ThisimportantinitiativeisabouttheimplementationofArticle7oftheEUdirectiveonAlternativeFuelInfrastructure.

Article7ofthedirectiveonAlternativeFuelInfrastructure(dAFI)(1)requiresthememberstatestoimplementmeasurestohelpimprovetheinformationgiventoconsumerswhenfacedwithachoiceoffuelsfortheirvehicle.Thiswilladdressallfuelandenergytypessuchaspetrol,diesel,gaseousandliquefied(methane)gas,lPG,hydrogenandelectricity.

TohelpenabletherequirementsofArticle7,anewCENstandard(EN16942)hasbeencompletedwhichprovidescommonfuel“identifiers”thatwillbeplacedonnewvehiclesandallfueldispenserssothatwhenacustomerarrivesatafuelservicestationandopensthefuelfillercaponhisvehicle,theywillseeacommonfuelidentifieronthevehicleandalsoonthefuelpump.Theidentifieronthecarandprintedintheownersmanualwillinformthecustomerswhichfuelsarecompatibleforuseintheirvehicle.

ThefirstretailfuelssitewasopenedinMexicobyBP.Thisispartofitsplantoinvest,overthenextfiveyears,inthegrowingMexicanretailfuelandconveniencemarket.

Eversincethecountryapprovedderegulationofthefuelretailingmarketin2013,thenewBPretailsiteisthefirstglobaloilcompanybrandedsiteoperatinginMexico.ItislocatedintheSatéliteareaofMexicoCity.Around1,500retailsitesinMexicooverthenextfiveyearsiswhatBPforeseesaspartofitstacticalintentiontogrowitsretailbusinessworldwide.Inordertohelpprotectconsumers’engines,thenewBPsitesinMexicowillfeatureinvitingretailstoresandfull-servicerefuelingislandsofferingBPfuelswithACTIVEtechnology.

ThePetrolWorldGlobalNewsServicehasbeenfollowingfuelpricederegulationsinceJanuary2004.Wehaveheldeventsinkeymarketsatakeystageoffuelpricederegulation.ThebestexamplesofthiswereMumbaiin2010forIndiafuelderegulationandBaliin2011forIndonesia,whichturnedouttobeanotherfalsedawn.However,thelowerinternationaloilpricesincethelatesummerof2014hashadahugeimpactonfuelpricederegulationaroundtheworldandinparticular,Asia.Inthisfirstarticleonthebasicsoffuelprice,PetrolWorldwiththeassistanceofNevinValevwilloutlineandremindusofthebasicsoffuelprice.

Fuelmarketregulationsaroundtheworld

Theextentofstateinterventionintheenergymarketsdiffersconsiderablyacrosscountries.Therearevariousformsoffuelmarketorganizationandmethodsoffuelpricing.Althougheachcountryhasspecificfuelmarketcharacteristics,threemainmethodsforretailfuelpricedeterminationcouldbedistinguished:

Thispricingtypeistypicalforliberalizedfuelmarkets.Incountrieswithsuchmarketsthestateinterventionislimitedtoestablishingtermsandconditionsthatpromotemarkettransparencyandfreecompetition.Fuelretailersset

theirsellingpricesfreelywithoutmajorrestrictions.Therefore,thefuelpricesatdifferentstationsandindifferentregionsofthecountrycouldvary.

Priceceiling

Underthisformofpriceregulation,fuelretailersarealsofreetodeterminetheirsellingpricesaslongastheydonotexceedthespecifiedceiling.Thegovernmentinfluencesretailfuelpricesbysettingmaximumpricesforpetroleumproducts,whicharerevisedregulary.Thepurposeofthisformofpricecontrolistoprotectconsumersfromsuddenupwardpricefluctuationsorunreasonablyhighmarketprices.

Fixedprice

Themostextremeformofpricecontroliswhenthegovernmentoranotherauthorizedinstitutionfixestheretailfuelprices.Allretailersmustselltheirfuelsatexactlytheseprices.

FuelPriceSubsidies

Thefuelpricesinquiteafewcountriesaroundtheworldaresubstantiallybelowmarketlevels.Whatarethesecountriesandbyhowmuchdotheysubsidizeretailgasoline?Tomakethatcalculation,westartedbyestimatingwhatwouldfuelcostiftherewerenotaxesandsubsidies,nogovernmentregulationofprices,andrelativelyfree,competitivemarkets.Wecomputed

thatbenchmarkusingdataontheretailpricesoffuelandtheleveloftaxesacrossU.S.stateswheretheseconditionslargelyapply.Thebenchmarknumberis0.52US$perliterofunleadedfuel.WeperformedthesamecalculationforallEuropeancountrieswherepricesarenotregulatedandwearrivedatabenchmarkof0.51US$perliter,almostidenticalwiththeU.S.

Inotherwords,inidealcircumstanceswherefreemarketspushpricesdowntotheirlowestpossiblelevelandintheabsenceofanytaxes,priceswouldbeabout0.51-0.52US$perliteroffuel.Anyretailpricebelowthatlevelindicatesthepresenceofsubsidies.Thesesubsidiescouldtakevariousforms.Forexample,thestatecouldmandatesapriceceilingoritcouldprovidetaxbreaksorsubsidiestooilproducersandrefinersthatarepassedontotheconsumer.Whatevertheformofthesubsidy,however,thebottomlineisthatthepricesoffuelarebelowthelowestpossiblefreemarketlevel.

UsingAugust2016data,weidentified15countrieswithsubsidizedfuelpricesstartingfromasampleof160countriesaroundtheworldthatexcludessmallislandcountriesandsomeverysmallinlandcountriessuchaslichtensteinandMonaco.Thesubsidyiscalculatedasthebenchmarkpriceof0.52US$perliterminusthelocalretailpricesoffuel.Thesubsidyrangesfrom0.03US$perliterinAzerbaijanto0.51US$

nepal: Fuel retail network to upgrade standards

ThedistributionBylawofFuelProductswasamendedbythegovernmenttoimprovestandardswithinthefuelretailnetwork.Asperthenewamendments,currentfuelservicestationswithinNepalwillhavetoprovideminimumstandardslikehandinessofwashrooms(women,menanddisabled-friendly),drinkingwaterfacility,properdistributionandsalesoffice,openspaces,safetystandardfulfillmentandenoughparkingareawithinfourmonthsfromthedateofthebylawcomingintoaction.TheamendmentdraftofthedistributionbylawwaspassedbytheMinistryofSupplies(MoS)onJanuary6.Therearearound2,500fuelstationsacrossthecountry.

NepaloilCorporation(NoC)hassaidamendmentofthebylawwasessentialtomakethearticlepertinent,safeguardoperativesupplymechanismoffuelproductstoconsumersandbringupthestandardfuelstationsinthecountry.Thenewbylawinaproposaltoguaranteethatpresentfuelstationsupholdminimumstandardswithintheagreedtimeframe,statesthatthegovernmentwillmonitorallfuelstationsafterthesetlimit.

Supplyoffuelproductstoanyfuelstationthathasnotmettheminimumstandardwillbereducedby50percentregularlybyNoCandthefuelstationwillbegivenaone-monthperiodtoimprove,accordingly.Againifthesetstandardsaren’tmet,thesupplywillbefurtherreducedby75percent.Additionally,ifgovernmentstandardsarenotadoptedwithinthesixthmonth,NoCwillscrapthedistributionlicenseofthefuel.

“Theabruptamendmentinthebylawandconceptof‘ModelPump’hintsthatthegovernmentistryingtodisrupttheregularbusinessoffueldealers,asahugebudgetwouldbeneededtomeetthenewstandardssetbythegovernment,”lilendraPradhan,presidentofNepalPetroleumdealersAssociation(NPdA)said,addingthatthegovernmentshouldswotthebylawyetagainandincluderequirementsthatareresponsivetothedealersandguaranteecompletedevelopmentofpetroleum

Kingston,EnergyMinisterdrAndrewWheatleysaid.TheagreementwassignedbydrWheatleyandhisVenezuelancounterpart,NelsonMartinezinVenezuelancapital.PetroleosdeVenezuela(PdVSA)hasspentUS$63.5milliontoacquirea49percentstakeinPetrojam.Theremaining51percentisheldbytheJamaicanGovernment.
