Invitation to Bid for Tow, Hook-Up and Commissioning Services
AMOG Consulting Ltd (Company) is pleased to present an invitation to bid for tow, hook-upand commissioning services for AMOG’s Wave Energy Converter (WEC).
Please find attached a separate Technical Bid Package for the supply of services:

Questions regarding the content, scope and intent of supply, either technical or commercialshall be made, in writing, to:

Bid documentation shall, additionally, provide the following Tenderers’ company informationif available:

• Clear statement if one or both of the above are not available
Tenderers bids shall comply with the Tender Format as attached to this letter.
Selection Criteria
The selection criteria will be based on relevant Experience and Qualifications.
Cost
Tenderer to propose cost to meet the Scope of Work being carried out.
Bid Submission
Tenderers shall submit their proposed costing, contract terms, payment terms and conditionsfor the various parts of the scope. This shall include the contract mechanism for the day rateof charter of the spread.

1 INTRODUCTION
AMOG is developing a prototype wave energy converter (WEC) to be deployed at the FabTestWave Energy Nursery, off Falmouth, UK. An illustration of the prototype is given in Figure 1.
This project is being supported by Marine-I funding.

1.1 PURPOSE
This document and its appendices present the technical bid package for the tow, hook-up andcommissioning support scope required for installation of AMOG’s WEC on-site at FABTest.
This document details:
• The scope of supply required by the Project; and
• The specification said scope of supply shall meet.
These documents shall form part of the Contract Documents.

1.2 NOMENCLATURE

1.3 TECHNICAL QUERIES
If Contractor has any doubt as to the meaning or intent of any part of the bid documentationit must address the matter, in writing, to the Company. Any response by the Company shall beissued in writing to all Contractors.
No warranty, express or implied, is given by the company as to the accuracy of this supportinginformation.
1.4 PROJECT SCHEDULE
The anticipated delivery date for the WEC to Falmouth Harbour is mid-July 2019. It is expectedthat the tow, hook-up and commissioning operations will occur within a period of up to twoweeks from the WEC’s delivery date.
AMOG will provide cascading call down windows for mobilisation within this period, with thenature of these windows to be agreed with Contractor.
1.5 DOCUMENTATION TO BE PROVIDED
Each tender submission is to provide:
1. A short capability statement;
2. Principle equipment to be deployed for the work (vessel details etc.);
3. Certification (eg. ISO, DNV GL) with regard to Company Quality Management system;and
4. Certification (eg. ISO, DNV GL) with regard to Health and Safety Management andEnvironmental Protection.

2 SCOPE OF SUPPLY
AMOG requires support for tow, hook-up and commissioning operations for installation of theWEC device at the FABTest site.
Required support from Contractor shall include supply of suitable vessels, crew, labour andconsumables to complete the following operations (under supervision of on-site AMOGrepresentatives):
• Take delivery of the WEC within the Falmouth Harbour area and tow it to site;
• Hook-up pre-deployed moorings to the WEC; and
• Provide on-site support for AMOG personnel conducting commissioning operationsonboard.
An assumption of the time required for each operation is listed in each section for guidance.
2.1 TOW OF DEVICE FROM DELIVERY POINT TO SITE
AMOG’s WEC shall be towed from the fabrication location (Pembroke Dock, Wales) toFalmouth Harbour. At a location to be agreed with Contractor within the extents of theFalmouth Harbour, the tow of the WEC shall be handed-off to Contractor. Contractor will thenbe responsible for the tow of the device to site at 050° 06' 16.4” N, 004° 59' 06.0” W.
Contractor shall allow for a half-day for this operation, to be undertaken back-to-back with thescope detailed in Section 2.2.
On overview of the FABTest area is shown in Figure 2.

2.2 HOOK UP OF WEC TO MOORINGS
Following tow to site, the WEC shall then be hooked-up to pre-deployed moorings, under thesupervision of an AMOG representative. Hook-up shall involve:
1. Holding the WEC on-site using the tow vessel specified in Section 2.1;
2. Using a second vessel for running lines from the pre-deployed moorings (suspendedfrom surface marker buoys) to the WEC; and
3. Pulling-in each mooring leg to its respective corner of the WEC device (four off mooringlegs).
Each pre-deployed mooring leg consists of a drag embedment anchor connected to 42mmchain at 250m individual length and 22mm chain at 55m individual length. The mooring layoutis provided in Appendix A.
Contractor shall allow for one and a half days for this operation, to be undertakenback-to-back with the tow operation detailed in Section 2.1 (for a total of two days for thecombined tow and hook-up operation).
Contractor’s proposed vessel shall have winch or cranage capability suitable for achieving linepulls up to 10 Te.
Contractor shall make allowance in their costing for supply of labour to conduct the mooringpull-in operation.
2.3 WEC COMMISSIONING OPERATIONS
Following hook-up of the WEC to its moorings, AMOG personnel will commencecommissioning operations at site. During this time, a support vessel will be required to:
1. Transfer personnel to-and-from the WEC; and
2. Be on stand-by while personnel are onboard the WEC.
Contractor shall allow for three days of vessel hire for one off support vessel. Contractor’sproposed support vessel shall have adequate capacity for at least four AMOG personnel plusequipment, with this equipment to be no larger than 1 m3 combined, with no individual itemexceeding 100 kg.
Contractor shall clearly define the proposed support vessel for this operations.
2.4 INSURANCES
In addition to the standard marine insurances required under law, Contractor shall purchasesuch insurances as required to adequately cover damage up to and including the total loss ofthe project equipment during operations. The project equipment is defined as the WEC andmoorings, whilst operations are defined as the tow and hook-up of the WEC.
