Executive Summary
This Section 16 Planning Application (the S16 Application) is submitted for the
proposed minor relaxation of plot ratio (PR) restriction for 20% for redeveloping
the existing industrial building at No. 1 Tsat Po Street, San Po Kong (the
Application Site), which is constructed before 1987. This is in echo of the 2018
Policy Address to encourage owners to redevelop industrial buildings constructed
before 1987.
The Application Site falls within an area zoned “Other Specified Uses” annotated
“Business” (“OU(B)”) zone on the Approved Tsz Wan Shan, Diamond Hill and San
Po Kong Outline Zoning Plan No. S/K11/29 (the OZP). According to the Notes of
the OZP, “Non-polluting Industrial Use (excluding industrial undertakings
involving the use/storage of Dangerous Goods)” is Column 1 use of the “OU(B)”
zone and is always permitted. Any proposed redevelopment at the Application Site
is subject to a maximum plot ratio (PR) of 12.0 and a maximum building height
(BH) of 120mPD.
The Proposed Redevelopment is intended for workshop uses. Minor relaxation of
PR from 12.0 to 14.757 (including a bonus PR of 0.357 to be claimed under
Building(Planning)Regulations 22 subject to approval) is put forward for
redeveloping the existing industrial building. The Proposed Redevelopment is
expected to achieve the following public planning benefits:
• Realising the Intention of the Policy Address to encourage Redevelopment of Industrial Buildings Constructed before 1987;
• Completely in line with the planning intention of the “OU(B)” zone;
• Accommodating the additional PR with a lower building height as compared with the maximum building height restriction as stipulated in the OZP;
• Realising planning intention for “OU(B)” uses and spearheading transformation along Tsat Po Street and Sam Chuk Street;
• Compatible with building height profile of the surrounding area;
• Minimising the visual impact and optimising the wind capturing potential with the adoption of stepped height concept; and
• Resulting in no adverse impacts.
The Applicant has demonstrated their genuine intention and commitment in taking
forward the proposed redevelopment at the Application Site. In light of the planning
merits and justifications put forward in this Supporting Planning Statement, we
sincerely seek the favourable consideration from the TPB to give its support to this
S16 Application.

本規劃申請旨在獲得城市規劃委員會(下稱「城規會」)批准申請地點(七寶街 1

於一九八七年前所興建的工業大廈。這為回應二零一八年施政報告,鼓勵業主重建

申請地點位於慈雲山鑽石山新蒲崗分區計劃大綱草圖編號 S/K11/29(下稱「分區計劃大綱圖」)的「其他指定用途」註明「商貿」地帶內。根據「其他指定用途」
註明「商貿」地帶的註釋,「非污染工業用途」用途為有關地帶土地用途表的第一
欄用途,屬經常准許使用的土地用途。而申請地點內的重建計劃則受到最高地積比
率 12.0 倍及最高建築物高度為主水平基準上 120米的限制。
重建計劃擬作工場用途。為了重建現有的工業大廈,擬議把申請地點的地積比率由
12.0倍略為放寬至14.757倍(包括根據《 建 築 物( 規 劃 )規 例 》第 22條下申領及
待批准的0.357額外地積比率)。擬議發展方案將就規劃方面帶來以下公眾規劃增益:
• 實現施政報告的政策意向,鼓勵重建於一九八七年前興建的工業大廈;
• 完全符合「其他指定用途」註明「商貿」地帶的規劃意向;
• 採用比分區計劃大綱圖所訂的最高建築物高度限制較低的建築物高度來容納額外的地積比率;
• 實現「其他指定用途」註明「商貿」地帶的規劃意向,帶動七寶街及三祝街一帶轉型;
• 與周邊地區建築高度輪廓兼容;
• 採用梯級式建築物高度概念,減低視覺影響並優化建築物通風;及
• 不會帶來負面影響。
申請人推進此項目持有誠懇和積極的態度。基於本規劃報告所闡述的規劃優點和理
據,我們誠懇地希望是次規劃許可申請能獲得城規會的支持。
