Factors that drove • EPA has told us that EPA is ‘limited’ to signing 2-3 RODs/yr;

Only one ROD signed FY 19.

• ECC and Army had required 17 RODs by June of 2020 when ECC contract ends:

• Contract Officer determined there is not enough time to conduct the 3 of the 4 remediation tasks.

• Cannot have two contracts doing the same thing. A line must be drawn.

Programmatic Updates• DSMOA 2 Year Workplan Joint Execution Plan (JEP) approved by

NJDEP and Army. JEP is locked . This is how NJDEP gets paid.

• Picatinny Restoration Page is still continuously updated but only approved documents.

• Next Five Year Review of all sites with RODs due 2021.

• 600 Hill ROD and 3-Site Group Explanation of Differences were both signed on September 13th by the Army and October 31 by the EPA and public noticed in October

• 1 new contract expected in FY 20 for replacement of EA, conduct the 600 Hill Remedial Action, conduct the Bear Swamp Brook ESD and Area D work and well maintenance.

• Final round of wetland enhancement completed for Mitigation Area 1 (Site 34 – Lower Burning Ground PICA-002)

Per-and Polyfluoroalkyl Substances

• Man-made compounds which include PFOS and PFOA

• Very persistent and found world-wide in the environment, people, and wildlife

• Used since the 1940s in many products including consumer products

• Used since the 1970s by DoD in fire-fighting foam

• EPA lifetime health advisory level (LHAL) in drinking water is 70 ppt for PFOA and PFOS (One ppt is equivalent to one grain of sand in an Olympic-size swimming pool)

• NJDEP groundwater remediation standards for PFOA and PFOS not yet promulgated

PFOS/PFOA in Picatinny Drinking Water

• February/March 2018 – Samples from Picatinny drinking water wells have PFOS/PFOA above EPA LHAL.

• Alternate water temporarily provided to Picatinny until granulated activated carbon (GAC) system (temporary then permanent) installed on water system.

• Since temporary GAC installed quarterly sampling of drinking water indicates the following:o Untreated drinking water continues to have

concentrations above EPA LHAL.o Treated drinking water, provided to consumers, has

levels below any level of concern.

Temporary GAC System installed by American Water

• System comprised of two 20‘ high x 10’ wide vessels in series filled with a coconut shell based carbon media.

• Water in contact a minimum of 20 minutes per NJDEP regulations. GAC absorbs PFAS.

• Performance testing and sampling conducted quarterly.

• These units will be operated until permanent system installed.

• Basic trend analysis for well 20/24-MW-06B does not provide a good answer as to time remaining to meet the VC SCL since the concentrations at the site were previously below SCLs (2012-2015)

• However, using a pore flushing model based on parameters presented in the 2008 RD and the maximum VC concentration detected in 2019, the estimated time to reach the SCL is approximately 4 years

Wetland Mitigation• Herbicide applications over the last 5-years have positively affected the

establishment of the planted stock and regeneration of native species • Hydrology indicative of established wetland conditions:

o Drainage patterns, oxidized rhyzospheres, inundation, and saturated soils

• Increase in the woody stem plant densities within the forested and shrub wetland areas for both Wetland Mitigation Sites #1 and #2

o As woody plants continue to grow, they will likely further shade out the shade-intolerant invasive species

• The persistence of invasive species is attributable to neighboring wetland areas that are dominated by invasives that serve to recolonize the mitigation areas
