theapplication, and

o on a daily basis during the application ifthe time period from the start of theapplication until the application iscomplete is greater than 24 hours.

. Do not apply if an air-stagnation advisory issuedby the National Weather Service is in effect forthe area in which the application is planned,during the application, or the 48 hours after theapplication is complete.

. Do not apply if light wind conditions (< 2 mph)are forecast to persist for more than 18consecutive hours from the time the applicationstarts until 48 hours after the application iscomplete.

. Detailed National Weather Service forecasts forlocal weather conditions, wind speed, and airstagnation advisories may be obtained onlineat: http://www.nws.noaa.gov. on NOAA weatherradio, or by contacting your local NationalWeather Service Forecasting Office.

Identifying Unfavorable Weather Conditions. Unfavorable weather conditions block upward

movement of air, which results in trappingfumigant vapors near the ground. The resultingair mass can move off-site in unpredictabledirections. These conditions typically existwithin an hour prior to sunset and continue pastsunrise and may persist as late as noontime.Unfavorable conditions are common on nightswith limited cloud cover and light to no wind andtheir presence can be indicated by ground fogor smog and can also be identified by smokefrom a ground source that flattens out below aceiling layer and moves laterally in aconcentrated cloud.

Soil Conditions, Injection Depth, and SoilSealing. Soil must be in good tilth, free of large clods,

and tilled at a minimum to the depth of thetreatment zone. Large clods can preventeffective soil sealing and reduce effectivenessof the application. If subsurface soil compactionlayers (hardpans) are present within theintended fumigation treatment zone, a deeptillage to fracture these layers must occur priorto or during the soil fumigant application.

• Plant residue that is present must not interferewith the application or the soil seal. Non-decomposed plant material may harbor peststhat will not be controlled by fumigation. Cropresidue that is present must lie flat to permit thesoil to be sealed effectively and limit the natural"chimneys" that may occur in the soil whenplant residue is present These "chimneys"allow the soil fumigants to move through the soilquickly and escape into the atmosphere. Thismay create potentially harmful conditions forworkers and bystanders and limits the efficacyof the fumigant. Plant residue on the fieldserves to prevent soil erosion from both windand water.

The injection point for bedded and broadcastshank injection applications shall be a minimumof 3 inches from the final soil/air interface. Chiseltraces must be eliminated following anapplication and the soil surface must be sealedimmediately after application using one or moreof the following methods:

c. Compaction with a bed-shaper, roller, press

wheel, coil packer, ring packer, or similardevice, OR

. Covering the treated soil with 3-6 inches ofuntreated soil, OR

. Applying a minimum of a %-inch of waterbeginning immediately after application beginsand completing the water treatment within fourhours, OR

. Covering treated area with a tarp.

Tarps (when tarps are used in Sectagon 42applications). A written tarp plan must be developed and

included in the FMP. Once a tarp is perforated, the application is no

longer considered tarped.. Tarps must be installed immediately after the

fumigant is applied to the soil.

Soil Temperature. At the beginning of the application, the soil

temperature at the injection depth must bebetween 35° and 90°F.

. If air temperatures have been above 100°F inany of the three days prior to application, thensoil temperature must be measured andrecorded in the FMP. Record temperaturemeasurements at the application depth or 12inches, whichever is shallower.

Soil Moisture. The soil moisture in the top six inches of soil

must be between 60% to 80% of availablewater capacity immediately prior to theapplication, subject to the exception below.

. EXCEPTION: In areas where soil moisturemust exceed available water capacity to form abed (e.g., certain regions in Florida), soilmoisture content may exceed the 80%.

. If appropriate measuring equipment is not usedto determine whether the soil moisture in thetop six inches of soil is between 60% to 80%available water capacity immediately prior theapplication, the US DA Feel and AppearanceMethod test may be used to estimate whetherthe 60% to 80% soil moisture contentrequirement is met:

o For coarse textured soils (fine sandand loamy fine sand) there must beenough moisture (50 - 75% ofavailable water capacity) to form a

weak ball with loose and clusteredsand grains on fingers, darkenedcolor, moderate water staining onfingers, will not ribbon.

o For moderately coarse textured soils(sandy loam and fine sandy loam)there must be enough moisture (50 -75% of available water capacity) toform a ball with defined finger marks,very light soil/water staining onfingers, darkened color will not stick.

o For medium textured soils (sandy clayloam, loam, and silt loam) there mustbe enough moisture (50 - 75% ofavailable water capacity) to form aball, very light staining on fingers,darkened color, pliable, and forms aweak ribbon between the thumb andforefinger.

o For fine textured soils (clay, clayloam, and silty clay loam) there mustbe enough, moisture (50 - 75% ofavailable water capacity) to form asmooth ball with defined finger marks,light soil/water staining on fingers,ribbons between thumb and forefinger.

o For fields with more than one soiltexture, soil moisture content in thelightest textured .(most sandy) areasmust comply with this soil moisturerequirement. The field may be dividedinto areas of similar soil texture andthe soil moisture of each area shouldbe adjusted as needed. Coarsertextured soils can be fumigated underconditions of higher soil moisture thanfiner textured soils; however, if the soilmoisture is too high, fumigantmovement will be retarded andeffectiveness of the treatment will bereduced. Previous and/or localexperience with the soil to be treatedor the crop to be planted can oftenserve as a guide to conditions that willbe acceptable. If there is uncertainty indetermining the soil moisture contentof the area to be treated, a localextension service or soilconservationist or pest control advisor(agriculture consultant) should beconsulted for assistance.

C ' f£i. If there is insufficient moisture throughout the

top six inches of soil immediately prior to theapplication, the soil moisture must be adjusted.If there is adequate soil moisture below sixinches, soil moisture can be brought to thesurface by tillage before or during injection. Toconserve existing soil moisture, tillage shouldbe done as close to the time of application aspossible.

Application and Equipment Considerations. Do not apply or allow fumigant spill onto the soil

surface. Injectors must be placed below the soilsurface before product flow begins. Eachinjection line must either have a check valvelocated as close as possible to the final injectionpoint, or drain/purge the line of any remainingfumigant prior to lifting injection shanks from theground. Do not lift injection shanks from the soiluntil the shut-off valve has been closed and thefumigant has been depressurized (passivelydrained) or purged (actively forced out via aircompressor) from the system.

• Application equipment must be in good workingorder.

. All tanks, hoses, fittings, valves andconnections must be serviceable, tightened,sealed and not leaking.

. Dry disconnect couplings (closed transfersystem) must be installed on tanks and transferhoses.

. Sight gauges and pressure gauges must beproperly functioning.

. Nozzles and metering devices must be thecorrect size and sealed and unobstructed.

. Use only tanks, hoses and fittings designed towithstand the pressure of the system andresistant to metam.

. Each nozzle must be equipped with a flowmonitor, e.g. mechanical, electronic, or Red-balltype monitor.

. For undiluted product, aluminum, brass, copper,galvanized iron, and zinc materials cannot beused.

. All rigs must include a filter to remove anyparticulates from the fumigant, and a checkvalve that is visible to the tractor driver duringapplication to prevent backflow of the fumigantinto the pressurizing cylinder.

. All rigs must include a flow meter or a flowmonitoring device.

0. All rigs must have a constant pressure system

with orifice plates to ensure the proper amountoffumigant is applied.

. Valves (e.g., backflow, shut-off), vacuum reliefvalves, and low pressure drains must be inplace, operational, and leak free.

. Use only positive displacement pumps. DoNOT use impellers made of brass, aluminum, orgalvanized material.

. Before using a fumigation rig for the first time,or when preparing it for use after storage, theoperator must check the following itemscarefully:

- Check the filter, and clean or replacethe filter element as required.- Check all tubes and chisels/shanks tomake sure they are free of debris andobstructions.- Check and clean the orifice plates.

Spray Blade Applications (includes bed-topblade and soil cap applications)Weather Conditions. To determine if unfavorable weather conditions

Ifcommon lines are used for both the fumigantapplication and the water treatment/seal (ifapplied), these lines must be adequatelyflushed before starting the water treatment/sealand/or normal irrigation practices.

r cGENERAL BUFFER ZONE REQUIREMENTS

A buffer zone must be established for everyfumigant application. The following describes thegeneral buffer zone requirements:• An area established around the perimeter of

each application block, The buffer zone mustextend outward from the edge of theapplication block perimeter equally in alldirections.

• All non-handlers, including field workers,residents, pedestrians, and other bystanders,must be excluded from the buffer zone duringthe buffer zone period except for transit (seeBuffer Zone Exemptions for Transit onRoadways).

• Local, state, or federal officials performinginspection, sampling, or other similar officialduties are not excluded from the applicationblock or the buffer zone by this labeling. Thecertified applicator supervising the applicationand the owner of the establishment where theapplication is taking place are not authorizedto, or responsible for, excluding those officialsfrom the application block or the buffer zone.

• The buffer zone period begins at the start ofthe application and lasts for a minimum of 48-hours after the application is complete.

Buffer Zone Proximity• Before the start of application, the certified

applicator must determine whether their bufferzone will overlap any metam sodium ormetam potassium (or other MITC generatingpesticides) buffer zone(s).

• To reduce the potential for off-site movementfrom multiple fumigated fields, buffer zonesfrom multiple metam sodium or metampotassium (or other MITC generatingpesticides) application blocks must notoverlap UNLESS:1. A minimum of 12 hours have elapsed

from the time the earlier application(s) iscomplete until the start of the laterapplication, and

2. Fumigant Site Monitoring or ResponseInformation for Neighbors have beenimplemented if there are any residencesor businesses within 300 feet of any ofthe buffer zones.

In addition, only for Low Release Height-SolidStream Center Pivot Applications:• Before the application begins, the certified

applicator must determine whether theapplication block or its resulting buffer willoverlap with a buffer that is already in effect.

o To reduce the potential for off-site movementfrom multiple fumigated fields, buffer zonesfrom multiple metam sodium or metampotassium application blocks may not overlapUNLESS:o Both application blocks are treated using

low release height-solid stream centerpivot systems. The 12 hour waiting perioddoes not apply in this instance,NOTE: Under this exception, buffer zonesmay only overlap with those fromapplication blocks that are not within thesame field (i.e., application blocks must bein separate fields that are treated with adifferent center pivot rig also equippedwith low release height etc.). Structures Under The Control Of The OwnerOf The Application Block• Buffer zones must not include buildings used

for storage (e.g., sheds, barns, garages),UNLESS:o The storage buildings are not occupied

during the buffer zone period, ando The storage buildings do not share a

common wall with an occupied structure.

Areas Not Under The Control Of The OwnerOf The Application Block• Buffer zones must not include residential

areas (e.g., employee housing, privateproperty), buildings (e.g., commercial,industrial), outdoor residential areas (e.g.,lawns, gardens, play areas) and other areasthat people may occupy, UNLESS:

1. The occupants provide written agreement,prior to the start of the application, thatthey will voluntarily vacate the buffer zoneduring the entire buffer zone period, and

2. Reentry by occupants and other non-handlers must not occur until,o The buffer zone period has ended, ando Sensory irritation is not experienced

upon re-entry.

• Buffer zones must not include agriculturalareas owned and/or operated by personsother than the owner of the application block,UNLESS:1. The owner of the application block can

ensure that the buffer zone will not overlapwith a metam sodium or metam potassium(or other MITC generating pesticides)buffer zone from any other propertyowners, except as provided in the BufferZone Proximity section, and

2. The owner of the other, property provideswritten agreement to the applicator thatthey, their employees, and other personswill stay out of the buffer zone during theentire buffer zone period.

• Buffer zones must not include roadways andrights of way UNLESS:1. The area is not occupied during the buffer

zone period, and2. Entry by non-handlers is prohibited during

• For all other publicly owned and/or operatedareas such as parks, sidewalks, permanentwalking paths, playgrounds, and athleticfields, buffer zones must not include theseareas UNLESS:1. The area is not occupied during the buffer

zone period,2. Entry by non-handlers is prohibited during

the buffer zone period, and

3. Written permission to include the publicarea in the buffer zone is granted by theappropriate state and/or local authoritiesresponsible for management andoperation of the area.

Certified applicators must comply with all locallaws and regulations.

BUFFER ZONE DISTANCES

Buffer zone distances must be calculated usingthe application rate and the size of theapplication block.• Buffer zone distances must be based on look-

up tables in this labeling (25 feet is theminimum distance regardless of site-specificapplication parameters).

• If after applying all applicable buffer zonecredits the buffer zone is greater than Y2 mile(2,640 ft), then the application is prohibited.

• Tables 1-12 as appropriate for the method ofapplication must be used to determine theminimum buffer distances. Round up to thenearest rate and block size, where applicable.Applications are prohibited for rates or blocksizes that exceed what is presented in thebuffer zone tables.

rBUFFER ZONE CREDITS

The buffer zone distances for Sectagon 42applications may be reduced by the percentageslisted below. Credits may be added, but creditscannot exceed 80%. Also, the minimum bufferzone distance is 25 feet regardless of buffer zonecredits available.

• Seehttp://www.epa.gov/pestieides/tarpcredits/ fora list of tarps that have been tested anddetermined to qualify for buffer reductioncredits. Only, tarps listed on this websitequalify for buffer reduction credits.

• 10% reduction in buffer zone distance, IF theorganic content of the soil in the applicationblock is > 1% - 2%; a 20% reduction is bufferzone distance, IF the organic content of thesoil in the application block is >2% - 3%; anda 30% reduction in the buffer zone distance,IF the organic content of the soil in theapplication block is >3%.

• 10% reduction in buffer zone distance, IF thesoil temperature is measured to be 50°F orless. Record temperature measurements atthe application depth or 12 inches, whicheveris shallower.

• 10% reduction in the buffer zone distance, IFthe clay content of the soil in the applicationblock is greater than 27%.

Examples of Buffer Zone Calculations withCredits AppliedIf the buffer zone is 50 feet and the applicationqualifies for a buffer zone reduction credit sincethe soil organic content is 1.5%, then the bufferzone can be reduced by 10%, i.e., reduced by 5feet based on the following calculation: 50 feet -(50 feet x 10%) = 45 feet.

If the buffer zone is 50 feet and the applicationqualifies for two buffer zone credits since the soilorganic content is 1.5% and the clay content isgreater than 27%, then the buffer zone can bereduced by 20% (10% organic content credit +10% clay content credit), i.e., reduced by 10 feetbased on the following calculation 50 feet - (50feet x 20%) = 40 feet.

POSTING FUMIGANT BUFFER ZONES

• Posting of a buffer zone is required unlessthere is a physical barrier that preventsbystander access to the buffer zone.

• Buffer Zone signs must be placed along oroutside the perimeter of the buffer zone, at allusual points of entry and along likely routes ofapproach from areas where people not underthe owner's control may approach the bufferzone.o Some examples of points of entry include,

but are not limited to, roadways,sidewalks, paths, and bike trails.

o Some examples of likely routes ofapproach include, but are not limited to,the area between a buffer zone and aroadway, or the area between a bufferzone and a housing development.

o When posting, the certified applicatorsupervising the application must ensurecompliance with all local laws andregulations.

• Buffer Zone signs must meet the followingcriteria:

o The printed side of the sign must faceaway from the application block towardareas from which people could approach.

o Signs must remain legible during the entireposting period and must meet the generalstandards outlined in the WPS for signsize, text size, and legibility (see 40 CFR§170.120).

o Signs must be posted no sooner than 24hours prior to the start of the applicationand remain posted until the buffer zoneperiod has expired.

o Signs must be removed within 3 days afterthe end of the buffer zone period.

o Buffer Zone signs which meet the criteriaabove will be provided at points of sale forapplicators to use. Templates may bedownloaded fromhttp://www.epa.gov/pesticides/reregistration/soil fumigants/.

o The Buffer Zone signs must contain thefollowing information:

• The'Do Not Walk1 symbol• DO NOT ENTER/NO ENTRE,• Metam Sodium Sectagon 42

certified applicator in charge ofthe fumigation.

Exception: If multiple contiguous blocks arefumigated within a 14-day period, the entireperiphery of the contiguous blocks' buffer zonesmay be posted. Buffer Zone signs must beposted no sooner than 24-hours prior to the startof the first application. The signs must remainposted until the last buffer zone period expiresand signs must be removed within 3-days afterthe buffer zone period for the last block hasexpired.

RESTRICTIONS FOREVACUATE SITES

DIFFICULT TO

Difficult to evacuate sites are pre-K to grade 12schools, state licensed daycare centers, nursinghomes, assisted living facilities, hospitals, in-patient clinics, and prisons.• No fumigant application with a buffer zone

greater than 300 feet is permitted within 1/4mile (1320 feet) of difficult to evacuate sitesunless the site is not occupied by childrenfrom state-licensed day care centers,students (pre-K to grade 12), patients, orprisoners during the application and the 36-hour period following the end of theapplication.

• No fumigant application with a buffer zone of300 feet or less is permitted within 1/8 mile(660 feet) of difficult to evacuate sites unlessthe site is not occupied by children from state-licensed day care centers, students (pre-K tograde 12), patients, or prisoners during theapplication and the 36-hour period followingthe end of the application.

EMERGENCY PREPAREDNESS ANDRESPONSE MEASURES

If the buffer zone is 25 feet, then the EmergencyPreparedness and Response Measures are notapplicable.

Triggers for Emergency Preparedness andResponse MeasuresThe certified applicator must either follow thedirections under the Fumigant Site Monitoring

section or follow the directions under theResponse Information for Neighbors section if:

• the buffer zone is greater than 25 feet butless than or equal to 100 feet, and there areresidences or businesses within 50 feet fromthe outer edge of the buffer zone, or

• the buffer zone is greater than 100 feet butless than or equal to 200 feet, and there areresidences or businesses within 100 feet fromthe outer edge of the buffer zone, or

• the buffer zone is greater than 200 feet butless than or equal to 300 feet, and there areresidences or businesses within 200 feet fromthe outer edge of the buffer zone, or

• the buffer zone is greater than 300 feet or thebuffer zones overlap, and there areresidences or businesses within 300 feet fromthe outer edge of the buffer zone.

Fumigant Site MonitoringNOTE: Fumigant Site Monitoring is ONLYrequired if the Emergency Preparedness andResponse Measures are triggered ANDdirections from the Response Information forNeighbors section are not followed.

From the start of the application until the bufferzone period expires, a certified applicator orhandler(s) under his/her supervision must:• Monitor for sensory irritation in areas between

the buffer zone outer perimeter andresidences and businesses that trigger thisrequirement.

• Monitoring for sensory irritation must begin inthe evening on the day of application andcontinue until the buffer zone period expires.Monitor a minimum of 8 times during thebuffer zone period, including these periods:

-1 hour before sunset,- during the night,-1 hour after sunrise, and- during daylight hours.

Implement the emergency response planimmediately if a handler monitoring experiencessensory irritation.

The certified applicator supervising theapplication must ensure that residences andbusinesses that trigger the requirement havebeen provided the response information at least1 week before the application starts. Theinformation provided may include applicationdates that range for no more than 4 weeks. Ifthe application does not occur when specified,the information must be delivered again.

Information that must be included:• The location of the application block.• Fumigant(s) applied including the active

ingredient, name of the fumigant product(s),and the EPA Registration number.

• Contact information for the applicator andproperty owner.

• Time period in which the application isplanned to take place (must not range morethan 4 weeks).

• Early signs and symptoms of exposure to thefumigant(s) applied, what to do, and who tocall if you believe you are being exposed (911in most cases).

• How to find additional information aboutfumigants.

The method used to share the responseinformation for neighbors can be accomplishedthrough mailings, door hangers, or other methodsthat will effectively inform the residences andbusinesses within the required distance from theedge of the buffer zone.

NOTICE TO STATE AND TRIBAL LEADAGENCIES

If your state and/or tribal lead agency requiresnotice, information must be provided to theappropriate state or tribal lead agency prior to theapplication. Please refer towww.epa.gov/fumigantstatenotice for a list ofstates and tribal lead agencies that require noticeand information on how to submit the information.

The information that must be provided to stateand tribal lead agencies includes the following:• Location of the application blocks,• Fumigant(s) applied including EPA

registration number,• Applicator and property owner contact

information, and• Time period that fumigation may occur.

EMERGENCY RESPONSE PLAN

The certified applicator must include in the FMPa written emergency response plan thatidentifies:• evacuation routes,• locations of telephones,• contact information for first responders and

local/state/federal/tribal personnel, and• emergency procedures/responsibilities (e.g.,

adding water to the field, repairing tarps,fixing equipment, evacuating upwind) if:

o there is an incident,o sensory irritation is experienced

outside of the buffer zone, and/or thereare equipment/tarp/seal failure orcomplaints, or other emergencies.

SITE-SPECIFIC FUMIGATION MANAGEMENTPLAN (FMP)

Prior to the start of application, the certifiedapplicator supervising the application must verifythat a site-specific fumigation management plan(FMP) exists for each application block. Inaddition, an agricultural operation fumigatingmultiple application blocks may format the FMPin a manner whereby all of the information that iscommon to all the application blocks is capturedonce, and any information unique to a particularapplication block or blocks is captured insubsequent sections.

The FMP must be prepared by the certifiedapplicator, the site owner, registrant, or otherparty.The certified applicator must verify in writing (signand date) that the site-specific FMP(s) reflectscurrent site conditions before the start ofapplication.

The certified applicator must make a copy of theFMP immediately available for viewing byhandlers involved in the fumigation. The certifiedapplicator or the owner of the application blockmust provide a copy of the FMP to anylocal/state/federal/tribal enforcement personnelwho request the FMP. In the case of anemergency, the FMP must be made immediatelyavailable when requested bylocal/state/federal/tribal emergency responseand enforcement personnel. The certifiedapplicator supervising the application mustensure the FMP is at the application blockduring all handler activities.

PRODUCT INSTRUCTIONSSectagon 42 is a water-soluble liquid. Whenapplied to properly prepared soil, the liquid isconverted into a gaseous fumigant. After asufficient waiting period, the gas dissipates,leaving the soil ready for planting. Sectagon 42 isrecommended for the suppression of weeds,plant parasitic nematodes, and soilborne fungithat cause, reductions in the yield and quality ofornamental, food and fiber crops.Sectagon 42 will suppress only those pests in thefumigation zone at the time of treatment.

Recontamination may occur subsequent to thefumigant's dissipation from the soil.

Weeds and germinating weed seeds that aresuppressed include Annual bluegrass, Bermudagrass, Chickweed, Dandelion, Ragweed, Henbit,Lambsquarter, Amaranthus sp. (Pigweed,Careless weed), Watergrass, Johnsongrass,Nutgrass, Wild morningglory, Purslane,Barnyardgrass, Crabgrass, Groundsel, Pricklylettuce, Pineappleweed, Nettleaf, Goosefoot,Nightshade, Shepherdspurse, Stinging nettle,Malva, London rocket, and Fiddleneck. The bestweed suppression is obtained when Sectagon 42is applied to weeds that are actively growing.

The soil-borne plant pathogenic fungi suppressedinclude species of Verticillium, Rhizoctonia,Pythium, Phytophthora, Sclerotinia.

The plant parasitic nematodes which Sectagon42 suppresses include Root knot, Lesion,Dagger, Lance, Needle, Pin, Reniform, Stunt,Stubby root, Sting and Spiral.

Note: Sectagon 42 will only suppress nematodesthat are in the fumigated zone at the time oftreatment. The fumigated zone is defined as thedepth of penetration that Sectagon 42 achievesat the time of application. In Oregon andWashington, Sectagon 42 will only suppressMiloidogyne Chitwoodi. Other pests suppressedinclude symphilids or garden centipedes.

USE PRECAUTIONSKeep off desirable lawns and plants. Do notapply within 3 feet of the drip line of desirableplants, shrubs or trees. Do not use in confinedareas without adequate ventilation OR wherefumes may enter nearby dwellings. Do not use ingreenhouses. Keep container tightly closed whennot in use. Do not store near feed or food.

TREATMENT GUIDELINESFor optimum results from soil fumigation withSectagon 42 certain procedures should beobserved at designated times in the treatmentprogram. Described in this section are importantguidelines for each of the four stages of thetreatment process:

PLANNING A SECTAGON 42 APPLICATION!Time of Application |Apply Sectagon 42 after harvest and 14 to 21days before a new crop is planted. In some areasof North America, fall applications are preferredbecause the fumes dissipate over the winter,allowing planting to begin as soon as favorablespringtime conditions arrive. j

iApplication RateApply 37.5 to 75 gallons of Sectagon 42 pertreated acre depending on crop, target pest, andsoil properties. Soil properties to consider whendetermining the application rate include the depthof soil to be treated, soil texture and percentorganic matter.

Application in Tank Mix with Liquid FertilizerSectagon 42 may be injected in a mixture withliquid fertilizers. Since the composition of liquidfertilizers vary considerably, the physicalcompatibility of each fertilizer/Sectagon 42 tankmix should be checked by using the followingprocedure:

iMix a small quantity of Sectagon 42 and liquidfertilizer in a glass container. Sectagon 42 andfertilizer should be mixed in the same ratio asthey will be applied to the field (i.e., if 40 gallonsof Sectagon 42 and 40 gallons of liquid fertilizerare to be applied per acre, then Sectagon 42 andfertilizer should be mixed in the jar in a 40:40 or1:1 ratio). Agitate the liquids to attain a completemixture.

If a uniform mix cannot be made, the mixtureshould not be used. If the mixture remainsuniform for 30 minutes, the combination may beused. Should the mixture separate after 30minutes, but readily remixes uniformly withagitation, the mixture can be used if adequateagitation is maintained in the tank.

Flush all equipment with water after each day'suse. Disassemble valves and clean carefully. Allrinsate should be properly applied to the field.

Target Pest and Depth of TreatmentFor suppression of weeds and fungi causingseed or seedling diseases, treatment of only thetop 1 to 4 inches of soil may be required (seeapplication specific requirements in the GoodAgricultural Practices section of this label). Forsuppression of nematodes and fungi which occurthroughout the rhizosphere, treatment to depthsof greater than 4 inches may be required. For agiven soil type, the required application rate willincrease proportionately with the depth oftreatment required.

For example, if 25 gallons of Sectagon 42 peracre is required to treat 4 inches, then 50 gallonsof Sectagon 42 will be required to treat to a depthof 8 inches. Choose the appropriate applicationmethod to distribute Sectagon 42 evenlythroughout the soil to the required depth.

Organic Matter in the SoilBecause of the absorbing effect of humus, soilswith high levels of organic matter under thesurface require higher than usual doses ofSectagon 42 with the maximum application ratebeing 75 gallons per acre. For example, mucksoils require twice the amount of fumigant thatwould be used in mineral soils.

Soil TextureApplication rates will vary with the soil texture.For instance, clay soils require more Sectagon42 than light sandy soil.

Soil Temperature During TreatmentAt the time of fumigation, the soil temperatureshould be in the range of 40°F-90°F (1.6°-32°C).

cPhytotoxicitySectagon 42 is phytotoxic. Protect valuable, non-target plants by stopping soil applications ofSectagon 42 at least 3 feet short of the drip lineof trees, shrubs, and other desirable plants. Cropinjury, lack of effectiveness, or illegal pesticideresidues in the crop can result from nonuniformdistribution of treated water.

APPLYING SECTAGON 42Use of Diluted Sectagon 42Do not store the diluted product. Use Sectagon42 promptly after it has been mixed with water. Indilute solutions in water Sectagon 42decomposes over a period of days. AlthoughSectagon 42 is stable in its concentrated form, itis unstable in acid dilutions.

CHEMIGATION OF SECTAGON 42When applying by chemigation methods thefollowing precautions must be observed.

Apply this product only through sprinkler systemsincluding center pivot, lateral move, end tow, side(wheel) roll, solid set, or hand move; flood(basin); furrow; border, or drip (trickle) irrigationsystems. Do not apply this product through anyother type of irrigation system. i

Crop injury, lack of effectiveness, or illegalpesticide residues in the crop can result fromnonuniform distribution of treated water.

If you have questions about calibration, youshould contact State Extension Servicespecialists, equipment manufacturers or otherexperts.

Do not connect an irrigation system used forpesticide application to a public water system,unless the pesticide label-prescribed safetydevices for public water systems are in place.

A person knowledgeable of the chemigationsystem and responsible for its operation, orunder the supervision of the responsible person,shall shut the system down and make necessaryadjustments should the need arise.

CHEMIGATION SYSTEMS CONNECTED TOPUBLIC WATER SYSTEMSNOTE: Tessenderlo Kerley, Inc. does notencourage connection of chemigation systems topublic water systems. The following informationis provided for users who have evaluated allalternative application and water source optionsbefore choosing to make such a connection.

Public water system means a system for theprovision to the public of piped water for humanconsumption if such system has at least 15service connections or regularly serves anaverage of at least 25 individuals daily at least 60days out of the year.

Chemigation systems connected to public watersystems must contain a functional, reduced-pressure zone, backflow preventer (RPZ) or thefunctional equivalent in the water supply lineupstream from point of pesticide introduction. Asan option to the RPZ, the water from the publicwater system should be discharged into areservoir tank prior to pesticide introduction.There shall be a complete physical break (airgap) between the outlet end of the fill pipe andthe top or overflow rim of the reservoir tankmeasuring of at least twice the inside diameter ofthe fill pipe.

PRODUCT INSTRUCTIONS FOR SPRINKLERSYSTEMSIncluding center pivot, lateral move, end tow,side (wheel) roll, solid set or hand moveirrigation systems) and Drip ChemigationSystems

NOTICE: Do not operate irrigation systemswithout safety valves or other devices to preventback siphoning of Sectagon 42 into watersources. Irrigation water treated with Sectagon42 should be maintained on the treated area untilthe water is absorbed by the soil. The tankcontaining Sectagon 42 must be connected tothe discharge side of the irrigation pump or otherpressurized equipment attached to the irrigationline. Do not apply in irrigation systems that resultin overlapping application of Sectagon 42. Do notapply when weather conditions favor drift fromtarget areas.

PREPARING FOR PLANTING AFTERAPPLICATION OF SEGTAGON 42

Effect of RainIf a Sectagon 42 application is rained on lessthan 24 hours after treatment, lack ofsuppression at and near the soil surface mayresult.

RecontaminationPrecautions must be taken to preventrecontamination of treated soil with weed seeds,plant pathogenic fungi and plant parasiticnematodes. Use clean seeds and/or plants.Before farm equipment is driven into the treatedarea, it should be rinsed free of the untreated soilfrom other fields.

Interval Between Treatment and PlantingBecause Sectagon 42 can be harmful togerminating and/or living plants, an appropriateinterval must be observed between soilfumigation and planting. On well-drained soilswhich have a light to medium texture and whichare not excessively wet or cold (when soil iscolder than 40°F or contains more moisture than80% available water capacity) followingapplication, planting can begin 14 to 21 daysafter treatment. If soils are heavy or especiallyhigh in organic matter, or if they remain wet andor cold (below 60°F or 15°C) followingapplication, a minimum interval of 30 days shouldbe observed.

Aeration before plantingSoils including soils high in clay or organicmatter, should be allowed to aerate and drythoroughly after treatment with Sectagon 42.During cold and/or wet (when soil is colder than40°F or contains more moisture than 80%available water capacity) weather, frequentshallow cultivation can aid the escape ofSectagon 42 from the soil.

Testing for Dissipation of Sectagon 42After the waiting period has passed, if there areany questions about the complete escape ofSectagon 42 from the soil, transplant a seedlinginto the treated soil. If the plant developsnormally without any signs of chemical injury,crop planting can begin.

Use 37.5 to 75gallons of Sectagon 42 per treated acre (or seecrop-specific considerations in the Additional UseInstructions of this label) followed immediately bya roller/packer to smooth and compact the soilsurface.Spray Sectagon 42 immediately in front of thetiller or mulcher, set to the depth where control isdesired (minimum 6 inches). Use 37.5 to 75gallons per treated acre (or see crop-specificconsiderations in the Additional Use Instructionssection of this label). Follow immediately with aroller, power roller or bed shaper to seal soilsurface. Light watering or a tarp after rolling maybe used to help prevent fumigant escape.

SOIL TREATMENTIMPORTANTPRECAUTIONSCrops to be hilled: For crops that require soilmovement (hilling) prior to or after planting,incorporate Sectagon 42 to a depth that will allowthe tillage required to occur without penetratingbelow the depth of treatment (see applicationspecific requirements in the Good AgriculturalPractices section of this label).

Crops to be bedded: For crops to be bedded,care must be taken that exposed sides of raisedbeds are not cracked or open compared to thepower rolled surface. If necessary, add powerrollers of the required height or other sealingequipment to the ends of the bedding equipmentto seal the sides.

Note: The use of Sectagon 42 for thesuppression of weeds, weed seeds and shallowinhabiting soil fungi requires that NO SOILCULTIVATION OCCUR FOLLOWINGTREATMENT until time of planting.

This method of treating soil with Sectagon 42 willnot be effective for the suppression of nematodesoutside the treated zone. This method ofSectagon 42 application can be used incombination with other soil fumigants to suppressthe nematodes persisting in the surface 1 to 6inches of soil normally not suppressed withinjected soil fumigants.

Zone of treatment will be limited by diameter ofapplicator. If pest is deeper than applicator cantreat to, use a different method. For furtherinformation contact your local agriculturalextension service or the manufacturer.

SHANK AND SPRAY BLADE APPLICATIONUse injectors (shanks, blades, fertilizer wheels,plows, etc.) to apply Sectagon 42 at the rate of37.5 to 75 gallons per acre into well preparedsoil. Follow immediately with a bedshaper, rollerpress wheel, or similar device, or cover with anadequate amount of soil to seal the fumigant intothe soil.

Example: apply through injectors placed 4 inchesbelow surface and 5 inches apart.

SOLID SET SPRINKLER AND CENTER PIVOTAND LATERAL MOVE APPLICATION

Use only those sprinkler systems which givelarge water droplets to prevent excess loss. Use37.5 to 75 gallons Sectagon 42 per acre forsuppression of nematodes and fungi at a depthof 24 inches. For suppression of weeds and fungiat a depth of 8 inches or less, use 15 to 75gallons per acre. Inject the Sectagon 42 inenough water to reach to desired treatmentdepth. The product should be continuouslymetered into the irrigation system throughout theentire application period. Flush the system withonly enough water to clear lines. If the soilsurface dried quickly, reseal it with 15 minutes ofwater once a day for the next day or two.

To prevent runoff of treatment solution duringsprinkler application, do not exceed the infiltrationrate of the solution into the soil. Should runoffoccur, isolate it from growing crops and watersources. Once collected, reapply it to the treatedarea. See use precautions in "CHEMIGATION"section.

CHECK FLOOD (BASIN), FURROW AND^ BORDER

Meter Sectagon 42 at a Steady rate into waterduring irrigation. Use 40 to 75 gallons ofSectagon 42 per acre, depending upon the kindof pest and depth desired, in 3 to 18 inches ofwater per acre. See use precautions in"CHEMIGATION" section.

DISC APPLIED METHODSpray Sectagon 42 immediately in front of disc.Use 15 to 75 gallons per acre. Followimmediately with a roller to smooth and compactthe soil surface.

DRIP IRRIGATIONSectagon 42 may be injected into drip irrigationsystems prior to planting. The area must becalculated in accordance with the size of theband treated. Apply 40 gallons per broadcastacre in one acre inch of water (27,000 gallons).The resulting concentration is 700 ppm on aweight basis. (Example: if the emitters irrigate10% of each acre then use 5 gallons Sectagon42 in 2,700 gallons water). Inject continuously.Do not slug treat. See use precautions in"CHEMIGATION" section.

APPLICATION TO BED OR ROWSROTARY TILLER OR POWER MULCHERAPPLICATIONSpray Sectagon 42 immediately in front of thetiller or mulcher, set to the depth where control isdesired. Use 37.5 to 75 gallons per treated acre(or see crop-specific considerations in theAdditional Use Instructions section of this label).Follow immediately with a roller, power roller orbedshaper to seal soil surface. Light watering ora tarp after rolling may be used to help preventfumigant escape.

Crops to be bedded: For crops to be bedded,care must be taken that exposed sides of raisedbeds are not cracked or open compared to thepower rolled surface. If necessary, add powerrollers of the required height or other sealingequipment to the ends of the bedding equipmentto seal the sides.

Note: The use of Sectagon 42 for thesuppression of weeds, weed seeds and shallowinhabiting soil fungi requires that NO SOILCULTIVATION OCCUR FOLLOWINGTREATMENT until time of planting.

This method of treating soil with Sectagon 42 willnot be effective for the suppression of nematodesoutside the treated zone. This method ofSectagon 42 application can be used incombination with other soil fumigants to suppressthe nematodes persisting on the surface 1 to 6inches of soil normally not suppressed withinjected soil fumigants.

Zone of treatment will be limited by diameter ofapplicator. If pest is deeper than applicator cantreat to, use a different method. For furtherinformation contact your local agriculturalextension service or the manufacturer.

SOIL INJECTION (Pre-formed Beds)Sectagon 42 at the rate of 50 to 75 gallons pertreated acre (1 to 1.5 pints per 100 sq. ft.), maybe injected into preformed plant beds followingthe directions given above under soil injection. Ifa wider treated band is desired, space 2 or moreinjectors (shanks, blades, fertilizer wheels, etc.)at desired intervals to cover the desired treatingwidth. Seal immediately.

If Sectagon 42 is injected into established plantbeds to terminate growth of a previous crop, andto fumigate the bed in preparation for planting asubsequent crop, the terminated crop should notbe used for any food or feed purposes afterSectagon 42 has been applied.

SOIL INJECTION (At Bed Forming Operation)Sectagon 42 may be injected during the beddingor row building process, or to pre-formed beds,using one of the following delivery systems: (1)

single narrow knife blade (2) a series of narrowknife blades set no more than 5 inches apart, (3)a spray blade, (4) tiered shanks, (5) spray rake or(6) similar equipment that places Sectagon 42 incontact with the pest to be controlled orsuppressed. The use rate for the aboveoperations is 37,5 to 75 gallons per treated acre(or see crop-specific considerations in theAdditional Use Instructions section of this label).Reduced rates will vary depending upon theactual width of the treated band desired. Applythe Sectagon 42 at the desired depth in the soiland follow immediately with the soil cappingoperation, bedding process, or roller/packer toseal the fumigant into the soil.

SOIL COVERING METHOD(BED-OVER METHOD)

Sectagon 42 may be sprayed or dripped onto thesoil immediately ahead of bed-shapingequipment. Follow immediately with a bedshaper,roller press wheel, or similar device, or cover withan adequate amount of soil to seal the fumigantinto the soil. The recommended rate of Sectagon42 is 40 to 75 gallons per acre of treated soil,approximately equivalent to 0.5 to 1.5 pints per100 linear ft. of 12-inch wide row.

DRIP IRRIGATIONDuring pre-irrigation, check drip tape for uniformdistribution and repair if necessary. Apply 15 to75 gallons Sectagon 42 per treated acre (0.25 to1.5 pints per 100 sq. ft. of treated soil) usingenough water to thoroughly wet entire desiredtreatment zone. During the entire irrigationperiod, inject Sectagon 42 continuously into dripline as close as possible to treatment area. Twoor more lines per bed may be needed to ensurefull coverage.

Weed suppression will not be satisfactory if toomuch water is applied (if 80% available watercapacity is exceeded). An adequateconcentration of Sectagon 42 must be present atthe time of weed seed germination in order to beeffective. See use precautions in"CHEMIGATION" section.

DRENCH APPLICATION ON BEDS OR ROWSSectagon 42 may be applied to finished beds inenough water to soak at least 2 inches deep for

suppression of shallow seeded weeds. To avoidcontamination by untreated soil, do not disturbthe treated area. Apply 15 to 75 gallons ofSectagon 42 per treated acre.

ADDITIONAL USE INSTRUCTIONSTOBACCO PLANT BEDSFall applications are recommended whereverpossible. Read and follow DIRECTIONS FORUSE carefully. Treatment in the South shouldgenerally be made before November 30.

Drench Method: Apply 2 gallons Sectagon 42in 150 to 200 gallons of water per 100 sq. yd.Application may be made with sprinklers,sprayers with nozzles or any suitableequipment. Follow directions given above forseed bed treatment. Do not apply more than75 gallons of Sectagon 42 per acre.

SYMPHYLID SUPPRESSIONSoil should be in good seed bed condition to adepth of 8 to 10 inches. Maintain adequatemoisture during spring season. Treat during July-August when symphylids are in the upper soilsurface. Apply 15 gallons Sectagon 42 per acreusing blade or chisel injector. Inject below level ofsymphylid concentration, usually 6 to 8 inches.Pack soil immediately after application.

NOTE: Sectagon 42 will only suppressnematodes which are in the fumigated zone atthe time of treatment.

POTATOESFor suppression of potato pests such as Rootknot nematodes, Weed seeds, Verticullumdahlias (Early maturity disease).Apply 30 to 75 gallons Sectagon 42 per acreusing injectors (shanks, blades, fertilizer wheels,plows, etc.) Follow immediately with abedshaper, roller press wheel or similar device orcover with an adequate amount of soil to seal thefumigant into the soil.

Sprinkler system preplant application - Use37.5 to 75 gallons of Sectagon 42 per acre. Injectinto a sprinkler system that can deliver an evenwater distribution for the area being treated.Inject all of the Sectagon 42 needed for the areacovered and apply in enough water to reach thedesired treatment depth. Soil temperature should

cbe in the range of 35°F to 90°F in the treatmentzone. Soil moisture immediately prior totreatment must be 60 to 80% of available watercapacity down to 24" level. Soil condition mustfacilitate even moisture penetration withoutrunoff. Do not apply when plants are present.See use precautions in "CHEMIGATION" section.NOTE: Sectagon 42 will suppress Root knotnematodes in the fumigated zone at the time oftreatment. The fumigated zone is defined as thedepth of penetration that Sectagon 42 achievesat the time of application.

If high numbers or deep nematodes areidentified, anticipate nematodes to build upthroughout the growing season. Some damagewill occur unless additional action is taken.

Sectagon 42 has no soil residual andreinfestation of a field can occur from numeroussources such as deep nematode populations,seed pieces, irrigation water, equipmentcontamination and blowing wind.

EARLY MATURITY DISEASES OF POTATOESIN OREGONApply 30 gallons Sectagon 42 per acre usinginjectors (shanks, blades, fertilizer wheels, plows,etc.) Follow immediately with a bedshaper, rollerpress wheel or similar device or cover with anadequate amount of soil to seal the fumigant intothe soil.

NOTE: Sectagon 42 will suppress Root knotnematodes in the fumigated zone at the time oftreatment. The fumigated zone is defined as thedepth of penetration that Sectagon 42 achievesat the time of application.

MINTVerticilium wilt control.When infestation is limited to small spots in afield, spread can be reduced by treating the soilwith 75 gallons Sectagon 42 per treated acre (114pints per 100 sq. ft.) using injector blade or thinshank injector rig with injectors spaced atintervals to cover the desired treating width.

WHEAT AND BARLEYFor suppression of certain root diseases causedby Early season soil fungi - before applyingSectagon 42 cultivate the area to be treated to

cbreak up clods. Apply 2 to 7.5 gallons per treatedacre 14 to 21 days before planting. Sectagon 42may be diluted with water or non-acidic liquidfertilizer immediately before applying. InjectSectagon 42 to a depth of 5 to 8 inches intomoist soil. Space injector shanks at intervals tocover the desired treating width.Do not mix Sectagon 42 with acidic fertilizer orother acidic solutions. Use only in areas whichreceive 15 or more inches of rainfall per year.

PEANUTSCylindrocladlium Black Rot (CBR) Suppression:Apply Sectagon 42 at the following rates:

CBR-resistant cultivar (NC8C): 7.5 gallons pertreated acre or 4 pints per 1,000 feet of treatedrow CBR-susceptible peanut cultivars (Florigant,GK-3, NC-5 Keel 29): 15 gallons per treated acreor 8 pints per 1,000 feet of treated row.

CBR-highly susceptible cultivars (VA 81B,NC7): use of Sectagon 42 is not recommended.

Soil Preparation: Before applying Sectagon 42residue from the previous crop should bedecomposed (enhanced by fall discing) andplowed under in the spring with moldboard plow.Soil incorporated preplant herbicides must beapplied before application of Sectagon 42.

Application: Apply Sectagon 42 with a gravityflow regulator through chisel-type or counter-typeapplicators. Center each applicator, one per row,in front of a bedshaper to mark the location ofchemical deposition. Sectagon 42 should bedeposited 6 to 8 inches below the soil surface ofbeds. Bed and applicator spacing shouldcoincide with row spacing at planting. Soil .temperatures must be in the range of 60°F to90°F at injection depth before application.

Tillage and Planting after Application: Do notmix treated soil with untreated soil by tillage orother cultural practices. Plant peanuts in thecenter of treated beds no earlier than 14 daysfollowing application of Sectagon 42. An at-planting nematicide treatment will be necessaryin fields with heavy infestation of Root knot, Ringand/or String nematode.

CFOR SUPPRESSION OF SPECIFIC ORCHARDDISEASES (SUCH AS SPECIFIC APPLEREPLANT DISEASE)Use 62 to 75 gallons of Sectagon 42 per treatedacre. It is best to have the replant site preparedto a planting consistency which includes irrigatingto 70% available water capacity before Sectagon42 application. Treatment can be made in theFall or Spring before planting but Fall applicationis the preferred timing. Spring application can beriskier because the interval between treatmentand planting is critical; see CAUTIONS listedbelow. Dp not harvest fruit within one (1) year ofapplication. Application with handheld equipmentis prohibited.

There are three application techniques that maybe used: 1) Entire orchard site, 2) Individual treerow site, and 3) Individual tree plant site.

Entire orchard site: Inject the desired amount ofSectagon 42 into a sprinkler system to treat theentire replant site. Figure the irrigation schedulerequired to cover the desired treatment depth.Start the irrigation system and inject theSectagon 42 one-third to one-half way throughthe cycle making sure to leave enough time atthe end of the cycle to seal the application withplain water.

Individual tree row site: Two methods ofapplication may be used to apply Sectagon 42 to .individual tree row sites: Method One is to applySectagon 42 through a portable irrigation systemsuch as a sprinkler or drip system; Method Twois to apply the desired amount of Sectagon 42through a weed sprayer while the irrigationsystem is running. For either method and afteridentifying the position of the future tree row site,apply Sectagon 42 one-third to one-half waythrough the required irrigation cycle leavingenough time at the end of the cycle to apply plainwater, sealing the Sectagon 42 in the ground.

Individual tree plant site: Use 18 to 24 fluidounces of Sectagon 42 per 100 gallons of water.Use 16 gallons of this solution, in a 4 by 4 footplanting hole. Water and product amountadjustments can be made to accommodatedifferent size planting holes to ensure productmovement to desired depth. Replace dirtremoved.

TARPING: Tarping of replant sites is requiredwhen near (1/2 mile) to populated areas, such asschools, hospitals, commercial or office buildings,factories, residential areas, etc. Tarping is notrequired if treatment is farther than 1/2 mile fromsuch populated areas.CAUTIONS: INTERVAL BETWEENTREATMENT AND PLANTINGBecause Sectagon 42 is harmful to living plants,an appropriate interval must be observedbetween Sectagon 42 application and planting.On well-drained soils which have a light tomedium texture and are not excessively wet orcold following application, planting can begin 21to 30 days after treatment. If soils are heavy orespecially high in organic matter or if they remainwet and/or cold (below GOT) followingapplication, a minimum interval of 30 to 45 daysshould be observed. Where the dosageapproaches the 75 gallons per acre rate, wait atleast 60 days.HARVEST OF ANY FRUIT WITHIN ONE (1)YEAR OF TREATMENT IS PROHIBITED.

STORAGE AND DISPOSALDo not contaminate water, food, or feed bystorage or disposal.PESTICIDE STORAGE: Store in a cool, dryplace, keep container closed when not in use. Donot store below 0° F. Product crystallizes at lowertemperatures. Warm or store at highertemperatures and mix to redissolve crystals andassure uniformity before use.Do not stack more than three drums high.Leaking or damaged drums should be placed inoverpack drums for disposal. Spills should beabsorbed in sawdust or sand and disposed of ina sanitary landfill. Keep container closed whennot in use.PESTICIDE DISPOSAL: Pesticide wastes aretoxic. Improper disposal of excess pesticide,spray mixture, or rinsate is a violation of FederalLaw. If these wastes cannot be disposed of byuse according to label instruction, contact yourState Pesticide or Environmental Control Agency,or the Hazardous Waste representative at thenearest EPA Regional Office for guidance.CONTAINER DISPOSAL: [NON-REFILLABLECONTAINERS] Nonrefillable container. Empty the rinsateinto application equipment or a mix tank or storerinsate for later use or disposal. Then offer forrecycling if available or puncture and dispose ofin a sanitary landfill, or by incineration, or, ifallowed by state and local authorities, by burning.If burned, stay out of smoke.[REFILLABLE CONTAINERS]Refillable container. Refill this container withpesticide only. Do not reuse this container for anyother purpose. Cleaning the container beforefinal disposal is the responsibility of the persondisposing of the container.
