Addressing TDM in Local Comprehensive Plans

• Develop consistent metrics to measure effectiveness and efficiency of TDM.

• Explore strengthening or expanding the CTR Law to address more trips/trip types.

Code Basis for Coordination (TDM RCWs)

• RCW 70A.15.4020: TDM – Requirements for counties and cities• Section 5: CTR plans adopted by counties, cities and towns shall be

consistent with and may be incorporated in applicable state or regional transportation plans and local comprehensive plans

• RCW 70A.15.4030: TDM – Growth and transportation efficiency centers (GTECs)

• Authorizes a county, city, or town, as part of its CTR plan, to designate existing activity centers listed in its comprehensive plan or new activity centers as growth and transportation efficiency centers and establish a TDM program in the designated area. GTEC designations must be consistent with land use and transportation elements of local comprehensive plans.

• Section 6(a(vi)) and 6(b): Section 6 addresses the transportation element of the comprehensive plan. Among listed requirements are demand-management strategies.
