Subject: Revised Rough Cost Estimate for construction of Sports Stadium at Village

Dadumajra, Chandigarh (Building Portion).

(Amount Rs. 202.67 lacs)

The necessity for framing of revised rough cost estimate required as the earlier estimate

was framed on plinth area rate on the basis of DSR-2007 and the estimate was administratively approved

vide Commissioner, Municipal Corporation, Chandigarh office order No. 168 dated 27.05.2011 for

Rs.98.08 lacs. The work was allotted to M/s B.S .Builders, H.No. 417, Village Fartullapur, Khara, Distt.

Mohali vide this office Memo No. 6187 dated 11.12.2012 for Rs. 1,24,20,343/- but restricted to Rs. 82.44

lacs with a time limit of 18 months. The construction drawings were received late and that is why the work

could not be executed earlier.

Accordingly, the Revised Rough Cost Estimate amounting to Rs.202.67 lacs based on

DSR 2012 has been prepared and submitted for arranging administrative approval and allotment of funds

from the competent authority of M.C., Chandigarh under appropriate head of account.

The following scope of the work has been taken in the estimate.

1. Construction of Kitchen/Pantry, Library, Multi Gym, Room, Manager Office, Ladies and

Gents Toilets, Toilet for Disabled.

2. Construction of Lobby, Indoor Games, Library, Rest Room, Card Room, Ladies and Gents

Toilet.

3. Public health services

4. Electrical installations

5. Anti Termite Treatment

6. Construction of approach road and parking.

It is certified that scope of work taken in this estimate has not earlier included in any of the

estimate.

The expenditure on this work will be charged under the Head “NRB”. The budget estimate,

budget allocation, amount of already approved estimate and expenditure under this head for Roads

Division No.3 is as under:-

i. Budget Allocation for the year 2014-15 Rs.160.00 lacs

ii. Total amount of estimates sanctioned after 01.04.2014 Rs.98.74 lacs

iii. Expenditure incurred during current financial year. Rs.153.23 lacs

Subject: Widening and construction of V-5 road infront of newly constructed multi level

parking and P/L 40mm thick bituminous concrete on V-5 road from Shivalik

Hotel to Taj Hotel Sector 17, Chandigarh.

(Amount: Rs. 122.24 Lac)

The above noted V-5 road from Hotel Shivalik Hotel to Hotel Taj, Sector 17 was

earlier carpeted during the year 11/2003 and due for recarpeting as per the prevailing policy of

M.C. The site inspected and it was noticed that condition of road is very poor as lot of pot

holes/surface crack have developed on road surface. However, the recarpeting was not earlier

undertaken as construction of multi level parking was in progress. It is pertinent to mention that

the construction of multi level parking is in progress and is likely to be completed by June 2015.

To make the parking operational the V-5 road in front of multi level parking is to be reconstructed

with proper levels as per the level of top surface of multi level parking for proper drainage of

storm water. Moreover, this road was badly damaged during construction of multi level parking

due to movement to heavily loaded machinery/tipper used for transportation of excavated earth.

Accordingly, this estimate amounting to Rs. 122.24 Lac has been prepared by

taking the items explained in the scope of work. The work will be executed against budget

provisions under head “Imp. of road parking places & Inf. facilities”.

Scope of work:-

The following scope of work has been taken in this estimates:-

1. Dismantling of existing kerbs/channels. 2. Dismantling manually by mechanical means. 3. Earth work in excavation by mechanical manual. 4. Carriage of earth by mechanical transport i/c loading/unloading. 5. Preparation of sub-grade. 6. Const. of granular sub base 75+75+100mm. 7. P/L wet mix macadam 75+75+100mm. 8. P/A primer coat. 9. P/A tack coat 2.5 kg/10sqm. 10. P/L 50mm thick DBM. 11. P/A tack coat 3 kg/10sqm. 12. Providing and laying 40mm thick Bituminous Concrete. 13. Providing and fixing PCC kerbs of size 1`x 1` having 4” thickness. 14. Providing and fixing PCC channels of size 2’-0” x 1’ having 3” thickness. 15. Fixing of new/old PCC channels. 16. Credit of PCC kerbs.

The scope of work taken in the estimate has not been included in any other already

approved estimate, amount of already approved estimates and expenditure under this Head for

Roads Division No.1 is as under:-

i) Budget Allocation : Rs. 2470.00 lac.

ii) Total amount of spillover works 31.03.2014 : Rs. 2527.90 lac.

iii) Total amount of estimate sanctioned after 1.4.2014 : Rs. 1966.33 lac.

iv) Total of Sr. No. II & III : Rs. 4494.23 lac.

v) Expenditure incurred during current financial year : Rs. 2428.60 lac.

Subject: Rough Cost Estimate for providing and laying 40 mm thick bitumen concrete

on V-3 road and providing and laying 30 mm thick BC on Cycle Track between

in Sector 38 (West/39) and junction, Chandigarh. (Also construction of Cycle

Track which cut by P.H.)

(Amount Rs. 106.51 lacs)

The V-3 roads between Sector 38 West/39 were last recarpetted during the year, 2008.

During the inspection of this road, it has been observed that the condition of the road is not good. There

are surface cracks, pot holes and unevenness in the road. Due to these damages, recarpetting of the

road is required as per policy of the Municipal Corporation, Chandigarh.

Accordingly, the Rough Cost Estimate amounting to Rs.106.51 lacs has been prepared

and submitted for arranging administrative approval and allotment of funds from the competent authority of

M.C., Chandigarh under appropriate head of account.

The following scope of the work has been taken in the estimate.

1. Earth work in excavation.

2. Carriage of earth

3. Deduct for disposed soil

4. Preparation of sub grade

5. Providing and laying 150 mm thick GSB

6. Providing and laying stone agg. 63-45 mm gauge and 53-22.4 mm gauge.

7. Providing and laying surface dressing.

8. Dismantling of existing kerbs and channels.

9. Fixing of old kerbs and channels.

10. Providing and fixing new PCC kerbs and channels.

11. Providing and applying tack coat.

12. Providing and laying 50 mm thick bitumen macadam

13. Providing and laying 40 mm thick bitumen concrete.

14. Providing and laying 30 mm thick BC.

Subject: - Rough cost estimate for Re-carpeting of Mansa Devi Road, Old Ropar Road to U.T. Boundary, Manimajra, Chandigarh.

(Approx. Amount: - Rs.66.74 lacs)

Sh. Des Raj Gupta, Area Councillor requested to re-carpet the road of Mansa Devi

Road, Old Ropar Road to U.T. Boundary, Manimajra, Chandigarh to facilitate the general public.

This road was lastly carpeted in the year of 2010 and due to re-carpeting as per policy of M.C.,

Chandigarh. The site was inspected by the undersigned alongwith Sub Divisional Engineer

concerned and it has been found that condition of road surface is very bad and re-carpetting is

essentially required.

Accordingly a rough cost estimate amounting to Rs.66.74 lacs has been prepared

for arranging administrative approval and allotment of funds. The scope of the work entered in

the estimate has not been included in any earlier approved estimate. The estimate includes the

following scope of works.

1. P/L tack coat @ 0.30kg/sqm and 0.25 kg/sqm. 2. P/L 50mm thick compacted bitumen macadam. 3. P/L 30mm thick bituminous concrete. 4. P/F PCC kerb/channel.

The expenditure on this work shall be charged under Head “4217 (P) “Improvement

of Roads, Parking placed and infrastructure facility”. The budget allocation cost of already

approved estimate and expenditure incurred under this head is as under:

1. Budget allocation for the year 2014-15 Rs.1540.00 lacs

Subject: - Rough cost estimate for construction of 100‟ wide road in Pocket No.8, Manimajra (between Police Station Chowk, Manimajra, MDC).

(Approx. Amount: - Rs.285.94 lacs)

The office of Chief Architect, U.T., Chandigarh vide Memo No.72STP/2014/5278

dated 15.4.2014 has supplied the drawing bearing No.94 Job No.77 for construction of 100’ wide

road in Pocket No.8, Manimajra (between Police Station Chowk, Manimajra, MDC). The area

councillor, Sh. Des Raj Gupta has also requested to construct this road to facilitate the general

public. The site was inspected by the undersigned alongwith the Sub Divisional Engineer

concerned and it has been found at site that scope of work taken in the estimate is feasible.

Accordingly a rough cost estimate amounting to Rs.285.94 lacs has been prepared

for arranging administrative approval and allotment of funds. The scope of the work entered in

the estimate has not been included in any earlier approved estimate. The estimate includes the

following scope of works.

1. Earth work in excavation including carriage. 2. Preparation of sub grade. 3. Construction of GSB. 4. P/L wet mix macadam. 5. P/F PCC kerb of size 1’-0”x1’-0”having 4” thickness. 6. P/F PCC channels of size 2’-0”x1’-0” having 3” thickness. 7. P/L tack coat @ 3kg/10 sqm. 8. P/L dense bituminous macadam 50mm thick. 9. P/L 30mm thick bituminous concrete.

The expenditure on this work shall be charged under Head “4217 (P) “Improvement

of Roads, Parking placed and infrastructure facility”. The budget allocation cost of already

approved estimate and expenditure incurred under this head is as under:

Subject: - Rough cost estimate for Development of Green Belt back side of Nagla Basti and Chudia Wala Mohalla in Manimajra, Chandigarh.

(Approx. Amount: - Rs.87.72 lacs)

The residents of the area met the Area Councillor, Sh. Gurcharan Dass Kalaa and requested

that toe wall alongwith railing in the green belt has already been provided and there is a need of further

development i.e. construction of cement concrete walkway, providing PCC benches, huts, lights, play

equipments, landscaping etc to facilitate the local residents. Accordingly, the area councillor requested for

providing the same. The site was inspected by the undersigned alongwith the Sub Divisional Engineer

concerned and it has been found at site scope of work taken in the estimate is feasible.

Accordingly a rough cost estimate amounting to Rs.87.72 lacs has been prepared for

arranging administrative approval and allotment of funds. The scope of the work entered in the estimate

has not been included in any earlier approved estimate. The estimate includes the following scope of

works.

A) Civil Work:-

I) Preparation of Sub Grade

II) Providing and laying C.C.1:8:16.

III) Providing and laying C.C. pavement 1:2:4

IV) 18mm thick rubbed red stone flooring

V) Providing and fixing dark brown tile

VI) Providing and fixing PCC kerbs of size 2’-9” having 4” thickness

B) Horticulture Work in Green Belt complete in all respect.

C) Provision of Lights in Green Belt for High Mast Pole complete in all respects.

D) Provision for spilinker irrigation system and laying of water supply lines complete in all

respect.

The expenditure on this work shall be charged under Head “4217 (P) “Landscaping”. The

budget allocation cost of already approved estimate and expenditure incurred under this head is as under:

1. Budget allocation for the year 2014-15 Rs.90.00 lacs

2. Total amount of estimate sanctioned after 1.04.14 Rs.94.70 lacs

3. The expenditure incurred during current Rs. 45.36 Lacs

Subject: Rough Cost Estimate for furnishing and equipping of Auditorium Portion of

Mahila Bhawan, Sector 38, Chandigarh.

(Amount Rs. 139.78 lacs)

The project of Mahila Bhawan has been completed except auditorium. For the smooth

functioning of Mahila Bhawan, the Auditorium is also required to furnish in all respect.

Accordingly, the Rough Cost Estimate amounting to Rs.139.78 lacs has been prepared

and submitted for arranging administrative approval and allotment of funds from the competent authority of

M.C., Chandigarh under appropriate head of account.

The following scope of the work has been taken in the estimate.

1. Site preparation component. 2. Stage lighting and stage furnishing. 3. Sound system 4. Projection system 5. HVAC system

It is certified that scope of work taken in this estimate has not earlier included in any of the

estimate.

The expenditure on this work will be charged under the Head ”Civic Work”. The budget

estimate, budget allocation, amount of already approved estimate and expenditure under this head for

Roads Division No.3 is as under:-

i. Budget Allocation for the year 2014-15 Rs.470.00 lacs

ii. Total amount of estimates sanctioned after 01.04.2014 Rs.59.62 lacs

iii. Expenditure incurred during current financial year. Rs.444.58 lacs

Subject:- Expression of interest for lease out of office space at 2nd and 3rd floor, New Over bridge, Sector 17, Chandigarh.

The Municipal Corporation has constructed office space at 2nd and 3rd floor,

consisting 30.331.60 Sq. Ft. (7582.9 x4 Sq. Ft.) at New Over bridge, Sector 17, Chandigarh. An

agenda item regarding fixation of rent in respect of said 4 Nos. office spaces at over bridge,

Sector 17, CHD was placed before the General House of the Corporation for consideration and

decision. The General House in its 211th meeting held on 31.10.2014 vide agenda item No. 5

passed the following resolution :-

“The House considered & approved that this property be rented out to the Government offices, Government undertakings or banks. It was decided to keep the reserve price Rs. 75/-per sq.ft. per month. It was further resolved that sealed applications be invited from all above mentioned agencies, desirous of taking this property on rent. The applicant should also mention the rent per sq. ft. per month that the applicant is willing to pay for the usages of the property.

All the taxes be the responsibility of the lessee. It was decided that the preference be given to the applicant who take the entire area” Further a meeting was held on 05.12.2014 at 4:00 PM under the Chairmanship

Additional Commissioner-I to finalize the terms and conditions for disposal of 4 nos. office space

at New Over Bridge, Sector 17, Chandigarh. Copy of minutes is enclosed at annexure “A” in

which terms and conditions recommended.

With the approval of Commissioner, Municipal Corporation the terms and conditions

and expression of interest was invited by publish public notice in news papers dated 09.02.2015

as also informing agencies who have been visited the office for the same on 16.02.2015 at 10:00

am in the Committee Room for clarifications of works to be done by the MCC before handing

over the possession.

After the notice pre-bid conference was held on 16.02.2015 in the committee room

copy of pre-bid meeting “Annexure “B” as listed in the notice based on the pre-bid meeting

contained changes were recommended in the terms and conditions and the Commissioner,

Municipal Corporation, Chandigarh agreed with the terms and conditions framed by the

committee.”. The above amendments were put on the website of MCC and invited period of

submission of expression of interest was extended for 09.03.2015. Two expression of interest

was received one from Debt Recovery Tribunal-I and 2nd from Income Tax Department. Out of

which one expression of Interest from Income Tax Department received in the office of

Commissioner Municipal Corporation, Chandigarh at 5:40 pm on 09.03.2015. Both the

expression of interest was placed before the committee and a detail of which is as under:-

annexed at annexure “C” for consideration and approval.

In view of above, the matter may be placed before the General House of the

Corporation for consideration and approval.

Subject: Rough Cost Estimate for re-carpetting of V-5 road of Sector-11, Chandigarh.

(Amount Rs. 75.76 lacs)

The rough cost estimate of re-carpetting of V-5 road of Sector-11 has been framed. This

road was last carpetted in the year, March, 2010 and is due for re-carpetting as per policy of Municipal

Corporation, Chandigarh. The existing condition of road is very bad and beyond repairable may damage

more with the time. The undersigned along with SDE inspected the site and found that the work is

feasible. The patch work is taken in the estimate is as per actual at site of work.

Accordingly, the Rough Cost Estimate amounting to Rs.75.76 lacs has been prepared and

submitted for arranging administrative approval and allotment of funds from the competent authority of

M.C., Chandigarh under appropriate head of account.

The following scope of the work has been taken in the estimate.

1. Dismantling/re-fixing of PCC kerbs and channels. 2. Providing and fixing PCC kerbs of size 2’x9”x4”. 3. Providing and laying PCC channels of size 2’x1’x3” 4. Providing and applying tack coat of 3 kg/10 sqm. 5. Providing and laying 30 mm thick B.C.

It is certified that scope of work taken in this estimate has not earlier included in any of the

estimate.

The expenditure on this work will be charged under the Head “Improvement of Road

Parking Places and Infrastructure Facility”. The budget estimate, budget allocation, amount of already

approved estimate and expenditure under this head for Roads Division No.3 is as under:-

Subject:- Providing 500 KVA D.G Set two Nos. for uninterrupted Electrical Power

Supply to Multi Level Parking near Gurdev Studio, Sector 17, Under M.C,

Chandigarh.

(Amount Rs. 96.45 Lacs.)

The Municipal Corporation Chandigarh proposes to provide two Nos. Diesel Generating

Sets to meet up any power supply failure in the underground parking. The forced ventilation system as

designed by the Road Wing of Municipal Corporation which will consume 294 KWs in normal conditions

& 696 KWs in emergency conditions i.e., fire hazard. The HT power will not be available in the emergency

conditions and the 696+45 KWs (water pumps KWs load) say 926 KVA D.G. Sets is to be meet up with

1000 KVA Diesel Generating Set. Hence two numbers 500 KVA have been proposed. It is certified that the

site has been visited & inspected by the E.E. (Elect.) alongwith concerned SDE/Elect. and JE incharge of

the area. Therefore, this estimate has been prepared as per site requirement for the convenience of the

general public using this parking. Accordingly this estimate amounting to Rs. 96.45 Lacs has been framed

for seeking administrative approval under Head “4217 (Plan) Electrification”.

The Scope of work involve:- (i) 02 Nos. 500 KVA D.G. Set (ii) AMF Panel (iii) Copper

Earth Plate Electrode (iv) Copper Earth Strip 50mm x 6mm in surface/recess (v) Copper multi standard

cable loose 300 sq mm.

The agenda item amounting to Rs. 96.45 lacs has been framed for seeking Administrative

Approval under the head 4217 (Plan) Electrification.

The agenda is placed before the General House of Corporation for its consideration and

decision please.

Subject:- Providing HT/LT Power Supply for Multilevel Parking, Near Gurdev Studio,

Sector 17, Under M.C, Chandigarh.

(Amount Rs. 175.14 Lacs.)

The Municipal Corporation Chandigarh proposes to provide HT/LT power supply to meet

up power requirements of underground parking. The forced ventilation system as designed by the Road

wing of municipal corporation which will consume 294 KWs in normal running and 744 KWs in

emergency conditions i.e., fire hazard. The other power requirement for lighting, water pumps, parking

management system, lifts etc in totality is around 942 Kilowatts. Hence two Nos. 3 Phase Indoor Package

Type Transformer 750 KVA capacity 11 KV/433V rating along with allied components such as control

cable, DWC pipe for main cable, G.I Pipe, EDO ACB, RMU, VCB, tri vector meter CORE 120 Sq. mm

HT cable and Main LT Panel consisting bus bars of required size including MCCBs of various capacity and

other accessory as required. It is certified that the site has been visited and inspected by the EE/Elect.

alongwith the concerned SDE/Elect. & JE incharge of the area. Therefore, this estimate has been prepared

as per site requirement for the convenience of the general public using this parking. Accordingly this

estimate amounting to Rs. 175.14 Lacs has been framed for seeking administrative approval under Head

Subject:- Disposal of shops at Subway Sector-17/22 Chandigarh.

The Chandigarh Administration transferred 14 shops, Subway, Sector 17/22

Chandigarh to the Municipal Corporation, Chandigarh vide Order No. 47/MA dated 11.04.1997 as

a source of earning revenue of Municipal Corporation, Chandigarh. These shops were licensed

out on monthly rent basis for a period of 5 years on the terms and conditions approved by F&CC.

The tenants have not paid the enhanced rent and ultimately some of them surrendered/vacated

the shops. Out of 14 shops the status of Shop No. 2, 9 and 14 is concerned, the court case of

shop No.14 is pending in the Hon’ble High Court, Chandigarh for set aside the order dated

11.11.2013 passed by Additional District Judge, Chandigarh and set aside the order dated

21.03.2003 passed by the Arbitrator. The court case of shop No. 2 & 9 is pending before the

Additional Commissioner-I-Cum-Estate Officer for recovery of rent. The physical possession of

11 shops is lying with the Corporation.

The Finance Secretary, Chd. Admn. has accorded the approval to convert these

shops from lease hold basis to free hold basis vide order No. 11/1/66-UTFI(2-2008/1865 dated

11.03.2008, but these shops were not auctioned so far due to the approval of SLG was awaited.

An agenda regarding disposal of such shops was placed before the F&CC in its 227

meeting held on 11.02.2013 for consideration the F&CC resolved as under:- (Annexure “A”).

“The committee considered and approved that the auction process be

initiated for the sale of these shops on free hold basis and a proposal for

fixing of reserve price for the sale of these shops be brought before the

Committee.”

According to decision of F&CC, the Municipal Corporation, Chandigarh vide letter

No. 2687 dated 01.05.2013 requested the Secretary Local Govt. Chandigarh Admn. for

permission to auction of these shops on free hold basis by way of public auction, so this

Corporation may earn revenue or provide public utility services to the city.

The Corporation requested vide letter No. 1184 dated 25.02.2014 to the Secretary

Local Govt. Chandigarh Admn. for permission to auction of these shops on free hold basis as

there is a condition in the letter Memo No. 6/1/59-FII(9) -2013/3894 dated 16.05.2013 where by it

is mentioned that “MC shall not sell to reduce its deficit. U.T Admn. will not be approving such

proposal ”(Annexure “B”)

Further the Secretary Local Govt. vide letter No. 1835-FII(9)-2014/11193 dated

31.12.2014 has intimated that they have examined the matter in consultation with the Finance

Department and intimated that “Municipal Corporations are local Govt.’s which should work as

ideal revenue generating models” and requested to take decision at own level Annexure”C”.

In view of above, the matter is placed before the General House of the Corporation

for consideration and decision whether these shops may be disposed on lease hold basis for 99

years through open auction instead of “free hold basis”. The minimum reserve price, terms &

condition and trade of these shops shall be fixed by the F&CC after the decision of the General

House.

Subject: Up-gradation of existing post of Assistant Engineer (Mechanical) to Sub

Divisional Engineer(Mechanical) in the pay scale of Rs. 15600-39100+5400

Grade Pay

The Commissioner office has only one post of Junior Engineer (Mechanical) and

one post of Sub Divisional Engineer (Building & Enforcement). There is no promotional avenues

for Junior Engineer (Mechanical) as there is no post of Sub Divisional Engineer (Mechanical) in

CMC office and for promotion to the post of SDE(Building & Enforcement), qualification of

Diploma in Civil is essential. However, this office has already sent proposal to Chandigarh

Administration to create 01 posts of SDE(Mech) vide letter dated 23.8.2013, which is still awaited.

Sh. Rakesh Kumar was appointed as Junior Engineer (Mechanical) on 25.10.2000

and now he is Assistant Engineer (Mechanical) and his pay scale is Rs. 15600-39100+5400 GP.

He has completed more than 14 years of service as Junior Engineer/Assistant Engineer

(Mechanical)

The MC, Chandigarh has purchased many vehicles since last 6/7 years which

needs to maintain properly. Due to heavy work load in Mechanical Wing the post of

SDE(Mechanical) become essential, as it will enhance the efficiency better quality of work.

The pay scale of SDE (Mech.) & AE(Mechanical) is equal, Sh. Rakesh Kumar,

AE(Mechanical) is already drawing salary more than the salary of SDE(Mechanical) and there will

be no financial burden upon the office. The matter is placed before the House for the upgrading of

existing post of Section Officer (Mechanical) to SDE(Mechanical) as a measure personal to him in

the pay scale of Rs. 15600-39100+5400, till the sanction of post of Sub Divisional Engineer

(Mechanical) by the Chandigarh Administration holding the post of Section Officer (Mechanical) in

abeyance. After the retirement of Sh. Rakesh Kumar, Assistant Engineer (Mechanical) the post of

SDE (Mechanical) so created shall cease to exist & post shall revert back to Section Officer

(Mechanical).

Subject: Agenda for the creation of one more sub division and staff under the control

of Horticulture Divn, MC, Chandigarh.

In order to maintain the ecological balance and to ensure environmental stability

and livelihood security the drive of the MCC is to achieve targets of massive plantation. During

the year 2010, a notification was issued by the Chandigarh Administration, Local Government

Department, Chandigarh on 30.9.2010 wherein the following the works/function were transferred

by the Administration to the MC, Chandigarh.

1. V-3 Roads, Green Belts and Gardens.

All V-3 roads, all Green Belts and Gardens (Bougainvillea Garden, Leisure Valley,

Rajindra Garden, Rose Garden and Bamboo Valley) and open spaces except Sukhna Lake are

subject to the conditions that:-

a) All ongoing tourism works/works under process on the V-3 roads and in Green

Belts/Garden shall be completed by the Engineering Department.

b) The existing staff as a result of the transfer of the V-3 roads and green

belts/open spaces/gardens shall continue to took after these functions till

31.3.2011 or till the time the Municipal Corporation creates the required number

of posts and fills up whichever is earlier.

Consequent upon the above notification the SE Const. Circle-II, UT, Chandigarh

issued a letter bearing No. A3/2011/7710 dated 5.5.2011 vide which it was decided to transfer the

above works to the MC, Chandigarh.

Due to the above notification, it was decided to transfer the 105 no. employees as

per details given below:-

The financial implication for the creation of these posts has been worked out and it

comes to Rs. 25396172/- as per statement placed below. The provision for the budget for filing up

these posts shall be kept in the next year in the budget.

This matter has been approved by Chief Engineer, MC, Chandigarh for placing the

matter as Agenda item for approval in the General House Meeting of the Corporation. A copy of

the note approved by Chief Engineer, MC, Chandigarh is placed below at Flag/A.

In view of the details position given below, it is requested that the case for the

creation of one more sub division along with the staff proposed above under the control of this

division may please be forwarded to the higher authorities for approval and for placing the matter

before the General House Meeting may be held in the near future.

Subject: Estimate for the work of repair, strengthening and testing of existing 6 MG capacity S&S Tank No 2 at Sector 39 Water Works U.T. Chandigarh.

There are 07 No raw water storage tanks each having 6 MG capacity at Water Works

Sector 39 Chandigarh, out of which Tank No 2 is lying abandoned due to leakage in it thereby

reducing the storage capacity by 6 MG at Water Works Sector 39. This tank was constructed in

the year 1987 by the Project Public Wing of Chandigarh Administration. Due to rise in ground

water table at Water Works Sector 39, the uplift pressure on the tank got increased causing

longitudinal as well as vertical cracks and water started leaking from these cracks. To save the

water and the adjoining structures in the vicinity, this tank was not put in use. So, it is required to

repair and strengthen the defective tank No 2 to increase the raw water storage. As there is a

level difference in existing tanks, this tank was not utilized to its maximum capacity, so it is also

required to increase the height of the tank to increase the storage capacity of this tank by 1 MG.

The estimate for the repair, strengthening & testing of existing tank No 2 including

raising its height by 1’-6” has been prepared after taking advice from the Consultant Dr. I.C. Syal,

a renowned and reputed Structural Engineer, who after inspecting the site and studying the crack

pattern has advised remedial measures for its repair and strengthening. Thus, the estimate for

strengthening of existing 6 MG capacity S&S Tank No 2 at Sector 39 Water Works U.T.

Chandigarh duly checked for Rs. 149.60 Lacs has been allowed by the competent authority to be

placed before the General House of Municipal Corporation Chandigarh for consideration and

approval.

Accordingly, the agenda is hereby placed before the General House of Municipal

It is submitted that Horticulture Division, M.C.Chandigarh have developed various

Green Belts/Gardens/Parks under its control during the last three years. It is submitted that the

Horticulture Division, M.C.Chandigarh is maintaining the gardens with the deployment of malies

appointed here at Annexure „B‟.:-

Besides above, all V-3 to V-6 roads and Community Centres are also being

maintenance thereof @2.48 paisa per sqmt. by them and the rest 1274 are still being maintained

by this division. It is further mentioned here that there are only 933 Malies working in Horticulture

Division, M.C.Chandigarh who are deployed to maintain the Green Belts/Parks/Gardens etc.

There is a shortfall of 700 Malies because as per norms total staff required is 1633 at

Annexure ‟C‟. Therefore, due to paucity of Malies, it has become difficult to maintain parks even

and further the areas which are being developed area also needed to be looked after. The details

Subject: Handing over of operation, running and maintenance of various public toilet

blocks in green belts and gardens of Chandigarh on operation & transfer

basis to registered Residents Welfare Associations.

After taking over the possession of Public Toilet Blocks in various Markets of

Chandigarh from the previous company, various Market Welfare Associations approached the

Municipal Corporation, Chandigarh and appraised the problem/inconvenience being faced by the

public due to closure of Public Toilets. As such to tide over the crisis, the issue in form of an

Agenda was placed before the Finance & Contract Committee in its 237th Meeting dated

29.5.2014 resolved to handover the Toilet Blocks to various Market Welfare Associations for

period of one year and as per conditions mentioned in the Agenda. Subsequently as per minutes

of 238th meeting of F&CC held on 28.6.2014, the Agenda was placed before the Municipal

Corporation in its 208th General House Meeting held on 28.7.2014 for consideration. The House

considered and ratified the decision of F&CC in its 238th Meeting held on dated 28.6.2014 for

giving Public Toilets of Markets on O&T basis to Market Welfare Associations @ Rs. 12,500/- per

month per toilet. Municipal Corporation in its next House Meeting i.e. 209th meeting held on

29.8.2014 issued the Minutes as under:-

It was resolved that the date of handing over of toilets be the cut of date for the charges.

Further it was also resolved that other toilets situated in Green Belts of Gardens also be

handed over to the Residents Welfare Associations.

“The House considered & confirmed the minutes of 208th meeting of the General House

held on 28.7.2014 at 11.00 a.m. alongwith aforesaid amendments.”

In view of the aforesaid Minutes of General House of Municipal Corporation, it is

proposed that the operation & maintenance of Public Toilet Blocks in various Green Belts and

Gardens may be handed over for period of one year to the respective Residents Welfare

Associations on the same pattern i.e. on “AS IT IS AND WHERE IT IS” basis. The inventory

shall require to be signed by the registered Residents Welfare Associations and the

representative of Engineer-in-charge. The MOU will also have to be signed between the

registered Residents Welfare Associations (RWA) and the Municipal Corporation, Chandigarh. It

is pertinent to mention that the toilet blocks in Markets are used to be opened for 12 hours

continuously in a day for public at large while the toilet blocks in Green Belts are opened for total

8 hours in Morning & Evening shifts for convenience of users. The Public have to pay nominal

charges for facility of WC seats in Toilet blocks of markets whereas in case of Green Belt toilet

blocks, is free of cost for all users. The Terms & Conditions of the MOU required to be signed

between the registered RWA and the Municipal Corporation, Chandigarh are proposed as

below:

1 a The MCC Public Toilet(s) in Green Belts/ Gardens shall be allotted for operation and

maintenance for period of one year starting from the day of the signing of Memorandum of

Understanding (MOU) to the registered Residents Welfare Association or from the date of

actual handing over the toilet blocks to the Association only of that sector, prominently

comprising the Residents of surrounding of the Public Toilet. However, the Municipal

Corporation, Chandigarh reserves the right to increase or decrease the time limit for the

operation and maintenance and may also cancel the permissions anytime if it is needed,

and if it happens, the Municipal Corporation Chandigarh will take over the MCC Public Toilet

immediately. The toilet(s) will be handed over to the Residents Welfare Association on “AS

IT IS AND WHERE IT IS” basis. The inventory shall be signed by the registered Residents

Welfare Association and the officer /official representing Municipal Corporation. The

registered Residents Welfare Association will use the Public Toilet only for operation and

maintenance and shall not transfer the maintenance of the Public Toilets to any other

person, society, company, Department; organization etc. and the Association shall not enter

into sub-Agreement for maintenance etc. with third party. No advertisement on walls of toilet

blocks or curtain wall shall be allowed to be displayed by the Residents Welfare Association

(RWA).

1 b The MOU shall have to be signed by the Registered RWA within 15 days from the date of handing over the toilet block(s).

2 a For operation and maintenance purpose a grant in aid of Rs.8500/- per month per toilet

block (including Electricity & Water bills) will be paid to the registered RWA which includes

regular cleaning of toilets/urinals/floors/walls/roofs and ceiling of the toilet blocks and ensure

continuous availability of clean water, requisite quantity of cleaning materials such as

phenyl, acid, naphthalene balls, soap, hand driers for the use of the users, removal of

shrubs/plants.

2 b The grant in aid of Rs.8500/- per month per toilet block (including Electricity & Water bills) to

registered RWA will be for toilets in Green Belts /Gardens except for toilet blocks in Rose

Garden (Sector 16), Shanti Kunj (Sector 16) and Japanese Garden (Sector 31). For toilet

blocks in these Garden, the Grant shall be Rs. 4500/- per month per toilet block because for

these toilets, the user charges for W.C. shall be Rs. 2/- per use.

2 c The Minor repair like blockage and replacement of PVC connections, spindles and washers

etc. will be carried out by the RWA without any extra cost of Municipal Corporation. In case

of loss of fittings & fixtures or any other items or any damage to the structure, the RWA

shall be responsible for making good the same at his own cost.

2 d In case of complaint of blockage of traps or lines or supply of water from roof tanks etc. are

not attended and rectified by the RWA within the reasonable period to ensure the proper

and un interrupted services to the public at large, then the same if required shall be done by

Municipal Corporation at the cost of RWA. The expenditure if any, so incurred shall be

deducted from the grant to the RWA.

2 e The RWA shall maintain and upkeep the toilet blocks always neat and clean for the

users. In case of dirtiness or deficiency in service, a fine of Rs. 200/- per day per toilet

block will be imposed by the Municipal Corporation at the first instance. On the Second

instance in the same week, the fine shall be increased to Rs. 500/- per day per toilet block.

Thereafter, the non compliance of the directions of the representative of Municipal

Corporation, Chandigarh to ensure cleanliness, the MOU shall liable to be terminated after

giving reasonable opportunity to the RWA.

2 f It shall be ensured by RWA that the toilet block(s) is/are kept in neat and clean condition by

following the periodic CHECKLIST SCHEDULE attached herein as per Annexure.

3 The grant to the Maintaining Agency (RWA), by the Municipal Corporation, Chandigarh will

be given by 7th of every month. From the third month, grant shall be released after receipt of

Utilization of Certificate (UC) of the month preceding the previous month. However, the

grant will only be released after receipt of proof of depositing of Electricity and Water bills

with the concerned Department for the preceding month.

4 a There will not be any user charges for urination and WC for toilet blocks in Green

Belts /Parks for all users. However for toilet blocks in Rose Garden (Sector 16), Shanti

Kunj (Sector 16) and Japanese Garden (Sector 31) the user charges for W.C. shall be Rs.

2/- per use and urination will be free for all users.

In case any complaint of demanding charges for urination or WC from the users is received,

the Corporation is empowered to impose penalty of Rs 500/- for each such instance.

Frequent receipt of such complaints will liable to termination of MOU alongwith imposition of

penalty as deem fit by the EIC, after providing an opportunity of hearing to the RWA.

However for WC charges wherever applicable the same should not be over charged. In

case the complaint of overcharging is received, the RWA shall be panelized as specified

above.

5 a The registered Residents Welfare Association shall maintain the said Public Toilet Block(s)

to the satisfaction of Executive Engineer, (MC, Public Health Division no. 4.) or any other

officer empowered by the Chief Engineer, Municipal Corporation, Chandigarh on his behalf.

The registered Residents Welfare Association will not allow any kind of encroachment inside

or outside of the Public Toilet and will be responsible for proper watch and ward of the Toilet

Blocks for 24 hours. The employee deputed by the registered Residents Welfare

Association will not reside or cook food inside the toilet. The ownership control, possession

and supervision of the said Public Toilet Blocks shall remain with the Municipal Corporation,

Chandigarh. The timings for opening and closing of toilets shall be 5.30 AM to 9.30 PM &

5.00 PM to 9.00 PM during Summer and 6.30 AM to 10.30 AM & 4.00 PM to 8.00 PM during

Winter or as per the instructions of Municipal Corporation for convenience of the public at

large. The registered Residents Welfare Association will deploy requisite staff for its

Operation & Maintenance.

5 b Any dispute/any compensation/any penalty /statuary requirements will be the sole

responsibility of RWA during the period as per MOU. Any dispute arising with other

departments/Authorities will be the sole liability of RWA. Municipal Corporation, Chandigarh

will not be responsible or any damage, theft, loss of life, compensation during the said

period of MOU.

6 a The registered Residents Welfare Association shall prominently display that the said Public

prohibition what-so-ever.

6 b NO COMMERCIAL ADVERTISEMENT PANEL SHALL BE ALLOWED INSIDE/ OUTSIDE

THE TOILET BLOCKS area to be maintained by the Resident Welfare Association.

However RWA shall erect the informatory SIGN BOARD of minimum size 2’-6”x 3’-6” in

English, Hindi & Punjabi languages at entrance or appropriate visible place on toilet block

6 d A PUBLIC COMPLAINT BOOK will be maintained at each toilet block by the RWA, which will be easily accessible to the users/complainants. [[

7 The registered Residents Welfare Association shall not erect, construct or put any sort of

structure, movable or immovable, temporary or permanent or semi-permanent without any

written consent of Chief Engineer, Municipal Corporation, Chandigarh or any other officer

empowered by him on his behalf for the purpose of maintenance of the said MCC Public

Toilet. In case there is any requirement of additional/replacement of water/sewerage

pipeline for smooth operation and maintenance of the Public Toilet, that will be laid by the

Municipal Corporation, Chandigarh on a written request of the Residents Welfare

Association, by assessing the feasibility and need of the same.[

8 In case of any breach or violation of any terms and condition of this MOU for operation and

maintenance of the said Public Toilets, the MOU shall stand terminated and the decision of

the Commissioner, Municipal Corporation, Chandigarh or any other officer empowered by

him on his behalf shall be final. However, before the initiation of termination proceedings,

the registered Residents Welfare Association would be given a 15 days show cause notice

to explain the position. In the event of winding up of the Residents Welfare Association or

becoming insolvent or dissolved, the MOU for maintenance of Public Toilets shall stand

terminated automatically and transferees or assignees etc. of the registered Residents

Welfare Association shall not be entitled to continue with the maintenance of the said MCC

Public Toilet in Green Belt /Garden and shall not claim any right, title or interest in the said

Public Toilet(s).

9 All disputes and differences arising out of any way touching or concerning the MOU,

regarding maintenance of MCC Public Toilet otherwise herein before provided for shall be

referred to sole Arbitrator to Commissioner, Municipal Corporation, Chandigarh or his

nominee. There will be no objection to any such appointment, that the Arbitrator appointed is

a Government servant or that he had to deal with the matter of which this indenture refers

and that during the course of his duties as such Govt. servant has expressed view on all or

any other matters in dispute or differences. The award of the arbitrator so appointed shall be

final and binding upon the parties. In case of any dispute arises with Municipal Corporation,

Chandigarh the jurisdiction is of the Civil Court at Chandigarh.

10 Municipal Corporation, Chandigarh shall have no liability (Civil or criminal) in respect of any

claim of any third person against the Residents Welfare Association in connection with the

operation and maintenance of the said MCC Public Toilet. The registered Residents Welfare

Association shall also abide by all the instructions and orders issued by Engineer-in-charge

any other officer empowered by him from time to time and the Municipal Corporation,

Chandigarh shall have the right to post its supervisors in the said MCC Toilet Blocks at their

discretion and its officers or Authorized representatives shall have access to it at all hours to

the said MCC Public Toilet or any part thereof and the registered Residents Welfare

Association shall have no objection what-so-ever for the same. Junior Engineer (Public

Health) concerned of the area will be Ex-officio member of the registered Residents Welfare

Association.

11a In the event of termination of MOU prior to agreed period or any expiry of period of the MOU

for maintenance to the said MCC Public Toilet(s), all assets (movable and immovable) shall

vest with Municipal Corporation, Chandigarh. However, on the completion of the MOU

period, the registered RWA shall handover the vacant possession of the public toilet(s)

alongwith all fittings, fixtures etc. in good running condition to Municipal Corporation,

Chandigarh as handed over to the RWA. No due certificate of Electricity and water bills will

also be obtained from the concerned Department and will be deposited to Municipal

Corporation after the expiry of the MOU period.

11 b

The registered RWA will only operate and maintain the toilet block on operation & transfer

basis as per conditions contained in this MOU and the display of advertisements shall

however remain Municipal Corporation, Chandigarh.

11 c

That any matter not covered in this contract shall be mutually discussed and settled by both

the Parties.

The matter of handing over of operation and maintenance of Public Toilet Blocks in

various Green Belts and Gardens in Chandigarh to registered Resident Welfare Associations is

placed before the General House for its consideration and approval as per the Terms &

Based on present day population, demand for domestic, institutional, industrial,

commercial & irrigation purpose is 110 MGD whereas availability of water is 86 MGD. In this year

additional 3 MGD raw water is being supplied to MES Chandimandir as their share and 6 MGD of

raw water will be given to HUDA (Panchkula) shortly, which will further increase the gap between

availability and demand of water in the city. After giving share to HUDA (Panchkula). So, it is very

much essential that the abandoned tubewells may be rebored to bridge this gap.

With the passage of time the rated discharge of existing tubewells i.e. FJ-19, RN-

27, RN-83 & Near Police station, Sector-26 feeding to water works, Sector-26, Chandigarh has

declined. The Hydrologist has recommended these tubewells. This detail of these tubewells is as

These tubewells have been got inspected from the re-knowned ground water

hydrologist M/s D.S. Aqua Solutions, SAS Nagar Mohali. After the inspection of tubewells it has

been recommended by the consultant that the tubewells are to be abandoned as the borewell

have been completed filled with silt/sand and the pipes are completely blocked, there are no

chances of revival of the same as the sand/silt filling has taken place moreover the tubewells

have already outlived their life.

Keeping in view the above report, it has been proposed to abandoned these low

discharge and sand filled t/wells and install new tubewells as the spring level is depleting 2.5 mtr -

3.00 mtr. every year. It is expected that with the installation of new tubewells yield/discharge of

55.0m3/hour/tubewell shall be made available. Thus with 22 running hours the expected

discharge from 4 no tubewells shall be about 1.0 MGD.

Accordingly the estimate amounting to Rs.124.60 Lacs was prepared for the

installation of 4 No. new tubewells in lieu of low discharge/abandoned tubewells. It includes 3%

contingency & P.E. charges and 1% labour cess charges which was submitted for Admn.

approval from the competent authority. The necessity credit for old material has been considered

developed on this road and requires immediate re-carpeting.

Accordingly a rough cost estimate amounting to Rs.53.73 lacs has been prepared for

arranging administrative approval and allotment of funds. The scope of the work entered in the estimate

carpetted in February, 2010 and is due for carpeting in February, 2015 as per policy of Municipal

Corporation, Chandigarh. The road surface getting cracks and may damage more with the time.

Accordingly, the Rough Cost Estimate amounting to Rs.94.94 lacs has been prepared and

submitted for arranging administrative approval and allotment of funds from the competent authority of

M.C., Chandigarh under appropriate head of account.

The rough cost estimate for the work of providing and laying 40 mm thick bituminous

concrete on V-3 road, Jn. 59 to U.T. Boundary (between Sector 51 and Sector 52), Chandigarh has been

framed because the road leading to Mohali from Jn. 59 are heavily intensed with traffic and tear of the

road is more than the other roads leading to Mohali due to traffic intensity. As per the policy of M.C.

renewal coat is due and the road was last carpetted by Engineering Department, Chandigarh

Administration, U.T., Chandigarh in April, 2010. The undersigned alongwith SDE inspected the site and

found the work is feasible

Accordingly, the Rough Cost Estimate amounting to Rs.101.78 lacs has been prepared

and submitted for arranging administrative approval and allotment of funds from the competent authority of

M.C., Chandigarh under appropriate head of account.

The following scope of the work has been taken in the estimate.

1. Dismantling of existing kerbs and channels.

2. Refixing of new/old PCC kerbs and channels.

3. Providing and fixing PCC kerbs of size1’-0”x1’-0” having 4” thickness.

4. Providing and fixing PCC channels of size 2’-0”x1’-0” having 3” thickness.

5. Providing and laying tack coat @ 3 kg/10 sqm.

6. Providing and laying 40 mm thick bituminous concrete.

It is certified that scope of work taken in this estimate has not earlier included in any of the

estimate.

The expenditure on this work will be charged under the Head “Improvement of Road

Parking Places and Infrastructure Facility”. The budget estimate, budget allocation, amount of already

approved estimate and expenditure under this head for Roads Division No.3 is as under:-

i. Budget Allocation for the year 2014-15 Rs.1300.00 lacs

ii. Total amount of estimates sanctioned after 01.04.2014 Rs.1620.92 lacs

iii. Expenditure incurred during current financial year. Rs.1278.00 lacs

The matter is placed before the General House of Municipal Corporation, Chandigarh for

consideration and decision please.
