Those who have no children must nevertheless indicate a choice, the President and Provost advise in their cover letter, to pro- vide for any future children they may have or adopt. The gray packet tells how the system will work if a Penn husband-and-wife team do not choose the same option (the "new" plan is ap- plied), and what happens if members of the University marry in the future (any previous children get the plan chosen by the eligible parent now, all born or adopted after the mar- riage get the "new" plan). These and other hypothetical cases are spelled out in a small flyer, which also has a "sample option card" to be kept by the member for the record. It also has a phone number for JoAnne Eberle in Student Financial Aid. Ext. 7410, for questions not covered. A work team assembled the packet, antici- pating questions among singles, childless cou- ples and those who already have children in college here or elsewhere. On it were members of the Human Resources. Financial Aid, Man- agement Studies and U M IS staffs, with liaison to the Senate Committee on the Economic Status of the Faculty. In a statement enclosed in the packet, the Senate's Committee advises that it proposed the new tuition plan "because it offers more benefits to the large majority of faculty. How- ever, some of those who have planned for their children's education on the expectation of full tuition benefits at Penn feel that the old plan is better for them. Asthe University community is well aware, just one year ago an incident occurred in the

Alpha Tau Omega house that greatly affected this institution, produced major differences

among its members, severely disrupted the day-to-day actions of many individuals, andcaused personal distress and other problems for the youngwomaninvolved in the incident.The long, complex, and difficult fact-finding, legal, and administrative actions that

followed the incident, and the University's efforts to punish those responsible for the

degrading acts, have ended. Because these steps dominated the headlines and were the focusof most campus and public discussions, many persons are understandably relieved that theprocedural demands are past.

As a community, however, we must in particular continue to show our sympathy,understanding and support for the young womanwho has and will endure the longest andthe most personal effects ofthe incident. Each member of the University community shouldalso recognize that the incident was a severe blow to many women, and that we all bear

responsibility for strengthening the morale and security ofwomen on this campus.Above all, we must remain committed to gaining a deeper understanding ofthose factors

in our society and campus life that fostered this incident and other dehumanizing acts thattake offensive advantageof womenandmen. We must also understand whysome individualsfail to see that such behavior violates the fundamental bonds of trust, respect, and mutual

responsibilities that are necessary within the University.As agroup of our senior womenfaculty wrote earlier this week [Speaking Out February

14]. we must 'work together for ourcommon goals." We urge each ofour colleagues withinthe faculty, staff, student body, andalumni to reflect this weekend on what happened just a

yearago, to share thoughts on why it happened,and to rededicate our efforts toward creatingand sustaining a community where each member's rights are both respected and protected.

GAPSA Turnover for 1984-85

The Graduate and Professional Student Assembly(GAPSA) has asked each constituent government toname its representatives to the 1984-85 Assembly intime for them to attend a March 28 transitional meet-ing. The chairperson will be elected for 1984-85 atthat meeting, as will two candidates for thegraduate/professional student-at-large seat on theUniversity Council Steering Committee.GAPSA. a federation of the 12 student govern-

ments of the 12 graduate and professional schools.has representatives as follows: the Graduate StudentAssociations Council (GSAC)-7: the WhartonGraduate Association-3: all other student govern-ments-2. One GAPSA representative from eachschool (3 from GSAC) must also be designated, bythe constituent government, to be a UniversityCouncil representative.

Threading Through Judiciary, CalendarAt the February 8 meeting. Council's first-

round discussions on a new student judiciarysystem-confined to points I through 3 of the

comparative table published January 24 in theAlmanac centerspread-ended with SenateChair-Elect Jacob Abel's summation that aconsensus might be found for mixed panels for"nonserious" cases: two faculty members, twostudents of the defendent's peer group (under-graduate or graduate) and one student not ofthe peer category.The process for hearing serious cases is on

the agenda for March, as Council proceedsthrough the Keene Report's recommendationsand compares them with alternates submitted

by the Administrationand the UA.The discus-sions are to spread into April, with the finalsession to meld the interim concenses summed

up at each meeting.Calendar Discussions of SCUE's proposal

fora two-day break in October (Almanac Feb-

ruary 7) centered on whether stress increaseswould be alleviated by the break or whetherthree 'scrambles" in one semester (the official

days-off plus dislocation on days-of-departure-and-return for Jewish holidays. Thanksgivingand the proposed October break) would shortenthe semester so much as to produce the oppo-site effect. SCUE representatives argued thatPenn's 65 teaching days put Penn's amongthe

ruary 7) on the loss of a Tuesday of class.SCUEsaid the daywas restored, ina draft laterthan what SEC saw, by shortening the exam

period to six days. Vice Provost for UniversityLife James Bishop said that although he sup-ports the October break, he has been advised

by the Registrar that seven days are needed toscheduleexamswithout clustering too many ina single day. SCUE responded that its samplecalendars in the Almanaccenterspread was notintended to create a specific calendar, but toshow that a calendar with 13 full weeks ofinstruction and an additional two-day breakcould be generated.

Upgrading Positions for850 Office Staff

Effective March 1, revisions are being madein 17 classification titles affecting the majorityof secretaries, typists and office assistants atPenn. Last fall, Senior Vice President HelenO'Bannon asked that the Compensation divi-sion of Human Resources give special atten-tion to clerical classifications and their compet-itive position in the marketplace in conjunctionwith Human Resources' annual study of payequity.What the study found was that several of

Penn's largest clerical job families had slippedin classification and placement within the paysystem over the last few years. Vice Presidentfor Human Resources Gary J. Posner indi-cated that "Even when we took into accountPenn's shorter work week and excellent bene-fits package, we were still short in comparisonto similar positions in the local market. Thesituation warrants an immediate adjustment inthe levels of certain positions and at the sametime gives us an opportunity tostreamline clas-sification titles."Some 850 of Penn's 1350 secretarial and

office employees are affected by the changes.Over 700 employees in secretarial, administra-tive, typing and word processing positions willhave their grade levels advanced by one ormore grades. Approximately ISO of these

employees will additionally receive salary ad-

justments to bring their salaries to the levelminimum of their new grade. Employees im-

pacted by these adjustments will be notified

directly by their departments. These changesare the first phase ofa new clerical series whichwill be implemented over the next twelvemonths.

Mrs. O'Bannon expressed satisfaction with

the scheduled revisions, "I'm pleased that the

University is ableto respond promptly and in a

fiscally sound manner. The University not onlyrecognizes employees' efforts but monitorstheir salaries to insure that Penn remains com-

petitive and vibrant."Mrs. O'Bannon said, "Clerical, secretarial

and office positions are vitally important to the

support of Penn's teaching and research mis-sion. Without competitive salaries we lose our

ability to attract and retain the highest caliber

support staff possible. This would be unten-able."

Adjustments made on March I do not

impact the anticipated July increase, indicatedMr. Posner, who added. "We monitor Penn's

competitive pay position constantly. When wefind concern areas, we address them. Oursup-port staff are important and this is recognizedby Deans, Vice Presidents and supervisors.The

adjustments in grade levels to these positionsexemplify Penn's commitment to insure em-

ployees are classified correctly for the jobthey're doing."

The A-3 Assembly was organized in 1971 to serveas a means ofcommunication between A-3 employeesand other segments of the University community.All A-3 employees are welcome to participate in allof its activities. Seed Money for Cancer Research

Through an American Cancer Society Institu-tional Research Grant, the University of Pennsylva-nia Cancer Center will provide support to full-timefaculty for biomedical research throughout the Uni-versity. "Seed money" grants ($5.000-$7,500 maxi-mum) will be awarded for the exploitation of newdevelopments in cancer research. Applications willbejudged on the basis of scientific merit and the rolethat research support will play in the development ofnew research. Priority is given to new faculty.The Scientific Review Committee of the Univer-

sity ofPennsylvania Cancer Center will review appli-cations and establish priorities. Interested facultymembers are invited to obtain application formsfrom Ralph Czachowski, administrator. Photo Contest for all AgesSomeone possessingacameraas well asa particu-

larly keen eye for the many wonders of the campusmay soon be $100 richer. Special Programs, alongwith the Publications Office, is sponsoringa Photog-raphy Contest in which all amateur photographersare invited to participate. Entrants will be split intotwo different age groups: young people (ages 8-18)and adults (over 18 years), with color pictures andblack and white shots beingjudged separately in theadult group. Young people may submit either blackand white or color prints, but the two will be judgedtogether. The deadline for contest entry is Mar /.To qualify, pictures must contain Penn-related

elements: campus buildings or objects or peoplerelating to the buildings, grounds, or activities onthecampus. Also, entries are limited to one per person.and must be framed with mat board with at least a11/2" border. HONORS & Other ThingsFour in Named Professorships

Dr. HochstrasserDr. Robin Hochstrasser has been named to

the Donner Professorship of Physical Science,the chair that was originally held by the late Dr.Henry Primakoff. The Donner Foundation.since renamed the Independence Foundation,and founded by William Donner in 1932.awarded a grant to the University in 1958 toestablish here one of it live Donner Professor-ships in Science in the country.

Dr. Hochstrasser taught at the University ofBritish Columbia before coming to Penn as anassociate professor in 1963. He became profes-sor in 1967 and was named the Blanchard Pro-fessor of Chemistry in 1971. Since 1978 he hasserved as the director of Penn's Regional LaserLaboratories.A Scottish-born U.S. citizen. Dr. Hochstras-

ser received his B.S. in applied chemistry fromHeriot-Watt University and his Ph.D. in purechemistry from the University of Edinburgh.

Dr. Hochstrasser is a well-known authorityon Picosecond Phenomena in ultrafast pro-cesses. His research interests include the appli-cations of lasers to chemical and biochemicalproblems, studies of molecular motion, andconformational changes in proteins and pho-tochemistry.

Dr. Hochstrasser has lectured widely in thiscountry and abroad at Cambridge. Grenoble.Canberra. Paris, Okazaki. Oxford and otherleading institutions.A member of the National Academy of

Science, he was a Courtauld Scholar, a Sloanand Guggenheim Fellow and a HumboldtSenior Fellow as well as the recipient of theFaraday Society's Bourke Medal. He is on theSloan Foundation Scientific Board and amember of A.A.A.S., the American ChemicalSociety and the Royal Institute of Chemistry.

Institute's tenth anniversary celebration lastNovember was recently awarded to Dr. AlanM. Laties, director of research at the Institute.The newly established chair-the Harold G.Scheie Research Professorship in Ophthalmol-ogy at Penn's School of Medicine-honorstheInstitute's foundingdirector, Harold G. Scheie.Its first holder was in the very first class ofresidents appointed by Dr. Scheie when he waschairman of ophthalmology in 1960.As director ofresearch in the ophthalmology

department. Dr. Laties interacts with research-ers concerned with glaucoma, cataract, cornealdisease, and retinal degeneration. His ownwork focuses on the function of the neuralstructures oftheeye, especially the retina. Mostrecently he was part of a two physician teamsent to the USSR by the U.S. government toevaluate a proposed treatment of retinitis pig-mentosa in that country.

Dr. Laties earned a BA at Harvard and hisMA and M.D. from Baylor College of Medi-cine in Houston. Texas. He interned at MountSinai Hospital in New York before coming toPenn where he was first a resident in ophthal-mology and then a post-doctoral fellow in theInstitute ofNeurological Science before joiningthe faculty in 1960.

Dr. Laties has received honors for his re-search and teaching: the Lindback Award in1970. the Jonas Friedenwald Award forResearch in Ophthalmology (1972), and theNational Retinitis Pigmentosa FoundationHumanitarian Award (1978). A member ofseveral scientific boards in his field, he hasserved as editor-in-chief of Investigative Oph-thaln,o!ogt and Visual Science and currentlyholds the chair of the Scientific AdvisoryBoard of the National Retinitis PigmentosaFoundation-Fighting Blindness.

Dr. PepeDr. Frank A. Pepe, professor of anatomy

and chairman of the Graduate Group inAmatomy, is the new Joseph Leidy Professorof Anatomy.

Dr. Pepe is known for his research in thestructural molecular anatomy of muscularfiber myosin and the use of highly specificmonoclonal antibodies to study myofibrillarorganization in fluorescence and electronmiscroscopy. The molecular organization ofthe contractile apparatus of muscle cells andits relation to function is the main emphasis ofhis work.He did his undergraduate work at Union

College, taking a B.S. in 1953, and went on toYale University for a doctorate awarded in1957. Dr. Pepe came to Penn that year, after apost-doctoral fellowship at Yale, as an instruc-tor in anatomy and research in the departmentof anatomy, School of Medicine. In 1960 hebecame an associate. In 1963 he was namedassistant professor of anatomy, in 1965 associ-ate professor, and in 1970 professor ofanatomy. He was appointed chairman of thedepartment in 1977.

Dr. Pepe holds memberships in numerousprofessional and scientific societies - Ameri-can Association of Anatomists, AmericanChemical Society, American Association forthe Advancement of Science, and the Ameri-can Institute of Biological Sciences, to nameseveral. He is a member of the John MorganSociety. He has been series editor forsymposia in anatomy: in 1977 editor of theJohn M. Marshall Symposium in Cell Biologyand in 1980 for the INS Symposium inneurobiology.

Dr. Simson Dr. Michael B. Simson, director of theMedical Intensive Care Unit at the Universityof Pennsylvania Hospital, has been named theSamuel Bellet Associate Professor of Medi-cine in Cardiology. The chair was establishedin 1972 to honor Samuel Bellet, who was acardiologist at HUP in the 1960s, by his wife,Mrs. Monroe Green.A leading specialist in rhythm disorders of

the heart, Dr. Simson recently invented anelectrocardiograph instrument designed toalert doctors of the condition called ventriculartachycardia, the occurrence after heart attacksof life-threatening periods of excessively rapidheartbeats. The instrument is patented throughthe University and manfactured under licenseby Arrhythmia Research Technology inMilwaukee.

Dr. Simson started his training at HUP,after earning a B.A. at Harvard in 1966 and anM.D. in 1970 at Harvard Medical School, and

became a fellow in cardiology in 1973. Hewas research associate in 1975 in the depart-ment of medicine, assistant professor in 1976,and is now associate professor of medicine inthe standing faculty at HUP.

Since 1977, he has held the post of assistantprofessor of physiology in the department ofanimal biology at the School of VeterinaryMedicine. His work in basic electro-physiol-ogy, with Dr. E. Neil Moore and Dr. JosephSpear of the Vet School, involves animals asmodels of human disease to study fundamentalmechanisms in rhythm disorders of the heart.

In addition, Dr. Simson was named co-di-rector of the Medical Intensive Care Unit in1976 and director in 1977. The author of some30 scientific papers and numerous abstracts,he won in 1977 first place in the Young Inves-tigators' Awards Competition from the Ameri-can College of Cardiology for the study of aconduction disorder in the heart.

Dr. John L. Cotter, emeritus curator forAmerican Historical Archaeology at the Uni-versity Museum and one of the founders ofhistorical archaeology in the United States, wasawarded the J. C. Dr. Vincent J. Cristofalo director of theCenter for the Study ofAgingand professor ofanimal biology at Wistar, won the 1983 Brook-dale Award for distinguished research contri-butions to gerontology. Recipients of the$25,000 award are chosen annually by TheGerontological Society of America.

John Collins, David DuTot. Nathan Sullivan,and Tom Schraudenhach. lecturers in

landscape architecture and regional planning,won two Honor Awards in Design-one inUrban Design and the other in Park andRecreational Planning. Dr. Anthony J. Walmsley

professor of landscape architecture andregional planning, also won an Honor Awardfor Landscape Planning and Analysis. Theirawards represent more than halfofthose givenby the American Society of Landscape Archi-tects for 1983.

Dr. Masahisa Fujita. associate professor ofregional science, was the first winner of therecently established Erik Kempe Prize for dis-tinguished research activities in regional sci-ence. Dr. Henry Hiz professorof linguistics, haswon the Alfred Jurzykowski Award for thedevelopment of a new approach in semantics,called the aletheic semantic theory, that has"far-reaching philosophical implications." Hehas also contributed to formal logic, logicalanalysis of natural languages, theoryofart, andhistory of philosophy in Poland in the 20thcentury. The Alfred Jurzykowski Foundationgives a number of these awards annually toscholars, writers, and artists of Polish descentfor outstanding creative achievements in thearts and humanities, science, and medicine,and to others who have contributed to theadvancement of Polish culture.

Dr. Arnold Thackray professor of historyand sociology of science, received the Ameri-can Chemical Society's 1983 Dexter Award for

Former Secretary of State Cyrus Vance

gives the Law School's Owen J. Roberts Me-

morial Lecture on February 23 instead of Feb-

ruary 24 as announced for the monthly Febru-

Dr. Lois Lampson's February 29 lecture

(pharmacology) has been postponed; no semi-

nar will be given that date.
