On October 14, 2019, WMAC held its first meeting. The agenda and meeting packet are posted online
www.deschutes.org/wildfirecommittee, and the meeting minutes will be uploaded upon approval.
I. Wildfire Hazard Map / Zone
The primary objective of this meeting is to discuss how to update Deschutes County Wildfire Hazard Zone
based on the Oregon Department of Forestry’s (ODF) criteria in Oregon Administrative Rules (OAR) 629-
044-0200 (weather, slope, fuel hazard, fuel distribution). Staff provided committee members a document
titled, “Summary of Wildfire Hazard Zones”, on October 14. This document covers the four factors that
comprise a Wildfire Hazard Zone and how each factor is determined. Please bring this document to the
October 21 meeting.
To prepare for this discussion, please find attached a series of maps (discussed below). The first map,
Attachment 1, is a jurisdictional map depicting federal, private and city properties. Attachments 2 – 7
identify each ODF hazard factor and applicable value or rating (i.e. 0-3), followed by a composite map
applying all four hazard factors with ratings County-wide (Attachment 8). Staff will present the methodology
at the meeting.
Per OAR 629, Wildfire Hazard Zones shall be determined based on a landscape approach. However, the
OAR does not define or prescribe a landscape approach. Staff will present maps (Attachments 9 – 12), which
provide examples of landscape approaches for the WMAC’s consideration. WMAC members are
encouraged to propose additional landscape approaches that staff prepare and present at the WMAC’s
subsequent meeting on November 4.
In preparation for this meeting, committee members should review the maps provided in the packet, and
consider:
What is the right geographic scale or landscape approach to update the County’s Wildfire Hazard
Zone?
What is the most appropriate methodology to score areas (raw numbers or rounding)?
II. Oregon State Building Code R-327.4 Decision Points
Another objective of the WMAC is to review and recommend whether and how to apply R-327.4
construction standards in areas under Deschutes County’s building jurisdiction, which include the
unincorporated County, and in the cities of Sisters and La Pine.
Staff will provide a summary of major R-327.4 decision points at this meeting. Discussions on these decision
points will begin on November 4. Staff believes it is important for the WMAC to clearly understand the
decision points prior to recommending one or more Wildfire Hazard Zones to the Board for consideration.
III. Next Steps
The next WMAC meeting will be on November 4. The agenda is currently expected to cover the following
major topics:
1. Continue review, discussion, and refinement of one or more Wildfire Hazard Zone concepts.
2. Discuss the estimated cost estimates to implement R-327.4. Staff will summarize available cost
estimates, and invite committee members to share information and discuss their perspectives of
the potential financial impact (building, insurance, etc.). Staff recognizes this is a key issue to several
WMAC members and to the Board of County Commissioners (Board).
3. Discuss R-327.4 in-depth, beginning with the threshold question of whether the County should
consider adopting this Code in any format prior to the WMAC’s spending significant time discussing
the specifics of implementation.
4. Staff will provide the first check-in with the Board following the first three WMAC meetings on
November 6.
