*The justifiability of the study program• The purpose, objectives, learning outcomes, knowledge and skills acquired through its

implementation are accurately stated and aligned with the key goals and tasks defined in the Independent University Development Strategy.

* The aim of the study program

• The base goal of the study program is to enable a student to work with preschool children. The aim of the study program can be divided into two categories:

The aim of professional training is:

• Transfer of knowledge from general-educational disciplines• Training of students for working with preschool children• Training of students to encourage children's motivation for further educational work

and their own contribution to the creation of their personality.

The aim of the general educational components of the study program is:

• PROPOSAL; Include a number of elective courses so that students can choose their own areas of interest, with the aim of strengthening their competences or outcomes necessary for the development of quality educational practice.

*Professional practice, method of implementation, duration, organization and number of ECTS credits

• During the course of the study program through the realization of individual subjects, the Independent University has enabled students to acquire practical skills through the signed contracts with the Pre-school Education Center and participation in the work of these institutions through:

• Pedagogical practice, (1st i 2nd year)• Didactic practice, (It is not described!)

• The program appropriately monitors contemporary trends in education, which are profiled by the relevant ministry, with a very pragmatic acknowledgment of the Bologna Declaration requirement, with a view to achieving a modern, quality, efficient, effective andultimately, flexible educational process.

• The aim is to enable students to work in special areas of work with children in pre-school age and to enroll in the second cycle of studies.

• **NPP does not clearly indicate the passage of studies except the 2nd cycle, 3rd is not mentioned. Is there a possibility of studying at level 3?

**Unclearness in NPP:

• 3 times are quoted and described the study program, whereby in each section the second name is given after the completion of the study, referring to the Official Gazette of the Republic of Srpska111/09, 102/10, 33/14.

• It is not clear the name after graduation - Diplomirani vaspitačpredškolske djece ili Profesor predškolskog vaspitanja! .

• It is necessary to clearly align the name obtained at the end of the study at the national level, in accordance with the qualifications

framework (if any).

FACULTY OF NATURAL MATHEMATIC AND EDUCATIONAL SCIENCES IN MOSTAR?

Professional study of pre-school education

*The purpose of study program

• **Unclear, generally stated.

* Justification of the study program

• Undergraduate pre-school education lasts 6 (vocational) or 8 semesters (university study) and needs to be harmonized in terms of duration, programs and quality of education, which is an imperative in the time we live and work. There are reasons for starting or continuing the education program. The undergraduate study can be completed by enrolling in a graduate course of 2 semesters.

* The aim of study program

• **Unclear stated! From the introductory part of NPP it is not clearwhat would be objectives of the study program.

* Expected outcomes of the study programme

• By finishing Bachelor study programme students get the right of direct employment in educational institutions of preschool education (working with the children aged from three months to the school age)

• *Outcomes should be clearer and more specific.

*Compulsory and elective courses ratio per academic year and number of ECTS points

• First year; • I semester; 7 compulsory courses =30 ECTS

II semester; 8 compulsory courses = 30 ECTS

• Second year;• III semester; • 8 compulsory courses =27 ECTS, • 1 elective course =3 ECTS

• IV semester; • 8 compulsory courses =24 ECTS, • 2 elective courses =4 ECTS (2+2), • Professional practice = 2 ECTS

• Third year;

• V semester; • 6 compulsory courses =27 ECTS points, • 1 elective course =3 ECTS • VI semester;• 4 compulsory courses =20 ECTS, • 1 elective course =3 ECTS, • Professional practice =3 ECTS, • Final thesis =4 ECTS

*Professional practice, way of

implementation, duration, arrangement and number of ECTS points

• Way of implementation, duration, arrangement and number of ECTS points are clearly specified

*Student’s final thesis; how it is carried out, procedures, number of ECTS points

Final thesis carries 4 ECTS points, nothing else besides that is visible!

*Further education: is there 2nd and 3rd cycle?

• Students can continue the programme on specialist study programme and the corresponding graduate studies.

**Syllabi are clearer than the previous curriculum, aims are specified, outcomes and competences are in accordance with the aims, even though they should be more specific and clearer

Courses are relatively well represented in all fields, one can acquire knowledge that could be useful for answering different challenges

FACULTY OF SCIENCE AND EDUCATION, UNIVERSITY OF MOSTAR

*Duration and number of ECTS points

• 4 years/240 ECTS+1 year /60 ECTS

*Title acquired by completing the study programme

• Bachelor (baccalaureus-baccalaurea) of preschool education-educator of pre-school age children/ 4+1 Master of preschool education

*Preliminary exam – is it anticipated and what does it include?

• REQUIREMENTS:• Finished four-year high school, minimum number of points in selection procedure/

finished undergraduate university study programme with 240 ECTS points achieved

*Purpose and the aim of the study programme

**The introductory part of the curriculum is written in general, so it is hard to clearly isolate the aim, as well as the purpose of the study programme

*Validity of the study programme

• In order to acquire preschool education qualifications, the minimum requirement is three years of higher education. Suggested study programms are matched to the study programmes of the leading foreign higher education establishments in Europe and the USA. Study programmes that we would like to emphasize as the quite similar ones are those in Slovenia, Ireland, Poland, Finland and Croatia.

* Expected outcomes of the study programme

• Students who finish university graduate study programme get the right of direct employment in educational institutions of preschool education (working with the children aged from three months to the school age)

* Compulsory and elective courses ratioFirst year I semester=30 ECTS compulsory courses (7 courses)II semester=30 ECTS compulsory courses (8 courses)

Second yearIII semester=27 ECTS compulsory courses (8) + 3 ECTS elective courses (1)=30 ECTSIV semester=24 ECTS compulsory courses (8) + 4 ECTS elective courses (2) + 2 ECTS professional practice =30 ECTS

Third yearV semester=27 ECTS compulsory courses (6)+ 3 ECTS elective courses (1)= 30 ECTSVI semester= 20 ECTS compulsory courses (4) + 7 ECTS elective courses (1/3 ECTS i 1/4 ECTS ) + 3 ECTS professional practice = 30 ECTS

Fourth yearVII semester= 30 ECTS compulsory courses (6 )VIII semester= 20 ECTS compulsory courses + 4 ECTS professional practice + 6 ECTS Final thesis = 30 ECTS ( 4 compulsory courses + professional practice + final thesis)_________________________________________________________

First year I semester= 22 ECTS compulsory courses (5)+ 8 ECTS elective courses ( 2)= 30 ECTSII semester=14 ECTS compulsory courses (3)+ 4 ECTS elective courses (1) + 4 ECTS professional practice + 8 ECTS graduation thesis =30 ECTS

*Suggestion; e.g. Partnership of family and kindergarten should be a compulsory course

*Professional practice, way of implementation, duration,

arrangement and number of ECTS points

• Everything is clearly specified

* Student’s final thesis; how it is carried out, procedures, number of ECTS points

• Final thesis is mentioned at the end of the Bachelor study programme for which there are no detailed instructions except ECTS points (6 ECTS)

• It is the same for the graduate study programme; Graduation thesis is mentioned with ECTS points, but without any instructions

* Further education: is there 2nd and 3rd cycle?

• In the Bachelor study programme: students can continue their study on corresponding graduate study programme

• In the graduate study programme: students can continue their study on corresponding postgraduate study programme

**Introductory part is not clear, crucial things are not clearly defined, both levels are merged so the elements that are important for the analysis could not be isolatedCourses are classified under A1 A2 B D levels, why? There is insufficient number of elective courses, and because of that it is questionable if the study programme satisfies students’ interests?!Syllabi are good! Commendation to Mathemathics and Didactics.

UNIVERSITY OF TRAVNIK, FACULTY OF EDUCATION, AND CYCLE OF STUDIES – BACHELOR STUDY PROGRAMME Preschool

education

* Duration and number of ECTS points

• 4 years/240 ECTS

* Title acquired by completing the study programme

• Bachelor (baccalaureus-baccalaurea) of preschool education (240 ECTS)

*Preliminary exam – is it anticipated and what does it include?

• Preliminary exam is mentioned, but it is not visible what it includes. It is only stated that students’ enrollment is regulated in that way.

* Purpose of the study programme

• Purpose of the study programme of the first cycle of Preschool education is to qualify educators to work with children in preschool institutions, through actualizing expanded repertoire of professional competences in planning, performing and evaluation of educational process in preschool institutions for the purpose of modern education and adaptation to children’s needs.

• Purpose is, according to the modern scientific accomplishments here and throughout the world that deal with the concept of childhood, to qualify staff capable of implementation of modern, interactive, cooperative methods and workshops, organizational forms and methods of work, while respecting the rights, possibilities, needs and interests of children they educate in preschool institutions. The purpose of the study programme is also to educate experts who have the knowledge and desire to study, who will constantly develop personally and professionally, be skilled in communication and team work, and be professional and responsible.

*Validity of the study programme

• Suggested study programme of preschool education at the Faculty of Education is based on contemporary specialized scientific accomplishments in the area of preschool education and it corresponds to the other similar programmes of preschool education in BiH and Europe.

• It is assumed as the study programme which offers multiple possibilities of combining compulsory and elective courses, as well as students’ mobility.

• It appeared because of the demand of educational system for competent experts who will have the knowledge to answer the needs and requests of an individual, as well as the system’s.

*Compulsory and elective courses ratio per academic year and number of ECTS points •First year. I sem. 25 ECTS compulsory courses + 5 ECTS (1) elective courses ( students choose between 2 elective courses)II sem.25 ECTS compulsory courses + 5 ECTS (1) elective courses (students choose between 3 elective courses)

UNIVERSITY OF TUZLAFACULTY OF PHILOSOPHY PRESCHOOL EDUCATION

(I cycle)(Since the academic year 2015/2016)

*Duration and number of ECTS points

• 4 years/240 ECTS

*Title acquired by completing the study programme

• Bachelor of preschool education

*Preliminary exam – is it anticipated and what does it include

• Classification and the chioce of candidates for the enrollment is based on the results of the preliminary exam and other criteria according to the procedures established by the Senat of the University of Tuzla

* Purpose of the study programme

• Changes in the structure of the curriculum and suggested transformation are based on the former experiences and requests in university-level education of professional preschool educators which will by the end of the four-year study programme be qualified for the educational work in institutions for preschool education according to the modern requests and changes in that field.

*Validity of the study programme

• **In the introductory part it is stated that the curriculum is in force since the academic year 2015/2016 and because of that, the assumption is that the modification is done according to the requests of the educational policy of BiH

*The aim of the study programme

• Curriculum is adjusted to the requests of Law on Higher Education of Tuzla canton, Framework Law on Higher Education of BiH, as well as the standards which regulate higher education in BiH

• It implies complete adaptation to the principles of recent changes and reforms in the field of Higher education of staff in the area of education. Implementation of the new curriculum starts with the academic year 2015/2016

• **The aim is not defined in a way that the study programme is directed towards students, but only as an adaptation to the recent changes and reforms (WHICH ONE?? Is qualificational framework with regulated professions defined??) in the field of Higher education of staff in the area of education.

*Expected outcomes of the study programme

Systemic general and specific competences

• The ability to understand, in theory and practice, the concept of preschool education and educational development of a child in the period of early childhood

• The ability to structure profesionalization of the educator’s profession

• Following progresses in the field of early childhood education• The ability to perceive and explore recent problems in the field of

preschool education based on modern methodology of scientific research

• Potential for permanent development, lifelong and self-directed learning

• The ability to cooperate with social environment and different factors of early childhood education

*Compulsory and elective courses ratio per academic year and number of ECTS points

• I SEMESTER 6 compulsory courses = 30 ECTS• II SEMESTER 6 compulsory courses = 30 ECTS

• III SEMESTER 5 compulsory courses (27 ECTS) + 1 elective course (3 ECTS)= 30 ECTS• IV SEMESTER 5 compulsory courses (27 ECTS) + 1 elective course (3 ECTS)= 30 ECTS

• V SEMESTER 5 compulsory courses (27 ECTS) + 1 elective course (3 ECTS)= 30 ECTS• VI SEMESTER 5 compulsory courses (28 ECTS) + 1 elective course (2 ECTS)= 30 ECTS

• VII SEMESTER 6 compulsory courses = 30 ECTS• VIII SEMESTER compulsory courses = 30 ECTS

• Total: 38 compulsory courses (229 ECTS) + 4 elective courses (11 ECTS) = 240 ECTS

• ***It is not visible how many elective courses students have to choose per semester, but according to total ECTS points aquired (30 ECTS/semester) per semester, they probably choose one elective course, but only in III, IV, V i VI semester.

• Imperfection of this kind of proportion between compulsory and elective courses is that it does not follow students’ interest all the way until the end of the study programme!

*Professional practice, way of implementation, duration, arrangement and number of ECTS points

• Professional pedagogical practice is implemented within courses:

• Pedagogy: content of the practice refers to introduction to the pedagogical documentation in different institutions of preschool education

• Preschool pedagogy: content of the practice refers to introduction to the pedagogical register and documentation related to the teaching and monitoring children’s development in the institutions of preschool education

• Methodical practice is implemented within certain methodologies of teaching.

• The programme for professional pedagogical and methodical practice is being made within the above mentioned courses as the integral part of those courses

* Student’s final thesis; how it is carried out, procedures, number of ECTS points

**It is not described how is it carried out, ECTS points, and it is not visible in the table of VIII semester/4th year. Do students even have that obligation??

* Further education: is there 2nd and 3th cycle?

**Not stated!!

**NOT CLEAR: Students who finished I cycle of the study programme or undergraduate study (duration of VI semesters) gained the title Bachelor of preschool education (180 ECTS). They have the possibility to continue four-year study programme with the obligation to pass additional exams, after which they enroll in 4th year and once again gain (or keep???) the title Bachelor of preschool education (240 ECTS).

Curriculum of the I cycle in the academic year 2011/2012 – Preschool education

• (It is not clear about which University this is; according to the statement in the mail, the assumption is that it is about Bihać???)

• In this curriculum it is not possible to see any element necessary for the analysis except compulsory and elective courses per year, i.e. semesters, so it is concluded only that it is a four-year study programme. Which title students acquire by finishing the study programme is not visible!

• *According to the list of courses and obligations, students have Pedagogical (2 ECTS) and Methodical practice (2 ECTS), as well as Final thesis (2 ECTS)!

• **By adding the stated ECTS points per semester it became clear that finishing this study programme will bring the students 240 ECTS points

*Compulsory and elective courses ratio per academic year and number of ECTS points

First yearI semester 6 compulsory courses (30 ECTS)II semester 6 compulsory courses (30 ECTS)

Second yearIII semester 7 compulsory courses (30 ECTS)IV semester 7 compulsory courses (30 ECTS)

Third yearV semester 5 compulsory courses (24 ECTS) + 2 elective courses (6 ECTS) = 30 ECTSVI semester 5 compulsory courses (24 ECTS) + 2 elective courses (6 ECTS) = 30 ECTS

Fourth yearVII semester 6 compulsory courses (28 ECTS) + pedagogical practice ( 2 ECTS) =30 ECTS (4 courses carry 4,5 ECTS each ???)VIII semester 6 compulsory courses (26 ECTS) + methodical practice (2 ECTS) + final thesis (2 ECTS) =30 ECTS

Instead of a conclusion...

• In order to create prerequisite for the adaptation to inner and outer conditions of educational process in time, it is necessary to continuously monitor them

• It is crucial to get the insight into the success of the studying, as well as the opinions of all participants included into the educational process in order to get comparable information which will serve as the basis for achieving harmony

• Curricula should be structurally and substantially designed so that clarity, accuracy, integrity and implementation of the process could be easily seen

• Further on, it is necessary to clearly define learning outcomes, methods and contents for its achievement.

• High quality is characterised by compatibility with students’ needs and aspirations, requests of all participants, and cooperation with the Agency for science and higher education.

• In order to achieve harmonisation of the mentioned curricula, it is necessary to do the analysis of atractiveness of the particular study programme and candidates’ profiles for the enrollment to the study programme according to the students enrolled in the first year of the study, analysis of the successfulness of educational process, proportion of graduated and unemployed students, analysis of the reasons for the students’ failures, evaluation of the study programmes’s quality according to the opinions of the students, graduated students and faculty staff

• Those results will provide the insight into the parts that need to change, in order to achieve the highest possible quality

• In order to achieve harmonisation of curricula at the national level, it is necessary to try to balance existing or bring a new document which would form the unique starting point based on professional scientific researches, of both Bosnian and global educational theory and preschool education practice, which will be based on Bosnian educational tradition. (Compare with Croatian National Curriculum)

• Educational system on this level is considered as an important link in the whole system together with all scientific theories made by distinguished experts based on neurodevelopmental researches of children in early childhood

• Accordingly, it is experts’ duty to ensure ongoing professional development on all levels, starting with the initial education of preschool educators, in accordance with the individual and social dimensions of education
