February 13, 2017 - The pre-celebration of Valentine’s Day became more meaningful as PCSO employees extended their compassionate service by giving a true humanitarian gift to save lives. Twenty-four employees participated in the joint activity of Philippine Charity Sweepstakes Office and Philippine Red Cross “Alay na Dugo sa Araw ng mga Puso”.

Every day, the PRC needs 2500-3000 blood units to meet the blood demand of Filipinos. The PRC needs healthy individuals to take a leap, roll up their sleeves and save a life! 2017 Sweepstakes Employees Union ElectionBy: Lowela Y. Lupisan

The Sweepstakes Employees Union (SEU), the sole bargaining agent of the PCSO employees to the management, set its election for 2017 on January 20, 2017. The poll would determine the next leadership of the union in the next three years. Winners of the election will serve the general membership up to 2019.

This year’s election is considered by many to be one of the most important elections in the history of SEU.

The next leadership is not only expected to secure the benefits of its members and ensure that employees continuously receive them but is also tasked to protect the rights and advance the interest of the general membership. Mode of election. The SEU Committee on Election (COMELEC) adopt Bloc Voting as the mode of election for this year in accordance with SEU Board Resolution No. 6, series of 2016, approved by the SEU

Executive Board on November 8, 2016. Under this mode of polling, the registered parties must have a political platform that will serve as a manifesto of the party’s principal goals and stand on important issues. During the January 6 general assembly, SEU COMELEC Chairperson Reynaldo Z. Empremiado ascertained the use of Bloc Voting as a mode of election in one of the previous SEU elections.

Filing of Certificate of Candidacy. Three parties namely Partido ng Nagkakaisang Manggagawa sa PCSO (PNMP), PCSO Employees’ Party (PEP), and TUGON and 22 contenders from 19 departments and executive offices for department representative positions filed their Certificates of Candidacy (COCs) on January 6, 2017 at the SEU COMELEC office. The Accounting and Budget Department did not have a candidate for department representative for this year’s election. The contending parties vied for the seven (7) positions (President, 1st, 2nd and 3rd Vice Presidents, Secretary, Treasurer and Auditor) in the SEU Executive Board.

Campaign period and paraphernalia. The COMELEC set, January 9 to 18, 2017, 12:00 noon to 1:00 pm as the allowed date and time for campaigning. Flyers and sample ballots with a maximum size of 4 inches by 5 inches

were the only campaign paraphernalia allowed by the COMELEC. Posting of posters, streamers and loud audio were not allowed during the campaign period.

Election day. SEU members in the head office started casting their votes on January 20 in their respective polling precincts as early as 9:00 o’clock in the morning. Voting ended at exactly 3:00 o’clock in the afternoon. Casting of votes by the

members in the branch offices commenced on January 16 and cast ballots were immediately returned in sealed envelopes and received by the SEU COMELEC at PCSO Head Office in Mandaluyong City. Members assigned at the extension offices in San Marcelino, Manila and Lung Center

The Philippine Charity Sweepstakes Office headed by Chairman Jose Jorge E. Corpuz travelled all the way to Davao City to turn over six ambulance units to its recipients in the provinces of Davao del Norte and Davao del Sur. The turn over ceremony was held at the People’s Park in Davao City on February 24, 2017. Present to witness the event were Department of Health Secretary Dr. Paulyn Jean B. Rosell – Ubial, PCSO Director Marlon U. Balite, Assistant General Manager for Administrative Sector Julieta F. Aseo, Assets and Supply Management Department Manager Atty. Reena Yumina Yason – San Agustin and Mindanao Department Manager Gloria C. Ybañez.

During the short program, Dra. Josephine Villafuerte, City Health Officer of Davao City delivered the opening remarks. Short messages from Chairman Corpuz and Davao City Assistant Administrator Atty. Dwight Domingo in behalf of Davao City Mayor Sara Z. Duterte followed.

The ambulance units were given to Panabo City and Municipality of Sto. Tomas in Davao Del Norte; Paquibato District Hospital, The Dr. Gerry Cunanan Mindanao Heart Fd., Inc, Bureau of Fire Protection, Regional Office XI, and Marilog Safe Birthing Home in Davao City. They were represented by their Mayors, Municipal and City Health Officers, President, Regional Director and Chief of Hospital.

The Philippine Charity Sweepstakes Office Chairperson, Jose Jorge E. Corpuz together with Assets and Supply Management Department Manager, Atty. Reena Yumina M. Balutan and Director Manuel Balite led the turnover of ambulance units to local government units (LGUs) - Municipalities of Zamboangita, Negros Oriental, Milaor, Camarines Sur, Cabusao, Camarines Sur, Orani Bataan and Kianga, Ifugao, Filipino-Chinese Chamber of Commerce and Industry, Inc., (BFCCCII), Bureau of Fire Protection Regional Office V-Legazpi City, Albay and government hospitals - Dr. Fernando B. PCSO TURNS OVER 12 AMBULANCE UNITS TO THE PROVINCES OF EASTERN AND NORTHERN SAMAR

After visiting the province of Leyte, PCSO General Manager Alexander F. Balutan and some PCSO officials travelled to Eastern, Samar to formally turn over 12 ambulance units to its recipients in the provinces of Eastern and Northern Samar.

The turnover ceremony was held on February Management Department Manager Atty. Reena Yumina Yason, Western Samar OIC- Branch Manager Engr. Edmund Kaizer Hidalgo and Southern Samar OIC-Manager Lester Trongkoso.

The recipients of the ambulance units were the Municipalities of San Julian, Sulat, Balangiga, Oras and Arteche, Eastern Samar; Municipalities of Mapanas, Lope de Vega, and Palapag, Northern Samar; PHO Provincial Blood Bank, Catarman, Northern Samar, San Antonio District Hospital, Northern Samar, Municipality of Motiong, Samar, and St. Camillus Hospital, Calbayog City, Samar.

Ambulance Donation Program is one of the programs of PCSO that aims to equip local government units, government hospitals, municipal health offices, and other health institutions/facilities nationwide with ambulance units to immediately respond to the needs of patients from poverty-stricken areas for emergency transport and quick access to health care.

To continue with its mission of providing health care facilities to the Filipino people, the Philippine Charity Sweepstakes Office (PCSO) represented by General Manager Alexander F. Balutan once again travelled miles to formally turn over nine ambulance units to the Province of Leyte. The turn over ceremony was held on February 3, 2017 at Patio Victoria, San Jose, Tacloban City. The recipients of the ambulance units were the Municipality of Kawayan, Biliran, Municipalities of La Paz, Merida, and Calubian, Leyte, City of Ormoc, Leyte, Tabango Community Hospital in Tabango Leyte, Schistosomiasis Hospital in Palo, Leyte, Bureau of Fire Protection – Tacloban City Fire Station, and Tacloban City Women’s Club Mother & Child Puericulture Center., Inc.

In the message given by GM Balutan during the said event, he congratulated the Leytenos for the fast recovery from the catastrophe that happened in the province 3 years

ago. According to him, PCSO is open to any health-related assistance that they need, affirming the presence of PCSO’s Branch Office in the province to accommodate their requests. His message ended with an appeal to support the Agency’s products like the recently launched Expanded Small Town Lottery, which generate funds for charity programs.

Roxas Memorial Lodge No. 152 F & AM at the PCSO Extension Office at Lung Center of the Philippines, Quezon City. Representative of Bro. On February 15, 2017, the PCSO Medical Services Department donated medicines to the following recipients; Virgin of Carmen High School in Tiwi,Albay; Gusi Peace Prize Foundation; Barangay Gulod, District 5, Quezon City; and Panlalawigang Piitan Ng Nueva Ecija. The turnover of medicines was held at the PCSO Pharmacy at the Lung Center of the Philippines and was facilitated by Ms. Joanne Alonzo,Nurse II of the Satellite Division in the presence of MSD staff Ma. Virginia Ricafranca and Sotero Miguel. PCSO and PCUP JOIN HANDS FOR THE POOR

The Philippine Charity Sweepstakes Office (PCSO) warmly received the Presidential Commission for the Urban Poor (PCUP) on February 27, 2017 at the PCSO Head Office in Mandaluyong City.

PCSO Chairman Jose Jorge Corpuz and PCUP Chairman Terry Ridon discussed ways on bringing the PCSO medical and charity services closer to the urban poor, in line with the “Ambisyon Natin 2040” vision of having Filipinos live a long and healthy life to realize their full potential and enjoy attainment of their goals.

The two heads of offices also discussed the possibility of partnering for the PCSO Partner Tayo Mini-Sweepstakes Draw within the year, sales from will help fund the various charitable projects of PCUP.

PCSO and PCUP are confident that the meeting is a beginning of a deeper and stronger relationship between the two agencies in looking after the health and welfare of the poor.

PCSO GIVES AID TO AREAS AFFECTED BY NINA

The Philippine Charity Sweepstakes Office (PCSO) warmly received the Presidential Commission for the Urban Poor (PCUP) on February 27, 2017 at the PCSO Head Office in Mandaluyong City.

PCSO Chairman Jose Jorge Corpuz and PCUP Chairman Terry Ridon discussed ways on bringing the PCSO medical and charity services closer to the urban poor, in line with the “Ambisyon Natin 2040” vision of having Filipinos live a long and healthy life to realize their full potential and enjoy attainment of their goals.

The two heads of offices also discussed the possibility of partnering for the PCSO Partner Tayo Mini-Sweepstakes Draw within the year, sales from will help fund the various charitable projects of PCUP.

PCSO and PCUP are confident that the meeting is a beginning of a deeper and stronger relationship between the two agencies in looking after the health and welfare of the poor.

PCSO General Manager Alexander F. Balutan recently approved the grant of Two Hundred Seventeen Thousand pesos (P 217,000.00) for the procurement of medicines and 1,000 bottles of water for Surigao Del Norte which was hit by a strong quake on February 10,2017 which affected 20% of the city’s population.The Calamity assistance will be coursed through the Charity Fund of PCSO Surigao Del Norte Branch Office headed by DM Gloria C. Ybañez. The distribution of the assistance will be done in coordination with the City Disaster Risk Reduction and Management Council.

PCSO RELEASES CHECKS FOR LGU SHARES TO THE CITIES OF DAVAO AND DIGOS IN DAVAO DEL SUR

Philippine Charity Sweepstakes Office (PCSO) Chairman Jose Jorge E. Corpuz turns over the checks for LGU shares in Lotto for the period July to December 2016 to the Cities of Davao and Digos in Davao Del Sur and Tagum and Panabo in Davao del Norte. He was assisted by PCSO Director Marlon U. Balite and Mindanao Department Manager Gloria C. Ybañez. It was done right after the turn over of ambulance units on February 24, 2017 at the People’s Park in Davao City.

The checks amounting to Php3,550,652.85 was given to Davao City, Php334,421.33 to Tagum City, Php 162,453.08 to Panabo City and Php151,842.18 to Digos City respectively. Said amount will go directly to the Treasury of each city.

Davao City has 170 Lotto outlets, Tagum city has 28 outlets while both Digos City and Panabo City has 14 outlets where the earnings of Lotto in their cities came from.

The allocation of funds for LGUs is in accordance with Executive Order #357, wherein five (5%) percent share from the thirty (30%) percent Charity Fund that comes from PCSO Lotto earnings will be given to local government units where the tickets are sold.

The Philippine Charity Sweepstakes Office (PCSO) is a principal government agency tasked to generate funds for health services and programs of national character through charity sweepstakes races, lotteries and other similar activities. By virtue of special laws, PCSO is also mandated to contribute funds for government entities such as the Philippine Sports Commission; Commission on Higher Education; Comprehensive and Integrated Shelter and Urban Development Financing Program; Philippine Centennial Commission; National Commission on Indigenous People; Overseas Workers Welfare Administration; Department of Foreign Affairs and Quirino Memorial Medical Center. The Agency allocates to local government units a five percent (5%) share from the total sales of on-line lottery (lotto) outlets operating within their jurisdictions, including documentary stamps tax. A total amount of Php822.2M mandatory contributions for the period January to June 2016 was paid by PCSO, including the Php704.7M for the arrears in mandatory contributions to Local

Government Units (LGUs), Commission on Higher Education (CHED) and National Shelter Program.

On February 24, 2017, PCSO Chairman Jose Jorge E. Corpuz took time to visit and meet the employees of PCSO Davao del Sur Branch. The branch is headed by Atty. Elvie Ann Tizon –Uy. Said branch shared office with the Mindanao Department which is located at Maharlika Charity Foundation Center, Inc. Building, Cabaguio Ave., Davao City.

Personnel of both Davao Del Sur branch and Mindanao Department joined Chairman Corpuz for lunch, together with Assistant General Manager for Administrative Sector Julieta F. Aseo, Assets and Supply Management Department Manager Atty. Reena Yumina Yason – San Agustin, Mindanao Department Manager Ms. Gloria C. Ybañez and the rest of the staff from the head office wherein issues concerning the branch and their personnel were raised and discussed.

According to Chairman Corpuz, Davao Del Sur Branch is the first PCSO office he visited when he was appointed as PCSO Chairman by President Rodrigo Duterte in September 2016.

Canvassing and counting of ballots. Canvassing of ballots from the head office and returned ballots from extension offices

and 46 branch offices was meticulously done by the Board of Canvassers on January 20 and 26, 2017. After thorough inspection of the ballots, counting of votes proceeded immediately. A total of 32 ballots from five (5) branch offices were considered spoiled by the COMELEC because the master lists were not attached and returned together with the ballots. Declaration of winners. On February 1, 2017, the COMELEC officially declared PCSO Employees’ Party (PEP) as the winners of the 2017 SEU election. The COMELEC also declared the 18 winning department representatives. Three hundred eighty-five members supported the platform of governance of the winning party PEP. TUGON and PNMP garnered a total of 257 and 79 votes, respectively. Members of PEP are Walfredo H. Ignacio (President), Alexander L. Asuit (1st Vice President), Andrew “Andy” P. Barcelona (2nd Vice President), Jeoffrey M. Ramirez (3rd Vice President), Jasper E. Espino (Secretary), Annaliza P. Santos (Treasurer) and Dario C. Tejero (Auditor).

oath of office before the general membership during the regular Monday flag honoring on February 6, 2017 at the PCSO Head Office, Ground Floor, Conservatory Building, Shaw Boulevard, Mandaluyong City. The newly elected president Mr. Ignacio thanked the members who voted for PEP and promised to work for the interest of the general membership and continuously find ways to improve the service of the SEU to its members.

PCSO Conducts ISO Writeshop and Action Planning Workshop

C U S T O M E R SATISFACTION – that is the ultimate goal of the Philippine Charity Sweepstakes Office. As part ofPCSO’s commitment to deliver efficient and fast public service delivery, the PCSO, through the QMS Committee conducted a three-day writeshop and action planning workshop on February 8 to 10, 2017 in Baras Rizal. The serene and remote ambiance of Punta de Fabian helped the participants representing the various Departments and Units of the Agency to focus on identifying the necessary actions they have to undertake to address

the Opportunities for Improvements (OFIs) given by TUVRheinland during the surveillance audited on December 14, 2016. During the workshop, which was facilitated by Mr. Romeo Ramirez, each Department/Unit gave their utmost commitment to implement and work on the identified action plans and activities for CY 2017 to ensure the continual improvement of PCSO processes and procedures. The activity also gave an overview on the transition from ISO 9001:2008 to ISO 9001:2015 version, which involves risk assessment.

The Charity Assistance Department (CAD) held an orientation for the partner dialysis centers in Metro Manila on the 2016 Revised Guidelines on the Enrollment System for Dialysis on February 2, 2017 at the Audio Visual Room of the Lung Center of the Philippines, Quezon City. The activity aims to firm up the partnership of PCSO with the dialysis centers through the presentation of the 2016 Revised Guidelines on the Enrollment System for Dialysis. EDSA: YESTERDAY, TODAY AND TOMORROW

On February 25, 2017, the Philippines celebrated the 31st EDSA People Power Revolution, a peaceful revolution which restored the democracy in the country and was hailed by other nations as a people’s victory over dictatorship.

To commemorate the historical event, Mr. Sonny Camarillo, a freelance photojournalist, launched the 24th People Power Photo Exhibit, which officially opened on February 24, 2017 at the UP Town Center in Quezon City. The exhibit entitled “EDSA 1986: Before and Beyond, Dapat na ba Ito Kalimutan?” showcases the various images during the non-violent revolution.

Former President Fidel V. Ramos, former Interior and Local Government Secretary Rafael Alunan III, former Executive News Editor of the Philippines News Agency Ruben Cal, Camera Club of the Philippines president Marivic Silva, and Ms. Nadine Jacinto of DZRJ graced the event.

Mr. Camarillo wanted to share with the youth of today the 1986 event captured in his photographs which speak of a thousand and one stories. Former secretary Alunan III described the event as an opportunity for every Filipino to work for a better Philippines though a revolution within one’s self or self-change.

Former President Ramos, on the other hand, challenged the youth to do what the people during EDSA Resolution did – to continue to do their patriotic duty as a Filipino, even how humble it may be.

On February 23, 2017, for the very first time, the Office of the President through the Presidential Communications Operations Office held the #AllMediaPH, a townhall meeting with social media bloggers and users to present the draft Social Media Policy of the government for consultation.

The government asked for reactions, comments, and suggestions from the participants, composed of media practitioners, media bloggers, government officials, students and the general public, to make the draft social media policy more responsive to all stakeholders.

PCOO Secretary Martin Andanar mentioned the importance of social media which has changed the political discourse. He also encouraged everyone to “put on hold our differences and listen to the different opinions”.

Meanwhile, PCOO Assistant Secretary Christian Ablan discussed the details of the draft social media policy which is still subject for review and amendment. Ablan mentioned that the policy was formulated to recognize and consider the social

media, alongside the mainstream media, in developing communications strategy of the Office of the President.

The social media bloggers brought up their concerns regarding the draft policy like the issues on control and regulation, freedom of expression and personal endorsements, among others, which the PCOO assured the participants that they will be taken into consideration in revising the policy.

Presidential Spokesperson Ernesto Abella said that President Rodrigo Duterte acknowledges the reckoning force of social media, which is a new and reasonable medium of communication with its own integrity.

At the end of the day, the first #AllMediaPH townhall meeting showed that the Duterte administration recognizes the importance of all forms of communications in disseminating government information to the public and gives priority to transparency in all government transactions and activities.

CHANGE HAS COME ON MEDIA POLICY

The Time is Ripe for Nation BuildingNo less than Presidential Spokesperson Ernesto C. Abella facilitated and conducted the Nation Building Workshop attended by officials and representatives from different government agencies and GOCCs on February 11, 2017 at the Linden Suites Hotel in Ortigas City. PCSO, Nasasaklaw ng Tanggapan ng Pangulo

Itutuloy pa rin ng Philippine Charity Sweepstakes Office o PCSO ang pagpapatupad ng Expanded Small Town Lottery o STL, sa kabila ng aligasyon ni House Speaker Pantaleon Alvarez na illegal ang operasyon nito sa bansa.

Binigyang linaw ni PCSO General Manager Alexander Balutan na ang nasabing ahensiya ay nasa ilalim at tuwirang tumatanggap ng direktiba mula sa Office of the President. Bilang pagtugon ng PCSO sa atas ng Pangulo na sugpuin ang “illegal gambling” sa bansa, inilunsad nito ang Expanded Small Town Lottery.

Matatandaang kamakailan ay inilabas ng pangulo ang Executive Order no.13 na nagpapatibay sa ahensiya ng pagpapatupad nito sa STL bilang natatanging ligal na “numbers game” sa bansa.

Ipinaliwanag din ni Gen. Balutan, na ang RA 1169 (as amended) ang siyang batas na sumasakop sa PCSO. Kabilang ang RA 1169 (as amended) sa mga tinutukoy ng EO no.13 na nilalayong maipatupad at maprotektahan. Bilang ahensiyang nasasaklaw ng Tanggapan ng Pangulo, ang PCSO ay susunod sa ano mang magiging desisyon ni Pangulong Duterte kaugnay sa ekspansiyon ng STL.

Gayunman, nirerespeto pa rin ni GM Balutan ang naging pahayag ni Speaker Alvarez.

Nagpahayag naman ng lungkot si PCSO Chairman Jose Jorge Corpuz sakaling ipatigil ang operasyon ng Expanded STL sa bansa dahil sa mawawalang kita ng gobyerno mula dito.

Binigyang diin ni Chairman Corpuz, na nito lamang nakaraang 4th Quarter ng 2016, umabot sa 6.46 bilyong piso ang kinita ng ahensiya, kumpara sa 4.7 bilyong pisong koleksiyon ng PCSO noong buong taon ng 2015. Nanghihinayang din si Chairman Corpuz sa bilyong pisong pondo na maaring kitain mula sa ekspansiyon ng STL at maipapamahagi ng PCSO para sa kawang-gawa.

Kabilang din sa maibabahagi ng Expanded STL ang pagbibigay trabaho kung magtutuloy-tuloy ito. Binanggit ng Chairman Corpuz na batay sa records ng ahensiya, mula sa dating 173,000 kubrador at kabos, umakyat sa halos 500,000 ang siguradong trabaho na madadagdag.

Dahil dito, ang PCSO ay patuloy na umaapila sa Senado, Kongreso at sa publiko para sa kanilang pagsuporta sa proyektong pagpapalawig ng STL upang makatulong sa mas maraming kababayan nating nangangailangan ng tulong medikal. Sinisigurado rin ng pamunuan ng PCSO na ang lahat ng malilikom nito sa STL ay maibabalik sa sambayanang Pilipino sa pamamagitan ng mga serbisyo at programa ng ahensiya sa buong bansa dahil sa PCSO, “ang bawat taya ay para sa kawanggawa”.

STL DRAW MACHINES. On February 23, 2017, one Small Town Lottery (STL) draw machine was delivered at the PCSO head office in Mandaluyong and tested on February 24, 2017 before it is used to draw the STL winning numbers . The Small Town Lottery (STL) being run by PCSO is the only legal numbers game authorized by the national government through Section 1 of Republic Act 1169, as amended. Authorized Agent Corporations (AACs) are engaged by PCSO to assist the agency in the implementation of the STL nationwide.

Chief, Draw Divison, Mr. Ariel de Ocampo led the testing of the STL draw machines last February 24, 2016. This includes weighing of the balls which are mixed in the central transparent chamber, the duration of mixing cycle and the time interval between each ball drawn to produce random combinations of numbers one at a time.

With the expansion of PCSO Small Town Lottery or STL, PCSO has earned the ire of some sectors and emphasized that such a game is only a front of Jueteng or illegal numbers game. PCSO Chairman Jose Jorge E. Corpuz and GM Alexander F. Balutan once again reiterated that the PCSO STL was conceptualized to help in the campaign of the government to curtail the unregulated gambling and democratize charity at the national and local levels.

PCSO is the principal government agency mandated to generate and to provide funds for charity, health programs and to help in the nation building projects of the government. PCSO, therefore, is authorized to undertake any activity that will increase the profit of the agency for the purpose of providing and allocating sources of funds for health programs, medical assistance and services and charitable services of the agency.

PCSO games such as STL and Lotto are legal number games developed to entertain and at the same time, increase the revenue of PCSO to fund the various health programs of the government.PCSO, through the years, has helped millions of Filipinos through its charity services such as its flagship Charity Program the Individual Medical Assistance Program (IMAP), Medicine and Medical Equipment Donation, Calamity Assistance Program, Ambulance Donation, Milk Feeding Program among others.

The PCSO assures the public that its games, STL, Lotto, KENO and Sweepstakes are conducted with utmost integrity to maintain its credibility and at the same time, are here to stay as long as the Filipino people are willing to play the PCSO games for public good.
