This report is the accompanying report to the revised draft Addo Elephant National Park management plan for the period 2015 - 2025. The report includes the comments received from stakeholders on the draft park management plan released for public comment on the 16 February 2015. This report is submitted with the revised draft park management plan to the Department of Environmental Affairs (DEA) for technical review. 1. Introduction In compliance with the National Environmental Management: Protected Areas Act No.57 of 2003 (NEM:PAA), SANParks has initiated a process to revise the Addo Elephant National Park management plan. The process undertaken broadly follows the adaptive management planning process which entails developing a desired state, supported by hierarchy of objectives and reviewing the park zonation and lower level plans to reflect the required changes. Section 39(3) of NEM:PAA requires that all persons who may be interested or affected by a management plan for a Protected Area be given the opportunity to participate in, or comment on the plan. Section 41(2e) of NEM:PAA states that a management plan for a Protected Area must contain at least procedures for public participation, including participation by the owner (if applicable), any local community or other interested party. The stakeholder engagement strategy was developed in-line with the requirements of SANParks guidelines for stakeholder engagement and Chapter 5 of the National Environmental Management Act (Act 107 of 1998). This report is submitted as a record of the formal comments from stakeholders on the draft management plan to the DEA for technical review. 2. Stakeholder engagement strategy 2.1 Stakeholder engagement objectives The objectives of the stakeholder participation process are to:

Create a channel for the accurate and timely dissemination of information to interested and affected stakeholders;

Create the opportunity for communication between SANParks and the public;

Promote opportunities for the building of understanding between different parties;

Provide the opportunity for stakeholders to give meaningful input into the decision-making processes that drive the development of the Park Management Plan.

2.2 Approach The approach to the Stakeholder Participation Process is based on the principles embodied in the following legal framework:

The Constitution of the Republic of South Africa Act No. 108 of 1996;

National Environmental Management Act No. 107 of 1998 (NEMA); and

The National Environmental Management: Protected Areas Act No.57 of 2003 as amended by the National Environmental Management: Protected Areas Act No.31 of 2004.

In addition to the above legal framework, the stakeholder process was developed with the Guiding Principles for SANParks Stakeholder Participation in mind. SANParks thus undertakes to:

Seek to notify stakeholders of participation processes through appropriate mechanisms.

Ensure that the process provides the opportunity for input from all stakeholders within reasonable timeframes, emphasising the sharing of information, joint- learning and capacity building.

Promote participation by stakeholders through timeous and full disclosure of all relevant and appropriate information.

Provide feedback on the outcome of the process to stakeholders and demonstrate how their inputs have been considered in the decision making process.

Ensure that methodologies accommodate the context of the issue at hand and the availability of resources (people, time, money) and do not conflict with these guiding principles.

Give particular attention to ensuring participation by marginalised communities, communities with specific concerns, or communities that have contractual rights in the National Park.

3. The stakeholder engagement process The stakeholder engagement process was divided into two phases. The first phase was the participation in a workshop by various authorities and civil society stakeholders to review the current Desired State of the park. The second phase was a wide reaching open process where comments and or input on the draft park management plan were collected, considered and responded too. The ‘call for comments’ to participate and comment on the draft park management plan was advertised in national newspapers, SANParks website, local libraries and community centres. Stakeholders were able to register on the SANParks website and at nine public information sessions. At the public information sessions, stakeholders were given a chance to directly interact with park management. 4. Stakeholder identification, registration and meetings In total 72 people formally registered as stakeholders through the SANParks website and at the four public information sessions. 4.1 Stakeholder identification and invitation Various authorities, organisations, civil society groups, subject matter experts, park users, park visitors, the general public etc. were identified and invited to participate in the park management plan revision process (Table 1). The government departments were at national, provincial and local level with the intention to show that, in terms of the spirit of co-operative governance SANParks has approached these parties. All the stakeholders that were registered during the 2006 management plan revision process was informed (via email and telephonically) of the intention to revise the management plan during 2015 and 2016.

4.2 Media platforms used to invite stakeholders to register and participate A variety of media platforms (Table 2) were used to engage stakeholders in an effort to inform of the revision of the park management plan and invite stakeholders to participate. Media Description 1. Direct e-mail All the stakeholders that were registered during the 2006

management were informed about the revision process.

Key stakeholders were invited to the Desired State Workshop as referred to in Table 3.

All the registered stakeholders were invited to attend the public meetings scheduled for 09, 10, 11, 12 and 13 March 2015.

2. Media advertisements Advertisements to inform interested and affected parties to comment on the draft park management plan and request to register were place in the following national newspapers on 15 February 2015:

Sunday Times; and

Rapport.

3. Registration at public Participants were also able to register at the meetings as listed in Table 5.

4. Internet Interested and affected stakeholders were ask to register via the SANParks website from 01 March 2014.

5. Public information boards

Official notices were place at 9 public venues in the surrounding towns. These were:

4.3 Desired State workshop The internally facilitated Desired State workshop took place on the 20 May 2014. A range of specialists, key stakeholders and SANParks staff members participated in the revision of the Desired State of the park (Table 3). This review entailed reviewing the park Mission, attributes, determinants, risks and high level objectives that forms the basis of the management plan.

4.5 Documentation dissemination The draft park management plan was made available at the public venues listed in Table 6. Table 6. Public venues where members of the public could view the draft park management.

4.6 4.6 Public information sessions on Draft Management Plan Park management prepared a formal PowerPoint presentation covering strategic content of the draft park management plan. 5. Stakeholder comments

All comments received on the draft park management plan are listed in Table 8 below. In total 119 comments were received. General responses have been given to the commentators at the various meetings.

3 What is the park doing about the proposed Springs / Alexandria pipeline water abstraction, it will affect the quantity of water in the aquifer?

Mr Anban Padayachee stated that the construction has been through an EIA process. Ms Nomvuselelo Songelwa explained that SANParks will liase with the Department of Water and Sanitation to ensure compliance with rules and regulations. Water quality will be monitored for any change to salinity by the agent appointed by the municipality to maintain water supply.

4 It seems Nonqawuse’s grave is being ignored. The park should manage it as it falls within its buffer zone. This lady played an important role in the history of the area and Xhosa people. The graves should be marketed / promoted / advertised.

Mr Andre Spies explained that the grave is located on private land and that the management plan only focusses on operational issues located within the park’s boundary. Mr Temba Mangcaka explained that the park liases with the farmer to ensure that school groups or visitors are allowed to visit the grave. Both Nongqawuse and Chief Chungwa’s graves are visited by schools and tourists. The park will engage with the farmer and the South African Heritage Council to facilitate the upgrade of both graves .

5 This area has a rich history and the shipwrecks along this part of the coast are a great part of that history. I suggest that you develop a walking trail in the area to attract tourists.

Mr Temba Mangcaka stated that the park will pursue the shipwreck history and will liaise with Me Henrietta Engelbrecht (Frontier Marketing Manager) regarding the possibility of developing a shipwreck trail.

What are the action plans for the Woody Cape section?

Langbos huts development;

Convert the old fire lookout to a tourist accommodation unit for 2 people;

Upgrade and extend the 2 day hiking trail;

Establish mountain bike trail/s;

Extensive biodiversity mobitoring;

Relocate existing base camp for the 2 day trail;

Possible bush camp at Springs.

7 What are the park’s worries / challenges regarding the management plan?

The Park Manager mentioned that rhino poaching, crime in general and pollution / new developments close to the park’s boundary are major challenges for the park.

The Park Manager explains that all new developments that is earmarked within the park’s buffer zone is a cause of concern to the park. Wind farms are shooting up around the park and the park is participating in the legal processes.

Dr Nomvuselelo Songelwa explained that projects of national significance will be handled at a national level, it is out of the park’s control. However, the park will participate in providing input and expertises.

10 With whale migration in mind, what is the park doing about ultra sound interference?

Mr Anban Padayache explained that rangers patrol the area before, during and after the ultra sound experiments, no effects have been noted. The SANParks marine coordinator is seated on the Coega environmental monitoring committee that deals with such and other issues.

11 Could you please provide clarity on fire management in the Woody Cape section, as it is a concern?

Mr Anban Padayache explained that the fire management programme mainly focusses on the fire prone Zuurberg section. However, the Woody Cape section clears fire breaks on a regular basis and participates in the Alexandria fire prevention association.

Mr Anban Padayache explained that there is a big program focussing on alien plant eradication within the park. Mr André Spies states that section 11 in the plan highlights the amount of funding that the park spends on clearing alien plants.

Dr Nomvuselelo Songelwa explained the concept of the desired state of the park. The organisation looked at the whole park system and developed a desired state for each park. This park was identified as one of the few parks were additional income can be made by adding additional products and activities.

A copy can also be downloaded from the SANPark’s website. Mr André Spies mentioned that appendix 4, list all the activities and products that could be entertained in the park, whether being operated by ourselves or a concessionaire.

4 I noticed that the plan states that Addo is seen as a brand. Certain businesses also use the word Addo in their marketing. Will they now have to remove it?

25 How will the park remove problem animals that transgress into private land or concessions?

Mr John Adendorff stated that problem animals must be immediately reported to the applicable section ranger, action will then be taken. Rangers are capable of removing problem animals.

26 Will the park remove buffalos or lions?

Mr John Adendorf stated that the lions are not a threat as their numbers are low and will not be removed from the area.

27 Is the park going to secure the buffer zone as part of the park or just Woody Cape?

Mr André Spies stated that the buffer zone is an area that’s important to the future fuctioning of the park. The park will try to incorporate biodiversity assets representative of the areas that are currently not protected in the park.

29 Can the park identify the site that has been chosen for a campsite at Matyholweni?

Mr Dries Engelbrecht stated that the camping site will be located inside the park, opposite the turnoff to the Matyholweni rest camp.

30 Are the farms in the Alexandria area in the buffer zone?

Mr Dries Engelbrecht stated that some of the farms falls within the buffer sone. Attendants were shown the buffer zone map.

31 How do you apply for employment?

The Park Manager stated that vacant positions are advertised internally and externally (local newspapers-Heron, Die Burger). The biodivesity social projects will appoint contractors who will then appoint their own personnel.

32 Is the park benefiting from spekboom? Do you earn carbon credits?

Mr John Adendorf stated that the park’s only benefit at this stage is the rehabilitation of the degraded land. The park might in future apply for carbon credits.

33 The areas that you are rehabilitating are the good game viewing areas. I’m worried that soon those areas will no longer be good game viewing areas.

Mr John Adendorf stated that the current approach is to replant in patches. We are not very successful as the elephants remove a fair percentage of these replantings. I’m sure the good game viewing will continue for a long time.

34 Who can we call with information regarding poaching?

Mr Roget Fox said that the park relies heavily on communities to assist in the fight against rhino poaching. We need to get to the poachers before they can do any damage to the park / animals. A What’s App group exists in the Colchester community policing forum. Arrangements have been made where information that relates to environmental crimes can be reported to officials via the Whats app group. Mr John Adendorf stated that anybody can volunteer to become a Honarary Ranger and help fight poaching while providing other essential services to the park.

35 Does the park have a permanent vessel for the marine area?

Mr Roget Fox stated that the park does have vessels, but at this stage there is not a dedicated vessel for the Sunday’s River. Vessels are taken to Sunday’s River during operations. Arrangements has been made with certain members of the Colchester community to make use of their vessels.

36 Is this plan in line with national planning, with regards to rhino poaching?

Dr Nomvuselelo Songelwa stated that it is. Rhino poaching is a national and global concern, it is in line with national planning. The park management plan cannot contradict national planning; these are national parks not private entities. The plan has to be approved by the Minister for it to be implemented. If the plan is not in line with national planning, the Minister will not approve it.

37 How will this plan affect the community?

Mr André Spies stated that this process is all about listening to the stakeholders and where relevant incorporate their views. The plan explains what will be implemented over the next 10 years, inside and outside the park. Dr Nomvuselelo Songelwa stated that stakeholder participation is essential and people are encouraged to give input. It is important to establish partnership programmes and to strenghten the relationship between the park and communities. The Park Manager mentioned that there are other forums available to discuss a range of issues.

38 How will the plan affect fishing?

Dr Nomvuselelo Songelwa - Fishing will be regulated / monitored, there will be take and no-take zones. Estuaries is very important as these areas are nurseries and breeding grounds for a variety of aquatic species. Marine species are protected nationally, not only in Addo.

39 Will people be allowed to fish? Where and when?

Mr John Adendorf said that the regulations governing fishing are all about resource protection and not about making money, but if an income can be generated then it will contribute towards managing the resource. The park will not sit back and watch fish species being depleted.

40 Why is SANParks not resolving the pollution issue in the Swartkops River?

Mr Roget Fox stated that the Swartkops River is not located within the boundaries of the park. The park can only give recommendations, we want to assist but our powers are limited. Other government departments i.e. Water and Sanitation and Environmental Affairs must take the lead. Mr Dries Engelbrecht mentioned that the pollution will affect SANParks, one way or the another.

41 Is the land in Map 3 going to be proclaimed and given to Gora or not?

Mr Dries Engelbrecht stated that SANParks can either purchase or contractually include the land. Dr Nomvuselelo Songelwa explained the protected area expansion strategy of DEA. Private land owners are adviced to proclaim in order to protect the land.

The BSP has set guidelines that promote mostly women and youth employment.

The Park Manager explained that the park has adopted the adaptive management approach. Culling is the last resort and is used to ensure that the animals does not overgaze the park. Warthogs are an introduced species, it’s also an alternative food supply to the lions keeping the predation on the buffalo low. Unfortunately they are multiplying at a rapid rate and as such they are negetively impacting the ecosysytem. Warthogs are the only animals currently being culled. Sometimes tenders are awarded to cull animals. SANParks is not allowed to provide meat to neighbouring communities due to the possibility of the animals being infected with diseases. There are approximately 34 000 people in the Sundays River Valley and only about 300 warthogs can be culled per year. It will be a massive challenge to decide who will receive meat and who not. The supply is never going to meet the demand. The Darlington Dam fish harvesting project is a community business that harvests, cleans and packages fish for the market.

The Park Manager mentioned that requests were made for cultural dance groups from Paterson but no interest was showns by the community. The issue of group performing in the park will be looked into. Regarding curios, people need business training, there is currently a person that makes and sells brooms in Zuurburg. The park shop is outsourced and we need to engage with the concessionnaire to explore possibilities. The park should not be your only option, communities / townships could attract tourists to their area.

The Park Manager answered, not all snakes are poisonous. There are people with medical background who can be contacted to assist if the need arises. Snakes are usually shy and afraid of people, they avoid human contact at all cost. They will only bite when feeling threatened. I cannot recall anybody being bitten by a snake in the last 9 months that I have been working in the park. Mr Temba Mangcaka mentioned that the park give information sessions regarding snakes and what to do should an incident occur. Mr Roland Carolus stated that biodiveristy social projects (BSP) contractors are given training on snake awareness. They are also issued with personal protective clothing to minimise the risk of snake bites.

65 Firstly, I want to thank the park for visiting this area. It is the first time that the park comes here, and it’s much appreciated. The community of Addo is growing and the settlement will need to expand. The park is however buying all the land. Are there any provisions for giving land to the people to build houses?

The people who accepted it received 6 months pay and full medical cover. The organisation is trying to be fair.

The park aims to work with all the communities along it’s boundary. It would be appreciated if stakeholders could indicate which perferred platform should be used. Mr Roland Carolus said that BSP posts are advertised through placing posters and the current contractors. Normally communitites located close to the project area are targeted. There is a project advisory committee that guides appointments of contractors etc. Currently BSP employs 470 people annually. The park will investigate launching roadshows where SMME’s will be present to explain the recruitment process. BSP follows strict guidelines that promote mostly women and youth employment. The Park Manager stated that there is transparency in the policies of SANParks. When there is a vacant A-B band position, it will first be advertised internally. Vacancies for senior jobs are advertised externally, via local media (Herald, Die Burger) and municipalities. We want to know if there is an easier way to get the information within everyone’s reach. The park tries its best to be transparent, at times Unions are present in interviews to ensure a fair process.

The Park Manager stated that the Trust should have made an impact a long time ago, however when Mr Roland Carolus left, everything came to a halt. The Trust is currently assisting with registration fees at tertiary institutions. The Cllr is more than welcome to assist the park to get the Trust in full working condition. A list of unemployed graduates / matriculants / skilled people and their different skills should be provided to the park. Working together we can aim to create jobs. Community members must not ignore the Co-Ops where graduates / matriculants can get jobs. Getting simple skills like a drivers licences can go a long way in assisting with permanent job opportunities. The Park Manager stated that rhinos are targeted in the smaller game reserves lately. These reserves are under the same threat of loosing their rhinos as is the case with the park. The attendees were informed of how the park got a tip-off that poachers were about to strike and how that was counter acted. The attendees were also informed of other structures in place to combat rhino poaching (helicopter patrols, ranger patrols, etc.). It was requested that the community members should stop stealing wood and fence poles from the park and asked that the children should stop throwing stones at the animals in the park. The Park Manager stated that all National Parks are goverened by the same policies, rules and regulations. The BSP must also adhere to these policies, rules and regulations. Andre Spies stated that the management plan is applicable to all the sections within the park. The Park Manager stated that the EPWP project in Kuzuko is slightly different from the projects managed by SANParks. The park staff advices the company responsible but they ultimately have the final say regarding appoitments etc. In SANParks, the BSP appoints the contractors, and these contractors appoint their own staff.

107 We understand that the contractors working in the BSP stay in campsites. Usually campsites have spiders / snakes and the toilets are a health risk.

Given the historical importance of the Enon Mission and its connectedness to that of the AENP and that of the Eastern Frontier, the tarred road is vital to unleash the riches of eco-tourism along this route.

115 In sub-section 9.1, on page 55 it has been mooted that alternative income-generating opportunities will be investigated, such as the conference and events markets. The creation of the Coega IDZ and subsequent growth in the Port Elizabeth corporate market, as well as finding passive income generation methods, could be the answer. This idea is highly supported by EDA. We hope that this investigation would come up with positive results. At face value, such facilities are much needed in this area and the AENP is an ideal location as it provides a natural and tranquil environment that is most desirable for conferences and similar events.

116 We are suggesting that a Jazz show be organised in the park as an annual event that would take the form of a picnic and family outing. Ideally, it should be during the Spring season. This would complement the popular ABSA Wildsfees which takes place in Winter. People would surely love to enjoy jazz music, picnic and the scenery of the park. As laymen, we could not be sure of the environmental impact but we trust that the idea is worth investigating. A similar annual event did take place few years ago at Thornhill. The Apple train used to ferry the jazz revellers from the Humewood Station to Thornhill and back. The Thornhill hotel which used to host this event and the Nelson Mandela Bay Municipality could be consulted during such an investigation.

117 It is hereby proposed that the AENP should spearhead the move to get the Enon Mission declared as a National Heritage site. This in an important site in both historical and cultural terms. It has valuable heritage and needs to be declared as such. Given the experience of the AENP management team it could be concluded that the AENP could assist in this process. However, it should work in tandem with the SRVM; Moravian Church; Bersheba-Enon community and other relevant institutions. This could have significant eco-tourism spin-offs.

The Park Manager stated that Mr Ngeni’s comment is well received and from planned engagements based in my response above (item 117), we’ll certainly approach the relevant body/ies, the SRVM and community structures of Enon / Bersheba. Our role will again be a facilitating one.

118 The major roads and operational railway line should go underground. An underground tunnel to replace the R336 between Peterson and Bontrugenon, the railway line and the N2 should form part of this management plan. It is in line with the park expansion programme, will reduce fragmentation of the park and increase habitat and biodiversity flow. It will open up resource availability for the large herbivores and other species and will minimise reintroductions and management of the large mammals. The underground provincial and national roads will fall in line with the sense of place programme. It will eliminate sound pollution, increase the visual aesthetic category and contribute to the viewshed and wilderness characteristic of the area.

Dr Mike Knight stated that SANParks has considered the use of both under passes and overspasses to allow greater connectivity between the different sections of the park. At this stage the costs remain prohibitive in the case that involves some land acquisition and construction changes to national roads and railway lines.

119 The new management plan incorrectly gives the impression that the park extends from Addo all the way to the Coast. Could you therefore please alter the wording on page 13, under the heading 'Location" 2.2 of the report. As it reads now the impression is created that the park extends all the way from the Sundays River Valley, to the River Mouth and then East along the Coast when this is in fact not the case.
