MEPs will quiz the Council and Commission on the lack of financial contributions by member states to two new EU funds set up to deal with the Syrian crisis and to address the root causes for irregular migration in Africa, in addition to the €0.5 bn and €1.8 bn resp., already earmarked in the EU budget. Aviation package. Possible measures to improve the competitiveness of the EU aviation sector will be the subject of a debate on Wednesday afternoon and a resolution that will feed into Commission proposals expected by the end of the year. EU electoral law. Parliament will vote on a future electoral reform to enable all EU citizens living abroad to vote in European elections. The proposal also advocates mandatory thresholds for obtaining seats in the European Parliament, ranging from 3 to 5% of the vote, to be applied in single-constituency countries or constituencies with more than 26 seats. And they want lead candidates for the post of Commission president ("Sptizenkandidaten") to be nominated by EU political parties at least 12 weeks before the elections. The debate was held on 27 October. Committees Greece: financial assistance. The economic and monetary committee will debate the macroeconomic adjustment programme for Greece with Eurogroup president Jeroen Dijsselbloem and European Stability Mechanism (ESM) managing director Klaus Regling. It will then discuss the institutional set-up for macroeconomic adjustment programmes and the role of the ESM in general with Mr Dijsselbloem alone. (Tuesday) ECB/Mario Draghi. The economic and monetary committee will discuss the quantitative easing programme, interest rates and ways to address low inflation with the ECB president, Mario Draghi. (Thursday) Energy Union. The industry, research and energy committee will vote on its priorities for the EU's future energy union set out in a resolution covering energy security and diversification of supply, including the Nordstream pipeline, energy efficiency and binding targets, and the governance of the energy union. (Tuesday) President's agenda. President Schulz will attend the Valletta Summit on migration on Wednesday and Thursday. A day earlier he will speak at the Parliament of Malta and meet with Maltese Prime Minister Joseph Muscat. Press briefing. The European Parliament is sending a cross-committee mission to the annual InternetGovernance Forum (IGF) meeting, which will take place from 10 to 13 November 2015 inJoão Pessoa, Brazil. The Civil Liberties, Justice and Home Affairs Committee will be represented by MichałBoni (EPP, PL) and Josef Weidenholzer (S&D, AT), the Legal Affairs Committee byTherese Comodini-Cachia (EPP, MT) and Virginie Rozière (S&D, FR), the Industry,Research and Energy Committee by Carlos Zorrinho (S&D, PT) and David Borrelli (EFDD, IT), the Culture and Education Committee by Sabine Verheyen(EPP, DE) and Julie Ward (S&D, UK), STOA by Eva Kaili (S&D, EL). The IGF is a direct outcome of the World Summit on the Information Society (WSIS) heldin Tunis in 2005. Its main purpose is to bring people together from all stakeholder groupsto engage as equals in a dialogue on public policy issues related to the Internet and itsgovernance. The EU was a key player in the 2002-2005 WSIS, which led to the design ofthe Internet governance system we have today. The European Parliament sent an ad-hocdelegation to the 2005 WSIS and thereafter to every annual meeting of the IGF. Itstressed in its resolution of 11 February 2015 on the renewal of the mandate of theInternet Governance Forum that the Parliament should continue to participate in futureIGF meetings with a substantial delegation together with the member states and theEuropean Commission. The 10th IGF has been convened by the UN Secretary-General and will be held in JoãoPessoa, Brazil, on 10-13 November 2015 to discuss key elements of Internet governanceand set out the Forum's mandate, which is to be renewed by the UN General Assembly in2015. The IGF is a direct outcome of the World Summit on the Information Society (WSIS) heldin Tunis in 2005. Its main purpose is to bring people together from all stakeholder groupsto engage as equals in a dialogue on public policy issues related to the Internet and itsgovernance. The EU was a key player in the 2002-2005 WSIS, which led to the design ofthe Internet governance system we have today. The European Parliament sent an ad-hocdelegation to the 2005 WSIS and thereafter to every annual meeting of the IGF. Itstressed in its resolution of 11 February 2015 on the renewal of the mandate of theInternet Governance Forum that the Parliament should continue to participate in futureIGF meetings with a substantial delegation together with the member states and theEuropean Commission. The 10th IGF has been convened by the UN Secretary-General and will be held in JoãoPessoa, Brazil, on 10-13 November 2015 to discuss key elements of Internet governanceand set out the Forum's mandate, which is to be renewed by the UN General Assembly in2015.
