Personal Rights and Responsibility (PR & R)AKA: “Grievance Committee”

Grievance Procedure
Level 1: Teacher discussed grievance with the principal, AEA may be present, resolution shall not be inconsistent with terms of collective bargaining
Level 2: If grievance not settled after three school days, Association presents case in writing to the Superintendent or his/her designee within five school days
Grievance Procedure continued
Level 3: After ten school days following presentation in writing, Association may refer the grievance in writing to the Chairman of the School Committee within five school days
Level 4: After fifteen school days, the Association may submit the matter to arbitration by giving notice to the Committee within 15 days of the Committee response or expiration of the period for such response, whichever comes first
Goal: Solve the grievance satisfactorily at the lowest level

Agreement Language
• 2 year process to come to agreement• Trial Run 2013-2014• Limit 20 children – likely less• Any child who receives a place in APS during the trial
year may continue in APS as long as the parent is employed in the district
• Superintendent determines space availability by school and grade level
Enrollment Agreement Cont.
• Unit A members offered spots using seniority to determine who has first choice
• Timeline Goal: • August 1 determination for Grades 1 and up• September 1 determination for Kindergarten
• Students in “buffer zones”, open enrollment, and METCO program have priority over teachers
• Meet next winter to determine if program will continue• “Consideration” will be given to allowing siblings of
students that were enrolled the chance to enroll, if there is space available, even if the program is discontinued
Cost • Teacher is responsible for user fees and transportation• If student requires a substantially separate special
education or vocational program, must return to district of residence
• Chapter 70 state money will follow the child to Arlington (Chapter 70 is a per pupil allotment from the state - $2,000)

RETELL: New ELL RegulationsRETELL: Rethinking Equity and Teaching for English Language LearnersAffects all core academic teachers: Early Childhood, elementary teachers, teachers of students with moderate and severe disabilities, English, reading language arts, mathematics, science, civics and government, economics, history, and geographyPurpose: to increase academic achievement and close the proficiency gap between ELL’s and native English speaking peers – the largest and most persistent gap in proficiency among all student subgroups (resulted from federal civil rights case)
ELL’s are the fastest growing population in the state: from 50,000 in 2003 to 72,000 in 2011
SEI Endorsement Requirement
• Core Academic Teachers and Supervisor/Directors by July 1, 2016
• District/DESE must offer 1 no-cost opportunity to take the class
• Teachers who have taken 2 of the following Category Trainings (#1,2, and 4) may opt to take a bridge course (should be available in Fall, 2013)
• Teachers with Masters in ELL or Applied Linguistics, or who are ELL certified are exempt
• Mass. ELL Test available in Spring 2014
Certification and Recertification
July 1, 2014• Applicants for an initial license must have the SEI
Endorsement
July 1, 2016• All Educators will need 15 PDP’s in ELL instruction, and 15
PDP’s in Special Education instruction to recertify• A Core Academic Teacher who is assigned an ELL
student after 7/1/16, must either hold an SEI Endorsement or obtain one within a year
• Core Academic Teachers who are not assigned ELL students after 7/1/16 only need to obtain the 15 SEI/ELL PDP’s to recertify
RETELL Update in Arlington 2013-2014• Focus is on Elementary Classroom Teachers• No Kindergarten teachers because of Tools • District has 60 slots for teachers who need 45 hour course• Teacher Survey Fall/Spring – all received 1st choice• Bridge course opportunities will be advertised as they
become available – need to figure out payment• ELL students may be placed in specific classes• Compensation $$$:
• $275 for Graduate Credit Purchase• $225 for Flexibility in Scheduling Teachers (District Compliance)• $500 Total for successful completion of the course
SEI Course Registration Process
• DESE has turned the registration process into a self-registration process, taking the local districts “out of the equation”
• Registration will open on August 1 – Arlington Elementary teachers will have specific instructions about who will register for the Fall and Spring Arlington SEI Courses
• Only those teachers on the approved APS List should register in August
• Copy APS by filling out form after registering with the state• 60 spots for 2013-2014 (and 10 alternates)• More info. coming soon…

Member Comment and Question Period
1) Agreement to allow non-resident teachers to enroll their children in APS schools under the terms of the agreement.
2) Agreement to accept the changes to the Evaluation Language (Article XXVII) and the elimination of Appendix G – Evaluation Agreement
3) Agreement to accept the Arlington Effective Educator Development System as the document that will replace the Handbook of Teacher Evaluation Procedures for the Arlington Public Schools for the purpose of teacher evaluations.
