1. WELCOME: Mr. Carl Jackson, Chair, opened the meeting at 12:00 p.m., welcomed all and verified

there was no quorum present. Each member present introduced themselves.

2. PUBLIC COMMENT PERIOD (Limit 3 minutes per individual) – There were no public comments. 3. APPROVAL OF NOVEMBER 6TH, 2019 MEETING MINUTES: No quorum present to approve the minutes

from the November 6th, 2019 Meeting. Tara Reel states she was present at the last meeting, November 6th, 2019 and the change will be made prior to the next meeting. The minutes will be approved at the next meeting.

4. APPROVAL OF AGENDA: It was moved and seconded to approve the proposed agenda. A vote was

taken, and the agenda was approved as presented. 5. DIRECTOR’S REPORT

Staff Changes – Mr. Ron Hodges discussed staffing changes to include two new employees, the Military Commuter Outreach Specialist (Ms. Wyntre Green), and the TDM Program Coordinator (Ms. Monique Lynch). TRAFFIX is now fully staffed.

Program Results - Mr. Hodges stated that today’s report covers year-to-date (YTD) and gave an overview of the Program Results which included:

• 14,252 Members; Contacts with 810 Organizations; 7,566 Rideshare Matches; 68,984 Trips

Recorded; 1,271,910 Reduced VMTs; 581 tons of reduced emissions; 59,314 gallons of gas

saved; and 189 parking spots saved per weekday.

Vanpools – There are now 71 registered vanpools, with 45 of them having monthly subsidies. There were 7 new vanpools, 4 VanStart and 4 VanSave vanpools this reporting period. Park & Ride - Mr. Hodges briefly talked about the two new Park & Ride shuttles created at Newport News Shipbuilding at the Newport News International Airport to accommodate 100 new commuters. Norfolk Naval Shipyard has reached out to analyze new and existing Park & Ride locations near the installation to accommodate the limited parking problem and having 2 carriers in the yard. TCC Portsmouth open to expanding Park & Ride capacity to Shipyard. Ms. Cass presented to the Base Support Officer regarding the analysis. GoPass365 - Mr. Hodges reviewed the statistics for HRT GoPass365 program for the year to date. The GoPass program continues to expand with a reported 6,532 passes sold and a current revenue of $775,812.54 for 608,834 trips. In addition, Sentara Careplex is the newest client.

6. OUTREACH AND MARKETING - Ms. Cass reviewed the ‘It’s Time for TRAFFIX’ marketing campaign,

produced by the Siddall Agency. Social Media was the targeted audience, but also included print ads (In the Chamber), and billboards. LinkedIn, Facebook and a new Instagram account was created, and specific positions were targeted to bring focus to the TRAFFIX app. Main focus is to log trips.

• Telework Week (March) – Ms. Cass shared the events that took place during Telework Week, March 2-6, 2020, and stated these events would have a positive impact on the numbers. 71 Telework Days Logged, 29 participants and 2,769 reduced miles (VMT). The staff promoted the event at area Anthem locations (Norfolk and Virginia Beach).

• Marketing Campaign – The “Commute Differently” campaign is well under way to advertise

with radio, print, internet and social media with television advertising beginning in the Fall.

• Employer Outreach Materials – All employer outreach materials such as the Employer Booklet, Brochures and event materials are being redesigned in the new TRAFFIX brand.

• Website Redesign – The TRAFFIX website redesign in underway and should be completed by August 2020.

• Vehicle Wraps – all four TRAFFIX outreach vehicles will be wrapped with the new marketing campaign brand.

7. OLD BUSINESS/NEW BUSINESS OLD BUSINESS

Annual Report The FY2019 Annual Report has been printed and copies distributed at the previous TTAC Meeting.

HRPTO & TRAFFIX Joint Logo Vote – The proposed logo was revealed. The proposed logo includes the phrase “Funded by the HRPTO”. It was moved and seconded to approve the proposed logo. A vote was taken, and the logo was approved as presented. TRAFFIX will work on incorporating this logo in all items beginning January 2020. ACT Conference – Over 600 attended the conference held in New York City. Ms. Emily Cass was on a panel during the conference, where she presented on the topic of targeted marketing. Mr. Jackson expressed his belief that this was a great professional conference to meet with other TDM peers and gain new ideas to improve the TRAFFIX program. ACT Conference International in Denver, CO – best practices, what other cities are doing and how we can encompass for our area. Mr. Jackson stated this was a great opportunity to learn what other TDM agencies are doing around the country. not just about TDM how to make cities more walkable, more bicycle friendly, before gridlock sets in. NY looked into how they would either need to invest in more highways or open the city for more commuters. Annual Report DRAFT & Procurement for Ad Agency – Annual Report: The annual report draft will be sent to Carl Jackson and Uros Jovanovic for final review and will be sent out via email to the TOS Committee. Printed copies will be made of the final draft and distributed. Procurement for Ad Agency: The HRT marketing department used to be utilized, but it was decided that a private firm will take this over (was approved for $450,000 for the 12 months). This time for 18 months, which will cost more ($900,000.00) and needs to be approved. Then once that is approved here, that will be taken to an internal agency for approval. It was moved and seconded to approve the proposed Ad Agency. A vote was taken, and the Ad Agency was approved as presented.

NEW BUSINESS

Workplan – The FY2021 work plan introduction of goals: promote use of alternative transportation; participation by employers, commuters, increase the awareness to know that TRAFFIX is here- please use us. Work plan measurements – 200 engaged employers; 55 new employers; 180 commuter events. Mr. Jackson inquired about employer active participation – is there another way employers can interact with TRAFFIX? Ms. Cass answered that Amerigroup participates in events and corporate challenges with TRAFFIX. The results are tracked with Agile Mile and OneCommute. Mr. Jackson asked about a Regional TDM plan written into VDOT/ Bridges and Tunnels to show we are commuter focused to mirror the Pittsburgh program. Ms. Cass stated DRPT created a long-range TDM plan in 2013 and will revisit that report. Budget – The FY2022 budget was introduced. salaries represent 1/3 of the budget; advertising has gone up due to a more robust campaign change done over an 18-month period vs 12-month period. The advertising budget should get us through 2022 without much involvement from procurement. The contract with Siddall expires June 2022. In addition, the One Commute CRM program used to monitor TRAFFIX services is included in the Professional Services cost of $180,000. Chairman open to vote for next meeting June.

GoPass Program Audit The GoPass program internal audit by HRT was completed in February. In the report, there were five different items that require improvement. These included 1) Update Policies to Include Procedures (Work Instructions), 2) Improve and Organize Recordkeeping Practices, 3) Identify Training Needs and Develop an Appropriate Employee Training Strategy, 4) Ensure Consistent Program Reviews are Conducted, and 5) Streamline Processes and Improve Workflow. Audit discussed in detail later date.

Portsmouth Blvd. This could be a good vanpool opportunity. G. Hampton Roads Transit - No comments or suggestions. H. City of Newport News - No comments or suggestions. I. City of Portsmouth – Truman/Bush coming in lease space Military and Battlefield; Campostella,

TCC Portsmouth and Park & Sail. Truman has shuttle service. VDOT on Greenwood Drive submitted smart scale.

Another recommendation was addressed by Mr. Sam Belfield. The vanpool section of the website needs to be more informative. Most are vanpools are provided by vanpool vendor, Commute by Enterprise, receive the TIP incentive, and go to a military installation. So, we should target the military and visually demonstrate the cost and savings, as well as the routes.
