PROGRAM QUICK TIPS The following items are small reminders: *Roster changes will be accepted with Regional Commissioner’s signed approval up until the start of the team’s first scheduled game. No changes will be accepted after this time. *Player Registration Forms are to be in the Coach’s possession at all times on Game Days, and during Training Sessions or Team activity. *No Player plays four quarters until all Players have played three quarters. *Coaches are responsible for the behavior of their sideline, and must take immediate action to ensure a positive atmosphere during Game Day. *Games will be forfeited for time when a team does not take the field within the 10-minute grace period. The forfeit shall be recorded as a 1 – 0 win in favor of the opposing team. *No Face Paint or temporary hair color allowed. *Uniforms are to be Region approved. NO NAMES, and MUST meet AYSO National Regulations, and Safe Haven Guidelines.

*First listed Team is HOME with NORTH or WEST side of the field assignments. All Teams will be supplied with All Star game cards. Home team is responsible for providing 3 game balls, and will be the party to take pennies. All AYSO Section 10 Guidelines apply to all All Star Program play not already

listed. Please see the Guidelines posted on the Area 10 A website at: aysoarea10a.org for further details.

AREA 10A COMPETIVE FORMAT

I. PLAYER RECRUITING

A. Player Recruitment may begin NO sooner than 10 days prior to Thanksgiving.

B. Player must be registered in the Fall 2016 season, and have participated in at least 50% of scheduled Region games.

C. ONLY Players who played up in the Fall Season are eligible to play up in All Stars with written clearance from the Parents, and approval of the Regional Commissioner & Area Director.

D. Outside Region recruitment is prohibited unless approved by both giving and receiving Regional Commissioners.

II. COACH ELIGIBILITY

A. Each Team must provide 2 Coaches. B. Both Coaches must have been a Fall Core 2017 Registered Coach. C. Coaches must be AYSO Trained and Certified in the age specific

division, with current Safe Haven & CDC Concussion Awareness Certified, as per Section 10 requirements.

D. All Coaches must be certified eligible by their Regional Commissioner.

III. PLAYER/TEAM REGISTRATION

A. Coaches must Register their Players/Teams with the Region at the Region’s designated time. B. The Regional Commissioner is responsible for assuring the

eligibility of all Players and Coaches on his/her Region’s teams. D. All Teams are to be registered with the Area on December 13th, 2017. E. All fees are to be paid to Area by a Region check- NO exceptions.

IV. COMPETITION A. Length of games: All Divisions will play full length games: U10 – 25 minute halves U12 – 30 minute halves U14 – 35 minute halves

B. Scoring of the game: 10 Point System 6 points = WIN 3 points = TIE 1 point = Shut Out 1 point per goal up to 3 goals 8 points = Forfeit game – This is a 1-0 score… -1 point = Yellow card – Caution -3 points = Straight Red card – Sent Off

C. Each team will receive 6 Regular Invitation scheduled games, with all

teams advancing to a Playoff Round if qualified. The final 4 will be determined by the 10-point system, as well as completion of Referee Requirement Points.

D. No team may participate in the Playoff Round unless they have

provided two (2) trained AYSO registered referees, one being an adult capable of refereeing a U10 match. Teams must have a minimum of 16 referee points to be eligible for the Final Game and receive their refundable referee fee of $200.00.

E. The regular season standings will be based on each team’s number of

points (wins, losses, ties, referee points). The following procedure will be used to break ties:

• Head to head competition • Most wins • Goals scored • Goals allowed • Sportsmanship – Cards per TEAM • Coin toss

F. All games shall start on time. If a team is not on the field of play and ready to start the game within 10 minutes after the scheduled time, the game shall be deemed a forfeit. A forfeit shall be recorded as a

1 – 0 win in favor of the opposing team. If a team is late, then the time will be deducted equally for each half.

I. REFEREE REQUIREMENTS

A. Each team provides two referees, one of which must be an adult. Only adult referees will referee in the center unless the Program designated staff approves a youth referee.

B. Referees must be listed in the Referee Information Form submitted by the Team Coach. Referees must have completed the Safe Haven course. It is highly recommended that referees take the CDC concussion awareness course.

C. Each team may earn a maximum of two referee points per game day. A referee point is gained when a referee does one game in any position. A referee may not referee his/her own child's game to gain a point.

D. Referees may officiate in their own division for points but not as the center referee.

E. If a referee must withdraw from an assignment due to an emergency, he/she should call a substitute and notify the referee coordinator.

F. Points will be posted following the played games. G. Each coach/referee will have one week to dispute earned points. H. There will be no “banking” of points.

The Area Director and Area Referee Director have the discretion to adjust as necessary.

II. GAME CONDUCT AND OFFICIATING

A. Referees shall enforce the AYSO National Rules and Regulations, AYSO Rules and Regulations of Select competition and AYSO edition of the IFAB Laws of the Game (LOTG).

B. Coaches must review and sign the game cards when game is over. Cards must be completed by the referee and forwarded to the information table immediately after each game.

C. The second caution given to any coach or player in one game shall be deemed a send-off (red card).

D. Any player/coach ejected from a game will be out for that game and the subsequent game played by his/her team. Coach must immediately exit the field and its immediate surroundings and must be out of sight and hearing of the field where his/her team is playing. There must be no attempt to communicate in any way on the game and any members and players of the team.

E. If a player or coach receives two red cards, that player or coach will be disqualified for the remainder of the All Star season.

F. Playing a red-carded player on suspension will result in both the player and the coach being disqualified for the remainder of the All Star season and will be reviewed for eligibility to the next All Star season

V. AWARDS

A. Awards will be given to the Players on teams that advance to the All Star Invitational, and finish in the 1st – 4th place.

Section  10  Article  7  All  Star  Excerpt              

  All  Star  Competition  1.  The  All  Star  program  is  intended  to  provide  an  opportunity  for  those  players  who  have  demonstrated  outstanding  soccer  ability,  and  who  have  displayed  an  attitude  of  fair  play,  enthusiasm,  cooperation,  and  spirit  to  participate  on  a  team  composed  of  players  who  have  similar  qualifications  and  desires.    

a.  Section  10  offers  an  All  Star  program  for  U19,  U16,  non-­‐co-­‐ed  teams,  only,  at  the  discretion  of  the  Section  Director  with  the  approval  of  a  majority  of  the  Area  Directors.  

 2.  All  Star  teams  shall  be  formed  no  sooner  than  10  (ten)  days  prior  to  Thanksgiving  for  all  U14,  U12,  and  U10  teams,  unless  a  written  exception  is  submitted  to  the  Section  Director  and  is  approved  by  the  Section  Director  and  Area  Directors  prior  to  the  requesting  Region’s  start  of  season.  This  shall  mean  that  no  player  can  be  confirmed  as  being  on  an  all-­‐star  team,  no  final  roster  may  be  published,  no  team  meetings  can  be  had,  no  practice  may  be  conducted,  and  no  tryouts  may  be  held  until  ten  days  before  Thanksgiving.  

 a.  Between  November  1st  and  10  (ten)  days  prior  to  Thanksgiving,  coaches  may,  however,  receive  nominations  or  recommendations,  inquire  as  to  whether  or  not  a  player  will  be  available  to  play  if  selected  to  the  team,  and  evaluate  players.  A  final  roster  shall  be  given  to  the  Area  Director  on  a  date  established  by  the  Area  Director.  This  date  shall  be  prior  to  the  team’s  first  game  in  Area  competition,  or  such  earlier  date  as  the  Area  Director  may  establish.    b.  Each  Area  shall  determine  its  own  competitive  format.  

 c.  All  Star  players  must  compete  in  the  division  in  which  they  participated  in  during  the  regular  season.  However,  regions  that  desire  to  play  U-­‐19  through  U-­‐10  matches  intra-­‐regionally  and  are  unable  to  field  a  minimum  of  four  Teams  per  division,  may  combine  players  from  within  U19  through  U10  for  That  purpose.  The  decision  to  utilize  this  format  shall  be  announced  prior  to  the  season  start,  and  the  Region  must  obtain  the  approval  of  the  Area  Director.  A  Region  playing  with  this  format  may  create  all-­‐star  teams  for  U19  through  U10  with  players  of  the  appropriate  age  to  participate  in  Area  and  Section  play.  d.  To  be  eligible  for  all-­‐star  competition  a  player  must  have  been  registered  and  played  in  the  minimum  number  of  league  games  as  determined  by  the  Region,  but  not  less  than  half  of  the  total  league  games  played  by  the  team  to  which  he/she  was  assigned  to  during  the  just  concluded  regular  season  as  defined  in  the  National  Rules  and  Regulations.  League  games  shall  be  the  games  played  by  that  team  prior  to  playoffs  within  the  Region  or  Area.

 3.  Special  circumstance  eligibility  may  include  a  change  of  residence,  an  illness,  a  severe  injury,  parental  custodial  rights,  and  conflict  with  high  school  rules  (CIF).  Approval  for  the  special  circumstance  eligibility  must  be  obtained  by  the  Area  Director.    

a.  In  order  to  maintain  uniformity  of  application  of  these  Rules  and  Regulations,  all  teams,  including  tournament  and  select  teams,  shall  be  governed  by  the  rules  applicable  to  all-­‐star  teams,  including  the  rule  relating  to  the  date  for  formation.  All  tournaments  held  in  Section  10  shall  be  governed  by  the  National  Rules  and  Regulations.
