ACTS for Water Resource Management and Well Pad Development

An Overview of Water Resource Requirements in
Pennsylvania
10 day reporting requirement from receipt of finalized laboratory data deliverable to the Department of Environmental Protection(DEP) and landowners.
All water resources within 2,500’ of an unconventional gas or oil well are sampled to preserve defense under PA law (Act 13).
Operators are presumed guilty in allegations of water contamination and can only secure a defense if the operator submitted pre-alteration water quality data to the DEP.
All water sources within 3,000’ must be identified and marked on the well plat that is submitted to the DEP.
Water resource set backs are measured from the vertical section for unconventional oil and gas wells: 1,000’ from public water supplies and 500’ from water wells.

Creating an Asset Directory
• COGC created an asset directory by importing an existing government land management system and commonly referred to as parcel asset management systems (PAMS).
• PAMS vary by state and county.
• COGC adopted the existing government identification conventions and has integrated ACTS in to the COGC land management workflow.
