The California Endowment (TCE) recently worked with one of ourCaliforniaHealth+ centers, Eisner Pediatric & Family Medical Center,on a Spanishlanguage program titled “Acceso Total Special:#Health4All Ninos.” The program is an extension of Telemundo 52’sAcceso Total brand hosted by Edgardo Gazcon. The program willcover topics including what is Health4all Kids/ninos, legal aid forimmigrant families, eligibility and MediCal benefits, how to enroll,and will feature the CaliforniaHealth+ health center locator tool andtoolfree number. The 30minute program will air in the followingmarkets on the dates and times indicated:
Los Angeles: Thursday, April 7 at 1010:30a and Thursday,April 21 at 10a10:30San Diego: Saturday, April 9th at 5:30p6pFresno: Saturday, April 9th at 11:30a
Additionally, the Los Angeles area will also see Linea de Ayuda, acalltoaction for the Telemundo 52 viewers to learn more aboutupcoming MediCal expansion for children regardless of immigrationstatus. These will air on Thursday, April 14 between 4 and 8 pm, andwill also feature the CaliforniaHealth+ health center locator and tollfree number.

New calChat Featuring West County Health Centers
West County Health Centers shares how their rural locationprompted staff to explore different ways to use “outofthebox”technology in the clinic to improve patients’ access to andexperience of care, collaboration within care teams, and coordinationacross health care settings. As part of the project, staff began usingsecure instant messaging and video conferencing amongst eachother, and remote video conferencing with patients.

MediCal EHR Incentive Program AIU Attestations for 2015 toRemain Open
DHCS recently received approval from the Centers for Medicare &Medicaid Services to keep 2015 adopting, implementing, orupgrading (AIU) attestations open for both hospitals andprofessionals until meaningful use (MU) attestation periods finallyclose for 2015 in the State Level Registry. Due to delays in thereopening of MU attestations for 2015, it is anticipated that AIUattestations for 2015 will not close until this fall. Please check theState Level Registry website for additional updates.
Human Resource Update
Deal Reached to Take CA Minimum Wage to $15 an Hour
California legislators and labor unions have reached a tentativeagreement that will take the state's minimum wage from $10 to $15an hour, a state senator said, a move that would make for thelargest statewide minimum in the nation by far. "This is not a donedeal," Sen. Mark Leno, DSan Francisco, told The Associated Presson Saturday. "Everyone's been operating in good faith and we hopeto get it through the Legislature." Leno said if an agreement isfinalized, it would go before the Legislature as part of his minimumwage bill that stalled last year. If the Legislature approves aminimumwage package, it would avoid taking the issue to theballot.

National Pain Strategy Outlines Actions For Improving PainCare In America
On Friday, March 18, the U.S. Department of Health and HumanServices released the federal government’s first coordinated plan fortransforming the nation’s approach to pain management andprevention. Developed by an interagency workgroup that includesthe Departments of Defense and Veteran Affairs, Agency forHealthcare Research and Quality, Centers for Disease Control andPrevention, Food and Drug Administration, National Institutes ofHealth, and members of the public, the strategy makesrecommendations for improving overall pain care and increasingpatient knowledge of treatment options and risks. According to a2012 study, an estimated 205 million prescriptions written nationwidefor opioids in 2008.

Rural Services Integration Toolkit
In support of the White House Rural Council’s focus on integratedservices through the Rural IMPACT initiative, the Rural HealthInformation Hub (RHIhub) has developed a new tool that identifiesevidencebased and promising models for services integration inrural communities. Loosely defined as the coordination of health andhuman services for a targeted population, services integrationrequires clear goals within a community and a network of providersusing strategies proven to work in order to overcome the manychallenges to implementation. As always, the RHIhub offers a rangeof resources and tools online and can also provide free assistanceby email and phone.
State Legislative Update
CPCA Sponsored Bill Update – Committee Hearings BeingScheduled
CPCA is currently sponsoring seven bills that improve the health ofthe communities we serve through timely access to care andresources, strengthening our provider workforce pipeline, andtackling chronic disease epidemics through the Healthy CaliforniaFund. Workforce Update
Community Health Centers Play Major Role in Protecting SafetyNet
Community health centers (CHCs), sometimes seen as the last stopfor individuals who cannot afford medical care, are emerging as thefirst stop for innovative approaches in patient care and employeeengagement. Nationally, 1,400 CHCs provide service at 10,000 sitesand care for 24 million patients in underserved areas regardless ofinsurance status. Before staff members can address physical health,they often have to find ways to deal with concerns about where apatient will obtain food and shelter. The task is especially difficultbecause funding has not kept pace with the rising demand forservices in the communities they serve. Those challenges fostercreative solutions.
April 12, 2016: Public Health 3.0 Invitation and Registration
Join acting Assistant Secretary for Health Dr. Karen DeSalvo onApril 12 at the Finley Center in Santa Rosa for Public Health 3.0! They will spend the day discussing how communities can worktogether to improve the social, environmental, and economicdeterminants of health. There will be a series of panel discussionsfollowed by breakout sessions around five central themes: (1) dataand analytics, (2) enhanced leadership and workforce, (3) coreinfrastructure and accreditation, (4) funding, and (5) crosssectorpartnerships.Morning coffee and lunch will be included. A finalagenda will be distributed in advance of the 12th.
Bringing Doctors to Rural Areas
In midApril, the Federal Office of Rural Health Policy (FORHP) willintroduce a new tool available to rural hospitals interested indeveloping rural physician resident programs through MedicareGraduate Medical Education (GME). Funded through Medicare &Medicaid Services, the Medicare GME program provides training formedical school graduates at teaching hospitals and calculatespayments based direct costs and indirect costs incurred by thehospital. Watch this space for more information about a webinarhosted by FORHP on Monday, April 11 to showcase the resourcethat will help hospitals understand their potential eligibility forMedicare GME payments in support of physician resident training.
