PREFACE

Dear friends

We are glad to present annual report 2014-15 of the organization. In this financial year, with other activities, we focused on data compiled through surveys on various indicators of demographic profiles of slum children and women. Though organization’s history goes back to 1987 and during this long 27 years commitment to social vision, we have a belief that advocacy is at the core of democratic culture through which linkage between civil society and government can be developed. Working with community, we have always kept child in the centre, with the belief that rights and responsibility always go together. Right should not exist without the concept of duty.

In ASES, we work together closely and at the same time mutually accountable to each other insuring that our fund and resources are utilized properly. Pursuing our goal, we are trying to make our process more transparent and accountable.

“Actions Speak Louder than Words” is not mere a proverb for us. ASES strive to play many constructive roles and steering community in a meaningful way to raise their voices for basic rights and entitlements. Be it the rights of children, women or community as a whole, awareness is the key for positive changes within them. But, when we speak of services of health, education or other basic amenities to deprived community, it should be quality health, quality education and quality basic amenities. Thus, our action would be focused in this direction, so that organization’s goal of empowerment would materialise in fruitful manner.

Further, we would like to thank all over fellow staff for their efforts in realization of our mission. One major development within organization is worth mentioning that we have formed an “Internal Complaint Committee” in the wake of Supreme Court guidelines given on Vishakha vs. State of Rajasthan” in 1997. It is related to sexual harassment complaint and redress at workplace.

A special thanks to other organization and individual playing a supportive role to make their commitment worthy. We would also like to thank our board members for their devoted commitment.

Organization Profile

GenesisDeeply moved by the living condition of slums in Jamshedpur, Prabha Jayaswal decided to do something for the slums. With the help of some like-minded individuals, Adarsh Seva Sansthan came into being on 22 March, 1987 with a mission to transform the lives of needy and exploited people living in ignorance.Having registered as a non-political, non-profit organization in 1991, till date Adarsh Seva Sansthan has carried out manifold tasks for the poor and the oppressed section of the society.

CHILD RIGHTS : BUILDING BASE FOR AN EQUITABLE SOCIETY

Working in slums of Jharkhand since more than 27 years, Adarsh Seva Sansthan has crossed many milestones in its journey towards ensuring organization’s goal and objectives of equal, fearless, exploitation free society. Though children and women welfare and empowerment has been in its focus, it is also addressing other peripheral issues like right to adequate housing, basic amenities, implementation of Rajiv Awas Yojana, JNURRM etc. in urban slums of Jharkhand. The organization is aiming to ensure fundamental rights in sustainable manner by empowering Bal Sangathan, Mahila Mandals, Basti Committees and Sanyukt Basit Committees in its operational areas. Since the all activities of ASES are child and women centric, participation of children and women in its each and every activity is quite natural. ASES believes that children and women are the building blocks of society and carrier of change for a better world, thus the organization has targeted this group to bring sustainable change within society. Concept of Bal Sangathan and Mahila Mandal has emancipated from this very belief, which is based on its 27 years long field experiences. As change agents, Bal Sangathan and Mahila Mandals have done remarkable jobs.

BAL SANGATHAN: In our operating areas, total 52 Bal Sangathan are active with a strength of 891. To ensure above mentioned rights for empowerment of children ASES conducted awareness programmes, RTE monitoring, counseling, coaching classes, NIOS including other occasional programmes. In addition to these, children are being provided with platform to express themselves through writings, articles, drawings and short plays.

Annual Bal Sammelan: Members of Bal Sangathan eagerly wait for this event each year, in which they participate in huge number. This year it was held on 22 January, 2015 at ASES premises. More than 500 children gathered in this mega event filled with fun and knowledge and showcased their multi-dimensional talents. Including children, members of Mahila Sangathan, Basti Committees from 24 slums, noted social workers, public representatives and intellectuals took active part in this event. Mr. Beli Bodhanwala, renowned social worker, Mr. Indra Bhushan Singh, DSE, Mrs. Anjali Bose, Mahila Samnvay Samiti, Mrs. Bindu Jha, Mahila Samkhya, Ms. Vinita Sahay, Inner Wheel, Mrs. Taru Ben Gandhi, Social Worker & Donor, Mr. Premchand, Activist and Mr. G. S. Jaiswal, Senior Advocate were the honored guests of the event. Member of Parliament Mr. Vidyut Baran Mahato was the chief guest of the programme. At the end winners of drawing, poem, play, essay and short play competitions were awarded by the guests.

Capacity Building Workshop: The workshop was organized on 3-5 June, 2014 in Jamshedpur. Bal Sangathan (BS) leaders from four districts viz. Jamshedpur, Ranchi, Bokaro and Dhanbad was organized at premises of ASES, in which 55 child leader including all staff of ASES also took part. The theme was ‘survival, development, participation and protection’. Under these rights, various aspects like general health & hygiene, immunization, importance of education, school enrolment, adverse effects of drop out, child labor, child abuse, child marriage, addictions etc. were discussed at length during different sessions of the workshop. Exclusive session with police: The 3 days workshop ended with interaction of children with police personnel. ASI, Sonari police station Mr. Ramdev Prasad Singh was present with other policemen on this occasion. Objective of this session was to bring children face to face with police, so that to eliminate hesitation normally a person experiences while dealing with police. Children were told to raise queries without any hesitation and feel free to interact with them. Gradually, as the children got accustomed of Khakhi uniform, the session turned out to be most interesting part of the whole workshop. Some of the questions raised by children were touchy and answers from police side were equally sentimental.

RTE & SMC AWARENESS CAMPAIGN : The campaign 2014 was started on 10 July From Shivmuni Singh Basti, Jamshedpur and covered all 24 operational basti in the city. The objective of this campaign was to create awareness among basti dwellers on importance of School Management Committee (SMC), role and responsibility of SMC members in securing quality education to their children. Apart from this, during the campaign, We prepared a list of children who were not attending school, drop out and out of school on the spot and encouraged such children to attend school. In 7 basti, 42 such children have been identified. Out of 42, we have been able to link 13 children (from 8 to 18 year old) with education (school and NIOS). During the process, we gave post cards to children and encouraged them to write gaps and need of school infrastructure in their school. After completion of the campaign we dispatched these collected post cards to chief secretary, Jharkhand and SCPCR, Jharkhand.

Routine Activities : Regular meetings of Bal Sangathan in all 4 districts were our routine activities in which issues like listing of drop out and out of school, enrolment, retention, membership in Sangathan, basic services in schools and bastis, child marriage, child abuse, next year planning etc. discussed and possible solution of problems were sorted out as well. They also planned for Aangan Magazine. This year theme of the magazine is “Girl Education”.

Its Learning Time : Kids in CRÈCHE.

Fight against Malnutrition : Apart from regular activities like awareness on issue, identification of malnourished children, counseling, ensuring ICDS services to beneficiaries, enrolment in MTC etc. ASES facilitated exposure visit to community women in Dhanbad, Bokaro, Ranchi and Jamshedpur to gain knowledge of various aspects of malnourishment, treatment and government facilities.

Staff Capacity building workshops on Malnutrition and ICDS & BR : Workshops were organized on 11, 12 and 13 July, 2014 at ASES premises.Ramnath Rai from Unicef and Mr. Rudro Madhav Barik from “Chale Chalo”, Odisha were resource persons.

Hand Holding Meetings : This financial year two hand holding meetings were organized in Observation Home, Ghaghidih, Jamshedpur and one in DSWO office on 3 September, 2014, 11 & 20 February 2015 respectively. Participants in the above meetings were Prabha Jaiswal (ASES), Abhik Bhattacharya (CRY), Prity Srivastava (Unicef), Jaya Moitra (Grace India), Tapan Gorai (Bal Sakha), DCPO, JJB officers, CWC members, head of Special Juvenile Police Unit, Thana In-charge of Parsudih, Julie and Archana from ASES including staff of Children Home and Observation Home, members of other NGOs, and representatives of DSE office. Issues discussed were Short Stay of Girl Child, Children in Need of Care and Protection and disable children. NGO ‘Sparsh’ committed for short stay home for girl child and skill training, while Bal Vihar has committed for the same for disable children.

CRÈCHE :

ASES is running crèche centre for the kids in the age group of 0-5 years with its own resources and local contribution in partnership with Rajasthan Maitri Sangh, Jamshedpur in a sustainable manner. The CRÈCHE was opened with an objective to provide nutritional food, periodic medical check-up, immunization and pre-education to kids of slums, whose mother and father go to work. The crèche is a

centre, where the kids get care and love of crèche mothers in between 7:00 AM to 5:30 PM for six days in a week and in the meantime they get pre-education in play-way method.

Coaching Classes:In order to play a role of guiding agent for mainstreaming these weaker and dropout children and for their retention in classes and schools, ASES guides and helps them with the counseling process of the families. The organization also arranges for coaching classes for never enrolled and out of school

children of the area.

Clean JharkhandClean Jharkhand Project based on Solid Waste Management is being operated succesfully since August, 2005 under Adarsh Seva Sansthan. Keeping view of door to door garbage collection, the programme has succeeded in providing pollution free surrounding to the inhabitatns of its operational areas. In the year 2014-15, we succeeded to increase the number of households from 1450 to 1550, divided in to 15 PDC. On one hand the work of two PDC have been closed namely IXth phase, Adarsh Nagar on August 2014 and Kharkai enclave on December, 2014. On the other hand, we have succeeded to include a new PDC Sangam Vihar on September, 2014.

Other NetworkCREJ (Campaign for Right to Education in Jharkhand) is an important partner of ASES, which focus on child education and malnutrition. It is a strong platform at state level for the advocacy of child rights, with the data collected from slums of 4 districts viz. Jamshedpur, Ranchi, Bokaro and Dhanbad. CREJ also organizes programme for capacity building of SMC and field workers on malnutrition and RTE. This year ASES has done assessment of 10 schools (7 middle and 3 high schools) in Jamshedpur for strengthening SMC s. Moreover, ASES conducted survey of 10 AWCs of Green Park, Gandhi Basti, Roop Nagar, Ramjanam Nagar, Nirmal Nagar ‘A’, Harijan Tola, Jahira Basti, Balram Basti, Sido-Kanhu Zone No. 1 & 3, Birsa Basti, Bachha Singh Basti and Sarjomhatu ‘B’ in Jamshedpur.

Green Park, Kadma, Birsa Basti, Sonari, Jahira Basti, Domuhani, Sido-Kanhu Zone, Sonari and Sarjomhatu, Domuhani.

Women and Community EmpowermentA new born baby needs proper health care services right from home to hospitals. Immunization, BR and Nutrition are the 3 major areas, where ASES has primary focus. It needs advocacy and awareness at every level i.e. in community as well as in government structures. Therefore, ASES has made its Mahila Mandal is a tool for institutional delivery, Birth Registration, immunization of child at early stage of its strategy. ASES aims to ensure rights of under-privileged section of society through empowerment of women and community people to make it a sustainable process. For this very purpose, it organizes Mahila Manldals meeting, workshops, events etc. throughout the year and of course International Women’s Day. Our field activists though remain in contact with community women whole year, we hold quarterly joint meetings and half yearly joint cluster Mahila Mandal meetings on above mentioned issues to raise their awareness level. Knowledge sharing sessions especially on Birth Registration norms, its process, admission under RTE and its criteria and other government welfare schemes are undertaken to enrich their information, so that they could be able to pave the way on their own. Promoting institutional deliveries, timely immunization of both, mother and newborns, birth registration, malnutrition and its ill effects are some key areas, on which we keep our focus.

BASTI COMMITTEES :Joint Basti Committee and Core Committee are the additional input towards organizing slum people for the desired achievement of the organization. A Joint Basti Committee formed with 2 representatives from each Slum (basti) Committees of all the districts. There are total number of 104 active Slum Committees (Jsr-34, Ranchi-20, Dhanbad-20, Hazaribagh-10, Chaibasa-10, organized in each and every slum of our operation areas in the fastly growing urban towns/cities of four leading industrial areas namely Jamshedpur, Ranchi, Bokaro and Dhanbad in Jharkhand.

Activities: Basti Committee enlists issues of their respective basti and then tries to address it with the help of relevant govt. offices. On the other hand, it also mobilizes people, create awareness among them, do advocacy, stages demonstration and dharna to ensure people’s right. Linkage with govt. departments, ULBs, public representatives to resolve issues and ensure people’s right. As far as the rehabilitation, Basti Committees are fighting at their level. They do linkage and networking as per their convenience with other forums, public representatives and so on.

Every person has right to Adequate Housing

Housing CampaignAdarsh Seva Sansthan has been working with a prime focus on housing rights along with the child rights issues in six cities in Jharkhand. Month long campaign on Ghar Adhikar Abhiyan was organized relating to various rights. Same was shared with people through Nukad natak, Nukad sabha.

Charter of demand was submitted to District Commissioner of Ranchi, Bokaro, Jamshedpur, Dhanbad, Hazaribag, Chaibasa. People were sensitized about various constitutional rights and also legal rights.

Sensitization about Legal Rights

Adarsh Seva Sansthan aware community about legal rights and legal assistance through sangathan. Aware and sensitized community about filing RTI for their rights like social security schemes and other government

schemes. Slum dwellers are coming forward toward their rights to know more what are the provisions and their entitlement.

State level programmeTwo Day State level programme has been organized at Ranchi, where manifesto covering charter of demand was submitted to various political parties State Office. Charter of demand includes housing schemes like JnNURM, BSUP, IHSDP, GIS mapping, and basic amenities to urban poor. This was also taken towards a people’s awareness through posters, leaflets-folders and publication of books relating to the court judgment and declaration on eviction news & highlights of the paper published.

Government project for urban peopleThe city campaign team also visited Ranchi and Dhanbad to know the status of JNNURM under government programme to promote solid waste management, water treatment plant and housing. They found poor process of work like construction of water tank and ground work of pipe lines in Ranchi but Dhanbad is doing well in progress. The newly under construction water tank capacity of 142 mlt.(million litre)/day has not yet in ground for the urban poor people for supplying drinking water in Dhanbad and Ranchi. Pipe lines lying down the earth losing its qualities unused.

Networking with local ULBs & representativesThe people who have always been making a fair relationship with local representatives, urban level bodies and govt. officials to sensitize, influence and let them work together for urban poor. In the program local Ward Counselors, Chairperson, Municipalities, Block Labor Officers participated. The individuals who are working for the cause of these people also supported the programs towards a greater movement. Slum free city plan is lying down poor functional. Process and Implementation of dream 2022 must be planned strategically by the government.

Basti leaders intervening for basic amenities

Each city has its own way and strategy to involve urban local bodies and competent authority have been involved in the networking meetings and discussed on resolving slum issues. ASES initiated for a massive interventions in different cities for community toilet, supply of drinking

water and other basic amenities. We tried and got few step ahead to take water supply in Jharia bastis. ASES came forward in close relationship with Municipal Corporation for ground pit water for washing,

process of issue of pension, social security schemes and caste certificates for school children. Chaibasa, Hazaribagh and Dhanbad cities are increasingly good position for submitting numbers of application for different subject to the Block Development Office and concerned department.Joint Basti Committee organized state level meeting with every district leaders to make broader strategies in the state level. About One hundred female and male leaders of JBC discussed intensively and planned to meet a group of representatives with political party leaders in state and district level for submitting manifesto prepared by the organization. Also discussed on housing and basic amenities issue with them for advocacy in state and district context.

Jan Sanvad – A people’s hearing

Jan Sanvad (Jan sunwai) program brought people together jointly to express their problems and demand in front of government officials and people’s representatives towards bridging the gaps between them. Basti representatives rose their critical situations what actually they face for toilet, water & sanitation, street light, school, ICDS and other social security schemes in front of concerned officials. District Legal Service Authority said people can come in case not getting response to the matter. It became a positive concern about hundreds of applications for caste certificates and social security schemes were submitted. It made people aware about their entitlements and process to access to the department. More than 500 applications submitted and for caste and income certificates in Jamshedpur, Chaibasa and Dhanbad in which mostly issued them after regular follow up.

Organizational approachAfter passing over the milestone the ASES is realizing to re-organize and reform the sangathan having structural changes which they can move with more enthusiasm and energy. The more energetic people should also come forward by involving youth leaders to run the struggle. As government has recently announced to provide tenure rights and other basic amenities to the urban poor likely to begin in Jamshedpur, in the other hand High Court declared not to bear any kind of encroachment in the cities and immediately it will be driven out. Both are extreme opposite of government desire that is a big challenge for the people that how to protest against this mission. The mission is not farely constructive for the people. In this ground women decided to face the situation

CHILD REPORTERS PROGRAMME

With the focus of developing a healthy environment for children, where they can freely express their views and opinions on issues they affected. Child reporters programme runs in 70 middle schools scattered in Jamshedpur, Musabani, Ghatshila & Dhalbhumgarh blocks of East Singhbhum district of Jharkhand since Nov 2009. Child reporter’s programme is UNICEF supported initiative based Child rights of expresston and rights of participation (Article 12 and article 13 of Convention on Rights of Children (CRC).

Life story of Child Reporter showcased on Doordarshan

2014, marked as memorable year for Child reporters programme, lots of stories of change identified from field, among them 2 success stories of child reporters Geeta Tantubai & Arti Sharma – have been identified as adolescent heroes. Documentry films based on their struggles and efforts have been developed which will be showcased on Doordarshan on occasion of 25th Anniversary of Child Rights Convention, 1989. Let’s know the Story:

As a child reporter Aarti strengthened intellectually, so that she able to write flawlessly on child issues, Now she living a dream to become an IAS to serve the society. Now, Aarti capable to write story or poems in just little time. She is a great speaker; she put their opinion on many social issues. No any Event in school completed without participation of Arti. She received many prizes in various competitions held in the city, it’s a proud moment for school as well as us. On Arti footsteps, many of the school children of their school started writting as habit and partciapting in school events.

Once geeta come home from school, she listen about prepartion of her marriage, she is just 15, she know about consequences of child marriage. She talked with parents, she began protests at home. But the prepararion of her marriage continued. She shared the situation with her friends. Her friend motivated her effort; they manage geeta grandmother in opposing the marriage. Grandmother talked in geeta favor at home, and Geeta with support from her elder sister called the groom to cancel marriage from his side. Finally, Geeta succeded to prevent her from curse of child marriage and continuing their struggle for fulfil her dream to become a teacher.

Child Reporters Radio Forum:

In 2014, apart from publication of articles/poems in newsletter and blog, Child reporters got opportunity to go on AIR with their stories and opinions. On the occasion of “A World Day against Child labour (12 June), International Youth Day (12 Aug), International Literacy Day (5 Sept), International Girls Child Day (11 Oct), World Immunisation Day (10th Nov), World Toilet Day (19th Nov) & World AIDS Day (1 Dec)” Child reporters got opportunity to speak on radio.

The experience and views of child reporters regarding those 7 special Days broadcasted on Radio Dhoom 104.8 FM at Jamshedpur. Some of child reporters quoted “Visiting Radio Sattaion was like a dream come true experience for me.”

Child Reporters Annual Meet:

On 9th Dec 2014, Child reporter’s Annual meet based on the theme “Voice of Children" organized at Indoor stadium, Jamshedpur Women's College. During the function child reporter’s presented stories of changes, expressed their thoughts through articles, poems, self experiences and through their efforts of preventing child marriage etc.

The screening of Child Reporters Arti Sharma and Geeta Tantubai life story showcased on doordarsan, exhibition of drawings, poems, articles, post card, dream tree etc also the center of attraction during the programme.

Child Reporters programme activities: at a glance

Through out the year capacity build activities of child reporters conducted in 70 schools scattered in 4 blocks. They are orieneted on child rights by facilitatators during school level activities. 30 Cluster level group activities and 20 panchayat level meetings with PRI member’s orgainsed at different schools.

The educational visits of children conducted to Block office, BEEO offices, Newspapers houses, civil surgeon office, Child friendly Thana, Newspaper Houses and many more places. At Govt offices children interacted with officers and know about their services and schemes from them. During Newspaper visit child reporters known about process of editorial and printing process of newspaper publcation.

During media workshops on 25 July and 11 Dec, child reporters raised the issues of child protection, child marriage and related issues. The orienteation of teachers on child rights issues conducted with teachers of 70 Schools in September.

1538 Child reporters from 70 schools submitted 12333 write-ups on diffrents social issues viz. School & education, Child Marriage, Child Labour, Discrimination and many more social issues. The selected write-ups and expressions documented in 4 quaterly edition of newsletters named “Nanhi Kalam.” All newsletter available online on google search by “Nanhi Kalam.” We also got lot of stories of change, many children tried to stop child marriage, some tried to join children to school, someone tried to stop child labour.

Child reporters programme on Social Media platform:

Apart from spreading awareness in children through school level interventions, we launched exclusive blog and facebook page last year for promoting children efforts online. The title of blog homepage is “Bal Patrakaro ki Choupal” (बाल पत्रकारों की चौपाल). Child Reporters activity, informations and childrens expressions regularly uploaded on blog and Facebook page. We also got very positive response on web. At present we got 458 likes on facebook page and more than 3000 hits from entire globe on Child reporter Blog. The URL
