M I N U T E S
The Regular Meeting of the Board of Education of the Alvord Unified School
District was called to order at 5:03 p.m. by President Kaspereen, in the Board
Room of the District Office.
A quorum was established with the following Board Members in attendance:
Present: Mr. Art Kaspereen, Jr., President
Mr. Greg Kraft, Vice President
Mr. Ben Johnson II, Clerk, arrived at 7:30 p.m.
Mrs. Carolyn M. Wilson, Member
Mr. José Luis Pérez, Member
Hearing Session: President Kaspereen extended an invitation to the audience to
present matters of concern related to Closed Session items. No one came
forward.
Presentation:
Education Trust-West Presentation: Dr. Jeannette LaFors, Director of Equity
Initiatives for The Education Trust-West, reviewed the key findings from the
Educational Opportunity Study related to the Alvord Unified School District’s
“a-g” implementation plan. In addition, Dr. Lafors reviewed the priority actions
recommended by the Working and Steering Committees, clarified information
and answered questions.
Dr. Salazar introduced Steven Frazier from the Mayor’s Office, Completion
Counts.
The Board adjourned to Closed Session at 5:45 p.m. and reconvened to Open
Session at 7:00 p.m. in the Board Room of the District Office.
The Pledge of Allegiance to the Flag of the United States of America was
recited by those in attendance.
3. Approve Minutes: The Board unanimously approved the Minutes of the
Regular Board Meeting of November 7, 2013, upon a motion made by
Greg Kraft and seconded by Carolyn Wilson, with Ben Johnson being
absent.
4. Ward 6 Update: Councilman Jim Perry had a prior commitment and
was not able to attend the Board Meeting.

Hearing Session: President Kaspereen extended an invitation to the audience to
present matters of concern to the Board.
The following individuals came forward:
Denise McQuillan, Special Education Assistant I, Stokoe Elementary
School, expressed concerns regarding the lack of adequate Campus
Supervisory staff, creating reduced recesses and campus disruptions. Ms.
McQuillan requested that the Board and staff look into providing the
supervision needed for 150 kindergartners in order to eliminate any
accidents.
The following individuals came forward to update the Board, staff and audience
on upcoming exhibits at the Stokoe Museum for Certificated and Classified staff
as well as any Board Members that would like to display their artwork, and to
request assistance with materials and refreshments needed for the exhibits:

Tina Naif, La Sierra High School Teacher
Angel Gomez, La Sierra High School Teacher
Mr. Johnson, Stokoe Museum Committee Member
Dr. Salazar requested that Dr. Johnson contact his assistant to make an
appointment to discuss the assistance needed for the upcoming exhibit.
Mr. Kraft offered to provide a piece of artwork created by his father for
display at the exhibit that will represent the Board of Education.
5. Action Items:
The following Consent Agenda items were presented for approval:
a. Accept Gifts:
1) Target donated funds to the following sites through their Take
Charge of Education and Give with Target Programs:
Promenade Elementary School $101.00
La Sierra High School $675.89
La Sierra High School $32.00
2) Student Paths, LLC, donated $139.67 to La Sierra High School for
their participation in the Spring 2013 Student Impact Survey. This
donation is intended to assist with college, career and life-readiness
resources.
3) General Contracting Group donated $500.00 to Lake Hills
Elementary School for their 5th grade Science Camp.
4) The Western Municipal Water District of Riverside County
donated $4,000.00 to Norte Vista High School’s Green
Construction Academy to sponsor their Solar Boat entry.
5) Mayor Rusty Bailey donated $100.00 through Rusty Bailey for
Riverside Mayor 2012 to Norte Vista High School’s Future
Farmers of America (FFA) Program. This donation will assist
students attending The National FFA Convention in Louisville,
Kentucky.

and also for future items.
Dr. Hasson will provide the information for the Board in an update.

Honor of Dean Harris: Following discussion, the Board unanimously
approved naming the Villegas Middle School’s Multipurpose Room in
honor of Dean Harris upon a motion made by Greg Kraft and seconded
by Carolyn Wilson, with Ben Johnson being absent.
10. Sunshine Negotiations between Alvord Unified School District and
Alvord Educators Association for Reopener Negotiations for the 2014-
2015 School Year: The Board unanimously accepted the Joint Initial
Proposals for Reopener Agreement between Alvord Unified School
District and Alvord Educators Association for the 2014-2015 school year
upon a motion made by Carolyn Wilson and seconded by Greg Kraft,
with Ben Johnson being absent.
11. Review Proposed Revisions to Board Policies and Administrative
Regulations: The Board unanimously approved waiving the second
reading and adopted the proposed revisions to Board Policies and
Administrative Regulations upon a motion made by Greg Kraft and
seconded by Carolyn Wilson, with Ben Johnson being absent.

12. Financial Report: The Report of Receipts for September 2013 were
received.
Board/Superintendent Comments:
José Luis Pérez ~ “I am pleased with the direction in the District. Thank you
Dr. Salazar and Ginger for being here.”
Carolyn M. Wilson ~ Mrs. Wilson stated that there are so many wonderful
things going on in this District and at a wonderful time of year. Mrs. Wilson
thanked everyone for all their hard work and she hopes everyone enjoys their
Thanksgiving.
Art Kaspereen, Jr. ~ Mr. Kaspereen had the opportunity to visit a few school
sites this week and the one that really impressed his was the YEMP program at
Wells Middle School. Mr. Kaspereen was surprised to learn that this program
started in 1978 and stated that it is great to see the continued community support.
Mr. Kaspereen informed everyone that statistics are showing that students who
participate in band have high graduation rates. Mr. Kaspereen shared a few
stories about his granddaughter and announced that he has another grandchild on
the way!
Greg Kraft ~ Mr. Kraft thanked both Associations for working hard to move
things forward. Mr. Kraft stated that not everyone has it as good as we do and
suggested that if at all possible it would be nice to support families less fortunate
during the holidays.

AUSD – Minutes – Meeting of November 21, 2013
Ben Johnson ~ Mr. Johnson stated that he was surprised the meeting was ending
so quickly and apologized for being late.
Dr. Salazar ~ Dr. Salazar thanked the Board of Education and Cabinet for their
hard work and gave a special thank you to Leigh Hawkinson, Irma Mendez and
Denise Evans for working collectively and collaboratively with the District to
come to an agreement so quickly. Dr. Salazar stated that working on trust is
imperative. Dr. Salazar wished everyone a Happy Thanksgiving.
The meeting adjourned to Closed Session at 7:45 p.m. with no action expected
following Closed Session.
