A. AUTHORITY: A1. This Airworthiness Notice is issued under the authority vested in DG CAA vide Rule No. 4 and 51 of Civil Aviation Rules, 1994 (CARs,1994).

B. PURPOSE: B1. To describe PCAA requirements for issuance, renewal and extension of ANO-066 license. C. SCOPE: C1. Applicable to all candidates who performs or intended to perform maintenance activity, carryout scheduled/unscheduled inspection, replacement, or modifications on Pak registered aircrafts in a PCAA approved manner. D. DESCRIPTION: D1. DEFINITIONS: The following terms when used in this AWNOT have the meanings, assigned to them respectively. However, any term used in this AWNOT but not defined herein shall have the same meaning as given in the Civil Aviation Ordinance 1960, Pakistan Civil Aviation Authority Ordinance 1982, Civil Aviation Rules,1994 (CARs,1994) and/ or relevant ICAO Annexes, as the case may be, accordingly. (a) AIRCRAFT: means any machine that can derive support in the atmosphere from the reactions of the

air other than reactions of the air against the earth's surface; (b) AIRCRAFT MAINTENANCE ENGINEER LICENSE (AML): shall have the same legal meaning as

defined for “Aircraft Maintenance License” in relevant SARI/EASA documents.

D2. INTRODUCTION Civil Aviation Rules, 1994 require that persons performing maintenance on aircraft shall be qualified by reason of their knowledge, experience, competence and skill to act in the capacity authorized by the license. ANO-066 introduced requirements that are generally at a higher or broader level than those that existed previously under PCAA national licensing system. However, to ensure that maintenance personnel know the exact requirements of basic and type rated license in accordance with the new regulations, this Airworthiness notice is being issued. D3. ELIGIBILITY:

D3.1. Acceptance of an application on PCAA Form-19, in local Airworthiness field offices, for initial issuance of a licence requires that the applicant, shall either be

D3.1.1. A Pakistan national OR D3.1.2. Holder of ANO-147 approved basic course or Modular examination certificate/s.

D3.2. Shall be at least 18 years of age.

D3.3. Shall be able to read, write and communicate in English Language.

D3.4. Shall provide evidence of training courses (where applicable) related to the application

D3.5. Shall submit CAAF-035 as an evidence that he/she does not suffer from any disability likely to affect his/her professional duties. This shall be in accordance with the requirements as laid down in the latest issue of AWNOT-061.

D3.6. Shall submit 2 passport size colour photograph in uniform with tie in white background for the initial issuance of AML and on every third renewal of AML.

D3.7. Shall pay necessary fee as per AWNOT-003.

D4. BASIC KNOWLEDGE REQUIREMENTS:

D4.1. Successful completion of ANO-147 or EASA Part-147 basic course OR applicable modular examinations. Applicable modules and their required standards, for Cat ‘A’ ‘B1’ and ‘B2’ basic AML, is referred in “Regulation Appendix-II’ of ANO-066.

D4.2. In case of EASA Part-147 course or modular certificate, submission of ANO-147 approved M-10 MCQ and Essay certificate is mandatory.

D4.3. For further details, kindly refer Para ANO.066.A.25 and relevant AMC and GM for details

D5. BASIC EXPERIENCE REQUIREMENTS:

D5.1. Applicant shall provide acceptable evidence of practical maintenance experience in the form of Logbook. The experience provided should be arranged in ATA chapter wise format, as applicable to the (sub)category applied for, and should be a representative cross section of the maintenance tasks relevant to the (sub)category applied for.

D5.2. The experience will not be accepted without authentication of experience from quality head or his nominee, in a manner as approved in company MOE.

D5.3. In situations where experience gained is in foreign EASA Part-145 organizations, no application will be entertained without authentication of experience from the head of quality of that organization. The applicant will also be responsible for the provision of valid email address of the Quality Manager for any necessary correspondence by PCAA for verification purpose.

D5.4. Experience shall be exclusive of any OJT, Programmed OJT, workshop activity or any other maintenance activity, which has been performed to fulfill the requirements of 147 approved basic course.

D5.5. For further details on experience requirement, kindly refer Para ANO.066.A.30 and relevant AMC and GM

D6. EXPERIENCE REQUIREMENTS FOR EXTENSION OF ANO-066 AML (Ref: Regulation Appendix-IV, ANO-066)

D6.1. “Appendix-A” of this notice shows the experience requirements for adding a new category or subcategory to an existing ANO-066 License:

D6.2. The experience must be practical maintenance experience on operating aircraft in the subcategory relevant to the application.

D6.3. The experience will be reduced by 50% if the applicant has completed an approved EASA Part-147 or ANO-147 basic course relevant to the subcategory.

D7. ENDORSEMENT ON AML WITH AIRCRAFT TYPE RATINGS

D7.1. Minimum prerequisite to attend PCAA approved type training course is as follows:

D7.2. B1 (Subcategory) maximum allowed limitations i.e. 1 & 9 are acceptable to attend type training courses till 30th December 2016. After this cut-off date, only those candidates will be allowed to attend B1 (Subcategory) type course, who holds Basic AML in Cat ‘B1 (Subcategory)’ with NIL limitations.

D7.3. In order to be entitled to exercise certification privileges on a specific aircraft type, the holder of an aircraft maintenance licence need to have his/her licence endorsed with the relevant aircraft ratings.

D7.4. For category B1, B2 or C the relevant aircraft ratings are the following:

D7.4.1. For Group 1, 2, & 11 aircraft, the individual type rating. D7.4.2. For Group 3 aircraft, the appropriate individual type rating or manufacturer group

rating. D7.4.3. For Group 4, 5, 6, 8, 9, 10, 12 & 13 aircraft, the appropriate individual type rating,

manufacturer group rating or Full group rating. D7.5. For complete details of aircraft groups, kindly refer AMC Appendix I, to ANO-066 D7.6. For category ‘A’, no rating is required, subject to compliance with the relevant requirements

of ANO-145.

D7.7. “Appendix-B” of this notice shows the summary of aircraft rating requirements contained in ANO.066.A.45 and Regulation Appendix-III to ANO-066.

D7.8. Validity of Aircraft type training course is 3 years. It means that, Theoretical and Practical part of type training shall have been started and completed within the 3 years preceding the application for a type rating endorsement. After the expiry of relevant part of type training course, the candidate has to re-do the complete part, i.e. theoretical or Practical part of type training course, again.

D7.9. Type oral examinations (where required) will be conducted by the oral board/s constituted by Director Airworthiness. Oral board will be comprised on Chairman and member from Airworthiness Directorate and one senior member from applicant’s organization.

D7.10. Oral examination board will evaluate the applicant’s performance in accordance with assessment criteria as define in Para-3 of CAAF-115-AWEG and will forward their recommendations to DAW for final approval.

D7.11. Board should make the record of all question that are asked in type oral examination as an evidence and attached it with CAAF-115-AWEG while forwarding the results to HQs.

D7.12. An applicant who fails in oral examination, can appear in next session subject to meet any condition as imposed by oral board.

D7.13. PRACTICAL TYPE EXPERIENCE: D7.13.1. As required for aircraft group 3, 4, 5, 6, 8, 9, 10, 12 & 13 in Appendix-B, type

experience should cover an acceptable cross section of tasks from “Appendix II to AMC to ANO-066”.

D7.13.2. For the first aircraft type of each manufacturer group, at least 50% of the Appendix-II tasks, as applicable to the concerned aircraft type and licence category, should be performed. For the second aircraft type of each manufacturer group, this should be reduced to 30%. For subsequent aircraft types of each manufacturer group, this should be reduced to 20%.

D7.13.3. Applicant shall not be allowed to claim practical type experience on two different Aircraft types, for the same calendar duration.

D7.13.4. “Different Aircraft types” here means, as per the nomenclature of “type rating endorsement” mentioned in “Appendix I to AMC to ANO-066”

D7.13.5. Practical type experience should be demonstrated by the submission of experience logbook showing the Appendix II tasks performed by the applicant to meet the requirement of ANO-066.

D7.13.6. Items and dates in the experience record book should be confirmed by the supervising engineer and authenticated by head of quality or Chief Engineer/Engineering in-charge in case of non-existence of quality setup.

D7.14. ON THE JOB TRAINING (OJT): D7.14.1. As required in Appendix-B, On the Job Training (OJT) shall be approved by PCAA

prior to its conduction and it shall be conducted by OJT Supervisor(s) at and under the control of a maintenance organisation appropriately approved for the maintenance of the particular aircraft type and shall be assessed by “Designated OJT Assessors” appropriately qualified and approved by quality head of maintenance organisation.

D7.14.2. Organizations should submit OJT program for each type of aircraft alongwith list of approved assessors, as required, in local Airworthiness field office for further approval of Director Airworthiness.

D7.14.3. OJT shall have been started and completed within the 3 years preceding the application for a type rating endorsement.

D7.14.4. Up to 50 % of the required OJT may be undertaken before the Aircraft theoretical type training starts.

D7.14.5. OBJECTIVE: D7.14.5.1. The objective of OJT is to gain the required competence and

experience in performing safe maintenance. D7.14.6. CONTENTS:

D7.14.6.1. The OJT tasks to be completed shall be representative of the aircraft and systems both in complexity and in the technical input required to complete that task. While relatively simple tasks may be included, other more complex maintenance tasks shall also be incorporated and undertaken as appropriate to the aircraft type.

D7.14.6.2. Organizations should take the help of Appendix II to AMC to ANO-066 while designing OJT tasks for each Aircraft type.

D7.14.6.3. Tasks, for ATA chapters which are of level 3 for particular AML (sub)category, shall be given sufficient coverage in OJT program.

D7.14.6.4. The OJT should cover at least 50 % of the tasks contained in Appendix II to AMC to ANO-066. Some tasks should be selected from each paragraph of the Appendix-II list. Tasks should be selected among those applicable to the type of aircraft and licence (sub)category applied for. Other tasks than those in the Appendix II may be considered as a replacement when they are relevant. Typically, in addition to the variety and the complexity, the OJT tasks should be selected because of their frequency, safety, novelty, etc.

D7.14.6.5. The use of simulators for OJT should not be allowed. D7.14.6.6. The OJT should include one-to-one supervision and should involve

actual job card/work task performance on aircraft/components, covering line and/or base maintenance tasks.

D7.14.6.7. The final assessment of the completed OJT is mandatory and shall be performed by an approved designated assessor.

D7.14.6.8. The following data shall be addressed on the OJT logbook:

a) Name of Trainee; b) Date and Place of Birth; c) Approved Maintenance Organisation; d) Location; e) Name of supervisor(s) and assessor, (including AML number); f) Date of task completion; g) Description of task and job card/work order/tech log, etc.; h) Aircraft type and aircraft registration; i) Aircraft rating applied for.

D7.14.7. CONDUCT OF OJT: D7.14.7.1. The organisation providing the on-the-job training should provide

trainees with a schedule or plan indicating the list of tasks to be performed under supervision. A record of the tasks completed should be entered into a logbook which should be designed such that each task or group of tasks is countersigned by the corresponding supervisor(s). The logbook format and its use should be clearly defined.

D7.14.7.2. Regarding the day-to-day supervision of the OJT programme in the approved maintenance organisation and the role of the supervisor(s), the following should be considered:

a) It is sufficient that the completion of individual OJT tasks is confirmed by the supervisor(s), without being necessary the direct evaluation of the assessor.

b) During the day-to-day OJT performance, the supervision aims at overseeing the complete process, including task completion, use of manuals and procedures, observance of safety measures, warnings and recommendations and adequate behaviour in the maintenance environment.

c) The supervisor(s) should personally observe the work being performed to ensure the safe completeness and should be readily available for consultation, if needed during the OJT performance.

d) The supervisor(s) should countersign the tasks and release the maintenance tasks as the trainee is still not qualified to do so.

e) The supervisor(s) should therefore: i. have certifying staff or support staff privileges relevant to the

OJT tasks; ii. be safety-orientated; iii. be capable to instruct (setting objectives, giving training,

performing supervision, handling trainee’s reactions, managing objectively and positively debriefing sessions, determining the need for extra training etc);

iv. be designated by the approved maintenance organisation to carry out the supervision.

D7.14.8. ASSESSMENT: D7.14.8.1. The assessment of OJT should focus on the competencies relevant

to the aircraft type and its maintenance including, but not limited to:

a) Environmental awareness (act safely, apply safety precautions and prevent dangerous situations);

b) Systems integration (demonstrate understanding of aircraft systems interaction – identify, describe, explain, plan, execute);

c) Knowledge and understanding of areas requiring special emphasis or novelty;

d) Using reports and indications (the ability to read and interpret); e) Aircraft documentation finding and handling (identify the

appropriate aircraft documentation, navigate, execute and obey the prescribed maintenance procedures);

f) Perform maintenance actions (demonstrate safe handling of aircraft, engines, components and tools);

g) Aircraft final/close-up and report (apply close up, initiate appropriate actions/follow-up/ records of testing, establish and sign maintenance records/logbooks).

D7.14.8.2. Regarding the assessor, the following should be considered: a) The function of the assessor, is to conduct the final assessment

of the completed OJT. This assessment should include confirmation of the completion of the required diversity and quantity of OJT and should be based on the supervisor(s) reports and feedback.

b) The assessor should demonstrate training and experience on the assessment process being undertaken and should be approved and authorised to do so by the quality head of organisation.

D7.15. After meeting all the applicable requirements for type endorsement, applicant should submit Form-19 in duplicate, alongwith applicable documentary evidence, in local Airworthiness field office through their respective quality head.

D7.16. The Airworthiness field office will scrutinize the application in accordance with “Summary of aircraft type rating requirements” mentioned in Appendix-B of this notice and forward one set of all documents to Airworthiness Directorate alongwith clear recommendations.

D7.17. Where applicable, applicants for type endorsement will be examined as per oral examination schedule given in Appendix ‘C’ to this notice.

D8. RENEWAL OF AML VALIDITY

D8.1. Applicant shall submit application for renewal of AML on PCAA Form-19 in local Airworthiness field office atleast 30 days before its expiry date. Any late submission will call for deduction of necessary late fee in accordance with latest issue of AWNOT-003.

D8.2. Applicants working abroad, shall submit their applications directly to HQs Airworthiness.

D8.3. Airworthiness field office shall compare the holder’s aircraft maintenance license with the PCAA records and verify any pending revocation, suspension or change action pursuant to Para MNL.066.B.500. If the documents are identical and no action is pending pursuant to Para MNL.066.B.500, recommendations will be forwarded to HQs. Airworthiness Directorate for renewal of AML for the further duration of two (02) years.

D8.4. If PCAA records are different from the aircraft maintenance license held by the license holder:

D8.4.1. Airworthiness office shall investigate the reasons for such differences and may choose not to renew the aircraft maintenance license;

D8.4.2. Airworthiness office shall inform the license holder and/or concerned organisation that may be directly affected of such fact.

D8.4.3. Airworthiness office, if necessary, may forward the recommendations to HQs. Airworthiness Directorate, to take action in accordance with para MNL.066.B.500 to revoke, suspend or change the license in question as per applicable rule/s of CARs 1994 and enforcement manual.

D8.5. During the renewal process, PCAA will not be carrying out any investigation to ensure that the license holder is in current maintenance practice as this is a matter for the maintenance organization appropriately approved in ensuring validity of the certification authorization.

APPENDIX - C

SCHEDULE OF TYPE ORAL EXAMINATION Type oral examinations (where applicable) will be conducted four times in a year, at intervals of 3 months. Two sessions each are reserved for B1 & B2 as per schedule given below: -

In case of any other operational requirements, arrangements may be made for conducting special examination to meet exigency of service or to meet the contractual agreement with foreign Airlines. In such cases matter should be referred to Airworthiness Directorate at least one month in advance of the proposed date of examination. Tentative schedule for actions required for the above mentioned sessions are shown in table below:
