“Since the beginning of 2015, Allan Webb Ltd has taken on 20 full-time employees, growing its staff by more than 20%. The new staff work in a variety of roles, ranging from entry level to managerial. Allan Webb provides, among other things, data management and codification services and has taken on the staff to support it’s rapidly growing sales, cataloguing and technical publications departments.

“We’ve had a sustained run of successful tenders which has resulted in a greatly increased workload over a long upcoming period. We’re planning on recruiting additional technical authors, NATO Codification engineers and cataloguing support staff within the next couple of months to keep up with the inflow of work. We plan to grow our workforce by a further 30%”. Every single one of the employees Allan Webb has taken on is permanent and full-time and the majority of the planned hires should be full-time as well. The business has been growing for a while, but with the economy looking a bit more optimistic we’ve really been able to capitalise on some great opportunities and the business is prospering as a result.”

HUNDREDS RAISED AT MACMILLAN COFFEE MORNINGOn 25th September 2015 Allan Webb took part in Macmillan’s World’s Biggest Coffee Morning.

Event organiser Emma Hoskins said: “It was a huge success and we raised a very impressive amount of £402.61. The money raised will help people affected by cancer to get the support they need, from diagnosis, through to treatment and beyond.”

The event included a raffle and ‘Guess the Spots on the Cake’ competition. A variety of cakes and biscuits were baked by Allan Webb staff to be sold and enjoyed throughout the day.

The World’s Biggest Coffee Morning is Macmillan’s biggest fundraising event for people facing cancer. People all over the UK host their own Coffee Mornings and donations on the day are made to Macmillan. Macmillan provide medical, emotional, practical and financial support, as well as campaigning for better cancer care.

Allan Webb has a long history of heavy investment in staff training and the latest training programme saw 11 members of staff go through various levels of Institute of Leadership and Management (ILM) and team skills training.

Five members of staff took their ILM Level 2 Leadership & Team Skills qualification, eight took their ILM Level 3 Leadership & Management and one took his ILM Level 3 in Coaching. The training was undertaken by GEL who commented that the candidates from Allan Webb “had a great attitude and were a great reflection on the company”.

The courses took 8 months and finished in July, with the staff receiving their results in September.

“The course was condensed, so the staff had less time than usual to complete their assignments. I was impressed with how they kept up with the workload,” explained Steve Rigsby. “The assignments focused on processes in place in the business, so they can take their training and directly apply it to the workplace. We’re already lining up our next stage of training with GEL. We’re looking at putting our leadership team through additional qualifications including Level 5 ILM qualifications and at least one MBA.”

Allan Webb’s commitment to the professional development stems from a desire to have the best team possible working at Allan Webb. “We know that training our staff gives us better, more qualified people to ensure we’re doing the best possible work for our customers.”

Allan Webb has been chosen to work with IT service developer SciSys on a project for the UK MOD.

SciSys produces robust, real-world application solutions and provides supporting services that create real business benefit. Like Allan Webb, SciSys operates in a wide range of markets and domains bringing value to industry both in the UK and internationally.

Ian Hayes - Director of Sales and Marketing

A recent recruit to Allan Webb, Ian is a Fellow of the Institute of Marine Engineering, Science and Technology and of the Chartered Institute of Logistics and Transport. A Chartered Marine Technologist, he has degrees in Logistics (MSc) and Supply Chain Management (BSc(Hons)).

Ian was a Logistics Officer with the Royal Fleet Auxiliary Service for 30 years, serving in most classes of UK Support vessels and on HMS ILLUSTRIOUS. He saw service during the Iran/Iraq war, the first Gulf war and in Sierra Leone. Ian then specialised in new ship acquisition, becoming an expert in surface ship support, ILS and Supportability Engineering. Involved in the major UK acquisition projects for ‘Wave Class’ Tankers, Landing Ship Dock Auxiliaries (LSDA), the MARS programme (inc. ‘Tide Class’ Tankers), he held the post of Support Director on the Aircraft Carrier Alliance Management Team on the Queen Elizabeth Class Aircraft Carriers project, before working for Babcock International Group for four years.

Simon Mutton – Operations Manager

Simon served for 11 years in the Royal Engineers, then worked for 10 years in the semiconductor industry, followed by 8 years in the defence industry. “After leaving the Army as a draughtsman I retrained as a Technical Author and have also had experience as a trainer. I have managed Technical Publications and training departments. I moved to Allan Webb in December 2014 and am thoroughly enjoying my time here. I have been heavily involved with the Technical Publications department

here, primarily on the LECOM and OSP contracts that Allan Webb holds. Even though the role is very challenging, it is good to be in a forward thinking organisation which, I feel, has a very bright future ahead of it.”

Andy Ross – NATO Codification Manager

After completing a four year electrical & electronic engineering apprenticeship, Andy joined the UK Defence Codification Authority. Through over 19 years in a range of Codification, Contractor Quality Assurance and NATO Codification Policy roles, he developed an expertise in understanding parts identification and data. He helped shape the NATO codification system and its implementation in the UK. “I left to join Allan Webb for a new challenge. I was embedded with BAE at Barrow for 23 months supporting the Astute programme, aiding identification and procurement of spares and resolving issues surrounding spares. After so long in the MOD it was enlightening to be on the other side. Working at Allan Webb provides opportunities to be involved with a variety of different projects, across the defence environments, using my knowledge of NATO Codification and spares to assist Project Teams supporting the Front Line users.”

Allan Webb was recently part of the successful bid to a large Asian power company, to undertake data cleansing in accordance with the NATO Codification System (NCS). This will make Allan Webb responsible for delivering in-depth knowledge transfer of the key skills to deliver NATO Codification, and the data cleansing of several thousand items in accordance with the NCS.

Allan Webb staff participated in-country, both during start-up negotiations and in the delivery of the first of three week-long training courses. Two more classroom-based sessions, plus a series of distance learning exercises and tests will complete the knowledge transfer.

A team of five staff, based in Allan Webb’s Stonehouse offices, is working on the cataloguing

of inventory to the NATO Codification Standard, a project that is due to complete in May 2016.

Steve Rigsby explains: “This has been an interesting project for Allan Webb. While the skills required for delivery have been part of the daily routine of the business for 50 years, it’s the first time we have undertaken such a project outside of the UK.

“Although this contract brings a novel set of challenges, including the time difference for ‘keep in touch’ meetings, the logistics of two days travel for in-country visits and some translation issues with the Scottish Accents of lead trainer, Ian Smith and Project Manager, Andy Ross, the project is on track and a successful application of our key skills set in NATO Codification.

“The benefits are already apparent to our industry client.Many duplicate items of supply have been identified, reducing greatly the number of stored items required. In one example 28 items of production were ratified into one single item of supply. Manufacturers’ and suppliers’ data has been consistently recorded using the NCAGE (NATO Contractor and/or Government Entity) Format. Many alternative procurement channels have been made available to the client as a result of screening out to existing NSNs preloaded with NCAGEs.

“Most importantly, existing descriptive data has been recorded in a standard and searchable format and in many cases enhanced. This ensures fit, form and function and drives best practice in ensuring the right piece of equipment for the right job.”

The Portfolio is made up of AESPs (Army Equipment Support Publications) JSPs (Joint Service Publications) and Defstans (Defence Standards) covering a range of equipment, guidance and policies. To help us produce a prioritised programme of work, we need to capture relevant stakeholder input regarding the content of each publication. Priorities are safety case related and ultimately decided by LE PfMO PEng.

Allan Webb Ltd has been awarded a contract to author and support a range of DES LE PfMO PEng* sponsored Technical Publications and Defence Standards. The requirement includes Through Life Management Support and the Allan Webb team is required to undertake a wide range of activities to ensure that the publications are produced and maintained to a level which meets the needs of the user community.

Allan Webb requires stakeholders to review the list of publications and identify the publications that they wish to be included in the review-and-update process. As part of this process, we need each stakeholder to annotate against each publication the level of interest based on the following:

• Key Stakeholder – SME (Subject Matter Expert) with technical knowledge or policy input that needs to be included in the update process

• Stakeholder – Has an interest in the output but not necessarily ratifying the updates

Once stakeholders are identified, Allan Webb will approach them to gauge the exact nature of their interest and start the formal engagement process, including an invitation to take part in working-group discussions where required or be part of the Red Team Review prior to being published.

Life on MARS - and QEC

The ships are being built by Daewoo Shipbuilding & Marine Engineering (DSME) in South Korea, but the execution of the NATO Codification Process is being managed by Allan Webb Ltd. We have also instigated a joined up solution for delivery of on-board spares for the first of class vessel delivery in late 2015, which involves creating the Spare Gear Lists detailing the spares required on board to support maintenance of equipment, reducing maintenance and support costs for all vessels involved.

Allan Webb is also playing an integral part in the development of the two new Queen Elizabeth Class aircraft carriers. Currently being built in

the UK by BAE Surface Ships, Thales Group and Babcock Marine, both ships have a total projected cost of £6.2 billion and will be capable of carrying up to forty aircraft each. They will accommodate multi-role F35 aircraft and helicopters for airborne early warning and anti-submarine warfare.

The ships will be the largest warships ever constructed for the Royal Navy and are:

HMS Queen Elizabeth - the lead ship for QEC, in commission from 2017

HMS Prince of Wales - in commission from 2020

Tide Class Tankers of the Military Afloat Reach and Sustainability (MARS) Programme, currently being built for the Royal Fleet Auxiliary (RFA), will enter service in 2016 and will be tasked with providing fuel, food, fresh water, ammunition and other supplies to Royal Navy vessels for extended periods around the world.

The provision of codification support services for both MARS and QEC projects includes:

• Screening of OEM and supplier references to identify NSNs already on file.

• Data acquisition for source data to support NATO codification.

• Data evaluation to ensure source data is Defcon 117 compliant.

• E-tasking for new and post codification.

The work of both projects is managed in a bespoke database with weekly statistics produced to keep the customer informed of progress.

Australia has become the fifteenth country that has decided to use the logistics information system for materiel codification, MC CATALOGUE, developed by AURA, s.r.o. (Ltd.), formed in 1989 in the Czech Republic. The MC CATALOGUE information system is fully compatible with the NATO Codification System and will be implemented in the form of ‘software as a service’ (SaaS).

The specific ‘Australian’ version of MC CATALOGUE is configured to the needs and requirements of the Australian Defence Force logistics supply chain and National Codification Bureau (NCB), one of the largest and most important authorities of this type in the world and should result in active participation of Australia in MC CATALOGUE User Group activities in the future.

Parts Data Management and Technical Publications specialist, Allan Webb, is pleased to announce the final signing of a new contract with the Ministry of Defence (MOD). The Handbook Management Contract (HMC), worth up to £9 million, will be delivered over the next four years in conjunction with BMT Defence Services Ltd, who are subject matter experts in naval engineering, naval architecture and technical documentation. Allan Webb will be providing documentation for a range of naval vessels, from submarines and destroyers to survey ships.

“The HMC contract is a massive win for us” commented Steve Rigsby, Managing Director of Allan Webb. “We’ve been expanding rapidly over the last 18 months, taking on new staff and buildings to accommodate our growth. This contract is the latest in a series of successful tenders that are cementing Allan Webb as the leading provider of data management services.

The contract supports the maintenance, revision and amendment of maritime technical publications across the surface and submarine domains, and involves the development of a centralised service for the maintenance, storage, access, publication, distribution and amendment of the entire suite of the UK MOD’s maritime technical publications.

With approximately 22,000 components discontinued annually worldwide (according to industry sources and Government agencies), obsolescence is a significant cost driver and can impact equipment, systems or products at all stages of the acquisition process and through life. Early identification of obsolescence risk allows a wider range of options to be considered and consequently reduces the actual cost of resolution and through life costs.

Allan Webb Ltd has acquired a majority stakeholding in Through Life Support Ltd (TLS) enabling the companies to join forces in providing customers a one-stop shop for the full spectrum of requirements in Through Life Support for their equipment. Defence equipment can often be expensive and involve complex mechanical and electronic parts, on which military personnel ultimately depend, on the front line. Therefore the UK MOD Packaging Authority requires that all companies who design, manufacture, supply and pack material entering into the Joint Supply Chain (JSC) do so to an acceptable standard.

The Military Packagers Approval Scheme (MPAS) is designed to ensure that where MilItary Level Packaging is specified it is designed and manufactured in compliance with all the relevant Defence Standards.

MPAS was introduced in June 2012 and is based on Defence Standard (Def Stan) 81-41 Pt 1-6. Any companies who supply material packed to Military Level to the UK MOD must ensure their packaging complies with MPAS, and that they are ISO 9001 certified.

The scheme is audited as part of a company’s ISO 9001 certification and only MPAS Certified Designers can submit a Service Packaging Instruction Sheet (SPIS) design to be used within the JSC.

For some time now, Allan Webb has supplied a service to the MOD by providing management of SPISs for the user community.

MPAS

Allan Webb continues to be the first port of call for industry looking for military packaging training particularly when seeking to achieve MPAS registration.

For a company to achieve MPAS, a comprehensive training programme must be undertaken followed by a final assessment.

Allan Webb has structured a suite of training, using content provided by the MOD, that consists of two courses:

PRACTITIONER: A series of Computer Based Training (CBT) modules providing a base knowledge of Def Stan 81-41 and the SPIS design process.

EXPERT: A four day classroom-based course that measures the delegate’s ability to design a SPIS for a variety of items in accordance with Def Stan 81-41. If required this course can be delivered at a company’s location.

Completion of the Practitioner course is a pre-requisite for attendance at the Expert course.

On completion of both the Practitioner and Expert course, a portfolio of work is then presented to the MPAS Management Board for consideration of the award of Designer Certification.

Achieving MPAS may open up new areas of business for a company and encourage growth.

Service Packaging Instruction Sheet (SPIS) ManagementWhere a company supplies an item to the MOD and does not have access to the relevant Service Packaging Instruction Sheet (SPIS), access can be gained via a purchasable technical solution from the MOD for an initial one-off payment and an annual subscription. Alternatively, Allan Webb is able to access the SPIS Index, which can supply the relevant details such as how an item should be packaged, dimensions, material, etc. This service is chargeable.

If that company has the necessary MPAS registration they are then able to package the item accordingly – if they do not, they would then contact an MPAS packaging company.

Where a SPIS does not exist, only an MPAS registered company can create a new one. A new SPIS must be uploaded to the Index for it to be formally recognised. As one of the most experienced contractors with the initial population and ongoing management of data in TDOL, Allan Webb is able to provide an essential service to MPAS registered companies for the management of SPISs.
