1974 Lau v. Nichols• School districts in this country are required to take the necessary actions in
order to provide students who do not speak English as their first language the ability to overcome the educational barriers associated with not being able to properly comprehend what is being taught to them.
1981 Castaneda v. Pickard• 3 pronged test for evaluating EL programs
• Research based• Implemented effectively• Adjusted as needed
1982 Plyer v. Doe• Provides for free public education regardless of legal status

enrollment.

ENROLLMENT
Any questions regarding
enrollment can be answered
by the registrar or
enrollment/attendance
secretaries. Any help needed
in collecting the requested
documentation for enrollment
can also be received at the
enrollment office.
All enrollment takes place at
the enrollment office located
at the ACLC (Albertville
Community Learning Center).
If a student and/or parent
comes to an individual school
to enroll, they are directed to
the office at the ACLC.
DETERMINATION OF EL STATUS/
TESTING Home Language Survey
• Filled out by all new students at enrollment- used to determine the student’s first learned language
WAP-T• Given to any student who is new
to U.S. schools- used to determine a student’s level of English language knowledge
ACCESS• Given each year in the spring-
used to determine a student’s English language acquisition for the school year.
ESL PROGRAMEL Student
Any student who is determined to be in need of English as a Second Language services. This determination is based on the results of the WAP-T and is made by members of the school’s EL Committee.
ESL ProgramTesting All students considered to be an EL student will take the ACCESS test in the spring.Exiting Any student who makes a 4.8 or higher on the ACCESS will be exited from the EL program.Waivers A student who is considered EL may waive ESL services by having a parent sign a waiver form. This DOES NOT exempt them from taking the ACCESS test, only from receiving services.
LEPFLEP
FLEP refers to a student who is considered
Former Limited English Proficient. This is any student who has made a 4.8
composite score on the ACCESS test and has been exited from the program. All FLEP students are monitored for a period of two years to make sure that
they continue to progress.
LEP refers to a student who is
considered Limited English Proficient. This is
any student who, by virtue of a
WAP-T score or prior placement is placed in
the ESL program.
WIDA
WIDA (World-Class Design and Assessment) is a
consortium made up of 36 states including Alabama.
It is grounded in scientifically-based research on
best educational practices in English as a second
language. The WIDA standards were adopted to
address the need for students to become fully
proficient in both social and academic English.
SDAIE
The core program for EL students in the Albertville City School
System is Specially Designed Academic Instruction in English
(SDAIE). This is a research based program in which instruction
is likely to be delivered by a general education teacher, but may
be delivered by a certified ESL teacher. With this program, the
teacher provides instruction that simultaneously introduces
both language and content and uses specialized techniques to
accommodate the needs of the EL student.
