Ahsan means doing something in the best way. Ahsan produce firsta releationship with Allah through our excellences of worship thena relationship with Allahs creation, due to our knowledge that

    Allah is watching us.

The hadith can be broken up into two parts (Mushahadah) one whosees Allah with his heart and (Muraqabah) one who knows Allah is

watching him. The stronger of the two is Mushahadah to see Allahwith the heart. This is similar to when the Prophet Muhammad wasin the proximity of Allah in the Isra wa Miraj. The Ascension.
