When they were part of the paper 8500-8 form they were pull off items.Later they came from AMCS depending upon the requested certificatein MedXpress and were both printed on plain paper. Now the 8500-9 iscomputer generated in AMCS and printed on plain paper.

Student Pilot and Medical Certificate• On 1 April 2016, AMEs will no longer issue
the combined student pilot certificate andmedical certificate
• The old process: paper certificate, underage 40, student pilot certificate good for 5years, over age 40, student pilot certificatevalidity is 2 years.
• The new process: the plastic certificate hasno expiration
• Student pilot certificate is a pilot certificate

• Student pilots apply through flightinstructor (IACRA-registered) or use paperForm 8710-1
• FAA inspectors at Flight Standards DistrictOffice (FSDO) or Designated pilot examiners(DPE), or airmen certificate representativesat a part 141 flight school
• Student pilot certificate is a pilot certificateonly, they will need a valid medical to solo

Designees and the FAA• Designee – An Individual formally
authorized to perform work on behalf of theFAA– Designees are private citizens working in the
aviation industry, not FAA Employees– Authority (authorizations) are specific to the
designee “type” based on their qualifications– Authority (authorizations) will be issued through a
Certificate Letter of Authority (CLOA) generated byDMS
– Designations are based on a continuing need andability to manage by the FAA.

DMS Overview• DMS Users
– FAA Employees who manage designees - internal user– Any FAA employee who needs to look-up basic information on
an existing designee– External users – designees and in the case of company
designees, the designated company representative– User access controlled by specific roles assigned in DMS
• DMS will include 14 types of AVS designees– AIR: DMIR, DAR-F and DER– AAM: AME– AFS: DAR-T, DME, DPRE, DPE, Admin PE, APD, TCE, DFEE,
DADE and TCE-FE• Some designees may hold multiple
designations across organizations
