Greetings from Department President Teresa Isensee

Past, Present, and Future! The Department of Wisconsin welcomed National President Janet

Jefford to Wisconsin on October 23rd

at the Madison airport. What a great honor to travel with a

Past National President Jan Pulvermacher-Ryan, the Present National President Janet Jefford,

and a candidate for a Future National President Diane Dusheck.

Our first stop on our tour was at Department Headquarters where President Janet was introduced

to the hardworking American Legion Family staff. Pictures were taken and refreshments were

available. We left Portage for Neillsville and ran into some heavy fog on Highway 10 and held

our breath that the deer would stay on the side of the road.

On Friday morning we toured The Highground with our wonderful tour guide Kirk and found

out that we are not smarter than a fifth grader. This is a beautiful tribute that honors the men and

women who have sacrificed so much in service to God and Country.

Friday afternoon we visited the Wisconsin Veterans Home – Chippewa Falls. We toured the

facility and then listen to some great music by Larry Heagle, and watched President Janet dance

with two of our Veterans. President Janet presented a Quilt of Valor to a female veteran during

happy hour and another Quilt of Valor was left for a female veteran that wasn’t feeling well

during our visit.

Friday evening found us at the Johnson-Nicoles-Kuhlman-Olson Legion Post 53 in Eau Claire

for a dinner with the National President. Greetings were given by Unit 53 President Chrys Porter,

Post Commander John Quall, NEC Joyce Endres, Department Assistant Chaplain Clif Sorenson,

and SAL Detachment Commander Gary Lubich, and Honorary Central Division Junior VP

Caitlyn Rosemeyer.

Saturday we traveled to Thorp for the 7th

District Conference and Concert Tour, a great turnout

as we discussed Leadership, a Culture of Goodwill, Membership and the ALA Programs. The

7th

District Chairman gave a report during the ALA Programs presentation. The M&M’s joined

us and encouraged members in attendance to work towards our goal of One Million Members.

Thank you to all American Legion Family members who welcomed National President Janet

Jefford to Wisconsin. Thank you to Neillsville Unit 73 for joining us at the Highground to

present President Janet with a welcome basket. Thank you to Representative Nancy Randen and

Deputy Joan Chwala for the tour of the Wisconsin Veterans Home in Chippewa Falls. Thank

you to Eau Claire Post/Unit 53 for holding the National Presidents Banquet. Thank you to Thorp

Unit 118 for a wonderful District Conference and Concert Tour.

2015 DUES RENEWAL NOTICES:

Units are reminded not to hold members’ dues but to forward them to Department as soon as

they are paid. Any members whose dues are not received by December 5th

at Department

Headquarters will receive a renewal reminder in January instructing them to send their dues

directly to Department rather than to the unit. Department will return the unit’s portion of dues

to the unit by May 1, 2015.

If a Unit receives members’ dues payment after December 5th

, the dues should be forwarded to

Department as usual.

This change in policy was approved by the Department Finance Committee on a one-year trial

basis in an effort to ensure members’ dues are processed in a timely fashion and members are

able to continue receiving the benefits they are entitled to.

2014-2015 RED BOOKS: 2014-2015 Red Books are available for $5.00 each plus shipping. Copies

may be ordered using a Unit Supplies Order Form. The Red Book is also posted on the Department

website to be used as FREE reference material.

2015 CALENDAR FUNDRAISER: Entry forms for the 2015 Calendar Fundraiser must be mailed to

Department Headquarters no later than December 31, 2014 to be eligible for the 2015 drawings.

Winning entry stubs are always returned to the drum for the next day’s drawing, creating 365 chances to

win! Total prizes are over $12,000!!! Fundraiser donations support the programs of the American

Legion Auxiliary, Department of Wisconsin.

PUFL APPLICATIONS: December 31, 2014 is the last day for processing 2014 PUFL applications.

Unit members submitting a PUFL application after December 31st will need to pay their 2015 dues

before the application can be accepted.

2015 POPPY ORDERS: Units that have not reported their 20% poppy profits on their 2014 poppy

orders will not receive 2015 poppies until this report is received. The Poppy Shop has been processing

orders for 2015 for several months. Units should submit their orders by February 1, 2015 – earlier if

possible, to ensure poppies are received prior to the unit’s planned distribution date.

PUFL CREDITS: Department issued PUFL credit slips and checks to Units on October 28th

. The

PUFL credit slips must be submitted with a Unit Membership Transmittal when it is used or the

transmittal will be returned. If a Unit received a PUFL check, please cash it within 60 days.

Join the more than 200 Senior and 15 Junior members who have received

leadership information and training this fall. Since September 13, leadership

presentations have been given in Hawkins, Eau Claire, Fond du Lac, New London,

Waunakee, Union Grove, Thorp and Beaver Dam. Now is the time to schedule either a

Senior or a Junior leadership workshop.

Units and members meeting the five goals of the Department Leadership Plan of

Action will be Raising their Voices in Song for our Veterans and leading the way to

accomplish our National American Legion Auxiliary’s Five-Year Strategic Goals. Let

me give you some ideas of how this is accomplished.

Strategic Goal #1: Enroll one million members. The more you know about the

Auxiliary, the more passionate you will be about your organization and programs. Host a

leadership workshop. Take the “Auxiliary Basics” course and encourage others to do the

same. Enhanced knowledge builds passion and adds to the fun, thus, causing others

wanting to join you.

Strategic goal #2: Create an internal culture of goodwill. Nurture a culture of

goodwill by inviting members to participate in activities or events and by being open to

new ideas. Give recognition to all for all they do. Add fun and enjoyment to your

activities.

Strategic goal #3: Develop leadership at all levels. Provide opportunities for many to

lead an activity or chair an event. Present a “How To” training session with materials

from the Leadership Committee.

Strategic goal #4: Strengthen departments and units. Enhancing members’

knowledge and encouraging the use of Auxiliary documents and materials builds

individual competence and personal satisfaction. The result is a stronger unit, and

stronger units build stronger departments.

Strategic goal #5: Along with The American Legion, raise awareness to build brand

loyalty. By learning more about the Auxiliary organization and its programs, you can

better inform people as to who we are, what we do and why we matter. Wear the

Levels of Auxiliary Membership

This is my idea for a new image for Auxiliary Membership. (This same concept could easily work

for the Legion.) Prospective members should be informed about this Level Membership Plan. It may

appeal too many who say they are too busy to belong.

1. Level One - This is the most important level. On this level the member pays her dues, carries her

card and silently honors her veteran while giving lobbying power to our organization.

2. Level Two (Levels 1 + 2) - These members also enjoy reading their National News, Wisconsin,

and newsletters. They are aware of their benefits and take advantage of them.

3. Level Three (Levels 1, 2, & 3) - These members also might help out the unit on occasion. Perhaps

they will send coupons to soldiers, box tops to schools, or donate to projects.

4. Level Four (Levels 1, 2, 3, & 4) - These members attend most meetings, volunteer to serve on

projects, but are not comfortable holding an office.

5. Level Five (Levels 1, 2, 3, 4, & 5) - These members do all of the above and are willing to serve as

an officer on the local level only.

6. Level Six (Levels 1, 2, 3, 4, 5, & 6) - They might attend conferences and workshops on the

county, district, or state level. They make many friends in the American Legion Auxiliary.

7. Level Seven (Levels 1, 2, 3, 4, 5, 6, & 7) - These members are active in their own unit, and serve

as an officer or chairman on a level higher than the unit. (from County to National)

When members have served many years at the 4-6 level, in order to keep the unit alive, the

officers must mentor other members to take their places. It will then be their turn to go back to Level

Two if necessary. Please use this new image of membership levels when you talk about the auxiliary. Do

not expect new members to start out at Levels 5-7. Do not make members feel that they must help if they

are busy or uncomfortable at a meeting. Give every member the option of joining at Level One only.

Veterans will benefit from the dues, the support, and the lobbying power. Always try to be tactful and

keep offering to mentor your new members.

Let’s give this new idea a try!

It is important for every unit to have a yearly HISTORY written.

HERE ARE SOME HINTS TO HELP & TO ANSWER YOUR QUESTIONS!

Be sure to start recording events as soon as the new department president is sworn in at your Department Convention. Include her theme for the year & how it relates to the mission of the ALA.

Note Department President’s visit to your unit. This is VERY important, of course.

Record any special events that occur during the year. EXAMPLES: any awards

received or certifications, fundraisers, delegates to ALA Badger Girl State, Poppy Day/princess, etc.

Pick out any special increases in membership, unit participation in any community activities, unit’s contribution to any special Veterans, Military or activities for our Children & Youth.

Follow the other specific details in my HISTORIAN PLAN OF ACTION, which can be accessed from the Department of Wisconsin’s Auxiliary website (www.amlegionauxwi.org) & have been distributed during my workshop at the Department Fall Informational forum. Constitution and Bylaws

This document that every unit, county and district should have provides the

framework for all the activities of the organization. It should encompass the

organization’s structure, officers and how to elect, how long they serve, rules and

responsibilities of officers, whether elected or appointed, and sets up an Executive

Committee. The bylaws constitute the fundamental rules defining its government;

comprise all the rules that are of such importance that they should not be changed

except after suitable notice to the members.

Bylaws reflect the culture and expectations of the organization and should be

carefully considered and implemented, thus providing a powerful tool in the effort

to mange the business of the organization, respecting the wishes of the majority,

but considering the minority opinion.

Bylaws that are fairly written and administered are valuable resources, capable of

promoting sound decisions whatever the circumstances, and contribute to the long-

term strength of the organization.

Some people consider the development and ongoing review of these documents as

a technical ordeal with no practical result. However, if well written and

reasonable to implement, they provide a security blanket to the organization that

allows the presiding officer to proceed without criticism when decisions in

accordance with the written rules occurs.

Each entity should have an appointed chairman that reviews the document

periodically to be sure that it’s compliant with the Department and National

documents, and is carefully dated when revised, so that future officers know what

rules are in effect. At every level of our organization we have procedures that

were never written down and have become established custom, or a precedent.

However, it cannot conflict with any of the approved written rules. Bylaws can

never, under any circumstances, be set aside, only changed in the appropriate

manner.

STANDING RULES

When was the last time you looked at your Standing Rules? If they are turning yellow and covered with dust or you have no idea where they are, I would guess it has been way too long! Every unit, county and district needs to find those operating documents, read them, and appoint a committee to revise them. I know it is no easy job, nor does it get done in half an hour, but it is vitally important that every unit, county and district takes the time to do it this year. So many changes have been made the last couple years to the National and Department documents that it is vitally important that every unit updates their documents this year, even if they were recently revised.

Standing Rules are those rules and regulations, which relate to the details of the administration of an organization rather than Parliamentary Procedure. Standing Rules are certain flexible policies which have come to be adopted either by custom or action of the group. The Standing Rules should not be included in the Bylaws, but are their own separate document. To adopt Standing Rules requires a majority. Standing Rules are usually adopted in the form of a resolution, and require a majority vote without advance notice. To amend requires a two-thirds vote without notice or a majority vote with advance notice. Proposed exact wording should be included in any advance notice and in the minutes of the meeting at which they are read and approved.

I recently spent a couple days in Portage and checked every unit, county and district file for the latest revisions of their Standing Rules. I was quite surprised that the information in many cases is very old. There were several groups that did a great job of revising and submitting their documents in the last year or so, but as you can see from the list below, not only are the files very incomplete but they are very outdated in many instances as well.

Curious about what’s on file for you? Each District President will be forwarded a list of the Standing Rules information that was found in the files at Department Headquarters so they can share it with the Units and Counties in their Districts and hopefully get those documents updated this year. Did you know that each time you revise your documents you are to send a copy to the Department Chairman to review? After review they will be added to the files at Headquarters.
