CALL MEETING TO ORDER The meeting of the Kings County Association of Governments (KCAG) was called to order by Joe Neves, Chairperson, at 4:30 p.m., on July 24, 2019 in the Board of Supervisors Chambers, Administration Building, Kings County Government Center, 1400 W. II. KCAG TRANSPORTATION POLICY COMMITTEE A. General Transportation Items

1. FY 2017-18 Transportation Development Act Finance and Compliance Audit and

Release of Allocations - Corcoran Mary Madrid presented the Fiscal Year 2017-18 Transportation Development Act (TDA) Financial and Compliance Audit for the City of Corcoran. The audit reports for all the entities, with the exception of Corcoran, were accepted in March and the Committee authorized the County Auditor to withhold TDA fund allocations to Corcoran until their audit report was received. The Final audit report for Corcoran has been received and in summary, the City of Corcoran was non-compliant in that they did not establish a separate fund for the SB1 funds to be maintained and recorded and they did not properly identify receipt of SB1 State of Good Repair funds or have a process in place to ensure required conditions were being followed for these funds. Mary Madrid also noted that staff and the auditor will prepare a memo with the audit schedule, required documentation, guidelines, and consequences for missing the deadline that will be sent to all the entities to assist in meeting our TDA Audit submittal deadline. A motion was made and seconded (Woolley / Brown) to accept the final FY 2017-18 TDA Financial and Compliance Audit for the City of Corcoran for submittal to Caltrans and the State Controller’s Office, and authorize the County of Kings Auditor to resume Transportation Development Act fund allocations to the City of Corcoran, and to release the allocations withheld during the months of April, May, June and July. B. Caltrans Report Lorena Mendibles reported that funds for cooperative agreement for the 9th Avenue and SR 198 interchange project was approved in June 2019; the Lemoore/Hanford Worker Safety Project along SR 198 is ongoing; the Coalinga Rest Area wastewater treatment project will start construction in late 2019; the Hanford Worker Safety Project along SR 198 will be in construction until 2021; the Stratford Kings River bridge replacement project on SR 41 will start in 2022; the roundabout on Bernard in Kettleman City will be added to list for a project initiation document in November. Commissioner Woolley inquired about the speed limit and detour construction signage along SR 198 in Hanford when no road workers are present. Terri King responded that the signs are not only posted for construction worker safety, but also as a warning to drivers regarding ongoing construction hazards.

Commissioner Brown explained how construction signage along SR 198 is being covered up, and is needed along the entire construction route. Lorena Mendibles will follow up with Caltrans maintenance department.

2. Areawide Planning Review No. 19-02 Teresa Nickell stated Self-Help Enterprises is applying for a competitive grant in the amount of $100,000 from the United States Department of Agriculture (USDA). The applicant will provide $100,000 from local funding in addition to the requested grant. The funding will assist with zero interest deferred payment loans for low to very-low income households in rural areas. The comment period ended July 19, 2019, and staff received written comments from City of Lemoore Community Development, City of Hanford Police, City of Hanford Public Works, and the Kings County Office of Education, stating that the project does not duplicate or conflict with any of their programs. A motion was made and seconded (Woolley / Brown) to affirm that the project works in coordination and does not conflict with other County Programs and should be undertaken now and to include and ratify those comments of staff and other reviewers regarding Planning Review No. 19-02. 3. San Joaquin Valley Voice Washington, DC Trip Terri King stated that the federal Valley Voice trip will take place September 10-13, 2019 with meetings on the 11th and 12th. There is also a Water Committee meeting on September 10, 2019. Commissioners Ramirez and Verboon and the KCAG Executive Director will be participating in the 2019 trip on behalf of Kings County. MPO staff, in consultation with Jen Covino of Simon and Company, and other partners, will be compiling a list of legislative and regulatory priority advocacy items for consideration that will be included in a Valley Voice brochure to participants and attendees. The staff report contains a list of the talking points. There will be a Regional Policy Council conference call scheduled for August 23, 2019 at 10:00 a.m. to discuss the talking points and assignment of speakers. KCAG staff has finalized travel arrangements for those attending.

4. Regional Housing Needs Assessment – Local Government Planning Support Grants Program Terri King stated that the State Budget Trailer Bill language in AB 101, expected to be signed by the Governor, creates the Local Government Planning Support Grants Program, to be administered by the State Department of Housing and Community Development (HCD) for the purpose of providing regions and jurisdictions with one-time funding to be used for planning activities. A total of $250 million will be allocated for the grants program, to be split 50/50 between the following regional governing entities and local jurisdictions. The language in the bill also requires establishing a San Joaquin Valley Multiagency Working Group that must be formed by November 30, 2019. Membership shall consist of one representative from each county and two city representatives from each county appointed by the city selection committee, of which one must be from a larger city and the other from a smaller city; and at least one of the three representatives must be a member of the COG. Funds available to San Joaquin Valley regional agencies are estimated to be between $18.5 and $20.5 million. Due to the unique challenges in developing a process through a multiagency working group, the San Joaquin Valley Multiagency Working Group may also receive $6 million. The San Joaquin Valley Regional Planning Agencies’ Directors’ have begun discussing the process for forming the Multiagency Working Group and are recommending that Fresno Council of Governments be the fiscal agent and that a minimum of 20%, or approximately $4 million, of the funds be reserved for Valleywide activities or programs, such as an infrastructure bank. Of the $125 million available to local jurisdictions the maximum that a jurisdiction may receive is $150,000 if the population is 20,000 – 59,999, and $65,000 if the population is less than 20,000, based on 2019 Department of Finance (DOF) estimates. The jurisdiction must submit an application to HCD by July 1, 2020 and funds must be expended by December 31, 2023. Generally the Regional Housing Needs Allocation (RHNA) numbers are used to develop the housing element. The HCD has estimated January 15, 2024 as the due date for the 6th Housing Element for the period of January 15, 2024 – January 15, 2032. Commissioner Neves stated that the positive aspect of this Grant Program is that it is followed by dollars to the jurisdictions. The cities also receive SB2 housing fund that can be combined to meet the needs.

B. Staff Comments Terri King informed the Commissioners that KCAG has received the final amount of FY 2018-19 Local Transportation Funds and are almost $1 million more than what was estimated, which will be allocated for streets and road purposes. The funds are held until the end of the year since the estimated amount generally differs from the actual amounts based on population. KCAG staff received an announcement for an “open house” for a business after hour’s mixer event, sponsored by the San Joaquins Joint Powers Authority. The event will be at the Hanford Amtrak Station on August 13, 2019 at 2:30 p.m. Staff has been working with the Air Resources Board regarding the Sustainable Communities Strategies as it relates to SB375. For next month’s meeting agenda KCAG staff will present the agreement with Caltrans for a project study report for 9th Avenue and SR 198 interchange; the acceptance of the Transit Asset Management Plan; the fourth quarter fiscal report and year end report; an amendment to the FY 2019-20 Overall Work Program; and the State of Good Repair projects list.

C. Commissioner Comments Commissioner Ramirez said there will be filming at the Civic Center in connection with a “Become a Hero” series and that celebrity judges Lou Ferrigno, Jack Black, and others will be present. Commissioner Brown announced that two City Council seats are open in Lemoore. City Park 1 in Lemoore was renamed Veterans Park. Commissioner Woolley expressed gratitude to Caltrans for the road maintenance in the Avenal area. Commissioner Palmerin said the City of Corcoran is working on water issues being funded through Measure A. Next month the Lake Bottom Brewery and restaurant will be open. Commissioner Neves stated that radio station KJUG is presenting a free concert on August 13, 2019 in downtown Hanford.
