A. OVERVIEW AND SCHEDULE Section 1. Executive Summary The Kings County Association of Governments (KCAG) is the regional transportation planning agency (RTPA) and metropolitan planning organization (MPO) for the Kings County region. Every two years, KCAG prepares a Regional Transportation Improvement Program (RTIP) in cooperation with its member agencies and Caltrans according to the adopted State Transportation Improvement Program (STIP) guidelines, programming policies, instructions and criteria, and the 2018 STIP Fund Estimate adopted by the California Transportation Commission (CTC). The 2018 RTIP is to be adopted by the KCAG Transportation Policy Committee and submitted to the CTC prior to December 15, 2017. The 2018 STIP Fund Estimate (FE) and Guidelines were prepared and adopted by the CTC on August 16, 2017. The overall statewide capacity for the 2018 STIP Fund Estimate identifies $2.2 billion in net new capacity in the five years of the STIP period of FY 2018-19 through FY 2022-23. The estimate incorporates the FY 2017-18 Budget Act and other 2017 legislation enacted prior to the Fund Estimate adoption. Programming in the 2018 STIP will be constrained by fiscal year. Effective 2019-20, Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017) resets the price based excise tax to 17.3 cents with the provision to adjust the tax annually for inflation. This will stabilize the funding in the State Highway Account that is directed to fund the STIP. The projects considered in the 2018 RTIP are to be consistent with the adopted 2014 Kings County Regional Transportation Plan (RTP), a comprehensive 20-year plan for developing transportation facilities in Kings County. The RTP includes a prioritized list of state highway projects and the highest priority projects are normally considered for inclusion in the RTIP as funding permits. Development of the 2018 RTIP consists of programming new Planning, Programming and Monitoring (PPM) funds to be used for project planning, including the development of project study reports or major investment studies; program development, including the preparation of RTIPs and studies supporting them; and monitoring the implementation of STIP projects.

Section 3. Background of Regional Transportation Improvement Program (RTIP) A. What is the Regional Transportation Improvement Program?

The Regional Transportation Improvement Program (RTIP) is a program of highway, local road, transit and active transportation projects that a region plans to fund with State and Federal revenue programmed by the California Transportation Commission in the State Transportation Improvement Program (STIP). The RTIP is developed biennially by the regions and is due to the Commission by December 15 of every odd numbered year. The program of projects in the RTIP is a subset of projects in the Regional Transportation Plan (RTP), a federally mandated master transportation plan which guides a region’s transportation investments over a 20 to 25 year period. The RTP is based on all reasonably anticipated funding, including federal, state and local sources. Updated every 4 to 5 years, the RTP is developed through an extensive public participation process in the region and reflects the unique mobility, sustainability, and air quality needs of each region.

B. Regional Agency’s Historical and Current Approach to Developing the RTIP In developing past and current RTIPs, KCAG has focused on improvements to the State Route (SR) 198 Corridor. Section 4 below includes a summary of those projects programmed in prior STIPs. SR 198 is an interregional corridor that serves the San Joaquin Valley, connecting the Central Coast to the Sierra Nevada Mountains and Interstate 5 to State Route 99. This is a high emphasis focus route on the Interregional Road System. SR 198 is a designated large truck route between Interstate 5 and SR 99. SR 198 is part of the National Highway System serving the cities of Lemoore, Hanford and Visalia. It is a primary commuter route between the previously mentioned cities and the Lemoore Naval Air Station (NAS), a critical strategic military installation and a major employer in the region. SR 198 is a route of National Security with the addition of the F-35 Strike Fighter Squadrons to NAS Lemoore. A Corridor Systems Management Plan (CSMP) was developed for the SR 198 corridor as a result of the Proposition 1B Corridor Mobility Improvement Account (CMIA) Program. The SR 198 CSMP addresses the needs and benefits of the corridor from the Monterey/Fresno County line to the Sequoia National Park.

A. State Route 198 / 12th Avenue Interchange This project upgraded an existing interchange on SR 198 at 12th Ave. within the City of Hanford. As a major north/south collector street, 12th Ave. serves this rapidly developing area within Hanford. The diamond configuration of the 12th Ave. interchange was previously equipped with signals and was challenged by the cumulative residential and commercial growth currently in progress or planned. The purpose of the project was to alleviate future congestion and to improve safety and traffic operations of the facility. The completed project maintained the existing diamond configuration of the interchange, but the bridge and ramps were widened and an eastbound loop on-ramp in the southwest quadrant of the interchange was included, along with a realigned eastbound off and on-ramps. Total funds programmed were $25.3 million, including $2 million in local funds. The project was completed in early 2016.

B. State Route 198 / 12th Avenue Interchange Landscaping

A project for replacement of landscaping was split off from the parent interchange project and programmed in FY 2019-20 for $1.5 million. However, the funds were awarded by the CTC on May 17, 2017, the bid was awarded on July 2017, and planting will begin in October 2017. This project will maintain the aesthetic s and beautification of this area by replacing the removed landscaping and gives back to the community visual resources that were disturbed.

C. Cinnamon Drive Bicycle/Pedestrian Project Cinnamon Drive, within the City of Lemoore, is a busy collector roadway that is a common route used to access schools, parks, and the city community recreational facility. The area attracts all ages of pedestrians and bicycle riders that previously had no designated traffic areas to travel on. This project constructed a Class 2 bicycle facility in the roadway, ADA compliant pedestrian facilities off the roadway, and local bus stop facilities. Project funds of $419,000 were awarded by the CTC in December of 2014. Total cost of the project was $1.1 million and the project was completed in August of 2016.

B. Public Participation/Project Selection Process

The projects considered in the RTIP are to be consistent with the adopted Kings County RTP. The RTP includes a prioritized list of state highway projects and the highest priority projects are normally considered for inclusion in the RTIP as funding permits. The original selection of prioritized transportation projects are made through the use of performance measures included in the RTP.

Development of the 2018 RTIP consists of programing Planning, Programming and Monitoring (PPM) funds and does not propose any new projects. The draft 2018 RTIP was prepared by KCAG staff and presented to the KCAG Technical Advisory Committee and KCAG Transportation Policy Committee and the public for review and comment in October 2017. KCAG staff reviewed any comments submitted, responded as appropriate, and prepare the proposed Final 2018 RTIP. The proposed Final 2018 RTIP was brought back to the KCAG Technical Advisory Committee and KCAG Transportation Policy Committee in November and December 2017. A public hearing was held to consider comments on the proposed Final 2018 RTIP and was adopted on December 6, 2017 by the KCAG Transportation Policy Committee with Resolution No. 17-16. The adopted 2018 RTIP was submitted to the CTC by December 15, 2017.

C. Consultation with Caltrans District (Required per Section 17)

Caltrans District: 6 KCAG staff meets with Caltrans District 6 staff on a quarterly basis to review the status of STIP projects and other program projects. The identification of project implementation issues is critical to keeping projects on their planned schedule for completion and to maintain costs. During these meetings, staff also discusses funding opportunities for future projects included in the RTP that could be considered for future STIP programming. In preparation for programming of future projects, KCAG is proposing to program sufficient PPM funds to prepare a project study report, which is required prior to project programming in the STIP.

B. 2018 STIP Regional Funding Request

According to the adopted 2018 STIP Fund Estimate, Kings County has a balance of ($17,145,000) in advance shares from prior STIP periods and a formula distribution of $5,961,000 in new STIP capacity through 2022-23. This leaves a new balance of ($11,184,000) in advanced shares against future capacity. The 5% limitation of regional shares for the 2020-21 through 2022-23 share period for Planning, Programming, and Monitoring (PPM) is $298,000.

B. Summary of Requested Programming

Section 7. Overview of Other Funding Included With Delivery of Regional Improvement Program (RIP) Projects. This section is not applicable as there are no currently programmed projects that include other funding beyond regional share funds. Section 8. Interregional Improvement Program (ITIP) Funding The purpose of the Interregional Transportation Improvement Program (ITIP) is to improve interregional mobility for people and goods in the State of California. As an interregional program, the ITIP is focused on increasing the throughput for highway and rail corridors of strategic importance outside the urbanized areas of the state. A sound transportation network between and connecting urbanized areas ports and borders is vital to the state’s economic vitality. The ITIP is prepared in accordance with Government Code Section 14526, Streets and Highways Code Section 164 and the STIP Guidelines. The ITIP is a five-year program managed by Caltrans and funded with 25% of new STIP revenues in each cycle. Developed in cooperation with regional transportation planning agencies to ensure an integrated transportation program, the ITIP promotes the goal of improving interregional mobility and connectivity across California. A. State Route 41 Excelsior Expressway – Kings/Fresno County Line to Elkhorn Avenue

Although this project was removed from the 2016 STIP due to the revised STIP Fund Estimate, KCAG supports the continued programming of ITIP funding for a project on State Route 41 to widen the two-lane segment from the Kings/Fresno County Line to Elkhorn Avenue in Fresno County to a four-lane segment; closing a gap between two adjoining 4-lane segments. This project was included in the 2014 STIP with partial funding of the PS&E and for Right of Way capital and support phases for a total of $2,142,000 in FY 2017-18. For the 2018 STIP, the Commission expects to give first priority to the reprogramming of projects from the 2016 STIP, as amended, including projects or project components programmed in the 2014 STIP and deleted without prejudice in the 2016 STIP. The draft 2018 ITIP proposed by Caltrans includes the programming of $8 million in FY 2018-19 for PS&E, RW, and RW Support. The Fresno Council of Governments has proposed the programming of an additional $2 million in county shares for RW. Caltrans has agreed to propose that the project’s $52.5 million estimated construction cost receive future ITIP funds and has requested that the region contribute another $4 million in county shares for construction in FY 2024-25. SR 41 is included in the 2015 Interregional Transportation Strategic Plan (ITSP) identified as a Strategic Interregional Corridor and Priority Interregional Facility and is a regionally significant route due to the mix of statewide, interregional, and local commuter traffic. It provides access for people and freight which support the economy through the agricultural industry and tourism, and supports connectivity for national defense. The majority of SR 41 is a 4-lane Expressway/Freeway in Fresno and Kings Counties, but it narrows to 2 lanes from the Kings County line (at Excelsior Avenue) to Elkhorn Avenue in Fresno County, causing bottlenecks, safety concerns, and truck diversion to alternate routes. This widening project would benefit both the interregional and regional traffic between Fresno and Kings Counties with increased mobility, along with economic

and environmental benefits. Preserving interregional traffic flow, continuity, and reliability is a priority for this corridor.

Section 9. Projects Planned Within the Corridor (Required per Section 20) KCAG is not proposing any new projects in this 2018 STIP cycle. However, PPM funds are being requested that will be used to prepare a Project Study Report for a future interchange project on SR 198 for programming in a subsequent STIP.

C. Relationship of RTIP to RTP/SCS/APS and Benefits of RTIP Section 10. NOTICE OF PUBLIC HEARING BEFORE THE KINGS COUNTY ASSOCIATION OF GOVERNMENTS

TRANSPORTATION POLICY COMMITTEE

2018 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM NOTICE IS HEREBY GIVEN that the Kings County Association of Government's (KCAG) Transportation Policy Committee will hold a public hearing pursuant to Public Utilities Code, Section 65080, Subdivision b, to consider adopting the "2018 Regional Transportation Improvement Program" for Kings County. The hearing will be held on December 6, 2017, at 4:30 p.m. in the Kings County Board of Supervisor's Chambers, Administration Building, Kings County Government Center, 1400 W. Lacey Blvd., Hanford, California. The Regional Transportation Improvement Program (RTIP) has been prepared by KCAG in cooperation with the cities, Kings County and Caltrans. The 2018 RTIP is a five-year program that proposes funding for inclusion in the State Transportation Improvement Program (STIP) to be adopted by the California Transportation Commission (CTC). These projects include: Planning, Programming and Monitoring: $298,000, FY 2019-20 Anyone interested in the "2018 Kings County Regional Transportation Improvement Program" is invited to appear and make statements of fact, present evidence, or submit their comments concerning this matter. Written comments may be accepted by KCAG at their offices located at 339 W. “D” Street, Suite B, Lemoore, California, 93245 up to the day and time of the hearing. Oral comments will be accepted only at the public hearing. IN THE MATTER OF ADOPTING THE ) RESOLUTION NO. 17-16 2018 REGIONAL TRANSPORTATION ) IMPROVEMENT PROGRAM ) RE: 2018 RTIP WHEREAS, the Kings County Association of Governments (KCAG) is designated by the Secretary of Business, Transportation and Housing Agency as the regional transportation planning agency (RTPA) for the County of Kings; and WHEREAS, the State Transportation Improvement Program (STIP) is a statement of intent by the California Transportation Commission (CTC) and a schedule for project delivery for the allocation of funds during a five year period to major transportation projects; and WHEREAS, the CTC has adopted programming policies, standards, criteria, procedures and instructions for the development, adoption and management of the STIP process; and WHEREAS, KCAG is required by the CTC to prepare, adopt and submit a five-year regional transportation improvement program (RTIP) by December 15, 2017; and WHEREAS, the "2018 Kings County Regional Transportation Improvement Program" (RTIP) has been prepared by KCAG in cooperation with its member agencies, Caltrans and the California Transportation Commission in accordance with the STIP process; and WHEREAS, the “2018 Kings County RTIP” includes programming proposals for funds from the Regional Share of the current STIP period; and WHEREAS, the “2018 Kings County RTIP” has been reviewed for consistency with the adopted "Regional Transportation Plan" and the CTC's adopted STIP Fund Estimate for Kings County.
