Venture Southland is the lead agency in developing the Southland Cycling Strategy. A report to update partner Councils from Venture Southland’s Tourism, Events and Community General Manager, Bobbi Brown is attached for information. A representative from Venture Southland will be in attendance to deliver a power point presentation to the Council and answer any questions.

The report is appended for information.

In addition the report includes an update on progress of the Gore District Council Cycleway, Walkway and Bridlepath feasibility study.

REPORT - A Background Southland Cycling Strategy

In the late 2014, the Council’s Joint Letter of Expectation to Venture Southland requested that Venture Southland facilitate a process to develop the Southland Cycling Strategy. As a result, a project brief scoping the project was developed by Venture Southland staff.

Upon confirmation of funding frm the Venture Southland Impetus fund (from Community Trust of Southland), Venture Southland established a steering committee to guide the process forward alongside staff members Renatta Hardy and Bobbi Brown. It was important to have representation and input from the four Councils plus Sport Southland. Members include:

Ian Soper/Paul Withers, Gore District Council

Robin Pagan, Invercargill City Council

Brendon McDermott, Sport Southland

Russell Hawkes, Environment Southland

It was acknowledged that a wider stakeholder group would be involved in the consulation stages of developing the Strategy, this has since been established and it is reffered to as a Wider Expert Stakeholder Working Group.

In February 2016, expressions of interest were sought to undertake the development of the Strategy. As a result, seven proposals were received and upon consideration by the steering committee, a preferred contractor TRC Tourism was selected. This decision was based on agreed criteria and weighting (which had been communicated to potential contractors) and as detailed below:

Project Scope “The cycling strategy will accelerate the growth of bike riding, increase tourism numbers and give people in Southland Region the choice to be active and healthy.”

The steering committee agreed to structure the project a little differently to what was initially proposed. The rationale behind this was that while the work needs to look at cycling as a whole and from a regional perspective, it also needs to be considered from three different perspectives:

- CYCLING FOR TRANSPORTATION (Commuting to work etc…)

- CYCLING FOR RECREATION (Sport, leisure, etc…)

- CYCLING FOR TOURISM (e.g. Events, ‘Around the Mountains Cycle Trail’ etc…)

This approach was suggested because while there is certainly an overlap, each category may involve different stakeholders and have distinctly different approaches and opportunities moving forward - particularly in terms of implementation and funding. : CURRENT UPDATE An initial consultation phase is currently underway with stakeholders were invited to give their input to its development (priorities, perspective, expectation, vision, etc…). Their views were welcomed and listened to and we hope that those who contributed will find in the strategy a reflection of their very valuable contribution.

To inform the planning process, TRC Tourism team engaged and consulted with a wide range of stakeholders in order to better understand the various challenges, issues and requirements involved. In a consultation process with over number people, a number of key themes emerged and these will help to shape the development of the Southland Cycling Strategy.

Final Strategy Public August 5, 2016 COMPLIANCE STATEMENT This recommendation is consistent with the Venture Southland Business Plan 2015/16, which has been adopted following public consultation.

CONCLUSION The vision of the Southland Cycling Strategy is to provide a tactical overview of the current Southland situation with a view to identifying opportunities, developing goals and a clear detailed framework moving forward. Venture Southland are pleased to play a role of facilitator during this process on behalf of the Councils and wider community / stakeholder group. REPORT – B Background Gore District Council Cycling, Walking and Equestrian Feasibility Study

In the late 2015 October/November, Venture Southland accepted Gore District Council invitation to be part of GDC Cycling, walking and equestrian initiative.

Upon series of meetings with Gore District Cycling, Walking and Equestrian groups and approval of the Project Brief by groups (walking, cycling and equestrian); jointly with the groups a steering committee was established to guide the process forward alongside staff members Ian Soper, Emma Carle, Sonia Gerken, Renatta Hardy and Bobbi Brown.

It was important to have a good representation and input: The steering group members are: Jarrod Hope, Richard Pasco, Glenys Dickson (cycling and walking), representatives from the equestrian group (Jane Allen, Neil McLeod and Peter Knowler) and Venture Southland and Gore District Council staff.

It was acknowledged that a wider stakeholder group would be involved in the consulation stages of feasibility study.

Report to Gore District Council

In February 2016, expressions of interest were sought to undertake the development of the Gore District Walking, Cycling and Equestrian Initiative. As a result, four proposals were received and upon consideration by the steering committee, a preferred contractor was selected. This decision was based on agreed criteria and weighting and final steering group meeting. Currently preferred consultant TRC Tourism has been notified and we are embarking onto feasibility study funding phase, upon which consultant will be formally engaged. The next step is to fundraise to pay for the study. Gore District Council has seeding money for the project ($10,000) and Venture Southland going to provide assistance to apply to other major funders to make up the remaining amount. Expecting that funding process will take a couple of months.

2. REPORT FROM LIBRARY MANAGER

Mataura Library and Service Centre The trial period for the new staffing model and opening hours for Mataura Library and Service Centre continues until the end of April. The Centre is now open Monday-Friday 9.00am-12.30pm and 1.30-5.00pm. Two librarians have now been trained in Service Centre operations, and operational issues arising from the change have largely been resolved.

Gore Library New sofas and cushions have brightened the children’s library, and carpets were cleaned throughout the library during the Easter closing, requiring much furniture moving.

Youth services Toddler Time continues to be a popular event with an average of 28 children and their caregivers attending. Gore Playcentre attended for one session, bringing numbers for that day to 50 children plus their caregivers, making quite a full house. Mataura Toddler Time averages at 14 children and their caregivers, a very good attendance level for our branch library. Wriggle & Rhyme has a small but dedicated following of three babies plus parents in Gore. We are no longer holding Wriggle & Rhyme in Mataura due to tighter staffing levels. A librarian visited the Gore Parents Centre to give a talk and demonstration on the Wriggle & Rhyme programme. A librarian also attended the Mataura Plunket Centenary celebrations at the Mataura Community Centre, where 200 children and their caregivers were entertained by children’s authors Sharon Holt and Craig Smith.

The library website http://gorelibraries.govt.nz/ focusses on enhancing the customer experience

The new library website makes it easy for people to access library services and resources. We are noticing that people are checking what books we have by an author or on a topic before visiting the library more often. We aim to provide a customer-centered service and the website encourages this in a number of ways:

Provides links to helpful and reputable websites such as Papers Past and Driving tests.

Provides links to sites that the library subscribes to, such as e-books and New Britannica Library

3. REPORT FROM THE DISTRICT ARTS AND HERITAGE CURATOR FOR MARCH AND APRIL Eastern Southland Gallery Our March exhibition has featured a selection of works by respected Wellington painter Rob McLeod. The 17 large works are the first showing of a gift McLeod made to the Gallery in 2013 and celebrates an association with Gore that stems from his successful MLT 50th Anniversary Artist-in-Residence project in 2006. Rob undertook another residency to complement his exhibition and worked at the Gallery for just over three weeks. Following on from the Rob McLeod show, we are pleased to present the Te Papa led exhibition Gordon Walters – Koru; which is being staged at the Gallery from 23 April to 8 June. Walters was one of New Zealand’s most significant modernist painters, and his distinctive stylised koru works have greatly influenced 20th century New Zealand design. Gore is the only South Island venue for this exhibition and a team from Te Papa have come to deliver and oversee its installation. We are grateful for the very generous support of our national museum in this instance. Johanna Zellmer’s exhibition Forged is running concurrent to Gordon Walters and we look forward the floor-talks that this talented jeweller will undertake during the course of this show. The Gallery was sad to see Southland’s leading contemporary artist Nigel Brown leave the province during April, but also delighted to receive several gifts as a parting gesture. Apart from some significant studio equipment that we can utilise at the East Gore Art Centre project, Nigel has seen fit to gift eight small paintings to our permanent collection. Exhibitions The Problem with Freud – Selected Works by Rob McLeod (from 22 February) Hinterland – Pauline Bellamy & Manu Berry – Croydon Aviation (until 3 March) Forged – Jewellery Installation by Johanna Zellmer (from 16 April) Koru – Selected Works by Gordon Walters (from 23 April) Events Eb & Sparrow – Concert (11 March) Rob McLeod – Artist in Residence (20 February – 10 March) Hokonui Heritage Centre Staff members continue to work on a variety of projects; including Project Turangawaewae - an historical resource kit for local primary schools which is nearing completion and almost ready to be formally launched. A display and interpretation plan for the Croydon Aviation Heritage Centre continues with pleasing pace, and new product lines for the Hokonui Moonshine Museum have been instigated in partnership

with Invercargill Brewery. Staff members have continued to assist with research, display, and interpretation for a variety of local events and commemorations. Research and collection management work continues at the Hokonui Heritage Research Centre and the level of local, national and international research enquiries remain constant. Work is also continuing on the backlog of items waiting to be formally identified, considered and accessioned for the museum collection.

General We continue to work with architect Tom Rowe to refine elements of the broad concept plans for the redevelopment of precinct facilities, and we were grateful to Cr Peter Grant for organising a fact-finding visit to the new Cardrona Distillery. This has helped cement some valuable cooperation between our two merchandising entities. We are also conducting further research and evaluations in preparation for the Council’s forthcoming heritage workshop. Work is continuing on the fleshing out of a proposal for a Southland Regional Storage Facility and it is hoped a reasonably robust concept plan can be presented to the Southland Regional Heritage Committee in May. Staff members have also been seconded to assist in the completion of Southland’s Heritage Strategy.

4. REPORT OF THE GORE MULTISPORTS AQUATIC CENTRE MANAGER - FEBRUARY AND MARCH

MLT Event Centre The event centre is being used by a variety of sports for practices and competition purposes. Among those using the venue over the last two months were:

Netball Eastern Southland started its new social competition with 20 teams entered.

The Stadium Supervisor initiated a social volleyball competition for six weeks. There were eight teams entered and the competition finished up just after Easter.

Gore High School netball trials started for the season.

Tennis Southland ran a new social doubles competition this term and had 10 teams competing.

Mini Movers began again for the term for the under 5 year olds.

We had two bubble ball bookings. One was a business outing and the other a birthday party. The groups had a blast with the stadium’s new items. The Stadium Supervisor will look at starting a bubble ball soccer competition over the winter season.

Some of the Eastern Netball clubs have already started fitness training prior to their trials.

The centre has been used as a wet weather backup for cricket and rugby this month. Albion Excelsior, Eastern Northern Barbarians and year five and six boys cricket.

March

Gore High School continued its trials this month.

St Peters’ College started its netball trials.

Children’s Day was on the first Sunday of March. It went very well and had a good crowd. The stadium had Sport Southland mini mover equipment up for the under five year olds, as well as one of the small bouncy castles. We also had basketballs out for children to shoot some hoops.

St. Johns Girl’s School from Invercargill booked in for some bubble ball soccer. The girls had a great time.

We welcome Tau Kapea to our team as the new stadium assistant.

Word of Life Ministries held its second annual youth soccer tournament. They had a huge number of entries this year. Approximately 150 people attended.

The social netball competition finished this month. There were 20 teams entered.

Social volleyball finished this month. Eight teams competed and a number of those entered were school teams. Each week you see a huge improvement with the teams competing.

Gore High School held its school exchange day, competing against South Otago High in volleyball and tennis.

Gore Aquatic Centre February

The start of the school year has seen a couple of schools booking in for fun sessions on the way to or from school camps.

Longford Intermediate also completed its G’n’D Splash and Learn to Swim lessons, however, due to its athletics day and also technology classes, each class missed two sessions of the programme.

In an effort to get more males and sports teams involved in our aquarobic sessions, Waikaka White Star and Pioneer were offered a free session followed by a hot and cold recovery. In return, they agree to be photographed and interviewed as a way of promoting aquarobic as a great cardio workout for males and sports people. The battle of the brawn has seen the two teams going head to head for a 45 minute high intensity aquarobic session. Newslink was invited to come along.

Holiday Programmes/Advertising

We ran a couple of specials this month. A goggle special which resulted in a member of the public winning their money back and a Field Days special for a week – pay for one swim and get one swim free, with 6 vouchers being redeemed. We also ran a pre-schooler special at both pools. Redeeming the voucher entitled the customer to a free Little Swimmer nappy and we had two redeemed.

We have been working on running a ladies only night. Staff have been busy canvassing local businesses to come on-board to promote their products on the night as well as having the programmes we have on offer at the pool.

One of our staff members is a qualified personal trainer. We are working to produce three levels of programmes which will utilise our stadium stairs as an exercise programme. We currently offer stadium walks, and this new programme would run in a similar way. Customers would choose from three different programmes which will be available in laminated form from reception (similar to our aqua jogging programme).

General

Some of the inflatables that were sent away were repaired and returned, some were beyond repair and disposed of.

Back by popular demand, the 8-week Kick Start Your Fitness Challenge attracted 13 people. The challenge consists of one aquarobic session, one aqua jog/swim and one dry circuit workout in the event centre. Those who signed up were predominantly women wanting to get fit and set goals for themselves. However this time around we had three men sign up, which was great to see. These types of programmes have a very positive outcome and midway through we are seeing some good results.

A bonus boot camp session was held for the eight week challenge customers with six attending.

The Customer Service team are already fielding questions from new customers regarding swim school enrolments for term two. This is promising for next term’s enrolments.

This month we farewelled a supervisor and a member of the customer service team. Recruitment for both positions has been undertaken.

Bookings this month consisted with a couple of school bookings in for fun sessions on the way to and from way their school camps.

Children’s Day was the biggest event this month with approximately 700 visits to the aquatic centre. The weather held out and a nice day was had by all.

A first time event for the aquatic centre was a booking outside of normal operating hours, for the Christian Presbyterian Youth Events Committee during the Easter weekend.

After hearing about the new The Guards programme, the Aquatics/Swim School Coordinator was approached by Gore Main School for a water safety programme, this was delivered by two instructors and each of the three classes involved had an hour of water safety activities.

Holiday Programmes/Advertising

The 8 week challenge concluded at the end of this month, with the overall winner losing 15.25 inches and 8 kilogrammes which was an exceptional effort. Some really good feedback was given, which will help us to improve the service for the next time.

Advertising for the upcoming Easter Chocolate Fish Swim Carnival, holiday and term swimming lessons was carried out.

General

Two new supervisors have been appointed and will commence training in early May. The customer service position has also been filled.

We will continue to be slightly short of staff for a few months and continue to manage pool operations smoothly.

There were a couple of maintenance issues which forced the closure of both the main and leisure pools this month. Issues were rectified as quickly as possible. After a very long, hot and damp month the air conditioning air handler unit was repaired and it is fantastic to not have condensation everywhere.

Mataura Pool February

February started off really well with the Christmas school holidays still going. The largest number of swimmers for the holiday period for one day was 51.

Once the schools started back the numbers did drop. On hot days numbers were still not too bad, with 52 being the highest number of swimmers for one of the sessions.

This month the Mataura pool had a couple of bookings from the local after school programme, a birthday party and the Mataura School started their G’n’D Splash and Learn to Swim programme. Te Tipua School were also scheduled in to start their lessons, however due to postponement of their athletics day, missed the first day of the programme, so started the next day.

None of the advertised “pre-schooler special,” to receive a free Little Swimmer nappy where redeemed at the Mataura Pool.

On Waitangi weekend we had a private booking, a birthday party! This booking brought in 36 swimmers.

On Friday afternoons we now have the Mataura after school/holiday programme group coming in. The numbers range from 12-17 children swimming and they have also made a booking on every Friday for the rest of the term.

Aqua numbers have started to pick up with everyone getting back from holiday. Lots of new faces and a few people have come in that are doing the 8 week challenge.

Day classes have had numbers around 8-9.

Activ8 numbers have still been low only averaging four participants. March

Aqua numbers have been a lot more positive this month with some aqua classes reaching 12. We had lots of people come down and join in the classes that were doing the 8 week challenge.

Lunch time aquarobics ranged from 4-12 people and night time activ8 ranged from 6-10 people.

Thursday night swim school is full and we have had a lot of positive feedback from parents about swim school this term. We have also had people approaching us asking if in term 4 we would open up another night of swim school, in particular a Monday night.

Apart from week night activities, eg activ8 and swim school, the week nights have been very quiet. Most nights ranging from 0-10 swimmers.

Weekend numbers have still been good with an average of 20 swimmers a day.

One weekend we had a birthday celebration at the pool where 25 children played at.

Mataura School also made a booking in March for its swimming sports. It was a good day for all.

Mataura School and Te Tipua School completed their G’n’D Splash and Learn to Swim lessons.

There were a few days recently where the pool and air temperatures were below normal resulting in a closure. Credits had to be issued for swim school customers as the pool was too cold for the younger students to swim in.

Mataura pool staff chased down a rouge trampoline that had escaped from its yard during the high winds in early March. To prevent damage to traffic and cars in the car park the trampoline was secured at the rugby club.

The Easter weekend was extremely quiet. We were opened just the Saturday and Sunday and we had a total of 10 swimmers in for the weekend. We have also had a member from the Mataura senior c rugby team approach us about taking aqua before they practice at night to help warm their muscles up. We are currently looking into this further. A pool party to celebrate the season at Mataura Pool will be held on the last day. Advertising for this will be out shortly.

Bookings At the aquatic centre there were six bookings in February and 11 in March, while the Mataura pool had three bookings in February and three in March. The stadium had 33 bookings in February and 37 in March. The majority of the bookings for the pool and stadium were multiple bookings.

Leaping Frogs Swim School

The Guards programme continues to get great feedback from students and parents. One parent has asked about a similar session for parents. The parent was asking for advice about how to keep her children safe around open water whilst still allowing them to full participate in open water swims.

Enrolments - figures from last week show that enrolments are up by 17 compared to same time last year. It is pleasing to note that the combining of higher levels has not resulted in a decrease in enrolments.

We run three baby classes during the week. We have had a couple of parents requesting evening or weekend lessons. Saturday lessons have been offered via our Facebook page to see if we can generate enough interest to create a fourth class.

The Aquatic Swim School Coordinator is currently working on leaflets for Kidshub, which will detail the benefits of swim lessons for babies.

We are very pleased to welcome Tuturau school back to Mataura Centennial pool this term for funded lessons starting on 4 April 2016.

Tuturau and Gore Main School have both expressed an interest in coming to Gore pool for water safety sessions. These enquiries are a direct result of parents from these schools enrolling their children in the Guards programme.

Term one has been busy for the Leaping Frogs Swim School and a great start for the new Shark Squad.

There was a very good article in the Ensign which featured the swim coach Rhys Pryde-Wall and Sophie Shallard.

Oreti Surf senior members came down to run a fun surf session in the water with The Guards programme participants on Monday 7 and Wednesday 9 March. The students enjoyed the sessions where they learned about how to safely negotiate waves by using porpoise or dolphin dive techniques, how to use a rescue tube and how to scull and tread water. Also what to do if caught in a rip and a fun session on mini body boards.

A successful Facebook post resulted in six babies being enrolled in our new Saturday Baby class and feedback from parents has been very positive.

5. REPORT FROM THE COMMUNICATIONS/PROMOTIONS MANAGER

Finalising the Annual Plan consultation document has been a focus over recent weeks. One of the biggest changes this time around is using local community newspaper The Ensign to share the consultation document with residents. The document was a special four-page lift out, plus a page for the submission form. We also have additional copies at the Council’s usual strategic locations, such as the Gore library, for people to pick up. There is also an Annual Plan consultation page on our website http://www.goredc.govt.nz/your-council/plans-policies-and-bylaws/annual-plan/ and an online submission form. The number of people wanting to engage with the Council online is increasing, so it will be interesting to see if we can build on the 20% who made online submissions for the Long Term Plan. Community engagement As was noted by Venture Southland chief executive Paul Casson recently, the digital environment, specifically social media, is where people are looking to connect with Councils and gain information. It is therefore increasingly important to ensure these channels are maintained to the same high standard we would expect for any face-to-face customer service. The analytics for our Facebook page, for the 28 days from 8 March to 4 April, show we continue to have a high level of engagement. It is of particular interest to note that 62% of people are visiting our Facebook page via their mobile device. This just re-enforces the need for any business to have a mobile intuitive site. It also begs the question what more can we offer our customers via this platform, such as a local government phone app.

The Council now has 2,113 followers on Facebook, which is excellent for a local authority. While the report shows a drop in the percentage of people reached and engagement, the actual figures are still high. The reason for the drop is probably due to the launch of the Gore District promotional video the month before, which reached 28,509 and has had just over 12,000 views so far.

Southern Field Days Council staff from various departments came in for some high praise at a recent debrief with representatives from the Southern Field Days committee. The roading, parks and reserves, building, planning, regulatory and communications/promotions teams all worked with the committee to ensure the smooth running, from the perspective of the organisers and the public, of this biennial event. Planning has already started for 2018. Mataura recreational opportunities Last month there was another round of consultation with the Mataura community about its aspirations for recreational opportunities when the Mataura pool closes. This was undertaken by the Community Trust of Southland and Sport Southland, in conjunction with the Mataura Community Board. However, the Council assisted with the promotion of the consultation evenings. We boosted a post about them, targeting people aged between 18 years and +65 years, within a 40km radius of Gore. This resulted in 2,577 seeing the information. The analytics are:

With the cooler months setting in, visitor numbers are on a steady decline, as would be expected. The tables below show visitor enquires for the last two months, compared to 2015. In summary:

Staff Training and Development One of the part-time consultants recently completed Tourism New Zealand core training modules. These modules provide a regionally focused overview of tourism in New Zealand. The senior consultant has also recently enrolled in the same training programme and aims to complete it by June. Changes to Booking Services The visitor centre has recently undergone changes to its booking system. Historically, the centre acted as a booking service for customers making bookings both within and outside the District. It typically took a commission fee for bookings outside the District. No commission was taken for bookings made within the District, as a way of supporting local tourism operators. After a review of the system it was decided to continue with the booking service. However, payment would be made directly to the operator. Consultants will continue to provide a high level of customer service by offering advice and assisting with any online transactions. It was also decided to continue transport service bookings as per usual. This was due to:

Transport services being the most common booking and used by visitors and locals alike;

The visitor centre is an official agent with most of these transport operators (eg Intercity, Kiwirail, Interislander), and the booking systems are streamlined and easily managed.

Gore Accommodation Provider’s Survey The visitor centre has conducted a survey, in conjunction with Venture Southland, of Gore accommodation providers. The aim of the survey is to find out more about tourism in Gore so that our visitor services can be adjusted accordingly. The survey focuses on the January-March 2016 period. The visitor centre hopes to continue to conduct this survey quarterly. The results from the first survey should be available next month.

Venture Southland Famil Trip Three members of Venture Southland’s tourism team were hosted for a day earlier this month. They experienced many of the attractions the District has on offer, including:

Guided tour of the Eastern Southland Art Gallery

Guided tour of Dolamore Park and the Education Centre

Lunch at Heartland Hotel Croydon and tour of facilities

The purpose of the trip was to establish a closer relationship between Venture Southland, the visitor centre and tourism operators. It was also an opportunity for Venture Southland members to experience first-hand Gore’s attractions.

7. REPORT FROM PARKS AND RECREATION MANAGER

Parks and Reserves The past month has seen summer slide into autumn. Dewy mornings, cooler with some fog has seen the summer annuals decline to their seasonal end and ultimate removal by staff. With Easter being early this year some annual bed renovations occurred prior to this break with the balance being a work in progress at the time of writing. The change in daylight saving time has also had an effect on operations along with the psychological shift in knowing that winter is just around the corner.

With regular moisture being delivered by dews and still reasonable ground temperatures grass growth has surged. Mowing operations are again frequently leaving bulk grass behind after mowing. Staff have had to revert to more regular mowing cycles than earlier in the year. The district is looking lush compared to neighbouring districts.

Sadly the theme of vandalism from the last report has continued. Playground matting was ripped up at Queens Park in Mataura and set alight with dry toilet paper from the onsite public toilets. The resultant fire was extinguished by the fire brigade with Reserves staff being called out over the Easter break to make the playground safe for responsible users.

Several trees in Gore at the Eccles Street playground were vandalised beyond repair and will require replacement this winter. The total lack of respect shown for public property in these events is disappointing.

Public Consultations 1. Reserve Management Plan consultation has concluded with a hearing of submissions

set down for 19 April. Thereafter the final document shall be amended as required in readiness for presentation to the Council where ultimate approval and endorsement shall be sought.

2. Walkways, Cycleways and Bridlepath initiatives continue to progress. Following the

‘requests for proposal’ a suitably qualified consultant has been determined as the preferred contractor to undertake this study. Currently staff from the Council and Venture Southland are working towards furnishing funding applications to various sources to enable this desired option to proceed. There is a current funding shortfall of approximately $28,000 to undertake the feasibility study for all three disciplines in the Gore District.

3. Mataura recreational opportunities - the consultation process is being driven by the

Mataura Community Board with independent assistance from Community Trust of Southland Chief Executive John Prendergast as facilitator and Sport Southland Chief Executive Brendon McDermott offering technical recreational expertise. Two open

days were held in March. These days were designed to give the public an opportunity to discuss their desires and aspirations for the future – in this space.

Property The replacement of the Dolamore Park caretakers shed has had a number of recent delays. Primarily these surround an underground petrol tank (in the shed) and compliance matters in relation to appropriate and consentable treatments going forward. At the time of writing it is hoped to have approval from Worksafe in Wellington by mid-April to still enable project completion by June.

Recreation

As reported at the last Community Services meeting, Saturday 13 February saw the running of the 10th Moonshine Trail event by Sport Southland. The Eastern Southland Sports Coordinator Martin Mackereth has provided a detailed report (attached) for the Council’s information relating to this successful event.

Recreation participation trends in New Zealand have recently been updated and published. There are some significant changes which align with observed current local trends. This is particularly evident around the walking running jogging and cycling initiatives. This information gives good insight into areas where the public will focus its attention into requests for infrastructure in the future. At the same time as this information was becoming available so was information pertaining to the national emerging issue of obesity. All of the below recreational pursuits will aid in the fight to maintain the public in a fit and healthy state with a focus on community wellbeing. Public opportunity and accessibility are factors worthy of consideration in future decision-making.

A letter of thanks has been received from the Gore Children’s Day committee (attached) for the Council’s involvement.

Cemeteries The Cemetery Sexton recently attended the National Cemeteries and Crematoria Collective conference. This event is biennial and allows for Cemetery operators and staff from around New Zealand to come together to discuss various facets of their operation and learn from one another.

Bio-security hazard Twelve Reserves staff are involved in helping the Ministry for Primary Industries deal with the Velvet Leaf outbreak in 1200-1400ha of fodder-beet that has been planted this season in Southland. The staff are working a four day (weekday) shift of four GDC staff at a time rostered over a three week period. They will be working in teams of 12 - all over Southland. We all hope that the offending plants can be identified and eradicated from the province. As with any uninvited pest plant it can have a devastating effect on our primary industry of agriculture.

This is a major commitment of staff time where staff will have to try to catch up on their general daily duties afterwards.

Formal recognition A letter has been received (attached) from local Member of Parliament Todd Barclay.

The letter commends the Council and staff on achieving national recognition from the New Zealand Gardens Trust for local gardens. Also noting that the gardens aid in attracting visitors to the District along with providing the local community with something to be proud of.

Non-financial performance targets

Appended for the Council’s information is the latest update of the parks, recreation and property non-financial performance targets, based upon the levels of service in the Council’s LTP. At this point we are on track with results.

MLT Moonshine Trail 2016 Report for the Gore District Council

For its 10th anniversary, the 2016 MLT Moonshine Trail attracted 347 participants to Dolamore Park,

Gore, on the 13 February 2016. The event brings a large number of people into Eastern Southland,

including many from Central Otago, Otago, and other parts of Southland. We had a couple of overseas

visitors participating in the event, as well as hosting some participants from Canterbury. The following

As we can see, the 2016 MLT Moonshine Trail exposes a lot of outside people to the region, and to the

facilities that are provided by GDC, and DOC in the Eastern Southland region. 172 of the participants

were first time participants – it’s great that we can showcase local facilities to these newcomers. Those

who were participating for the 5th time and 10th time were rewarded accordingly. It seems that many

use these benchmarks as goals for their participation.

Where possible, we try to maximise the use of local contractors. This year, the following Gore/Eastern

Southland contractors had some involvement with the event:

o Heartlands Croydon Lodge – food & beverages at the finish line, and marshal and staff

lunches

“I really enjoyed the 5km run/walk although we certainly walked most of it! It was challenging with the lengthy (never ending!) uphill section in the trees but the nice downhill to the finish was a refreshing relief! We struck a few other people struggling along as well but its great that everyone was getting involved, having a go and supporting each other. Once we crossed the line and had a very appreciative taste of the Pure products on display it was great to be able to relax in the sun and watch the other competitors finish in style for the other events. The positivity of the competitors, spectators and the officials running the event was a highlight for me. Also seeing so many people decked out in Macpac gear was amazing! I thought the events were well run, the atmosphere was casual and welcoming and I hope that I can participate again next year. I might have to get training on the bike though, because another jaunt up those hills in the sunshine might get the best of me. It certainly has me motivated to get involved in more Sport Southland events as a competitor as even those of us with average fitness can still have a go and feel accomplished at the finish line.”

8. SPORT SOUTHLAND - BIANNUAL REPORT

(Memo from Parks and Recreation Manager – 07.04.16)

Sport Southland provides recreational programming services under a contract to the Gore District Council. Attached is a copy of the Eastern Southland biannual report compiled by the Eastern Southland’s Sport Southland Co-ordinator, Martin Mackereth.

I would like to commend Martin for the way he is continuing to provide a high level of service to the people of Eastern Southland.

Martin is showing dedication to this role and as this report indicates, there is a vast array of different activities that he and his team at Sport Southland have involvement in, all of which promote physical fitness, health and wellbeing in our community.

Sport Southland continues to be helpful in aiding the Aquatic Services Manager and MLT Stadium Supervisor facilitate indoor programmes at the Gore Multisports Complex. Martin and his staff are proactive in the promotion of this facility and the many options it presents to the community.

RECOMMENDATION THAT the report be received.

Eastern Southland 6 Monthly Report For the Gore District Council

1st July 2015 – 31st December 2015

Key Objectives Outcomes

Improve understanding of Sport Southland’s role and activities in the Gore District.

Monthly meetings and briefing to GDC Parks & Recreation Manager 6-monthly reports to GDC Active involvement with community initiatives involving physical activity

Sport Development – • Get people in the Gore District physically active and/or playing organised sport • Provide advancement opportunities for talented sportspeople in the District.

Kiwisport Sport Southland has seek and received applications for the Kiwi Sport Funding, this has been split into two categories the above $3’000 and Under $3’000 funding. We have been working with applicants in the Eastern Southland area to help put strong applications to the board for their proposals. GHS Rugby Sport southland worked with GHS to help increase the coaching capability for schools rugby teams helping with up skilling skills and knowledge.

Active Youth – increasing the activity levels of our youth. • Encourage our youth to do 60 minutes or more of moderate to vigorous physical activity.

Sport Start Sport Start is a physical literacy program that has been introduced to five school in Southland with Mataura school being pick in Eastern Southland. In this program has Sport Southland has delivered to professional development to the teachers at Mataura school and work alongside in planning and team teaching to help teachers feel more empowered to deliver P.E in the class room. Athletics Sport southland helped with the set up and traffic management at the Waimumu field days site for the Southland primary schools cross country.

Early Childhood ABC preschool attended four mini movers sessions at the MLT Event centre over four weeks with 127 young movers, turning up to give the play gym a go. Mini Movers

Preschool play gym program based at the MLT Event Centre, this program provides a fitness/ coordination and brain development in a safe fun environment to grow.

Cycling Trails – Increase Recreational cycling opportunities

Mountain Bike Tracks Sitting on the cycle and walk ways steering group helping with input in getting the different groups to work

together to archive the best outcomes for the community and individual groups. Working with the HMBC on the development of its track in the Croydon bush, and its launch on completion.

Funding Sport NZ Rural Travel Fund Sport southland sat on panel with Ian Soper and Cr Sharp Sport Southland to distribute Rural Travel Fund for

Gore - $5,030 was allocated to eight applications.

Physical Activity Strategy (PAS) Actions proposed in the Strategy

Provide sport and recreation opportunities at the MLT Event Centre Sport Southland ran the “Ultimate Challenge Competition” throughout Sept to Nov. 8 Teams (98

individuals) signed up to take part over seven weeks. Sports included Indoor Football, Basketball, Curling, Hockey, Viper ball, Fast net and Volleyball).

Vodafone Workplace Challenge The aim of the challenge for each workplace is to get the most active minutes over a four week period with the

opportunity to attend bonus minute challenges. Eastern Southland had 57 teams registered which was an increase of 22 teams on the previous year. This year we based all bonus minute challenges around the Gore Multi Sports complex starting with Activate in the pool and the other three challenges being based in the MLT Event center (Volley ball Dodge Ball and fitness challenge).

Events Community Awards Sport Southland sponsored a new category this year called “Coach of the year”. Our organisation played a key role in promoting the categories that related to Sport to all the local Sporting organisations and groups. With the great numbers in the sports man and woman category we split in to a man and woman’s category instead of it being combined. In conjunction with Richard Pasco from Crossroad Cycles Erin Howes from Eastern Basketball Sport Southland went through the nominations for Gore District Community Awards for Junior Sportsman and sports Woman of the year also services to sport and Coach of the year to determine the overall winner from each category Other events

- Sport Southland assisted Longford Intermediate with their Traffic Management plans and marshalling for their school triathlon

- Helped with advise and the running of the St Marys and West Gore School combined Triathlon, and organised the traffic management plan.

Other Martin Mackereth stepped into the Eastern Southland Community Sport advisor position taking over from Harley Ware, who moved off to pursue his new career in Farming.
