A. CALL TO ORDER
Chairman Matt Dukes called the meeting to order at 2:27 p.m., welcoming all in attendance. He recognized special guests Brad Henry, the RTA Board Chair, Marion Hutchison, the RTA Board Vice-Chair, and James Boggs, the RTA Board Treasurer. A quorum was present.

1. Public Hearing and Action on Request for Amendment to the FFY 2020 Transit Element of the FFY 2020-2023 OCARTS Area TIP by COTPA
Hayden Harrison highlighted the information as detailed in the agenda memorandum. Chairman Matt Dukes opened the public hearing. There being no response from the public, the public hearing was closed. Councilmember Todd Stone moved to amend the FFY 2020-2023 OCARTS Area TIP by replacing the COTPA FFY 2020 Transit Element with the attached program of projects and submit the same to the Oklahoma Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP). Councilmember Josh Moore seconded the motion. The motion carried as follows: AYE: Wieczorek, Malone, Moore, Berglan, Gentling, Bishop, Poland,
Dukes, Hamm, Foughty, Stone, Blasdel, Smith, Cummings, and Hader.

2. Public Hearing and Action on Request for Amendment to the FFY 2020-2023 OCARTS Area TIP by the City of Warr Acres
Hayden Harrison highlighted the information as detailed in the agenda memorandum. Chairman Matt Dukes opened the public hearing. There being no response from the public, the public hearing was closed. Mayor Ray Poland moved to amend the FFY 2020 element of the FFY 2020-2023 OCARTS Area TIP to include the grade, drain, widening, resurfacing, and traffic signalization of N. MacArthur Blvd. between NW 34th and NW 47th Streets (JP#17827(04)) in the City of Warr Acres, and submit the same to the Oklahoma Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP). Councilmember Todd Stone seconded the motion. The motion carried as follows: AYE: Wieczorek, Malone, Moore, Berglan, Gentling, Bishop, Poland,
Dukes, Hamm, Foughty, Stone, Blasdel, Smith, Cummings, and Hader.

3. Regional Transportation Authority (RTA) Consultant Assignment
Vice-Mayor David Bennett entered the meeting.
John Sharp highlighted the information as detailed in the agenda memorandum. He said when the agenda was sent out, ACOG had not yet received an Attorney General’s (AG’s) assessment that might clarify the ability for ACOG to move the consultant contract to the RTA. Mr. Sharp then handed over the conversation to ACOG’s attorney, Pete White, who had received information since that time. Mr. White said he received a copy of the AG’s assessment at about noon today and had a chance to review it prior to the start of the meeting. He said that although it is not squarely on point, he believed the spirit of the AG’s opinion is such that if we asked for another assessment, that ACOG would get the answer that it is acceptable to make this transfer. Therefore, Mr. White’s opinion was that ACOG proceed with transferring the consultant contract to the RTA. He said copies of the AG’s opinion are available at the table. Mayor Ray Poland asked if the RTA will assume all financial responsibilities that ACOG is currently paying for the consultant. Mayor Dukes said the current balance in that account will be transferred to the RTA, but the connection with ACOG is still a must. There is $750,000 in FHWA Planning (PL) funds that can only be accessed through ACOG, so that connection will have to remain in place, but what Mayor Poland said was correct. Mark W. Sweeney said there is still a MOU arrangement with the RTA, which means ACOG provides the staff support for the RTA and even though they will have a separate bank account as of November 2019, ACOG will still be the entity that will process the checks and do all the necessary administrative support services for RTA. Commissioner Rod Cleveland entered the room. He asked if the money was being transferred from ACOG to RTA, and asked for clarification on where that money came from. Mr. Sweeney said there was $2 million that was raised from the six cities in 2015 as an interim effort to financially support this process before the RTA would go to a vote before the people in the district. That money was collected and about $1.3 million is remaining, which pays for the consultant, Kathryn Holmes, the services of ACOG to the RTA, and any other expenditures that are necessary to support the RTA. That money is with ACOG and will be set up in a separate bank account at Chase (whom ACOG also has a bank account with) so that any processing of future expenditures will be through RTA’s bank account. Mayor Steven J. Gentling asked if the only RTA type issues coming to the Board will be about the financials. Mr. Sweeney said anything regarding ACOG’s administrative support or the aspirations of the RTA will be reported back to the Board to let them know the progress being made, which is what is already done. The structure will just function a little

differently and ACOG will no longer have responsibility for the RTA consultant. Mayor Gentling said he is appreciative about sharing of the information because everyone in the region is indirectly impacted. Mayor Breea Clark said she fully supports this move.
4. Ozone Season 2019 Update
Eric Pollard said the official ozone season ends tomorrow, November 1. He said overall, the OCARTS area had a good season. The main factors that kept the numbers down were a wet June and fewer extended periods of high temperatures. Mr. Pollard said that the Oklahoma City Central monitor is now closed. ODEQ reported that part of the reason for the closure was because the monitor was not in compliance with the Clean Air Act. They do not have plans to move it elsewhere at this time. He said the Goldsby monitor was located at a site with construction nearby and so they are in the process of moving it to a site further south in McClain County, on a University of Oklahoma research facility property. 5. 2019 Fall Open Streets

6. Transportation News and Update Report
John Sharp presented the following transportation news and updates: Regional Transportation Authority (RTA) RTA Board met at the end of September and again in the middle of October. There has been a great deal of coordination and conference calls with FTA, ODOT, and FHWA in order to gather more information. I-35 Corridor Study ACOG staff is assisting ODOT on the I-35 Corridor Study. Staff met with ODOT staff and their consultants to discuss data sharing and modeling. This project is between Robinson St. bridge in Norman and N. 12th St. in Moore.

Greater Oklahoma City Chamber Transportation Committee Meeting Staff attended the Greater Oklahoma City Chamber Transportation Committee meeting this month to discuss their legislative agenda for 2020. 2020 Census Staff attended an Oklahoma Senate Interim Study on the 2020 Census and its importance for receiving federal funding to the state. CMAQ Grants Meetings There have been Congestion Mitigation and Air Quality grants meetings and conversations with Edmond and Oklahoma City this month to review projects they currently have and projects they would like to have in the near future. He said the Air Quality Small Grants Program Call for Projects closes on Friday. TSMO Workshop Staff attended a workshop on Transportation Systems Management and Operations (TSMO). Speakers from FHWA and the Tennessee DOT were very helpful in sharing their ideas. ODOT Long Range Transportation Plan Advisory Committee Meeting Yesterday, ODOT hosted its second Long Range Transportation Plan (LRTP) Advisory Committee meeting for their statewide plan. They are currently in the process of updating their LRTP out to the year 2045. Some of the discussion centered around the limited financial resources available to keep the road network well maintained. Other discussions focused on alternative modes of transportation – rail, transit, bike/ped, waterway, intelligent transportation systems, and many other modes. CLEAN AIR and STBG-UZA Grants The CLEAN AIR (Public Fleet Conversion) and STBG-UZA Grants open on Friday, November 1. He said there will be a STBG-UZA Grant workshop at 10 a.m. on opening day at ACOG to go over the application form and the ITPC is invited to attend. Oklahoma Electric Vehicle (EV) Meeting ACOG hosted an Oklahoma EV meeting on October 8. Ribbon Cutting Ceremony in Midwest City Staff attended the Mid-America Trail Ribbon Cutting ceremony in Midwest City this month. State Transportation Innovation Councils (STIC) Meeting Staff attended the National STIC meeting at FHWA where ODOT and FHWA staff participated in a national meeting (via web conference) to find out what is going on in the way of transportation innovation.

Lime Scooters Meeting Staff recently met with representatives from Lime Scooters and they will be sharing data with ACOG regarding where people are using the scooters in the metro area and what sort of trips they are using the scooters for.

This reimbursement-type grant program is part of the Transportation Alternatives formula funding. The RTP provides for 80 percent federal share and requires a 20 percent local match. The match may be either in cash or in value of documented contributions. Other sources of federal funds may also be used for the match up to 95 percent of the total project cost. The application deadline is 4:00 p.m. on Friday, January 31, 2020. The 2020 application and further information is available on the Oklahoma Tourism and Recreation Department website, https://www.travelok.com/state-parks/get-involved. Alternative fuels and vehicles, as well as advanced vehicle technologies, continue to be viable fleet strategies to mitigate vehicle emissions and the volume of fuel consumed. To date, ACOG’s Public Fleet Conversion Grants program has awarded over $3 million in Congestion Mitigation and Air Quality (CMAQ) funds to help OCARTS member entities and OCARTS area public entities purchase clean-fuel and clean-emission fleet vehicles, and alternative fueling infrastructure. ACOG released its next Call for Projects under the ACOG CLEAN AIR Grants for OCARTS Area Public Fleets on November 1, offering approximately $350,000 in CMAQ funding. Pertinent dates include:
