What is Public Policy???

“Individuals and/or groups attempt to shape policy through education, advocacy, or mobilization of interest groups.”

Public Policy is when…

“When there’s a vacuum of public input, lobbyists usually fill it. But when there’s public input, the people usually win.”

Morgan Carroll – Colorado State Senator

Why it is important…

Perspectives on Public Policy and AIAA

“The most important political office is that of the private citizen.”Louis D. Brandeis, Associate Justice, US Supreme Court

“The time has arrived when engineers will have to venture out from the shelter and comfort of the Ivory Tower and enter the arena of boiling controversy, real-world debate, and -- brace yourselves -- politics. It is no longer viable to place our high-tech candle under a bushel, for at best we will find ourselves in darkness and at worst our bushel will go up in flames.”Norman R. Augustine, Retired CEO, Lockheed Martin

(Comments at AIAA Summer Meeting, June 16, 1998)

“Where are the AIAA-sponsored forums through which we can lead public-policy discussions concerning the appropriate balance of funding, direction, and regulation in the new public-private partnerships that are characteristic of today’s “commercial space” endeavors?”Mike Griffin, AIAA President, former NASA AdministratorApril 2012 Aerospace America

Jobs, Jobs, Jobs!

“Cuts on this scale would, in effect, be a decade-long modernization holiday,”Chuck Hagel, Sec Def, August 2013

“I strongly oppose cuts of that magnitude because, if they remain in place for FY 2014 and beyond, the size, readiness and technological superiority of our military will be reduced, placing at much greater risk the country’s ability to meet our current national security commitments,” Hagel said.

"Make no mistake, the savings we are proposing will impact all 50 states and many districts across America,“Leon Panetta, Sec Def, Jan 2012, Pentagon

Q: How do we get to the Policy Makers?

A: Public Policy Engagement and Support

Local Support• Have a PP focal on yourcouncil.• Engage your elected officials (local, state, and national)• Support attendance at CVD• Put on an AAiL event• Engage PP focals in otherorganizations.

National Support• Attend CVD• Participate on the PublicPolicy Committee.• Conference presentation• Institutes strategic initiatives

How AIAA Benefits from Public Policy

• Put a Face to a Name – AIAA’s Exposure

• As a Resource – AIAA becomes the “Go To” technical AND policy organization (challenge from Mike Griffin)

• Health of the Industry – Advocate for the industry and highlight its importance and contributions.

How You Can Benefit

• Networking – Locally, regionally, & nationally• Understanding – Learn about how your gov’t works

(or doesn’t!!!)• Exposure – Industry and government officials• Expand – Understand a different side of industry• Grow – Career/Development opportunities

Call to Action

• Each section should have a Public Policy focal. No section isn’t impacted by A&D public policy.

• Engage locally, regionally, and nationally to see where AIAA, and you, can contribute.

• Set aside funding for Public Policy support and events like CVD and “All Aerospace is Local”.

• Educate your council and section members on the importance of Public Policy to our industry.
