A Regular Meeting of the Board of Commissioners of Central Kitsap Fire and Rescue (CKFR) was called to order by Vice Chairman West at 4:00 PM (Admin Building), with the Vice Chairman leading the Pledge of Allegiance.
1. ADMINISTRATIVE ITEMS
A. Call to Order/Establish Quorum/Pledge of AllegianceVice Chairman verified a quorum was present. Chairman West is participatingtelephonically.

B. Vouchers: CurrentVouchers No. 33551 through No. 33604, dated through December 9, 2019, in thetotal amount of $305,350.36 were presented in accordance with RCW 52.16.050.This includes one (1) EFT for $1,999.01.

MOTION by Commissioner West to approve the consent items, as presented. SECOND by
Commissioner Earle. Motion PASSED unanimously by all Commissioners present and

A. Oath of Office for Elected Fire Commissioners (Guy Earle, Ken Erickson) –Attorney Ken BagwellAttorney Bagwell led both newly elected Commissioners in the Oath of Office.
B. 2020 Operating & Capital Budgets – Finance Director MauleNo substantial changes to the document since the Board’s last review at the October28th meeting.

MOTION by Commissioner Erickson to adopt the 2020 Operating and Capital Budgets, as
presented. SECOND by Commissioner Muhleman. Motion PASSED unanimously by all
Commissioners present and voting.
C. Resolution 19-20 Authorization to Transfer Monies Between Funds –
Finance Director Maule This Resolution is a normal housekeeping item requesting authorization to transfer funds in accordance with the District’s budget directives and 2019 adopted budget. MOTION by Commissioner Andrews to adopt Resolution 19-20 Authorization to Transfer
Monies Between Funds, as presented. SECOND by Commissioner West. Motion PASSED
unanimously by all Commissioners present and voting.
D. Resolution 19-21 General Fund Apparatus Purchases for 1 Water Tender
and 2 Medic Units (Supersedes Resolutions 19-08 & 19-13) – Chief Tague This Resolution specifies the HGAC as the purchasing agent for the two (2) new medic units. Hughes Fire Equipment is no longer partnering with Braun Ambulance and have picked up Life Line Ambulances. Staff intend to stay with a local supplier. This process has been vetted by General Counsel (Bagwell and Snure). MOTION by Commissioner Erickson to adopt Resolution 19-21 General Fund Apparatus
Purchases for 1 Water Tender and 2 Medic Units (Supersedes Resolutions 19-08 & 19-13),
as presented. SECOND by Commissioner Andrews. Motion PASSED unanimously by all
Commissioners present and voting.
E. BOC Policy: Bridges & Limited Access Roadways – Chief Oliver
Chief Oliver presented the updated BOC policy regarding limited access roadways and bridges. Updates include removals of the word “culverts” and enforcement language already included in the Operations SOP. MOTION by Commissioner Earle to adopt BOC Policy: Bridges & Limited Access
Roadways, as presented. SECOND by Commissioner Erickson. Motion PASSED
unanimously by all Commissioners present and voting.
F. Termination of Covenants for Fire Protection and Emergency Medical
Services – Chief Oliver Senate Bill 5010 provides a legislative fix for the District’s unprotected parcels. Staff are requesting to terminate the temporary covenant on 50 parcels so that the District can move forward with the annexation process. Commissioner Muhleman thanked Chief Oliver, Chief Weninger and Staff that had a role in this process. MOTION by Commissioner Muhleman to authorize the District to terminate covenants for
fire protection and emergency medical services for 50 parcels of property listed in
Attachment 4F.3, as presented. SECOND by Commissioner Earle. Motion PASSED
unanimously by all Commissioners present and voting.

G. Resolution 19-22 Annexation of Unprotected Parcels Chief Oliver provided background on the District’s No Man’s Land issue. This Resolution serves as the District’s final step in annexing 93 unprotected parcels within its service boundaries pursuant to SB-5010, before the County will take the process over. MOTION by Commissioner Muhleman to adopt Resolution 19-22 Annexation of Unprotected
Parcels, as presented. SECOND by Commissioner Andrews. Motion PASSED unanimously
by all Commissioners present and voting.
H. Resolution 19-23 Declaring Real Property Temporarily Surplus and
Authorizing Lease of Surplus Real Property – Chief Oliver This Resolution declares the District’s property on Anderson Hill Road temporarily surplus so that it may be leased out for one additional year (in preparation for potentially building a fire station in 2021). MOTION by Commissioner Andrews to adopt Resolution 19-23 Declaring Real Property
Temporarily Surplus and Authorizing Lease of Surplus Real Property, as presented.
SECOND by Commissioner Earle. Motion PASSED unanimously by all Commissioners
present and voting.
I. Resolution 19-24 2020 Management and Supervisory Employees Wage
and Benefit Plan (Supersedes Resolution 18-25, dated November 26, 2018) – Chief Oliver This contract has been reviewed with all of the Board members and there have been no updates since the last review. The updated wage plan reflects nominal raises and benefit changes for the Executive Staff. MOTION by Commissioner West to adopt Resolution 19-24 2020 Management and
Supervisory Employees Wage and Benefit Plan (Supersedes Resolution 18-25, dated
November 26, 2018), as presented. SECOND by Commissioner Erickson. Motion PASSED
unanimously by all Commissioners present and voting.
J. Resolution 19-25 Board of Commissioners 2020 Regular Meeting Schedule
– Chief Oliver RCW 52.140.090 requires the Board’s meeting calendar be adopted by Resolution annually. MOTION by Commissioner Earle to adopt Resolution 19-25 Board of Commissioners 2020
Regular Meeting Schedule, as presented. SECOND by Commissioner Andrews. Motion
PASSED unanimously by all Commissioners present and voting.
K. December 23rd Payroll & Voucher Run – Vice Chair Muhleman
All five (5) Board members are planning to review payroll and vouchers on Monday, December 23rd. Serena will work with Board members to schedule.
L. Commissioner Reports Commissioner Earle: Provided an update on the Countywide Health & Safety
Officers meeting on December 4th.

Commissioner Andrews: Extended thanks to Chief Sorenson who he
connected with the CKSD Transportation Department Director about collaborative training opportunities.
Commissioner Erickson: No report.
Commissioner Muhleman: No report.

M. Chief’s Report
Santa Run Update: CKFR members did 3 Santa Runs this weekend in Meadowdale, Kariotis and North Perry neighborhoods. There was a significant amount of help from our Volunteers. We received heartfelt welcomes from the public and are close to setting records on donations for the Central Kitsap Food Bank. This coming weekend, we have Santa Runs for Lake Symington, Ridgetop and Chico neighborhoods.
Audit Update: The District recently completed a successful and clean Audit with SAO and had the exit interview. There were no audit findings or exit items. Finance Director Maule recognized the Finance team: Amy Sanchez, Heidi Robnett, Tammy Kamphaus and Joe Calkins for their dedicated staff work throughout the process which was done in a different style than previous years.
Hiring: This round, CKFR set a personal record of 350+ applications. In
interview week. HR Assistant Manager Sam Luisi provided an overview of this week’s interview schedule and the panels. Formal interviews will take place on Tuesday and Wednesday, and Fire Chiefs interviews will take place on Thursday and Friday. We have 11 openings and are predicting to hire at least 6 firefighters on this round.
Holiday Brunch: The Kitsap County Fire Commissioners and Fire Chiefs Holiday
Brunch is on Saturday, December 14th at the Clearwater Casino. The cost is $15 at the door.
Potluck: The Administrative Building (CKFR/Silverdale Water) will be having their
Christmas Potluck on Wednesday, December 11th. Commissioners are invited to attend.
Awards Banquet: The date is set for March 25th at the Presidents’ Hall. The
District has updated the Awards SOP and nominations will now be taken through the CKShare Awards portal all year long, which just opened.

Action Requested Provide consensus to raise the District’s daily minimum staffing level.
Background The District’s daily minimum staffing level directly impacts the service level that our citizens receive. Historically, our staffing levels have trended up and down due to financial constraints.
Last fall, the District temporarily raised the minimum level from 19 to 20 career personnel on duty in order to gauge financial impacts. After significant analysis and consideration, the Operations Division is proposing to permanently raise the minimum staffing level from 19 to 20 career personnel on duty.
Budget Implication Implications noted.
Policy Implication Raising the daily minimum staffing level will require an update to SOP #6-24 “Daily Shift Staffing”.
Recommendation Since staffing levels directly affect the standard of coverage for the District, Staff request consensus from the Board of Commissioners to permanently raise the minimum staffing level to 20 career personnel on duty for the foreseeable future.

The Provision of Food and/or Light Refreshments at District Meetings
January 13, 2020
WHEREAS, Central Kitsap Fire and Rescue (“CKFR”) periodically conducts business
meetings, training sessions, hiring/promotional processes, and other public outreach events
(hereinafter referred to as “meetings”) that may span several hours or fall over a normal meal
period; and
WHEREAS, these meetings are purposeful, contribute to District business and are not routine in
nature; and
WHEREAS, the CKFR Board of Commissioners recognizes that attendance and participation at
these meetings is advantageous to the District; and
WHEREAS, the District desires to formalize guidance on providing food and/or light
refreshments during District meetings at public expense.
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Board of Commissioners of
Central Kitsap Fire and Rescue authorizes the District to provide food and/or light refreshments
at minimal expense to the District, according to the attached Appendix A, and in other rare and
infrequent events as approved by the Fire Chief.

The Provision of Food and/or Light Refreshments at District Meetings
Appendix A
This Resolution is based on Washington State Attorney General opinion, which states, in part:
“The consumption of nourishment is perhaps the classic example of what is ordinarily to be
regarded as a private, personal and not public activity.” And, “Thus, to pay for food and drink
with public money is very much the exception rather than the rule.”
This Resolution does not supersede applicable RCW’s and does not obligate the District to
provide meals under any circumstances.
Light refreshments are considered beverages and snacks that may be served between meals and
include coffee, tea, juice, donuts, rolls, fruit, granola bars, and etcetera.
Payment may be authorized for the cost of meals and/or light refreshments for elective and
appointive officials and District staff, regardless of travel status, for business meetings or
training sessions where attendance is advantageous to the District, and where all of the following
requirements are met:
1. The purpose of the meeting is to conduct official District business or to provide training
to District employees or District officials for the benefit of the District; AND
2. The meeting or training is a special situation or occasion outside of the normal daily
business of District employees. District funds may not be used to provide meals for staff
parties, routine staff meetings, routine departmental meetings, or any event deemed to be
primarily social in nature; AND
3. Prior approval is obtained from the Fire Chief or his or her Designee. The approving
supervisor should be noted on the corresponding Payment Authorization Form along with
all applicable receipts; AND
4. The amount paid for each individual meal, including tax and gratuity, does not exceed the
applicable meal allowance for the location of the meeting as provided under “per diem”
on the General Services Administration web site at http://www.gsa.gov; AND
5. Any added tip may not exceed 20% of the cost of the food, excluding tax.
Note: Under no circumstances may alcohol be provided at District expense.
