GBM at APCON 2014
a. Regarding the Resolution of Agenda No. 03a/2014 on the proposal from Dr. Nirag
Jahala to pledge Rupees Five lakhs for five years to fund the Professor CI Jhala Memorial
Oration, a memorandum of understanding between Dr. Nirag Jhala and IAPM
(represented by the Secretary) is still in process.
b. The general body had sought to defer the acceptance of the Treasurer‘s report
(Resolution: Agenda No. 06/2014), Editor‘s report (Resolution: Agenda No. 07/2014)
and Joint Secretary-HQ‘s report (Resolution: Agenda No. 08/2014) till the financial
matters are clealry resolved. The general body approved formation of a financial sub-
committee comprising Dr. AM Phatak (Chairperson), Pradeep Vaideeswar (Convener),
Dr. Lanjewar and Dr. Harshmohan (Members) to review the financial situation. The
summary of the report is attached as Annexure 01 of the agenda.
c. The general body approved formation of a sub-committee (Resolution: Agenda No. 17)
comprising Dr. DN Lanjewar (Chairperson), Pradeep Vaideeswar (Convener), Dr.
Siddhartha Datta Gupta, Dr. Manoj Singh, Dr. Harshmohan, Dr. Bishan Radotra, and Dr.
Sujay Prasad for drafting the SOPs of all the sessions in APCON. These were applied to
the forthcoming APCON 2015 to an extent possible.

Agenda No. 4: Report of Honorary Secretary, IAPM
The Indian Association of Pathologists and Microbiologists (IAPM), founded in 1949,
is one of the oldest academic health organizations in India. The founding president of the
association was Dr. VR Khanolkar. Its headquarter is located at Cuttack, Odisha, which also
hosts the IAPM website so that there is wide dissemination of information. As decided by several
resolutions passed the last general body meeting and through the decisions made by sub-
committees, we hope to bring about sweeping changes in the next few months in the functions
and activities of the association and its website. SOPs for the academic sessions are already in
place.
The primary objective of this association is to disseminate the advances in pathology and
allied sciences through several academic activities in several parts of the country culminating in
its annual conference, the APCON. The activities include an annual head-quarter CME program
in the month of February at Cuttack and several state Chapter meetings. I once again request the
Chapter office-bearers to submit their brief report to the Joint Secretary. I also urge our senior
members to encourage all the post-graduates to be members of this prestigious organization and
be aware of its constitution, the bye-laws, rules and regulations.
The association has two quarterly publications. First is the indexed journal, Indian
Journal of Pathology & Microbiology. Its current editor, Dr. Vatsala Mishra and her team
members have made all efforts to keep up the high standard. The second publication is the
quarterly IAPM news bulletin whose goal is to update the members of the various academic
activities of our association in various parts of the country. IAPM has the approval of the income
tax department for receiving donations with appropriate tax benefit. I avail of this opportunity to
invite you all to make contributions to make our association stronger.
As expected, the APCON 2015 promises to be a great session as several luminaries are
here to share their knowledge with the delegates. I thank all the current and past office bearers
and members of the association for their continued support and also thank the committee of
APCON 2015 for organizing the conference at Kochi.

Agenda No. 5: Report of Joint Secretary, IAPM
1. Bihar Chapter: The12th annual conference of IAPM, Bihar Chapter (BAPCON) was held on
8th and 9th of November 2014 at International Convention Center, Rajgir (Nalanda), Bihar. The
inauguration of the conference and release of souvenir and Directory of IAPM members, Bihar
was done by Health Minister of Bihar, Mr.Ramdhani Singh. Various topics related to
hematology, histopathology and hematology were discussed by eminent faculties such as Dr
Tanuja Shet (Mumbai), Dr. Sushant Mukherjee (Patna), Dr. Shrikant Bharati (Varanasi), Dr
Asitava Mondal (Kolkata) and Dr Vijay Kumar (New Delhi).
2. Chattisgarh Chapter: The Association of Pathologist and Microbiologist Chhattisgarh
Chapter had organized their 12th Annual Conference at Raipur on 8th and 9th November 2014.
The topics covered in conference were pathophysiology of malaria and slide seminar on cytology
of Infectious lesions by Dr. Sharada Rane (Pune), New Bethesda system of reporting of thyroid
cytology by Dr. Sadhana Mahore (Nagpur), Myth and fact of blood transfusion practices by Dr.
Sharad Jain (Jabalpur) and transfusion reactions by Dr. Vijay Shrivastava (Jabalpur). There was
also a panel discussion on diabetes mellitus. Beside this conference, two CMEs were also
organized by association on DNA flow cytometry – Basics & its clinical applications and Liquid-
based cytology.
3. Madhya Pradesh Chapter: This conference was organized almost after 10 years by Mahatma
Gandhi Memorial Medical College, Indore and was held on 11th and 12
th of October 2014. It
focused on the theme of hematology, cytology and histopathology. Workshop on grossing
techniques of surgical pathology was moderated by the team of Tata Memorial hospital. Sessions
on cytology by Dr Mondal, hematology by Dr.Lokwani and Dr.Sharada Rane, CME on flow
cytometry by Dr. Sumeet Gujral was followed by panel discussion by oncosurgeons and
renowned pathologists from state. More than 200 delegates attended the conference.
4. Maharashtra Chapter: MAPCON 2014 was organised at Nashik by Nashik‘s Practising
Pathologists Association from 19th to 21
st September 2014 under the leadership of Dr Sudhir
Sanklecha. The conference was inaugurated by Dr. Nitin Kareer IAS, Principal Secretary, Urban
Development, Maharashtra. The total number of registrations was 1003. There were 165 oral and
poster presentations. Pre-conference CME was conducted by a team of TMH, Mumbai lead by

Dr. Mukta Ramadwar on Grossing techniques and reporting patterns of common cancers which
was attended by 485 delegates. Other prominent faculties included Dr. Anita Borges, Dr.
Wagholikar, Dr. DN Lanjewar, Dr. Arun Chitale , Dr. Deodhar, Dr. Dhananjay Chitale USA, Dr.
Sujay Prasad Bengaluru and Dr. Shubhada Kane. The most popular activities of the conference
such as PG quiz and histopathology slide seminar was attended by all.
5. Odisha Chapter: The 42nd
Annual Conference of IAPM Odisha Chapter ―ODISHA APCON
14‖ was held at Bhubaneswar on 14th September 2014, successfully organized by Dr N
Mohapatra & his team. The meeting began with the welcome address by the Chairperson Odisha
Chapter Dr. J Khalko. Dr. Asoka Kumar Das, VC Utkal University, Chief Guest of the occasion
inaugurated the meet with the lighting of the lamps and briefly addressed the gathering. .The
academic session began with the Prestigious Orissa Chapter Oration in the memory of Late Dr
LN Mohapatra, delivered by the Guest of Honor, Dr SK Shankar. The second academic session
was an interesting Slide Seminar on ―Soft tissue Tumors‖ moderated by Prof DP Mishra, of
MKCG MC Brahmapur. Besides there were Free & Award Paper & Poster presentation sessions
where young Pathologists and Microbiologists from the state presented their works.
6. Rajasthan Chapter: ―An Update on Diagnostic Approach to Soft Tissue and Bone Tumors‖
was organized by the Rajasthan Chapter of Indian Association of Pathologists and
Microbiologists (IAPM) on 28th February 2015 at SMS Medical College, Jaipur. The CME was
attended by more than 200 delegates not only from medical colleges and private institutions from
Rajasthan but also from Agra, New Delhi, Gurgaon etc. Dr. Nirmala A. Jambhekar, Professor
and Head, Pathology, Tata Memorial Hospital, Mumbai delivered talks on Approach to diagnosis
of bone tumors and diagnostic challenges in bone and cartilage forming tumors. Dr. Bharat
Rekhi, Professor, Pathology, Tata Memorial Hospital, Mumbai delivered talks on Approach to
diagnosis of soft tissue tumors and the role of ancillary techniques i.e. IHC & molecular
diagnostics in diagnosis of soft tissue tumors. Both later presented a slide seminar on interesting
cases in bone and soft tissue tumors, respectively.
7. Uttar Pradesh Chapter: The Annual Conference of the UP Chapter of Indian Association of
Pathologists and Microbiologists - ‗UPPATHCON 2014‘ was held at Lucknow from 11th to 13
th
October 2014, organized by the Department of Pathology, Dr. Ram Manohar Lohia Institute of

Medical Sciences, Lucknow. The conference came as a huge success with participation of 358
delegates. The scientific program had a variety of events including invited talks by eminent
speakers - Dr. Sumeet Gujral from TMH Mumbai, Dr. (Col) DK Mishra from TMC Kolkata, Dr.
Rakesh Pandey from SGPGIMS Lucknow, Dr Narendra Krishnani from SGPGIMS Lucknow,
Dr. Atul Gupta from SNMC Agra, Dr. Chitra Sarkar from AIIMS New Delhi, Dr. Nuzhat Husain
from RMLIMS Lucknow, Dr. Mayur Parihar from TMC Kolkata and Dr. Pradyumn Singh from
RMLIMS Lucknow. There were dedicated sessions for hematopathology, histopathology and
cytopathology. A dedicated session on Molecular pathology was conducted by AIPNA members,
Prof. Ashraf Khan from University of Massachusetts Medical School, USA and Dr. Mamta
Gupta from BIDMC, Boston, on a theme of ‗Integration of Cytology & Surgical Pathology &
Molecular diagnosis in the era of Personalized Medicine‘.
8. West Bengal Chapter: IAPM West Bengal Chapter had organized monthly scientific
meetings and additional cytopathology, histopathology and hematology CMEs in different
Medical Colleges and private Hospitals throughout the year. The 22nd
Annual State Conference
of IAPM- WB Chapter was held on 6th and 7th September 2014 at Command Hospital. Eastern
Command, Kolkata. Preconference Workshop on Neuropathology was held at IPGMER Kolkata.
The theme of Dr R N Ghosh Memorial CME was Gastrointestinal Pathology. Around 350
delegates attended the conference.

Agenda No. 6: Report of Treasurer, IAPM
1. It gives us a great pleasure to present the Report of Treasurer, IAPM (2015)
2. All the applications for membership so far received have been submitted to Secretary for its
approval or its rejection on the merit of each case. The following year wise list of membership
request for enrollment before AGB/EC., during 2013-15 is given for kind perusal of members.

3. The Audit Report along with audited Balance Sheet as on 31.03.2014 & audited Income &
Expenditure Account for the Financial Year 2013-2014 showing a surplus balance of income
over expenditure to the tune of `4,44,642/- before depreciation on Fixed Assets as approved by
EC is submitted for its adoption at GB of IAPM . The Income & Expenditure Account for
Financial Year-2014-15 & Balance Sheet as on 31.03.2015 will be presented to EC & GB of
IAPM, during APCON-2015.

5. It is a fact that the Organizers of APCONs & other benevolent donors have contributed a lot to
reduce the deficit balance in our General Fund. Still a concrete guide line and rules should be
made to instruct the Organizing Secretary of APCON to contribute sizable amount to IAPM
Funds so that the social responsibility of our association can be achieved efficiently & effectively
and a prestigious image of our IAPM can be created in general public with a short period of time.
We are thankful to APCON-2013, Aurangabad for remittance of `1,00,000/- and APCON-2014,
Pune for remittance of `2,00,000/-. Also thankful to APCON-2011, Patiala for remittance of `
1,70,000/- which was credited in our SBI SB a/c on 08.04.2015.
6. The proposal budget IAPM for F.Y.2015-2016 is to be submitted at APCON 2015 for
approval.

7. The present Auditor, M/s SC Nath & Co., Chartered Accountants, Rajendra Nagar, Cuttack, is
unwilling to continue for personal reason as Auditor of IAPM for the F.Y.2015-16 and in his
place new auditor should be appointed and the same may be kindly approved.
8. As reported by Hon. Jt. Secy. HQ, the Income Tax Return of our association is being regularly
filed and the latest I.T. Return acknowledgment for Assessment Year 2014-15 photocopy is
enclosed in the Report of Hon. Jt. Secy. HQ.

Agenda No. 7: Report of Editor, Indian Journal of Pathology & Microbiology
At the outset I would like to thank all the authors who have put their trust in the journal
and submitted their excellent research work in IJPM in 2015. My sincere thanks to all the sub-
editors, editorial board members, the asst editor and national and international advisors and
reviewers for their constant support and painstaking efforts in clearing the backlog and
maintaining the standard of the journal.
Over the years, our journal has risen to great heights and has come to be widely known
across the globe and at present the IJPM is among the top 10 performing journals of Medknow
(Wolters Kluwer publications).

Total number of articles submitted have increased in last 8 years. I expect it to cross 1000 in
2015.The acceptance rate of articles has come down from 50% in 2008 to 26%, 21% and 19 % in 2012,
2013 and 2014 respectively. It is 5% in 2015 till now but expected to increase, as many articles are in
process of review. The number of original articles are increasing but still it is important that more and
more of original articles of good quality research are submitted and case reports and letter to the editors
are reduced in number. I would request you to participate actively, as you had till now and submit your
quality research work to IJPM. Good review articles from senior members in their field of expertise are
also solicited. We have introduced new columns of ‗Pictorial Quiz‘ with the help of Prof KP Aravindan
from 2014 and CPC with the help of Dr. Kim from 2015. Besides, a column by the name of ‗A Tribute‘
was also started where a short life sketch of our senior members along with their contribution in their field
of specialization is given. All these columns are open and any member can submit articles to these
columns

With the journal being online and after takeover of Medknow by Wolters Kluwer (an
international publishing house of repute) in 2012, we are getting many articles from countries like Sri
Lanka, Iran, Turkey, Pakistan, Argentina, Brazil, China, Russia, Denmark, UK and USA. This has raised
the quality bar of the manuscripts submitted to IJPM. There is no dearth of resources in our laboratories.
Only proper planning, collaboration and execution is required for good research and its publication in the
form of original articles. Being an online journal it is widely read and large number of articles is
downloaded. The diagram below shows the number and type of articles downloaded from IJPM in last six
months.

The journal‘s impact factor for 2014 is 0.466. The main years considered for calculating
citations are 2012 and 2013 when we faced the problems in changeover due to unfortunate
injury to Dr. Satyanarayana. The citable articles have increased to 132 in 2014 as compared
to 98 and 90 in 2013 and 2012. In 2014 and 2015, we have strictly maintained the time
schedule and Oct-Dec 2015 issue has already been published. Good review articles from
senior members in their field of expertise and original articles based on the genuine research
work carried out in our institutes are the need of the hour to improve the quality and status of
IJPM. This will lead to increased citation by other authors and then the improvement of IF
can be achieved. I request the members to cite the articles published in the journal while
submitting their articles to IJPM or any other journal. Following suggestions were given by
the publishers to further increase the impact factor:-
1. The combination of Case Reports and Letter to Editors far exceeds the Original articles.
Such an approach is deleterious for SCI ambitions, as that is principally dependent on
Original investigations and Review articles. Hence the number of Case Reports and
particularly Letters are required to be dropped down progressively.
2. Articles with global importance have comparatively greater chances to attract strong
citations and hence the editorial board should be keen to accept more of such articles.
However in doing so, apart from histological investigations, articles covering recent
techniques like siRNA gene knockdown, qPCRs should be given strong preferences.
3. The articles with local epidemiology won‘t have a global appeal. Localized and Pandemic
studies should only be considered if they have strong or novel clinical findings.
I had participated in the first international conference of World Association of Medical Journal
editors (WAME) organized by AIJME from 1st -4
th Oct 2015 at Delhi. A poster showing details and
progress of the journal was presented there. Detailed discussions about authorship criteria, Ethical issues,
Plagiarism, conflict of interest, predatory journals, inclusion of international reviewers and advisors and
appointment of editorial board members were held. It was highlighted that appointment of international
reviewers and advisors will help in increasing the international viewership and impact factor. Selection of
editorial board members should be on the basis of merit and is the prerogative of editor-in-chief and the
owner societies, institutions and the organization should not interfere in this.

With the emergence of online publishing many predatory (fake) journals have come in the market that
are publishing any article without proper review and on the basis of money paid only. This has increased
the expectations of authors and we start receiving reminders after a week or 10 days. The time the editor
spends on the articles is on an average 5-6 hours a day, one look for about 800 manuscripts, an average of
3 cycles for each article (3x 350 articles) and replying about 30 e-mails a day. Though the assistant editor
and associate editors do share the load of the work, the ultimate responsibility is with the editor in-chief
only. The present team has tried its best to reduce the acceptance and publishing process as can be seen in
the diagram. Many of the authors are not following the journal‘s instructions and submitting articles with
lot of technical errors leading to delay in processing of articles. I have requested EC to allow me to
appoint a technical assistant who will only look in the technical aspects of the article after submission this
will help in reducing the turnaround time after initial submission.
Mean number of days in different phases of article
In previous two reports I have mentioned in very brief about finances as I couldn‘t get
any feedback from the previous editor and repeated letter/mails to treasurer regarding the
management and flow of the finances were unanswered. This year I have given the details of
last three years (April 2013- 2015). An amount of Rs.90,000/- was received till now. Out of
which Rs 71,610/- is spent. Rs.18390/- is balance left with me. The account in the name of
Editor-in-Chief already existed in Rajamundary therefore no account could be opened at
Allahabad. The previous account has been closed on 5/5/2015 with the efforts of Dr. Manisha

Mohapatra, the Assistant editor and the money was surrendered to the Treasurer IAPM with
all details. A new account has been opened at Allahabad, and the balance amount deposited
in it. Details of the expenditure have been regularly sent to the treasurer with all the
vouchers.
All the details of income from institutional subscriptions, advertisements, reprint sale,
printing charges from authors and the expenditure bill/invoices on the printing and postage/
courier charges (paid to Medknow) were regularly sent to treasurer/secretary IAPM after
verification as and when received. I could access to some of the earlier reports of Dr
Satyanarayana that clearly indicate that he has regularly sent the details of account and also
answered to the queries raised by treasurer regarding Medknow payment after seeking
answer from Medknow. I wonder why these problems were not put up before EC earlier and
solved. I felt hurt when I found it documented in last year‘s minutes that editor is not
submitting the accounts, creating a doubt on the integrity of the editor.

It is clear from the above details that income of the journal in last three years is more than basic
printing cost. We are losing money in TDS and other taxes and postal charges besides payment for IJPM
supplement for last 3 years (5, 62,943) is also included in pending cost. Thus we can save money by:
1. Giving tax exemption certificate to the publishers
2. Soliciting more advertisement for the journal
3. Increasing the subscription cost of the journal
4. Making it online only for the new members registered after 2010 and continuing print for older
members registered before 2010. This will reduce printing as well as postal charges.
5. Printing cost for supplement should be borne by the organizing secretary APCON. Dr. KP
Aravindan has agreed for the same this year.
There is problem of non-receipt of the journals with some members. I have tried to solve this by
making an option of updating the address on the journal site. I request the members to simultaneously
update their address on IAPM site also by informing the treasurer/Secretary IAPM. Otherwise when we
receive a members list from them and update our database, it again goes to old address and the journal is
sent to old address. It is practically impossible to crosscheck each and every address when the list is
updated.
I‘ve tried my best to improve the academic status of the journal in 2015. Most of the financial
problems and queries have been resolved by the finance committee appointed last year.

Agenda No. 8: Report of Joint Secretary, IAPM Headquarter
A hearty welcome to all of you to the 64th Annual Conference of Indian Association of
Pathologists & Microbiologists. It is my proud privilege to present the Annual report of National
HQ of our association IAPM in front of this august gathering.

HQ-CME 2015: The 11th HQ-CME and workshop were held on 7th and 8th February 2015. The
uniqueness of this CME was that it was organized for 2 days with workshop on 1st day. We had
also got credit point of 8 hours from Odisha Council of Medical Registration. The workshop was
on demonstration of cases of Mycotic disorders contributed by Prof. RN Mallik. On 8th
February, the meeting was inaugurated by Shri NC Mishra, Collector and District Magistrate,
Cuttack. Another high light of the occasion was participation of Dr. Pradeep Vaideeswar,
Secretary, IAPM as speaker who shared his experience on ―Aortopathy - Pathology and
pathogenesis‖ with the delegates.We also were privileged to get the dynamic Prof. Bharat Rekhi
from TMH, Mumbai as a speaker on ―Recent adavnces on soft tissue tumors‖ and also a slide
seminar on ―Mesenchymal tumors of female genital tract‖. The unrivalled event of this CME
was the slide seminar on "Histomorphologic approach to Mycotic disorders" moderated by
eminent histopathologist of state - Dr. RN Mallik, Honorary visiting Professor, Pathology,
KIMS, Bhubaneswar.
HQ Advisory Committee: In 2015, there have been some changes in the HQ Advisory
Committee like Prof. K.C.Nathsarma was elected as Chairman of committee and there are 18
members at present in the committee. Total 7 meetings have been held till date in this year in
IAPM House and the scanned copies of all the proceedings have been sent to President and
Secretary, IAPM. All the important matters were discussed in the meetings and important
decisions were taken. Day-to-day accounts of IAPM House were presented in each meeting
including the book of accounts.
Meetings at IAPM House: Flag hoisting on Republic day and Independence Day was done with
much vigor and dedication. The cancer cervix eradication day, an awareness initiative program
was conducted on 11th March i.e. birthday of Dr. Harrrrald zur Hausen under the auspices of Dr.
Niranjan Rout, Prof. & HOD, Pathology, AHRCC, Cuttack for creating awareness among public.
We had IAPM Club meetings also in IAPM HQ with deliberations from Dr. Pranati Mohanty,
Dr. Pallavi Bhuyan, Prof. GN Mohanty and Prof. GS Acharya.
IAPM HQ Library: There are a good number of both new and old books in the library
including the journals. We are regularly receiving all the issues of Journal of Cytology and
Indian Journal of Pathology and Microbiology in IAPM House. At present few issues of IJPM

are lacking in the IAPM HQ Library and I sincerely request all the members to contribute the
copies of journals especially old ones to the HQ. Some of the news bulletins are also not
available in HQ. The list of journals and news bulletins, not available in the HQ, has been given
to Hon. Secretary for needful. We express our gratitude to Prof. Tejinder Singh for contributing
many text books of Hematology to library.
Past Presidents' Photo Gallery: The Past Presidents' Photo Gallery is nearly complete with the
constant efforts of Prof. GN Mohanty. Out of total number of 61 past presidents from 1950 till
2014, photos of 54 past presidents have already been unveiled in the gallery. Only 7 photos are
left to be collected for which Prof. GN Mohanty has requested all to assist him.
President's visit to IAPM HQ: Prof. Tejinder Singh, President, IAPM had visited IAPM HQ on
11th September, 2015 and went around the HQ. He visited Past Presidents' Photo Gallery and
expressed his satisfaction. He also had a look at IAPM HQ Library, Treasurer's office, Secretary
and Jt. Secretary's office and took note of the things. He was felicitated by Prof. BK Nanda. He
contributed many text books of Hematology to HQ Library and promised to extend help
whatever possible for the betterment of IAPM House.
Financial subcommittee-A financial subcommittee was fixed by APCON 2014 to look into the
financial matters of IAPM including HQ and editorial office mainly Medknow publications. For
that matter Secretary, IAPM had visited the HQ on 7th and 8th February, 2015 and saw all the
papers and accounts of IAPM HQ. The committee after scrutinizing all the papers found the
financial matters to be in order. Few changes were made in the resolution of subcommittee like
the blood grouping camp to be sponsored by HQCME, to raise the room and hall rent in IAPM
House, to keep 25% of balance amount of HQCME as seed money and spend the rest for
developmental work of IAPM House. All have been accepted by the members of HQ Advisory
committee and the room rent has been increased to Rs. 300.00 per room instead of Rs200.00.
The budget for financial year 2014-15 was also sanctioned for day to day maintenance of IAPM
House by Secretary and President, IAPM.
Income tax: IT return has already been filed on the stipulated date and is reflected in Annexure I
in IAPM HQ report.

Installation of lift in IAPM House: The civil construction work for the installation of elevator
in the IAPM House has been completed. The installation of lift is awaited due to less fund.
At the end, I take this opportunity to thank Prof. BK Nanda, Prof. KC Nathsharma,
Prof.GS Acharya, Prof. GN Mohanty, Prof. NC Parija, and Prof. Niranjan Rout for guiding me
throughout the year and making my job smooth and easy. I thank our President Dr.Tejinder

Dean Dr. Kusum Joshi and members of the Executive Council of the ICP,
Warm greetings. I will now briefly present the report for the year 2015.
The 8th ICP Oration, dedicated to late Dr. LN Mahapatra, was delivered by Prof. Dr. Roshan
Chinoy (Mumbai) at AFMC, Pune. The 9th ICP Oration is dedicated to late Prof. Dr. D Bhaskara
Reddy and will be delivered by Prof.GeetaVemuganti (Hyderabad) on 5th
December 2015 at Kochi.
The AIPNA - ICP International CME in Pathology 2014 was held in Hyderabad organised by
Dr.ShantveerUppin and was well attended. The next CME has been allotted to Bhubaneshwar and will
be organized by Dr. Urmila Senapati from 28th to 30th January 2016.
In the year 2014, two new Fellows were approved and were admitted as Fellows of the ICP and
were awarded their certificates at the Inauguration of APCON 2014 at AFMC, Pune. PDCC courses
were also conducted regularly and examinations held at various respective centers and seven candidates
were declared successful in PDCC Courses in various specialties.

mobile charges of Rs. 5000.00 in the capacity of the Joint Secretary-IAPM and Quiz Master

A letter was received from Dr. Vatsala Misra for reimbursement of the registration fees of Rs.
12000.00 for attending the first international conference of World Association of Medical Journal
editors (WAME) organized by AIJME from 1st -4

Agenda No. 17: Suggestions from Editor-in-Chief
a. Appointment of Associate editors for IJPM: Associate editors for specific
subspecialty were already appointed by Dr. Satyanarayana to share the load of Editor-in –
Chief and rapid processing and disposal of manuscripts. It was continued as such when I
took over in 2013. However, in 2013 APCON EC and GBM, the new editorial board with
names of associate editors was approved with the suggestion that international members
should be designated as advisors and not editorial board members and this was
implemented. As it is not given in IAPM rules, I want to get it approved now as it is
important for proper administration and indexing of journal and dealing with articles of
different subspecialty.
b. Inclusion of name of President AIPNA as associate editor: It was also decided by Dr.
Satyanarayana to increase the submission of review articles and articles by AIPNA
members. As it is not given in IAPM rules, I want to get it approved now as it is
important for proper indexing and increasing the citations and impact factor of the
journal.
c. International Advisors: Names of the international researchers and reviewers should be
included as advisors for better indexing and abstracting of the journal as per WAME
recommendations.

d. Editor elect: One year before the term of editor in chief is over the next editor should be
elected for proper training and handing over the charge.
e. Selection of Editorial board members: It was discussed and clarified in WAME
conference that constitution of editorial board is the prerogative of the Editor-in Chief
and the institution/Associations owning the journal should not interfere with it. Editor-in
Chief may review the performance of the members and may make the changes if
required. International advisors/editorial board members/reviewers should be there for
better performance, indexing and increasing the impact factor of the journal
f. Increasing the remuneration of Office assistant: At present he is given Rs. 2000.00 per
month. He is also acting as messenger and therefore with increased fuel costs in last two
years, I request EC to allow me to increase it to Rs 3000.00 per month
g. Technical Assistant may be a Medical or Non Medical person with knowledge of
computers and English who can do a initial screening of the submitted manuscript for
adherence to the instructions of the journal, references, basic language problems, quality
of pictures etc. This is important for rapid processing of manuscripts in this era of rapid
online publishing. He/she can be given remuneration of Rs. 7,000.00 per month.
h. Suggestion for improving the journal finances
i. It should be made online only for the IAPM members registered after 2010. Older
members may be sent print version. This will reduce the printing and postage cost as well
as problem of non-receipt/ return of journals. The treasurer‘s office should review the old
list and remove the names of our senior members who are no more with us. They can take
help of chapter office bearers through joint secretary IAPM. A list of these names should
be sent to editor. This will further help in decreasing the printing and postage charges and
wastage due to return of these journals.
ii. Colored figures: The online version only should have color photographs and it will be
free. A choice should be provided for authors to opt for either color or black and white
photographs for the print version at the time of submission. Facilities to make this choice
should be clearly available while submitting manuscripts on-line. Color photographs for

the print version will be charged and charges may be increased from Rs 500.00 to Rs.
1000.00 per color figure.
iii. Subscription charges: Increasing the subscription charges for institutions and
libraries from Rs. 6000.00 per year to Rs. 10000.00 per year and for book agents from
Rs. 5700.00 per year to Rs. 9500.00 per year as the cost of printing has increased many
folds in last eight years.
iv. One mode/portal/account for deposition of article and colored figure publishing
charges whether online or by draft.
v. Soliciting more Advertisement for print version by the members
vi. Payment of IJPM supplement by the APCON Organizing secretary.
vii. TDS and other taxes exemption certificate

Annexure 01
Financial Committee – Final Report
1. In response to the Resolutions: Agenda No. 06, 07 and 08 of the Executive Committee (EC)
& General Body (GB) Meetings of the IAPM held on 6th and 7
th December 2014, a Financial
Committee was instituted comprising Dr. Anuradha Phatak (Chairperson & Ex-President, 2000),
Pradeep Vaideeswar (Convener & Secretary IAPM), Dr. DN Lanjewar (Member & Ex-President
IAPM) and Dr. Harsh Mohan (Member & Ex-President IAPM)
2. A total of nine meetings of the Financial Committee were held in the Department of
Pathology, Seth GS Medical College, Blood Bank, Government Grant Medical College and the
Business Center of Wolters Kluwer –Medknow. Barring the first two meetings 12th
and 16th
December 2014), all the other meetings were attended by Drs. Anuradha Phatak, DN Lanjewar
and Pradeep Vaideeswar. The eighth and the ninth meetings were also attended by Dr. Vatsala
Misra, Editor, IJPM. A copy of the minutes of all the meetings was sent by email to Dr. Harsh
Mohan.
3. Regarding IAPM Accounts:
a) It was brought to the notice of the committee that the organizing chairperson of
APCON 2011, Patiala, Dr. Manjit Singh Bal had sent the Demand draft for Rupees one
lakh and seventy thousand only on 29th
February 2012 to the then Secretary IAPM Dr.
DK Mishra. It was received by the Treasurer‘s office on 13th September 2012 and hence
the draft could not be honored. The committee decided that henceforth that all such
transactions should be done by online transfer.
b) A sum of Rupees One Lakh and Seventy Thousand (Rs. 1,70,00.00), Rupees One Lakh
(Rs. 1,00,000) and Rupees Two Lakhs (Rs. 2,00,000) were received from the Organizing
Committee APCON 2011(Patiala), APCON 2013 (Aurangabad) and APCON 2014
(Pune), respectively and deposited in the IAPM account.
c) Following a consultation and advice of a Mumbai-based chartered accountant on 13th
December 2014, the details of the income and expenditure of the IAPM and other records

were scrutinized and verified by the Secretary on his visit to the Head-Quarters at Cuttack
on 3rd
February and were found to be in order.
d) It was also found that as per resolution on 20th December 2003 (President Dr. RK
Gupta and Secretary Dr. Bishan Radotra) that the Joint Secretary-HQ was authorized to
look into the affairs of the Head-Quarters at Cuttack, which also includes all official
correspondences between the IAPM and the Income Tax department, particularly filing
of returns. This was the requirement for registration of the IAPM under 12A and 80G of
IT act. The committee therefore felt that this practice should be continued.
e) It was also found that there has been no resolution that the IAPM body itself should
pay for the medical awareness camps. The IAPM News Bulletin 2009, January-March
issue mentions that ―for renewal of grant of 80G to IAPM by income tax department, the
public health activities by different chapters of IAPM should be published in IAPM News
Bulletin.‖ The financial committee was of the opinion that such programs should be
conducted by the Odisha chapter or from the income generated by the HQ-CME.
4. Regarding the HQ activities:
a) A committee comprising members of the Odisha Chapter is appointed to look after the
day-to-day functioning of the HQ. They conduct regular meetings and decisions are taken
for the smooth running and betterment of the HQ. But, the financial committee felt that
the minutes of such meetings should be sent to the President and Secretary so that some
decisions can be ratified by the EC and GBM if required. It was also felt that the advisory
committee should revise the prevailing rents and also provide guidelines for renting out
the rooms or meeting hall to individuals or organizations. This should be strictly for
academic purposes.
b) So far, the income and expenditure of the HQ, CME is not provided, though it figures
in the annual report of the Joint Secretary HQ. The full report of the HQ CME with its
financial aspects should be presented succinctly at the EC and GBM for the final
decision. The members felt that 25 % of the income should be kept as seed money for the

future CME program and the remaining amount may be utilized for the maintenance of
the HQ, especially for the medical awareness programs.
5. Regarding IJPM:
a) It was learnt that there was an IJPM account in Andhra bank at Rajahmundry, Andhra
Pradesh (probably not in consultation with IAPM office bearers) in the names of Drs.
Satyanarayan (Former Editor IJPM 2008 - 2012) and Manisha Mahapatra (Former
Assistant Editor, IJPM 2008 - 2012). This has now been closed and the amount
transferred to IAPM. The current Editor can now open an account in Allahabad, provided
there is a specific provision in the constitution to do so.
b) In light of the ongoing conflict between the IAPM and Wolters Kluwer regarding the
publication of IJPM, two meetings were arranged in the premises of the publication house
at the Kanara Business Center, Ghatkopar. It was found that the MOUs of 2008 (with
Medknow) and 2011(with Wolters Kluwer – Medknow) were not put to the EC or the
GBM; there was also no legal consultation. It was also not signed by the then Secretary
IAPM. All the financial aspects were thoroughly checked and found to be in order. For
the problem of TDS, Mr. Pritesh advised that our accountant based at the Headquarters in
Cuttack should get a certificate from the IT department stating that the IAPM is exempted
from TDS. This letter should be sent to Wolters Kluwer-Medknow. An application for
reimbursement of TDS in the last few years should also be sent to the IT department by
the Joint Secretary-HQ.
c) The financial sub-committee has felt that to decrease the expenditure of printing, the
following suggestions have to be put up by the Editor as part of agenda in EC and GBM
in APCON 2015:
i. The number of prints should be restricted to a minimum number. The journals
should be dispatched to life members limited to a particular year (say till 1990)
and the rest can be given passwords to access the Journal either on the Journal or
the IAPM web-site.
ii. All color images should be printed in black and white and can appear in color
in the on-line version.

iii. In order to make it easy for the Editor, all payment for article publication
should be routed through the Editor and not through the publication house.
iv. Usually all the abstracts for papers and posters are published as a supplement,
which accounts for a sizable expenditure. Also none of them are finally indexed.
The committee felt that the abstracts should be published in the abstract book by
the organizing committee of APCON with immediate effect so that a sum of
almost two lakhs of rupees can be saved.
d) The report of the Editor does not carry the financial transactions. It was felt that the
Editor should clarify the exact flow of finances to and from the editorial office. The
income of the journal anyway should always come to Editor who should maintain parallel
record of income but send all such payments to the central account of the IAPM with Hon
Treasurer.
e) It was also noted that the bye-laws of the IAPM constitution do not make a mention of
appointments of Associate Editors. The committee felt that all such changes should be
made in the constitution and these suggestions should be forth by the Editor for the
forthcoming special GBM at Kochi.
f) A hard copy of all appointments, including editorial assistants (if any) along with
certain SOPs should be kept with the Editor so that there is a smooth take-over by the
next Editor.
g) The Editor has been advised to look into the matter of non-receipt of the journals by
several members.
h) The gist of the minutes of the Editorial Board meeting should be presented at the EC
and GBM along with the report of the Editor.
i) The MOU with the publisher will expire in the first week of January 2016. Dr. Misra
was asked to get the terms and conditions from other publishing houses and also ask the
current publisher to submit a new MOU so as to suit the association. This process should
start in the month of August 2015 so that a rough MOU will be ready for scrutiny by the
IAPM advocate, the EC and the GBM.

6. Other Aspects:
a) On perusal of the accounts it was noted that apart from the TN-P oration, none of the
funds had been utilized or dispensed. There are clear-cut guidelines for the TN-P oration,
where part of the interest is given towards trael expenses and preparation of the
mememto. For the other symposia, funds had been utilized for printing of a booklet.
However, since all the write-ups are published in the abstract book during the APCON,
the financial committee felt that this matter should be put up to the EC and GBM so that
measures can be taken for appropriate utilization of the funds.
b) The prizes can be given as rounded off figures i.e. Dr. VR Khanolkar Award – Rs.
1000.00, Dr. KC Basu Mallick Award – Rs. 4500.00, Smt. Kuntidevi Mehrotra Award –
Rs. 450.00, Dr. Gaya Prasad Memorial Symposium - Rs.35000.00. Dr. Ananthanarayan
Memorial Symposium - Rs. 14100.00, Dr. Usha Hardas Memorial Symposium - Rs.
4500.00 and Tamil Nadu-Puducherry Oration - Rs. 18000.00

1. Responsive Design: India is the world‘s 3rd
largest internet user after US and China. The
Telecom Regulatory Authority of India (TRAI) pegged the number of Internet
subscribers in India at 164.81 million as of March 31, 2013, with seven out of eight
accessing the Internet from their mobile phones. Responsive web design (RWD) is an
approach to web design aimed at crafting sites to provide an optimal viewing and
interaction experience—easy reading and navigation with a minimum of resizing,
panning, and scrolling—across a wide range of devices like Desktop PC, Tablet and
mobile Phone etc.
2. Smooth Registration Process: Registration Process of IAPM membership must be
smooth. The whole process can be truly on-line with help of following steps:
a. Apply for membership:
i. Basic Registration Process.
ii. Upload scanned copies of requisite Documents for Member ship (Attested by
authorized member if any)
iii. Provide two Names of the proposer and their membership no
iv. Pay online membership free as per the plan.
v. User will get a pre-membership application no after completion of this process.
vi. User can take the print of the membership application form along with the pre
membership no.
vii. User will get alert via SMS and E-MAIL.
