ARWDB Board Co-Chair, Randy Hayes, called the Board Meeting to order at 12:00 p.m.

There were no requests for public comment.

1. Mr. Trey Ragsdale made the following motion:

MOTION: To approve the minutes of the May 24, 2018 meeting. The motion was seconded by Steven Wilson and unanimously approved.

2. Mr. Rodney Leonard made the following motion:

MOTION: To approve revisions to the PY18 Budget in its Entirety. The motion was seconded by Lee Hunter and unanimously approved. Comments: Rob LeBeau informed the board that three grants were not included in the budget. Those grants are the Disability Employment Grant, the SNAP Grant and the Social Welfare Program Initiative. The Disability Grant will serve Gwinnett and Henry Counties and Stacey Anderson has been hired as it’s coordinator.

3. Ms. Stephanie Rooks made the following motion:

MOTION: To approve the Adult/Dislocated Worker Work-Experience Policy. The motion was seconded by Aundra Walthall and unanimously approved.

4. Ms. Karen LaMarsh made the following motion:

MOTION: To approve the Youth Supportive Services Policy. The motion was seconded by Aundra Walthall and unanimously approved. Comments: Rodney Leonard inquired whether the increases noted in the transportation amounts would put the budget at risks. It was explained that it would not as the caps are outlined in the Policy. The board was informed that the incentives would be distributed in gift cards and not in cash.

5. Mr. Chuck Little made the following motion:

MOTION: To approve the Combined Individual Training Account and On-The-Job Training Policy. The motion was seconded by Steven Wilson and unanimously approved. Comments: Phyllis Jackson and Rob LeBeau explained to the board that this policy allows a customer to transition from an Individual Training account to On-The-Job Training (managed by the WorkSource Atlanta Regional - Business Services Group).

Stephanie L. Rooks, Dean of Adult Education, Gwinnett Technical College, gave a presentation on the Adult Education Program at Gwinnett Technical College.

The Adult Education Program at Gwinnett Technical College is the largest Adult Education Program in Georgia. A program that had approximately 10,000 GED recipients in 2017. Stephanie highlighted the mission of Adult Ed and partnership with WorkSource Atlanta Regional.

Carlethia Collier, Manager of the Gwinnett One Stop, gave an update on center activity and told of the 90-second survey that all customers are asked to take at the end of their visit. 95% responded favorably regarding the services they received. Carlethia discussed partnerships with CPACS-ESL Classes, Manpower, CareSource and Gwinnett County Government (Office of Economic Development).

Eddie Hayes, ARWDB Co-Chair, thanked the board for their continuous support and dedication as demonstrated by the boards high attendance at each meeting. He highlighted new Rockdale County Board Member, Margie Ensley who will attend her first meeting on October 18, 2018. Eddie went on to inform the board that the Executive Committee met in June of 2018 to ensure that they complied with the by-laws.

Karen LaMarsh, NextGen Committee Chair, gave a brief update of committee activities and highlighted the list of current partners.

Henry Charlot gave a brief update of Business Services Committee activities. He highlighted companies, DHL, ASOS and UPS who are planning several hundred new hires in the next 12 months. Henry also introduced Adam Forrand, Director – Education & Talent Development, Partnership Gwinnett, who was instrumental in forging the partnership between WorkSource Atlanta Regional and Stradis Healthcare.

Rob LeBeau gave a report on Performance Measures, Customer Visits and WIOA Enrolled Participants. The report reflected that ARWDB has exceeded or met all performance goals for PY2017. Customer visits to Career Resource Centers in 2017 were down but this is on trend with the drop in the unemployment rate. Rob introduced Rob Cheroff, President – Rocket Camp, to the board. Rob Cheroff presented to the board its concept for the outreach campaign for WorkSource Atlanta Regional.

SUBJECT: PROPOSED ACTION – Approval of Draft Local and Regional Workforce Plan Updates and Authorize Opening the Plans for 30-Day Public Comment

Requested Action (What) To approve the draft local workforce plan and regional workforce plan, dated October 17, 2018 and authorize the draft plans to be distributed for a 30-day public comment period. Changes to the draft plans may be made during the public comment period; in such case that substantive changes are made to the draft plans, the draft plans will be reviewed and approved by the ARWDB prior to submission to the Technical College System of Georgia, Office of Workforce Development for review. Reason (Why) The Workforce Innovation and Opportunity Act requires that each local workforce board must prepare a four-year local workforce plan. Local workforce areas that are also part of a region must prepare a joint regional workforce plan as well. These plans must be updated at least every two years to reflect changing conditions and priorities. The WorkSource Atlanta Regional local plan and WorkSource Metro Atlanta regional plan were adopted in 2016 and must now undergo the required two-year update. The Technical College System of Georgia, Office of Workforce Development provided plan update guidance to the local workforce areas in September 2018. This guidance stated that all plan updates must be completed and submitted to the Office of Workforce Development by November 30, 2018, including having completed a 30-day public comment period. The local workforce boards must review the draft plan and authorize opening the plans for public comment. Timeframe (When) The local and regional workforce plan will be open for a 30-day public comment period. Once this comment period closes and any appropriate comments are addressed, the plans will be submitted to the TCSG Office of Workforce Development no later than November 30, 2018. The final local and regional workforce plans will be presented to the ARWDB for review and adoption once the State approves the plans and any needed corrections are made by staff.

Impact (Who and How Much) The local and regional plans provide a summary of existing conditions, issues and opportunities, and service delivery recommendations. The plans provide guidance to the ARWDB, administrative staff, providers, and allied organizations and programs. These plans do not have financial impacts to the local board or staff operations. Recommendation This action comes as a recommendation from ARC Workforce Solutions staff.

SUBJECT: PROPOSED ACTION – Approval of the Living Wage Policy Update Requested Action (What) To approve changes to the minimum wage for Work Based Learning programs. The rate currently stands at $11.99 per hour and an increase to $12.62 is recommended by staff. Reason (Why) WIOA incentivizes employers to meet their workforce needs and offer opportunities for workers to learn while working through programs such as on-the-job training, incumbent worker training, and other work-based learning programs. In addition, WorkSource Atlanta Regional targets programs for employers who provide in-demand occupations that pay a living wage, which provide strong options for pursuing a successful and sustainable career. In 2016, the ARWDB decided to align work-based learning program requirements to the MIT Living Wage Calculator for metro Atlanta, to be reviewed and adjusted annually. A committee report with additional background on the rate determination is attached. Timeframe (When) The policy, if adopted will go into effect for all new work-based learning contracts written after October 18, 2018 and remain in place until the policy is next updated by the ARWDB. Impact (Who and How Much) Both the companies who use our programs and the trainees that are hired are impacted. The policy supports a living wage, and strategically targets jobs that pay at least this much. Low wage jobs with limited career paths are not supported. Though companies are required to pay a minimum amount, market conditions suggest that it is not an undue burden. In return, the companies tend to hire a better long-term employee. This change will have no financial impact on the ARWDB operating budget. Recommendation This action comes as a recommendation from ARC Workforce Solutions staff. The ARWDB Business Services Committee will review the recommendation and report it’s recommendation at the Board meeting.
