Agenda for 9th Meeting of Northern Region Constituents regarding Connectivity/Long Term Access to Generation projects in NR
Following Connectivity and Long term Access (LTA) applications are proposed to be discussed in the meeting:

Details of the applications are given below:
1.0 Connectivity & LTA to M/s Adani renewable Energy Park Rajasthan Ltd. for
Ultra Mega Solar Park in Fatehgarh, distt. Jaisalmer Rajasthan
In the 36th Meeting of Standing Committee on Power System Planning in Northern
Region held on 13.07.15, following interstate transmission scheme for evacuation of
3000MW of solar power in Jaisalmer (Parewar and Fatehgarh : 2000MW) and
Jodhpur (Bhadla :1000MW) was in-principally agreed.

v. Establishment of 3x500MVA, 400/220kV Pooling Station at Parewar (with a
provision to upgrade at 765kV level)
vi. Establishment of 3x500MVA, 400/220kV Pooling Station at Fatehgarh (with a
provision to upgrade at 765kV level)
vii. Establishment of Pooling Station at Bhadla (PG) (765/400kV: 3x1500MVA
400/220kV : 3x500MVA,)
viii. 220kV line bays at Parewar, Fatehgarh & Bhadla (PG) for interconnection of solar
plants
ix. Associated reactive compensation (both bus & line reactor)
It was also agreed that implementation of above system shall be taken up only after
receipt of LTA for at least 25% of their installed capacity from respective Solar park
developers.
M/s Saurya Urja (500MW), M/s Adani (250MW) & M/s Essel Saurya (750MW)
applied for LTA for injection at Bhadla for which transmission scheme was agreed in
37th NR SCM with the establishment of 765/400/220kV Bhadla substation along with
765kV Bhadla (PG)- Bikaner and 400kV Bhadla (PG)-Bhadla(RVPN) interconnection
which is in the process of implementation.
Now, M/s Adani Renewable Energy Park Rajasthan (AREPL) Ltd has applied for
connectivity (1000 MW) & Long Term Access (1000 MW through 2 Nos. of LTA
applications) in ISTS with the commissioning schedule of Jun’17 for its ultra mega
solar power park at Fatehgarh/Pokaran, distt. Jaisalmer, Rajasthan. As per the LTA
application, M/s Adani Renewable Energy Park Rajasthan (AREPL) Ltd indicated
target beneficiary as Northern region. MNRE has authorized M/s AREPL for
1500MW as solar power park developer (SPPD) to undertake infrastructural
activities including arrangement for connectivity on behalf of the solar power
generators in the park.
For grant of Connectivity to the subject plant, following interstate transmission
scheme, in line with the discussions held in 36th NR SCM, is proposed:
Establishment of 3x500 MVA, 400/220kV Pooling Station at Fatehgarh (with a
provision to upgrade at 765kV level)
765kV Fatehgarh Pooling Station - Bhadla (PG) D/c line (initially to be operated
at 400kV)
8 nos. 220kV line bays at Fatehgarh Pooling Station for interconnection of Solar
plants
1x125 MVAR Bus reactor at 400kV Fatehgarh Pooling Station

For grant of LTA system beyond 765/400kV Bhadla Pooling station ie. 765kV Bhadla
(PG) - Bikaner and 400kV Bhadla (PG) - Bhadla (RVPN) interconnection and other
transmission system under Green Energy Corridor is proposed.
Study results with Fatehgarh UMSPP is enclosed at Exhibit-I-III.
Schematic for the above proposed transmission scheme is as under:
2.0 Connectivity to Natwar Mori HEP (2X30MW) of M/s SJVN Ltd. in Uttarakhand.
Connectivity application has been received in the month of April’2016 from M/s SJVN
Ltd. for 60 MW (plus 10% overload) for Natwar Mori HEP located in Uttarakhand. As
per the application Connectivity has been sought from Aug’2020. Applicant is
requested to update the status of the project.
As mentioned in the application, the nearest substation shall be the proposed Mori
220/132 kV substation of PTCUL.
For evacuation of power from various hydro projects in Uttarakhand, a composite
transmission plan has been finalised, which is to be implemented by PTCUL as
deemed ISTS network. As per the transmission plan, Natwar Mori HEP is to be
connected through:
Natwar Mori generation Switchyard –Mori 220/132 kV (PTCUL) S/s 220 kV
D/c line. (To be constructed by the Applicant)
Mori 220/132 kV (PTCUL) S/s – Khodri 220/132 kV (PTCUL) S/s 220 kV D/c
line. (To be constructed by PTCUL)

Note: In the initial time frame Mori 220/132 kV (PTCUL) S/s would not be required,
as this would be the first project in the area. Accordingly, it is proposed that the 220
kV D/c line from Natwar Mori HEP can be directly connected to Mori – Khodri 220 kV
D/c line of PTCUL, bypassing Mori substation. However, 2 Nos. of 220 kV bays at
Mori S/s for termination of line shall be implemented by the Applicant.
Keeping above in view, it is proposed to grant Connectivity to M/s SJVN Ltd for
Natwar Mori HEP for 60MW plus 10% overload capacity through the above
mentioned transmission system.
Applicant is also suggested to apply for LTA to ensure evacuation of power.
3.0 Connectivity to Devsari HEP (3X84 MW) of M/s SJVN Ltd. in Uttarakhand.
Connectivity application has been received in the month of April’2016 from M/s SJVN
Ltd. for 252 MW (plus 10% overload) quantum from Devsari HEP located in
Uttarakhand. Connectivity has been sought from July’2022. The commissioning
schedule of the first unit is 21st July’2022 as per the application. Applicant is
requested to update the status of the project.
As per the application, the nearest substation shall be the proposed Karanprayag
400/220 kV substation, to be constructed by PTCUL as deemed ISTS system.
For evacuation of power from various hydro projects in Uttarakhand, a composite
transmission plan has been finalised, which is to be implemented by PTCUL as
deemed ISTS network. As per the transmission plan, Devsari HEP is to be
connected through:
Devsari HEP generation Switchyard - Karanprayag 400/220 kV S/s 220 kV
D/c (Twin zebra) line.
Establishment of 2x315 MVA, 400/220 kV Karanprayag S/s of PTCUL by
LILO of both circuits of Pipalkoti- Srinagar 400 kV (Quad) D/c line at
Karanprayag
Keeping above in view, it is proposed to grant Connectivity to M/s SJVN Ltd. for
Devsari HEP for 252 MW plus 10% overload capacity through the above mentioned
transmission system to be implemented by PTCUL.
Applicant is also suggested to apply for LTA to ensure evacuation of power.
4.0 Connectivity & LTA to GHAVP Nuclear power plant (2X700MW) of M/s NPCIL in Haryana
Connectivity & LTA application from NPCIL was discussed during the 7th & 8th
Connectivity/Long Term Meeting of Northern Region Constituents held on
14/07/2015 & 20/01/2016 respectively. Connectivity to M/s NPCIL for 1400 MW has
already been granted vide letter dated 26/04/2016.

In the last meeting NPCIL was requested to give the details of allocation of power to
different constituents, however, the response from NPCIL is still awaited.
It is to inform that as per the detailed procedure of CERC, in absence of allocation of
power from Govt of India, applicant is required to submit the Application BG (@ Rs.
10,000 per MW) corresponding to the LTA quantum. Accordingly NPCIL need to
submit the Application BG or allocation of power from Govt of India, so that the grant
of LTA can be processed.
5.0 Long Term Access to M/s Noida Power Company Ltd. for drawl of 500 MW as a
bulk consumer in Greater Noida area, Uttar Pradesh.
LTA to Noida Power Company Ltd. (NPCL) had been discussed & agreed in 8th
Connectivity & LTA meeting held on 20/01/2016 for drawl of 500MW power at G.
Noida 765/400kV S/s of UPPTCL w.e.f. 1/10/2017 to 30/9/2042.
In this regard, UPPTCL informed that the STU network would be adequate to deliver
500MW LTA to NPCL from Oct, 2017 from existing & upcoming STU system,
therefore CTU need not develop any transmission system for proposed LTA in
Northern region.
As per the LTA application, the target source of power is from Western (400 MW) &
Eastern region (100 MW). Therefore, grant of LTA would be on the basis of
availability ATC/TTC between WR-NR & ER-NR corridor.
Accordingly, the same has been considered in the Agenda Pt. No.11.0 along with
other inter-regional LTA Applications.
6.0 Long Term Access to NSL Tidong Power Generation Pvt. Ltd. for 88 MW of
Tidong HEP in Himachal Pradesh
Long Term Application from M/s NSL Tidong Power Generation Pvt. Ltd. for 88 MW
from Tidong HEP located in Himachal Pradesh for transfer of power to Southern
region was discussed & agreed during the 8th Meeting of Northern Region held on
20/01/2016. The transmission system in Northern region was discussed in the 30th
NR SCM wherein Interim as well as final arrangement for evacuation of power
Tidong-I HEP was finalized. Regarding power transfer to SR, it was informed that the
pending LTA applications shall be gradually processed as per the priority and
availability of ATC.
Based on consultation with SR Constituents, grant of LTA shall be subject to
progressive enhancement in ATC between New Grid to SR which is expected with
the progressive commissioning of the following lines:
Commissioning of 765 kV Angul - Srikakulam-Vemagiri (PG) D/C line + LILO of
400kV Gazuwaka-Nunna (Vijayawada (PG)) S/c at Vemagiri (PG) + Opening of
Nunna (Vijayawada (PG))-Vemagiri(PG).

Wardha - Nizamabad 765 kV D/c line along with Nizambad - Dichipally 400 kV D/c
Line. – Expected Availability by : April, 2017(Best effort)
Nizamabad - Hyderabad link along with associated 400 kV Transmission System.
– Expected Availability by : October, 2017(Best effort)
However, the start date of LTA may be considered as 1st July, 2017 or enhancement
of ATC with the availability of corridor as mentioned above whichever is later.
Members may note the same.
7.0 LTA to M/s Gama Infraprop (P) Ltd., for transfer of 50 MW of power from their
Gas Based CCPP in Uttarakhand.M/s Gama Infraprop
The LTA application has been made in Dec’2011 which was pending since long time due to request by applicant to keep their application in abeyance. With regard to such long pending applications, CERC on 17.02.2016 had issued an amendment to the Detailed Procedure, wherein CTU was directed to process long pending applications by giving them a notice of 15 days about closure of the applications with condition that if the applicant is willing to pursue the application, then request in writing need to be submitted. Accordingly, Notice was issued to Gama Infraprop, in response to which Gama Infraprop vide letter dated 04.03.2016 has informed their willingness to pursue their LTA applications.
Accordingly, the LTA application of Gama Infraprop is proposed to be taken up for further processing. However, it may be mentioned that since Gama Infraprop is Uttarakhand State embedded entity, NoC is required to be submitted from PTCUL. The matter has been earlier discussed in the NR LTA Constituents Meetings held on 23.12.2013 & 14.07.2015 and CTU vide its letter dated 14.02.2012 had also requested M/s Gama Infraprop to submit the NoC, however, the same has not been submitted till date. Accordingly, a final notice has been issued to Gama Infraprop to submit the NoC from PTCUL within 30 days else their LTA application shall be closed in accordance with CERC Regulations.
Regarding Connectivity application, it may be mentioned that Connectivity has already been granted to the applicant by PTCUL vide letter dated 23.12.2011. In view of the grant of Connectivity by PTCUL, the connectivity application to CTU becomes infructuous and is being closed.
Applicant may update.
8.0 Connectivity to M/s Aditya Birla Nuvo Ltd. for 150 MW for Solar generating
plant in Rajasthan.
Connectivity application from M/s Aditya Birla Nuvo Ltd. for 150 MW quantum of power from Solar generating plant Project located in Sikar, Rajasthan was discussed during the 8th Connectivity & LTA meeting held on 20/01/2016. As per the application, Connectivity was sought at Sikar (POWERGRID) 400/220 kV S/s from Oct’2016. Applicant is requested to update the status of the project.

As there is a space constraint at Sikar 400/200 kV (PG) substation, therefore, it was proposed to grant connectivity through LILO of one circuit of Sikar (PG) - Sikar (RVPNL) 220 kV D/c line at Solar Generation plant.
It was deliberated that consent from RVPNL would be required for the same, however, RVPNL was not present in the meeting.
Therefore, looking into the tight commissioning schedule of Solar Project, it is suggested that RVPNL may convey their consent for the same so that the subject Connectivity can be granted.
Applicant may also update the status.
9.0 Connectivity to M/s Indian Oil Corporation Limited for 100 MW as bulk
Consumer for their Mathura refinery.
Connectivity application of M/s Indian Oil Corporation Limited as a bulk consumer for 100 MW quantum of power for their Mathura refinery, Uttar Pradesh was discussed during the 7th & 8th Connectivity/Long Term meeting of Northern Region Constituents and a subsequent meeting held between CTU and M/s IOCL on 27/08/2015 wherein M/s IOCL has expressed its desire to connect to STU network.
It was agreed that the applicant may approach to UPPTCL for Connectivity. Also, UPPTCL informed during the 8th NR Connectivity & LTA meeting that in the vicinity of IOCL Mathura refinery, their new Math 220/132/33 kV substation has been approved and is expected to be completed by 2018.
In regard to above, it was discussed that applicant may approach UPPTCL for their concurrence and communicate the same to CTU. A letter dated 17/03/2016 was also sent to UPPTCL vide which it was requested to indicate the connectivity transmission line, implementing agency etc. However, response is still awaited from UPPTCL or Applicant.
Applicant/UPPTCL may update.
10.0 LTA/Connectivity to hydro projects in Uttarakhand
Various hydro projects being developed in Uttarakhand were discussed during the 7th & 8th Meeting of Northern Region Constituents regarding Connectivity/Long Term applications. The detail is given below:
A. Projects for which LTA is granted beyond Kashipur: Tapovan Vishnugarh
HEP(520MW), Alaknanda HEP (300 MW) & Phatabyung HEP (76 MW)
As mentioned in the last LTA/Connectivity meetings that Connectivity to these
projects was agreed by PTCUL and LTA granted by CTU beyond Kashipur. Further,
as the system is being developed as deemed ISTS, these generators were to apply
fresh for connectivity to CTU. Tapovan Visnugadh and Phatabyung HEP had applied
for Connectivity.

It is also to be mentioned that Phata Byung & Alaknanda HEP have signed LTAA
with CTU, however based on revised connectivity application, the injection point for
LTA would also get changed to deemed ISTS network and the already signed
agreement would also have to be revised as well as time frame for LTA. After grant
of connectivity and LTA, PTCUL would require to sign Implementation Agreement
with the generators in line with CERC Regulations.
B. Connectivity to Tapovan Vishnugarh Hydro project (520 MW) of M/s NTPC Ltd.
& Pipalkoti HEP (444 MW) in Uttarakhand.
In a meeting held in CEA on 18/02/2016 to discuss the evacuation of power from Tapovan Vishnugadh and Pipalkoti HEPs, following Transmission system was discussed and agreed for grant of connectivity to both generation Projects. Same is also being proposed in the forthcoming Standing Committee Meeting. Applicants are requested to update the status of the project.

Above transmission system is proposed to be implemented by PTCUL, However,
bays at generation switchyard shall be in the scope of respective generators.
It was also informed during the above referred meeting in CEA that Tapovan
Vishnugadh is expected by September 2018 and Pipalkoti HEP is expected by end
of 2019,
For evacuation of power beyond Srinagar 400/220 kV S/s (PTCUL), Srinagar (PTCUL)-Kashipur 400 kV (Quad) D/c line shall be required which is to be implemented by PTCUL. Also, applicants need to sign the implementation agreement with PTCUL as per the CERC guidelines.

C. Connectivity to Phata Byung Hydro project (76 MW) of M/s Lanco Mandakini
Hydro Energy Pvt. Ltd. in Uttarakhand.
Connectivity application from M/s Lanco Mandakini Hydro Energy Pvt. Ltd. for transfer of 76 MW power from Phata Byung Hydro Project was discussed during 8th

Connectivity & LTA meeting of Northern region Constituents held on 20/01/16. As per the revised commissioning schedule Connectivity has been sought from Sep’2018. Applicant is requested to update the status of the project.
Under the composite associated transmission system for various hydro projects in Uttarakhand developed by PTCUL Connectivity to Phata Byung HEP was agreed through the following Transmission system from Sep’2018:
Phata Byung generation switchyard - Baramwari (to be implemented by
applicant) S/s 220 kV D/c line
Baramwari (PTCUL) S/s – Srinagar (PTCUL) S/s 220 kV line - To be
implemented by PTCUL
Therefore, it is proposed to grant Connectivity to M/s Lanco Mandakini Hydro Energy Pvt. Ltd. for transfer of 76 MW power from Phata Byung Hydro Project with the above system. For evacuation of power beyond Srinagar 400/220 kV S/s (PTCUL), Srinagar (PTCUL)-Kashipur 400 kV (Quad) D/c line shall be required which is to be implemented by PTCUL. Also, applicants need to sign the implementation agreement with PTCUL as per the CERC guidelines.

11.0 Inter – Regional LTA Applications seeking Power Transfer to NR
The LTA to various customers with generation projects located in WR / ER / SR having beneficiaries in NR had been granted progressively with different transmission corridors which are presently under implementation and slated for commissioning progressively.
Presently following major inter-regional links are in pipeline for commissioning :

Corresponding to time frame of April, 2018, LTAs have been granted for transfer of about 17500 MW from generation projects in WR, ER & SR to NR through WR-NR Corridors and the anticipated ATC with above links is of the same order.
Recently, there have been number of cases where LTA customers have approached CERC for relinquishment of LTA on account of various reasons including force majeure events. The Hon’ble CERC has observed that pending decision on the

various issues involved, the quantum of LTA proposed to be relinquished can be utilised for grant of LTA to other LTA applicants. The details of the relinquished capacity (as on date) involving transfer of LTA power from WR, ER & SR to NR through WR- NR Corridor are as below:

*Note: Through sensitivity analysis, it is seen that about 80% of despatch from Odisha projects (Sl.
No. 3,4,5&7 above) takes WR – NR path and about 20% of despatch directly flows to NR through
ER – NR inter-regional links. Accordingly, 80% of NR LTA quantum from these generation
projects in Odisha has been considered for power transfer over WR-NR corridor.
In this regard, it is to mention that there are LTA applications from generation
projects located in ER/WR/SR seeking transfer of power to NR which are presently
under process. An exercise has been carried out to assess the reallocation of
transmission capacity relinquished in WR-NR corridor by above LTA customers to
applications under process and seeking power transfer through WR-NR. Details of
the same are as follows :

* Noida Power Company has applied LTA on Target Source Basis from WR (400 MW) and
ER (100 MW). 400 MW from WR is indicated in the above table. For 100 MW power transfer
from ER, it is to mention that capacity relinquished in ER-NR corridor (i.e. about 20% of total
relinquished capacity of ER (also refer note given below Table-2)) is about 320 MW.
Accordingly 100 MW LTA to Noida Power Company can be granted from this capacity.
**TRN Energy was asked to file fresh application on account of non submission of NoC by
UP with application dated 27-Aug-2015. Based on direction of CERC, old application is
being considered for grant of LTA.
Additionally, M/s RKM Powergen Ltd. has signed PPA of 300 MW with UP against
their LTA of 200 MW granted earlier. Fresh application from RKM is expected
shortly.

Thus, the relinquished capacity of about 1900MW available with the commissioning
of Jabalpur – Orai 765kV corridor and Champa – Kurukshetra phase II can be
allotted to pending LTA applications. Accordingly, based on priority of new LTA
applications, it is proposed to grant LTA to the following LTA Applicants with
commissioning of Jabalpur – Orai 765 kV corridor and Champa – Kurukshetra HVDC

System Studies have been carried out considering projects mentioned above at
Table-4 and, it has been observed that power from these projects can be dispatched
from Western region to Northern region and all the line loadings are within limits. The
results of the load flow studies with proposed power transfer from WR to NR is
enclosed at Exhibit-IV.
In view of the above, it is proposed that LTA to the applicants listed in Table-4 be
granted for the desired time period with commissioning of Jabalpur- Orai 765 kV
corridor under implementation as “Inter-Regional System Strengthening Scheme in
WR and NR Part-B” and Champa – Kurukshetra HVDC Phase II under
implementation as “Transmission System Strengthening in WR-NR Transmission
Corridor For IPPs in Chhattisgarh”. Details of both the schemes are as given below:

Up-gradation of + 800kV, 3000MW HVDC bipole between Champa Pooling
station – Kurukshetra (NR) to 6000MW
Kurukshetra (NR) – Jind 400kV D/c (Quad)
Regarding remaining applications listed in Table-3 (Sl. 7 to 15) above, following may
be mentioned:
In the 22nd LTA/Connectivity meeting of WR constituents held on 30.11.2015, it
was decided to grant LTA to new LTA applications in WR with NR as target
region on Vindhyachal – Allahabad 765kV corridor subject to approval of the
same in meeting of NR constituents.
The scheme was discussed in 37th Standing Committee Meeting of Northern
Region held on 20-01-2016 wherein it was decided to review the scheme after
considering concerns raised by UPPTCL.
After further discussions with CEA & UPPTCL, it has been proposed to
strengthen the WR-NR corridor by constructing Vindhyachal – Varanasi 765 kV
D/c line (along-with suitable reactive compensation) instead of earlier proposed
Vindhyachal – Allahabad 765kV corridor.
In view of the above, it is proposed to grant LTA to following applicants with
commissioning of Vindhyachal – Varanasi 765 kV D/c line subsequent to approval
of the link in standing committee meeting.

Here, it may be mentioned that Barethi STPS is proposed to be connected directly
with ISTS system of NR and WR and the LTA of the project is proposed to be

granted along with its evacuation system and the same has not been considered
while allocating transfer capacity of WR-NR corridor.
Regarding LTA application of Srijan Energy System Private Limited at Sl. 16 of table
3, it may be mentioned that the high capacity Green energy corridor starting from
Bhuj pooling station(WR) to Moga(NR) is under implementation for evacuation and
dispersal of power from renewable generations coming up in Gujarat (especially
Kutch complex) and Rajasthan. The proposed project is a solar generation in Kutch
area of Gujarat. LTA for power transfer to NR may be granted on the under
implementation Bhuj Pool – Banaskantha – Chittorgarh 765kV D/c corridor.
