To plan, develop, implement and evaluate road safety programs and initiatives within the City of
Bunbury
• Improve road safety; within the City of Bunbury
• Raise community awareness of road safety issues and initiatives with the City of Bunbury
• Facilitate community planning, development and implementation of road safety programs and
promotions.
• Develop and deliver programs and initiatives which target groups and issues identified in the
State Road Safety Strategy

The WALGA RoadWise Southwest Region Report is provided as a summary of activities and
campaign initiatives underway and ongoing across the southwest of the state. Additionally it
reinforces the “Towards Zero” message and provides up to date statistics on fatalities across the
state.

Officer Comments
The Roadwise Report for March / April 2019 covered the following topics:
• WA Road Fatalities as at 18 February 2019
• Blessing of the Roads 2019;
• National Road Safety Week 2019;
• Safe Speeds and
• Safe Vehicles.
The Bureau of Infrastructure, Transport and Regional Economics (BITRE) released the “Road
Trauma Australia 2017 Statistical Summary” in August 2018. Nationally there were 1,226 deaths
in 2017, down 5.2% compared to 2016. Between 2008 and 2016 deaths from crashes involving a
younger operator (driver or motorcycle rider – aged 17 to 25) decreased by 29.7%. Over the same
period, deaths from crashes involving an older operator (aged 65 or over) increased by 10.8%.
Analysis of hospitalised injuries by age group shows a similar pattern to fatalities: the greatest
increases over the 3 years to 2015 were for persons aged 65 years and over.
The WALGA RoadWise annual Easter road safety campaign, Blessing of the Roads, is challenging
the belief that road trauma is inevitable and a consequence of travel on the road network. The
campaign aims to get people to think about what an acceptable level of road trauma is for them
and their community, and in turn, generate support and participation in local road safety
initiatives being implemented in communities. These local road safety initiatives will
contribute to and help prevent road trauma and achieve the long term vision of zero fatalities
and serious injuries on our roads. RoadWise is encouraging everyone to participate in the
campaign to show that together, we can create a positive road safety culture in communities and
demonstrate that road trauma can be prevented. In 2019, the Easter long weekend runs from
Friday, 19 April to Monday, 22 April. Blessing of the Roads is non-denominational and can be
embraced from a non-religious perspective.
National Road Safety Week is an annual initiative created by the Safer Australian Roads and
Highways (SARAH) Group and is supported by Governments, road safety organisations and
businesses across the country, including the WA Road Safety Commission. To be held from 6 - 12
May 2019 (coinciding with UN Global Road Safety Week), Commonwealth, State and Local
Governments in partnership with road safety organisations, campaigners and businesses will
shine a light on road safety with events, safety meetings, memorials and displays. To further
encourage community groups to participate in National Road Safety Week, the Government of
Western Australia's Road Safety Community Grant Program is providing up to $1000 in grant
funding. Successful applicants will be supplied with road safety messaging and suggestions for
supporting policies.
Safe speeds is one element of the safe system approach as travel speeds greatly influence the
chance of surviving a crash, whatever the cause of the collision. The WALGA RoadWise program
has resources available which will assist Local Governments to implement local projects targeting
safe speeds including:
• “Please Slow Down, Consider Our Kids” bin stickers
• Courtesy Speed Display Signs (available for loan)
• Community Safe Speed Promise
A 'Safe System Approach - I Can' poster and a Local Safe Speed Initiatives Kit are also available,
providing practical safe speed related actions and initiatives for Local Governments and members
of the road safety network.

Safe vehicles is another element of the safe system approach as buying safer vehicles could result
in around a third less people being killed or seriously injured in crashes. Resources are available
which will assist with the promotion of safer vehicles including:
• WALGA RoadWise Fleet Safety Resource Kit
• Australasia New Car Assessment Program (ANCAP)
• 2018/19 Used Car Safety Ratings Buyer’s Guide (UCSR)
• Vehicle safety and maintenance resources

City.

Background
The City of Bunbury positions traffic counters at strategic locations across the city to allow the
ongoing analysis of speed and traffic across its local road network.

The traffic count data indicates the 85th percentile speed and traffic volumes for the road
network. Where excessive speeds are identified and there is no engineering solution available to
reduce speeds the resultant information is forwarded to Police for enforcement. Counts that
have an 85% speed greater than 9km over the speed limit, and where more than 30% of the

vehicles are exceeding the speed limit, shall meet the criteria to be forwarded to Police. Refer to

Summary
The 2018 RoadWise Action Plan has expired without all actions being completed. The
Committee held a workshop in March and decided to extend the 2018 RoadWise Action Plan to
the 30 June 2019 to allow completion of outstanding actions and inline future Action Plans with
the financial year.

Bunbury RoadWise Committee meeting.

Action Plan
2017
ROADWISE PROGRAM
The RoadWise Program was founded in 1994 and works with Local Governments
and the community to support the implementation of Towards Zero, the road safety
strategy for WA 2008-2020. Three levels of coordination (State, Regional and Local)
make up the operational framework for road safety in Western Australia. The
RoadWise Program is supported by the Road Safety Commission and is funded
through the Road Trauma Trust Account; which is made up of the speed and red
light camera fines received in WA and the State Road Funds to Local Government
Agreement sourced from WA vehicle licensing fees.
The RoadWise Program supports Local Governments, community groups, private
businesses and individuals to become involved in the road safety network around the
state. Through a team of regional and metropolitan based staff, RoadWise achieves
this by supporting local road safety committees, providing access to resources and
training, and increasing knowledge, which all contribute to building the capacity of
the network to make an effective contribution to improving road safety in Western
Australia.

Towards Zero Is the State strategy for aiming for zero fatalities from existing statistics.
Road Users Drivers, pedestrians, passengers, cyclists and motorcyclists.
BACKGROUND INFORMATION
This action plan is written under the framework of the State Road Safety Strategy
and the principles of the Safe System, the Towards Zero initiative and Shared
Responsibility approach to road safety that has been used throughout Australia.
Towards Zero Initiative is the State strategy for aiming for zero fatalities from existing
statistics.
A Safe System benefits all road users and has four essential elements:
- Safe Road Use - this is about fostering a culture that supports alert and compliant
road users and improving road user behaviour and enforcement.
- Safe Road and Roadsides - provide safer roads by improving the road and the
road environment.
- Safe Speeds – category aims to improve speed management on roads and foster
a community and driving culture that supports lower travel speeds.
- Safe Vehicles - aims to improve awareness of vehicle safety features and ANCAP
ratings and to encourage purchase of at least four or five star ANCAP rated
vehicles.
There are four guiding principles behind the Safe System:
1. The limits of human performance: We all make mistakes and we all need to
acknowledge the limits of our capabilities.
2. The physical limits of human tolerance to violent forces: We are physically
vulnerable when involved in a traffic crash.
3. Shared responsibility: This means all of us take an individual and shared role in
road safety.
4. A forgiving road system: so that when crashes do happen, deaths can be
avoided and injuries minimised.
