Reforms of the sugar regime have improved access to the European Market for more developing countries. With the Economic Partnership Agreement (EPA) access to the EU market has been further opened up. The EPAs also marked the end of the long standing sugar protocol. While some Caribbean countries have terminated their export sugar industries, others, like Barbados, Belize and Guyana have implemented adjustment strategies to diversify and enhance competitiveness. The new EU rules pose major challenges not only to industry adjustment, but on the social fabric of sugar-dependent communitie s and economies. As a result, the EU will be providing aid worth €1.25 billion (2006-13), in addition to EDF aid, to support the adjustment process and a ccompanying measures to encourage adaptation and restructuring in the Caribbean sugar cane industries. It is expected that the seminar seeks to enhance understanding of these measures, including the EU country development strategy. The contest is open to all types of organized or registered groups. (e.g. community based organizations, cooperatives, associations, etc.) that are implementing projects which address any of the above focal areas. An
