It gives me immense pleasure to know that the Haryana Forest Development Corporation
Limited is going to publish its Activity Report for the financial year 2012-13.
The Haryana Forest Development Corporation Limited was established in 1989 with the
main purpose of assuring reasonable prices to the farmers for their standing trees and other forest
produce and also to ensure the welfare of farming community and development of forest based
industries.
It is heartening to note that the Corporation has achieved new heights during a short span
of two decades and serve the farming community at a large. I have been apprised that the
Corporation is one of the profit making public undertakings. It has paid Rs. 48.08 lacs dividend to
the shareholders during the last nine years.
I congratulate the Corporation for its achievements and service to the farmers. I convey my
best wishes to the Management of the Corporation.

Limited is publishing its Activity Report for the financial year 2012-13. Besides, its conventional
jobs, the Corporation has endeavoured to diversify its activities within and outside the Haryana
State.
I am further glad to learn that this Corporation has registered an increase of 66% in its
gross operating profit during the financial year 2012-13, in comparison to the
financial year 2011-12.

It is a matter of great pleasure that Haryana Forest Development Corporation Limited is
bringing out its Activity Report for the financial year 2012-13.
The Corporation is undertaking various activities like arboriculture, landscaping and
plantations projects being executed for Ministry of Defence, Northern Railway, NHAI, NBCC and
Delhi Forest Department. The initiative undertaken by the Corporation in supplying wooden crates,
dual desks, tables and chairs to various government agencies is also commendable.
I appreciate the Chairman, Managing Director and all other employees of the Corporation
for their commendable work exhibited during the financial year 2012-13.

Haryana Forest Development Corporation Limited is playing a vital role in stabilizing
market price of farm grown wood. A perusal of activity report of the Corporation would reveal that
it has made steady progress towards achieving goals for which it was set-up by the Government. I
am sure the Corporation will take new initiatives especially in the field of research and development
so that farm benefit forestry can get benefit in the state and tree cover can be increased.
I hope that the Activity Report for the financial year 2012-13 will be useful to all concerned.

The management of the Haryana Forest Development Corporation Limited is vested in
Board of Directors. The Corporation has five Directors including a Chairman and a Managing
Director. Against its effective sanctioned strength of 147 personnel, 82 officers/officials were in
position as on 31.03.2013, which includes all categories of posts mostly on deputation from the
State Forest Department, Haryana.
The Corporation is meeting its objectives with success and grossed profit over the years
with active cooperation of various government departments and agencies. It has ventured into
projects outside the state and successfully completed them profitably.
The Activity Report for the financial year 2012-13, has been effectively compiled showing
various development activities of the Haryana Forest Development Corporation Limited. We look
forward to more such efforts in the future also.

Salient features
• Purchase of trees of different species from farmers, Panchayats and institutions within and
outside the State on competitive rates.
• Felling and conversion of trees from forest and non-forest lands.
• Sale of round timber, pulpwood and firewood from the sale depots by open auction.
• Manufacture and supply of nursery bags and woven bags for the Forest Department.
• Manufacture and supply of barbed wire and concrete fence post to the Forest Department.
• Government of Haryana declared HFDC as approved source for round and sawn materials of
various timber, wooden furniture, firewood and wooden crates.
• Government of Haryana declared HFDC as approved source for supply of barbed wire.
• Executing various projects like arboriculture, landscaping and plantations for Ministry of
Defence, Northern Railway, NHAI, NBCC and Delhi Forest Department.

a) The turnover of the Company has increased by 82% i.e. from Rs. 5179.74 lac in the year 2011-12
to Rs. 9439.26 lac in the year 2012-13.
b) The gross operating profit of the Company has increased by 66% i.e. from Rs. 613.25 lac in the
year 2011-12 to Rs. 1016.58 lac in the year 2012-13.
c) The net profit of the Company has increased by 69% i.e. from Rs. 439.12 lac in the year 2011-12
to Rs. 741.08 lac in the year 2012-13.
d) The Company had started with a capital of Rs. 20.03 lac in 1989-90, and at present, the
Company has the reserve and surplus of Rs. 3810.81 lac in the year 2012-13.
e) The Company has paid Rs. 48.08 lac as dividend to its shareholders (Government of Haryana) in
the last years.
Note: Figures for the financial year 2000-01 to 2008-09 are based on audited balance sheets and for
the financial year 2009-10 to 2011-12 are based on un-audited/provisional balance sheets and for
the financial year 2012-13 are based on reports submitted by the respective General Managers of
Haryana Forest Development Corporation Limited. Turnover includes sales, other income of stocks
(increase/decrease). Expenditure includes purchase, administrative & other expenses and

Audit of the Company
The special performance audit and performance review was conducted by the Principal Accountant
General (Audit), Haryana from November, 2007 to March 2008 on the working of the Company
during the financial years 2002-03 to 2006-07 (five years). The accounts of the Company were in
arrear from 2009-10 with a backlog of three years. As the commercial accountants and separate
finance wing are not in existence to supervise and monitor the accounting functions and therefore
in the absence of the same, accounts for the financial years 2009 to 2012 also remains in arrears.
The Internal audit was conducted by the firm M/S. Gandhi Minocha & Company, Chartered
Accountants, appointed by the Company’s Board of Directors, who are on panel of Comptroller and
Auditor General of India.
The Comptroller and Auditor General of India has appointed M/S. Ashwani Pardeep & Company,
Chartered Accountants as Statutory Auditors of the Company for financial years 2009-10, 2010-11,
2011-12 and 2012-13, by replacing the earlier Statutory Auditors in November, 2012. The annual
proprietary audit of the Company has been conducted by the Audit Team of the Principal
Accountant General (Audit), Haryana.
The Balance Sheet for the financial year 2009-10, has been forwarded to M/S. Ashwani Pardeep &
Company, Chartered Accountants and Statutory Auditors for their audit and the same has been
completed by them. The provisional Balance Sheets for the financial year 2010-11 and 2011-12 have
been handed over to the Statutory Auditors for their audit and they have already completed the
preliminary audit of the same.

The Company
The Haryana Forest Development Corporation Limited was incorporated on 7th December, 1989
under the Companies Act, 1956, as a wholly owned Government Company with the main purpose of
assuring reasonable prices to the farmers for their standing trees and other forest produce and also
to ensure the welfare of farming community and development of forest based industries.
The main objectives of the Company as per Memorandum and Articles of Association are as under:
• To assure reasonable prices to the farmers for their standing trees and other forest produce.
• To generate employment opportunities in rural areas.
• To increase financial status of farming and labour community.
• To promote development of forest based and allied industries.
• To stabilize timber and fuelwood prices in open market.
• To protect the forest producer from exploitation of the middlemen and safeguard the interest
of the consumers by undertaking proper and scientific exploitation of the forest resources of
the State and if necessary outside it, in order to obtain maximum financial return thereof.
• To transfer related technology to farmers.
• Tree felling and wood extraction from Government forests earmarked to the Haryana Forest
Development Corporation Limited, development of forests and raising plantations.
The management of the Company is vested in a Board of Directors having not less than two and not
more than 12 Directors. As on 31.03.2013 the Company had five Directors including a Chairman and
a Managing Director. The Managing Director, an officer of Indian Forest Service in the rank of
Principal Chief Conservator of Forests, is the Chief Executive of the Company. He is assisted by one
Chief General Manager, an officer of Indian Forest Service in the rank of Conservator of Forests, at
the Head office and six General Managers, officers of Haryana Forest Services in the rank of
Assistant Conservator of Forests, in the field offices. The General Managers are assisted by
Managers (Forest Rangers), Dy. Managers (Foresters) and Assistant Managers (Forest Guards).

The Managing Director is also assisted by a Superintendent, Dy. Superintendent, Assistants, Clerks
and Data Entry Operators at the Head office. The total number of officers/officials in position as on
31.03.2013 are 82 against a sanctioned strength of 147 which includes all categories of posts of
deputation and also 10 posts of class III & class IV employees working on the permanent
establishment of the Company. The cadre position in Head Office and Branch Offices are given in
Annexure-I.
The Company has not engaged any employee drawing remuneration in excess of the limits laid
down under section 217 (2A) of the Companies Act, 1956 read with the Companies (Particulars of
Employees) Rules, 1975.
The Company has its registered office at Bays No. 27-28, Sector 4, Panchkula. The Branch offices are
headed by the General Managers. The Branch offices are situated at various districts of the State as
under:

vi) Gurgaon
The State Government has earmarked certain forest areas to the Company for the purpose of felling
of trees as per approved working plans of the Forest Department of the State whose details are

Operation in non-forest areas
The General Managers have been earmarked their jurisdiction for the operation in non-forest areas
to avoid confusion and dispute among the General Managers for their operational activities in the
State. However, there is no restriction to carry out any activity outside the State for any of the
General Manager. The jurisdiction for operation in non-forest areas within the state are as under:
The authorized share capital of the Company is Rs. 5,00,00,000/- (Rupees Five Crore only) divided
into 50,000 equity shares of Rs. 1,000/- each. The paid up share capital of the Company is Rs.
20,03,000/- (Rupees Twenty Lacs Three Thousand only). There are 2003 shares of Rs. 1000/- each
allotted by the Company. Two thousand shares have been allotted in the name of Governor of
Haryana through the Principal Secretary, Forest Department and one share each held by three
shareholders of the State Government. They are:
i) Financial Commissioner and Principal Secretary, Finance Department
ii) Financial Commissioner and Principal Secretary, Forest Department
iii) Principal Chief Conservator of Forests
The turnover, operating profit and net profit of the Company have increased by 82%, 66% and 69%
respectively in the year 2012-13. The summary of financial results for the year 2012-13 (un-audited)
in comparison to 2011-12 (un-audited) are given as under:

The above increase in Turnover during the financial year 2012-13 is due to supply of wooden crates
to various Government agencies such as Food & Supplies Department, Haryana Warehousing
Corporation, CONFED and Haryana Agro Industries Corporation and other activities like
arboriculture, landscaping and plantations projects being executed for Ministry of Defence,
Northern Railway, NHAI, NBCC and Delhi Forest Department.
The Company has been undertaking the activities which are enshrined in the Memorandum of
Association and additional activities as assigned by the State Government from time to time. Tree
felling and wood extraction from Government forests earmarked to the Company, development of
forests and raising of plantations are the major activities of the Company. Besides, the conventional
activities the Company has diversified it’s activities within and outside Haryana state such as:
1. Government of Haryana has declared HFDC as approved source for round and sawn materials
of various timber, wooden furniture, firewood and crates. A seasoning kiln run by the solar
energy has been installed in the premises of sawmill at Pipli, Kurukshetra.
2. Wooden furniture are being manufactured at Pipli (Kurukshetra) sawmill and being supplied
to various Government and non Government agencies.
3. Government of Haryana has also declared HFDC as approved source for supply of barbed wire.
The Company has one unit for manufacturing of barbed wire, nursery bags and woven bags
each at Kurukshetra and Hisar.
4. The Company has been supplying the nursery bags and barbed wire mainly to the Forest
Department for raising of seedlings and plantations.
5. Wooden crates are being supplying to various Government agencies such as Food & Supplies
Department, Haryana Warehousing Corporation, CONFED, HAFED and Haryana Agro
Industries Corporation.
6. Various projects like arboriculture, landscaping and plantations are being executed for
Ministry of Defence, Northern Railway, NHAI, NBCC and Delhi Forest Department.
The turnover of the Company depends upon the sale of wood/forest produce, nursery bags, barbed
wire, furniture, wooden crates and income from various projects like arboriculture, landscaping and
plantations etc. The turnover of the Company since the financial year 2000-01 to 2012-13 is given in
the table-1. The turnover during the year 2012-13 has increased by 82% due to supply of wooden
crates and on execution of projects like arboriculture, landscaping and plantations for various
Government agencies.

ExpenditureThe expenditure of the Company depends upon the purchase of trees, raw materials, administrative
and other expenses. The expenditure of the Company since the financial year 2000-01 to 2012-13 is
given in the table-2. The expenditure during the financial year 2012-13 has increased by 84% as
compared to the financial year 2011-12.

Value Added Tax and Income TaxThe Company has been paying sales tax, service tax and income tax on the sales, purchase and
profit. The contributions of sales tax, now designated as Value Added Tax (VAT), and income tax
since 2000-01 to 2012-13 are given in the table-3. The VAT and income tax as Rs. 111.82 lac and Rs.
275.50 lac respectively was paid by the Company during the year 2012-13.

ProfitThe gross operational profit of the Company has increased by 66% i.e. from Rs. 613.25 lac in the year

b) Line graph:
Royalty paid to the Forest DepartmentThe Government of Haryana and Forest Department has earmarked some of the Forest Department
areas to the Company for the purpose of felling of trees as per approved working plans. The
Company pays price of such trees to the Forest Department as royalty. The Company also pays
purchase price of trees of different species to the farmers, institutions and individuals as determined
by the Standing Committee comprised by the Board of Directors. In case of dead and dry trees, the
Company pays 65% of the actual purchase price of trees as determined by the Forest Department.
The royalty paid to the Forest Department since 2000-01 to 2012-13 is given in the table-5. The
Company has paid Rs. 726.49 lac to the Forest Department as royalty during the year 2012-13.

DividendThe Board of Directors of the Company approved the payment of interim dividend at the rate of
30% i.e. Rs. 6,00,900/- for the share capital of Rs. 20,03,000/- to the Government of Haryana for the
financial year 2010-11, and accordingly the interim dividend has been paid to the Financial
Commissioner & Principal Secretary, Government of Haryana, Finance Department. The dividend
paid to the shareholders (Government of Haryana) since 2000-01 to 2010-11 is given in the table-6.
The Company has so far paid Rs. 48.08 lacs dividend to the shareholders (Government of Haryana)
till 2010-11. However, the interim dividend for the financial year 2011-12 and 2012-13 is yet to be
declared by the Board of Directors of the Company.

Reserve and SurplusAs per the provisional balance sheet for the year 2011-12, the reserve and surplus as on 31.03.2012
was Rs. 1891.82 lac. During the year 2012-13, the reserve and surplus as on 31.03.2013 is Rs. 3810.81
lac. The said reserve and surplus in the form of fixed deposit receipts, cash in bank and cash in hand
are given in the table-7. Besides, there was some closing stock in depots and also advances were
given to the agencies/firms for purchase of raw material etc. are shown in the below table.

The Company carries out felling of dead, dry as well as green standing trees allotted by the Haryana
Forest Department from its forests areas. After felling and conversion of trees, timber is sold by
open auction from the sale depots. The Company also purchases trees from farmers, panchayats,
government departments and institutions at purchase prices fixed by the Company. Volume of
standing trees (from Forest Department and other sources) felled by the Company since the
financial year 2000-01 to 2012-13 is given in the table-8.

Out of total felling, 83% was from the forest lands and rest 17% from non forest lands consisting of
institutions, panchayats and farmers. The region wise felling from forest and non forest lands during
the financial year 2012-13 is given in the table-11.

The felling from forest lands is highest by Ambala followed by Kurukshetra Region and felling from
non-forest lands is highest in Jind followed by Ambala region.
c) Conversion of trees
The region wise fellings of dead, dry and green trees from forest and non-forest lands, their
numbers and volume of the financial year 2012-13 is given in table-12 alongwith the conversion

obtained from the volume harvested by each region. Out of total fellings of 47704 cum standing
volume from forest areas, 31201 cum (65%) were green and 16503 cum (35%) were dead, dry and
fallen. Out of total felling of standing trees from forest and non-forest areas, the conversion was
obtained as 51% timber, 27% pulpwood size (G-I) and 14% firewood (G-II). Volume of G-I and G-II
are taken in stacked cubic meter.

d) Sale of Timber, Pulpwood and Firewood
After harvesting and conversion, timber, pulp wood and fire wood are transported to sale depots.
Details of converted volume during the financial year 2012-13 of regionwise of Company are given
in the table-13.

e) Average Sale Price of converted wood
The species wise average sale price of converted wood during the year 2012-13 is given in the table-
14. The price of round timber (RT) is given per cubic meter whereas the prices for Grade-I and
Grade-II are given per stacked cubic meter. The total sale of converted wood has been made as
Rs. 2327.94 Lac during the financial year 2012-13.

f) Establishment of Sawmill
The Company has taken over the abandoned Sawmill of the Forest Department at Pipli on lease
basis in the month of April 2007. After taking over, the existing buildings were renovated and the
Corporation installed the required machinery to run the Sawmill and workshop. A seasoning kiln run
by solar energy was also installed in the premises of sawmill at Pipli, Kurukshetra. Government of
Haryana has declared HFDC as approved source for round and sawn materials of various timber,
wooden furniture, firewood and wooden crates.
The Company has sold furniture worth Rs. 314.17 lac during the financial year 2012-13.

h) Manufacture of Barbed wire
The Company has installed three manufacturing units of
barbed wires each at Kurukshetra and Hisar to meet the
requirement of Forest Department. Each unit produces
about 600 Kg. Barbed wire in two shifts of eight hours
intervals. The price of Barbed Wire depends upon the cost
of raw material at the time of purchase by the Company.
Government of Haryana has declared the Haryana Forest
Development Corporation Limited as approved source
for supply of Barbed wire. The sale price of Barbed wire
was fixed at the rate of Rs. 74/- per Kg. excluding taxes till
31.03.2013. The Company has sold barbed wires worth Rs.
15.74 lac during the year 2012-13.

g) Manufacture of nursery bags and woven bags
The Company manufactures nursery bags in its two units located at
Kurukshetra and Hisar and supplies them to the Forest Department for
raising of plants in nurseries. The manufacturing units at Kurukshetra and
Hisar also manufacture woven bags for the Forest Department for raising
of tall plants in their nurseries. The prices of nursery bags and woven bags
vary from time to time depending upon the cost of raw material at the time
of purchase by the Company. However, the sale price of nursery bags was
fixed at the rate of Rs. 138/- per Kg. excluding taxes till 31.03.2013. The
Company manufactures only A-Grade good quality of nursery bags. The
Company has sold nursery bags worth Rs. 268.29 lac during the financial
year 2012-13.

Table-17: Agencywise and regionwise numbers of wooden crates supplied to various
Government agencies during the year 2012-13 is given as under:
i) Supply of wooden crates
The Company has supplied Eucalyptus wooden crates to the various government agencies such as
Food & Supplies Department, Haryana Warehousing Corporation, Confed, Hafed, Haryana Agro
Industries Corporation and others. The agencywise and regionwise numbers of wooden crates
supplied to various Government agencies during the financial year is given in the table-17. The cost
of wooden crate was finalized at the rate of Rs. 741/- till December, 2012 and Rs. 747/- from January,
2013 inclusive of VAT and transportation charges during the meeting of State level High Powered
Purchase Committee held on 15.02.2012, under the chairmanship of Hon’ble Finance Minister,
Haryana. The Company has sold wooden crates worth Rs. 4071.89 lac during the financial
year 2012-13.

j) Projects on arboriculture, landscaping and plantation
Many projects related to plantation, arboriculture and landscaping works were awarded in the past
to the General Manager, Gurgaon by various Government agencies like Ministry of Defence,
National Highway Authority of India, National Building Construction Corporation Limited, RITES,
Department of Forests & Wildlife, Government of NCR of Delhi, Municipal Corporation Gurgaon,
Indian Institute of Technology, New Delhi and Indian Railways. These works were either awarded
through open tender or on nomination basis to the Corporation.
The General Manager, Gurgaon has successfully completed some of the projects during the
financial year 2012-13. The list of such projects is tabulated below in the Table-18. Some of the
projects have been completed and handed over but their final bills are under process. The list of
such projects is given in the Table-19. Some of the projects awarded in the past are still under
maintenance period. The list of such projects along with their tentative date of completion is given
in the Table-20. The General Manager, Gurgaon has undertaken a few new projects during the
financial year 2012-13. The list of new projects undertaken during the financial year 2012-13 is given
in the Table-21.

i) Purchase price of trees of different species
The Company has a tree purchase scheme in which purchase prices of trees of different species is
fixed based on girth class. The Board of Directors of Haryana Forest Development Corporation
Limited in its 75th meeting held on 25.06.2008 has constituted a standing committee comprising of
various senior officers of Forest Department and the Company to review and recommend the
purchase price of trees of different species after every six months. The standing committee
comprises of:
1. PCCF -cum- Managing Director of the HFDC
2. One officer to be nominated by PCCF, Haryana (Not below the rank of CCF)
3. CCF (Production) in Forest Department
4. Chief General Manager of HFDC
5. Any two General Managers nominated by PCCF -cum- MD, HFDC
6. A tree grower to be nominated by the PCCF -cum- MD, HFDC
The 8th meeting of standing committee was convened on 17th December, 2012 under the
Chairmanship of Dr. S. S. Jattan, IFS, PCCF -cum- Managing Director, HFDC for reviewing and
recommending the purchase prices of trees of different species. The standing committee has fixed
the purchase price of trees of different species after study of average sale rates obtained from the
open auction and the latest market trend of timber of different species. These are the minimum
price, which the farmers will get from the Company. However, the farmers are free to sell their wood
produce as desired by them to any third party at their own price.
For the purchase of Eucalyptus trees, the State has been divided into two Zones. The Zone-I
comprises districts of Ambala, Kaithal, Karnal, Kurukshetra, Panchkula, Panipat & Yamunanagar and
the Zone-II comprises other remaining districts of Haryana and other States. The standing
committee has fixed the purchase price of trees of different species with effect from 01.01.2013. The
purchase price of trees of different species has been given as Annexure-II.
