WHEREAS, Alaska Statute 14.14.060(e) provides that the Assembly approve theI schematic design approved by the School Board for design of school facilities, and

WHEREAS, the School Board has approved the schematic design submitted by WinchesterAlaska, Inc. for Phase 2 of the East Anchorage High School Renewal Project;

NOW, THEREFORE, the Anchorage Assembly resolves

ISUBJECT APPROV AL OF THE REVISED DESIGN, PHASE 2, FOR THE EASTHIGH SCHOOL RENEWAL PROJECT

In accordance with AO NO. 2000-106(S), this memorandum provides informationrequired for submission and approval of the revised design for Phase 2 of the East HighSchool Renewal Project. The revised design consists of final schematic designs asdefmed by new Municipal Code 25.25.610. This design was approved by the SchoolBoard on April 15, 2002.

The School Board approved the selection of Winchester Alaska, Inc. to be the Architectof Record on June 14, 1999, and the Assembly approved this selection on July 25, 2000(AM 750-2000).

AO NO. 2000-106(8) requires a description of the proposed school site, school buildingand building program; the projected student population; the total construction budget andthe funding source; the projected project schedule; and any known neighborhood impacts,

I comments, reactions, which reflect potential impacts of the school building on theneighboring community. These responses follow:

t=.ast High School is located on a 37-acre site in mid-town Anchorage at the intersectionof East Northern Lights Boulevard and Bragaw Street. The 331,626 net square feet, two-story school facility delivers educational programs for grades nine through twelve. It wasbuilt in 1960 before Northern Lights Boulevard existed. In late 1971 the BensonBuilding was added as a Junior High School facility. In 1972 a cafeteria was built toserve both the High School and the Junior High School. A new gymnasium and'.o;wimming pool were added during that same time frame. The old gym was converted tothe library, which was used until changed into the Commons Area in March 2002. As'new Junior High Schools were built, the facility was amalgamated into a single HighSchool, housing 2,000 students.

The revised design is based on the Districtwide Educational Specifications for a 2,000-student body adopted by the School Board on June 8, 1998, and the project-specificSupplement to those specifications approved by the School Board on May 8, 2000.

IOn April 2, 2002, Anchorage voters approved $4,200,000 in funding for the design andIconstruction of the Conceptual Master Plan s Phase 2 for East High School Renewal.The construction cost estimate is approximately $2.5 million, which exceeds the

construction budget of $2.4 million. The Architect will adjust the project scope or makeother design adjustments as necessary during the next phase of design to bring theestimated cost within the budgeted amount.

I ~onstruction is anticipated to begin in June 2002. The current schedule provides for thecompletion of the Phase 2, which consists of construction a shell. This shell will housethe library (IMC) temporarily and will become classroom area 2 in Phase 4. Completionof Phase 2 construction is scheduled for the end of February 2003.

All Building Design Committee meetings were attended by members of ASD FacilitiesDepartment and members of the East High School administration, staff, teachers, studentsand parents. All concerns brought up at these meetings have been addressed in theIdesign, and there are no anticipated negative impacts on the school building orneighboring community.
