Barbados
The sugar protocol has long incorporated preferential trade arrangements with the EU
for certain African, Pacific and Caribbean countries, namely Barbados, Belize, Guyana,
Jamaica, St. Kitts and Nevis, Suriname and Tanzania, Trinidad and Tobago. Reforms of
the sugar regime have improved access to the European Market for more developing
countries. With the Economic Partnership Agreement (EPA) access to the EU market has
been further opened up. The EPAs also marked the end of the long standing sugar
protocol. While some Caribbean countries have terminated their export sugar
industries, others, like Barbados, Belize and Guyana have implemented adjustment
strategies to diversify and enhance competitiveness. The new EU rules pose major
challenges not only to industry adjustment, but on the social fabric of sugar-dependent
communities and economies. As a result, the EU will be providing aid worth €1.25 billion
(2006-13), in addition to EDF aid, to support the adjustment process and accompanying
measures to encourage adaptation and restructuring in the Caribbean sugar caneindustries. It is expected that the seminar seeks to enhance understanding of these
measures, including the EU country development strategy.

The Technical Management Advisory Committee (TMAC) of the ‘Deficient and
Uncoordinated Disaster Risk Management Including Praedial Larceny’ in the Agriculture
Sector of the Jagdeo Initiative is collaborating with the CARICOM Secretariat, the Food
and Agriculture Organization of the United Nations (FAO) and the Caribbean Disaster
Emergency Management Agency (CDEMA) to hold a Regional Stakeholders
Consultation to Consider Draft Recommendations and a Plan of Action to Reduce
Praedial Larceny in Member States of CARICOM at the Bay Gardens Hotel, in St. Lucia.

ANNOUNCEMENT REMINDER:
Please encourage participation in the UNDP’s regional contest for rural innovative projects aimed at the
identification of projects that promote rural enterprise and innovation at the grassroots level with the potential of
replication and expansion at the regional level. The contest will be open to rural groups and associations based inany of the ten (10) countries covered by CARUTA (the OECS, Barbados, Guyana, Jamaica, and Trinidad and
Tobago). Great emphasis will be given to the support of rural youth and women initiatives. It is anticipated that the
competition will take place twice a year. The theme of the first competition will be Microenterprise Development,
Income Generating Activity & Innovation, focusing on Youth Rural enterprises, Micro-credit and Innovation and
Transformation of Agriculture.
The contest is open to all types of organized or registered groups. (e.g. community based organizations,
cooperatives, associations, etc.) that are implementing projects which address any of the above focal areas. An
application form can be downloaded from the project website at http://www.bb.undp.org/innovative-projects or it
can be requested by email from the CARUTA coordinator at [email protected] or by mailing a written
request quoting this notice to: The Project Coordinator, CARUTA, UNDP, UN House, Marine Gardens, Hastings, Christ
Church, BARBADOS.
THE DEADLINE for submission of projects is 5 November 2010.
