FOREWORD

The Micro, Small and Medium Enterprises Development Institute, Ludhiana, has

been playing a very significant role in the development of MSME sector in the State of

Punjab & UT Chandigarh. The Institute not only provides information to micro, small &

medium entrepreneurs but also motivates & encourages the enterprising & hardworking

people to set-up small-scale ventures in different segments of manufacturing and

servicing.

Various products, right from traditional items to highly sophisticated modern

consumer & capital goods, are being manufactured by MSME units of Punjab. The

industry of the State is also keen to adopt new technological development for home

market & export as well. The Institute is maintaining close coordination with the stake

holders in the State and at National Level for the development of MSME Clusters.

The Institute conducted a number of quality programmes to provide appropriate

platform to prospective entrepreneurs and to render multidimensional support to the

existing industry. This Annual Report highlights various significant activities undertaken

by the Institute during the year 2013-2014.

ACTIVITIES PERFORMED

MSME-DI, Ludhiana is providing its techno-managerial assistance to existing

as well as new enterprises in the State of Punjab and Union Territory of Chandigarh.

The Institute creates an environment conducive for industrial growth by motivating the

prospective entrepreneurs and by assisting the existing entrepreneurs through its

multidimensional set-up of trade specific Divisions viz. Mechanical Div., Food Div.,

Glass & Ceramics Div., Hosiery Div., Industrial Management Training Div. and

Economic Investigation Div. equipped with expert officials providing techno-

managerial solutions with a human face.

Highlights of Activities Undertaken

2.1 Human Resource Development

The ‘Human Resource Development’ is an important factor for overall

development of any sector, the MSE Sector in particular. In the present world of

competition trained men & women are the real assets of any Nation. The optimal

utilization of this resource is the need of the hour. In this context, the Institute

undertook following activities during the year 2013-14.

2.1.1 Entrepreneurship Skill Development Programmes

The MSME-DI, Ludhiana, during the year, conducted 46 Entrepreneurship Skill

Development Programmes. In these programmes total 1053 persons, including 490

males (Gen-151, SC-333, OBC-5 and PH-1) and 563 females (Gen-156, SC-402,

OBC-3 and PH-2) were provided training, at various places in the State. These 46

programmes were conducted in different categories viz. SC-Stipendiary (4), Women &

PH-Stipendiary (2), SC-Non Stipendiary (31) and UEY-General (9). In these

programmes, the educated unemployed youth were provided basic inputs covering

both managerial and technical aspects to set up their own venture. Lectures covering

philosophy of entrepreneurship, procedures to set-up MSE units, State & Central

Government policies, achievement motivation, project identification, selection of

appropriate technology, production management, financial management, marketing,

quality systems, ethic & moral values, working capital assessment, the concept of

export & international marketing, preparation of project reports etc. were delivered by

the experts from respective fields. Practical demonstrations alongwith theoretical

linkage, were arranged to provide comprehensive knowledge for concerned particular

trades. The candidates were also provided opportunities to have interaction with

successful entrepreneurs to know the practical problems they faced and how did they

overcome to pave their way to success. A summarized information on the ESDPs is

2.1.2 Entrepreneurship Development Programmes

The Institute, during the year 2013-14, conducted 15 Entrepreneurship

Development Programmes, in which total 339 persons, including 136 males (Gen-52,

SC-83, OBC-1) and 203 females (Gen-89, SC-113, OBC-1), were provided training.

The main objective of such programmes was to train young people to make them

successful entrepreneurs, who may set-up MSE units. The candidates were provided

motivational as well as managerial inputs to provide comprehensive knowledge

including procedures to set-up MSE units, State & Central Government policies,

achievement motivation, project identification, selection of appropriate technology,

production management, financial management, marketing, quality systems, ethic &

moral values, working capital assessment, the concept of export & international

marketing, preparation of project reports etc. Summarized information on the EDPs

2.1.3 Management Development Programmes The Institute conducted 10 MDPs during the year 2013-14, in which the

training was provided to total 256 persons, including 145 males (Gen-54, SC-82,

OBC-9) and 111 females (Gen-42, SC-67, OBC-2).

Out of these 10 programmes, five programmes were conducted on Marketing

Management, three on Modern Management Practices and two programmes were

conducted on Quality Management. In these programmes, comprehensive inputs on

modern business practices on the respective fields were provided so that the candidates

may have an exposure of latest techniques of modern management especially in view

of changing scenario of global business.

2.1.4 Motivation Campaigns

The motivation campaigns are of great impact to motivate the educated unemployed

youth in the State to go for self-employment by setting up MSE ventures. Motivation

Campaigns are prelude to EDPs/ESDPs. The Institute conducted 58 such Motivation

Campaigns at different industrially backward and rural places in the State, in which 5717

persons participated.

2.1.5 Skill Development Training Programmes (Regular)

The Institute conducted one SDP of six months duration for machinist trade. The

basic purpose for organizing SDPs was to ensure trained and quality manpower to MSE

units. In this batch of SDP (May-October, 2013) total 5 male (Gen:4, SC:1) candidates

were trained.

2.1.6 Skill Development Training Programmes (Specialized)

The Institute conducted 8 Skill Development Programmes (Specialized) in

which total 99 {Male: 93(Gen: 59, OBC: 5, SC: 29) Female: 6 (Gen: 5, SC:1)

candidates participated. The following table provides more details about topics,

2.2 Economic Investigation

This activity has its own significance. The studies conducted & results arrived

at, under this activity, act as basis for formulating/chalking-out various development

policies and programmes by the Organizations entrusted with the job. The Industrial

Potential Surveys & Industrial Profiles are used as guide for prospective entrepreneurs.

During the year, the Institute prepared the following Survey Report and Industrial

Profile.

2.3 Promotional Programmes

Promotional programmes cover various activities undertaken by the Institute,

which act as catalyst in promoting the growth of MSME sector in the region. The

following paragraphs highlight the detailed information on each activity.

2.3.1 Government Stores Purchases Programme

The Single Points Registration Scheme helps the MSE units marketing their

products to Government Departments, Corporations, Autonomous Bodies, Agencies,

etc. The registration under the scheme is considered at par with DGS&D.

The units registered under the scheme are eligible to avail of various incentives

like supply of Tender Application Forms free of any charges, exemption from

depositing earnest money and guarantee money limited to the registered monetary

capacity.

The units desirous of getting registration under the scheme apply to the NSIC

Ltd. in the prescribed application forms, in turn, the applications after preliminary

scrutiny by them are forwarded to MSMEDI for assessing the technical capability of

the units. The units are visited and operation-wise capability to produce quality goods

are assessed by the Officers and based on the merit of the cases, are recommended to

NSIC Ltd.

During the year under report, the Institute finalized 174cases (Fresh-106, Addl.

/ Amend.-68) of MSE units under Government Stores Purchase Programme, thus

earning revenue of Rs. 5,05,712/-.

2.3.2 Vendor Development Programmes

To enable PSUs/large scale organizations to identify suitable vendors in MSE

Sector for outsourcing their requirements and also to provide an opportunity to

prospective entrepreneurs to liaise with industrial buyers, the Institute conducted the

following Vendor Development Programmes.

2.3.2.1 National Level Vendor Development Programme (NLVDP)

NLVDP was organized w.e.f. 14th to 15th March, 2014 in collaboration with

Auto Parts Manufacturers Association, Ludhiana at GLADA Ground, Ludhiana.

During the programme Buyer Seller Meets were conducted with RCF, Kapurthala;

Bhakra Beas Management Board, Chandigarh; DLMW, Patiala; HMT, Pinjore;

Association of State Road Transport Undertakings, Delhi and Bharat Heavy Electrical

Ltd. Goindwal Sahib. Total 43 stalls were installed and about1100 visitors visited.

Business enquires amounting to Rs. 2 crores were generated.

2.3.2.2 State Level Vendor Development Programme (SLVDP)

The Institute conducted the following 7 SLVDPs during the year:

• SLVDP at Ludhiana on 30.11.2013 in collaboraltion with Rail Coach Factory,

Kapurthala. The programme was attended by 68 participants.

• SLVDP at Ludhiana on 11.12.2013 in collaboration with Northern Railway

(C&W) Workshop, Jagadhari. The programme was attended by 55 participants.

• SLVDP at Ludhiana on 15.01.2014 in collaboraltion with DLMW, Patiala. The

programme was attended by 68 participants.

• SLVDP at Ludhiana on 22.01.2014 in collaboration with HMT, Pinjore. The

programme was attended by 55 participants.

• SLVDP at Patiala on 24.01.2014 in collaboration with PSPCL, Patiala. The

programme was attended by 45 participants.

• SLVDP at Ludhiana on 4.03.2014 in association with BBMB, Chandigarh. The

programme was attended by 50 participants.

• SLVDP at Ludhiana on 7.03.2014 in association with Mahindra & Mahindra

(Swaraj Division). The programme was attended by 75 participants.

In these SLVDPs, the items being procured by the respective Public Sector

Undertakings (PSUs) / Government Department and their procurement procedures

were discussed in detail.

2.3.2.3 Global Business Initiatives

A Programme on Global Business Initiatives with African Countries was

conducted on 17.02.2014 in collaboration with Auto Parts Manufacturers Association,

This scheme is being implemented for technology infusion & up gradation,

modernisation and promotion of exports of MSEs. Under this scheme the applications

The Directors of MSME-DIs throughout the country are the conveners of the

State Level Selection Committees for these awards. Applications from eligible MSE

entrepreneurs and units are scrutinized and the team members to ascertain the

authenticity of the data provided by them visit the units. The State Level Selection

Committees headed by the Secretary Industry, Punjab Government, review these cases.

Deserving entrepreneurs and units, as per the criterion laid down in the Scheme are

recommended to the Office of the Development Commissioner (MSME), New Delhi,

2.3.6 NMCP Schemes Under the National Manufacturing Competitiveness Programme, the following

activities were undertaken during the year:

2.3.6.1 Lean Manufacturing • An Awareness Programme on Lean Manufacturing Practices was conducted in

association with NPC, Chandigarh at Ludhiana on 15.02.104. The programme

was attended by 80 entrepreneurs.

• Under this scheme 2 Days’ Lean MBR V Audit of Beta Light Engineering

Cluster, Mohali, jointly with the team of NPC, Chandigarh was conducted on

17th & 18th December 2013. The level of implementation of lean practices in 10

units was thoroughly examined during the Audit.

2.3.6.3 Intellectual Property Rights (IPRs) The Institute organized Awareness Programme on IPRs on 17.02.2014 at Glada

Ground, Ludhiana in association with Auto Parts Manufacturers Association, Ludhiana

Various aspects related to Intellectual Property Rights, concept of Copyrights and

Trade Secret for MSMEs and other related matters were discussed in detail. About 150

existing and prospective entrepreneurs attended the programme.

2.3.6.4.1 Bar Code Re-imbursement The Institute motivated the MSME units of the state to avail financial assistance

for using global standards in Bar-coding. Under this scheme the Institute disbursed an

2.3.6.6 MA & TU

2.3.6.6.1 Re-imbursement of Participation in Exhibitions

Institute motivated the MSME units of the state to avail financial assistance for

participation in PUMTOS-2013 held at Ludhiana w.e.f 21.12.2013 to 24.12.2013.

Under this scheme, the Institute processed the cases of 13 MSEs amounting to Rs.

2,11,750/- as per following detail.

These cases were pending with PAO (MSME), New Delhi for disbursement.

2.3.7 Common Facility Services

The common facility services are the significant elements of Promotional

Activities of the Institute. These services are rendered in two trades, Mechanical

Engineering, and Food Products through the Engineering Workshop and Training cum

Product Development Center (TPDC) for Food Products. The precision machines

installed in the Workshop assist entrepreneurs in developing products requiring higher

accuracy in cylindrical & surface grinding, milling and turning, The TPDC provides

assistance in the field of food & agro products through training and demonstrations to

the existing and prospective entrepreneurs. The Institute earned revenue amounting to

Rs. 2,05,440/- through its Engineering Workshop in which 406 jobs were undertaken

and 237 units were benefited.

2.4 Consultancy Services

This is one of the important activities being carried-out by the Institute.

Consultancy services include not only providing guidance to set-up new units but also

to the existing MSME units pertaining to techno-managerial-cum-marketing

assistance.

Prospective entrepreneurs are guided in identifying the viable products/projects,

selection of appropriate technology, manufacturing processes and techniques, selection

of machinery & equipment, raw materials, standardization and specifications and

quality control techniques. Information is also provided about various facilities being

provided by other Organizations like DIC, NSIC, financial institutions etc.

While providing consultancy services to existing units, developments taking

place in various fields like technology, manufacturing processes, market trends,

environmental protection, energy conservation etc. were taken care of. These factors

lead to improve the quality of their products vis-a-vis to improve their overall

productivity.

2.5 Project Profiles

The Institute, during the year prepared 15 Project Profiles in Glass & Ceramics,

Mechanical, Food & Hosiery trades. Five profiles have been prepared for new items

having market potential in this region and ten are updated. The list of Project Profiles

prepared during the year has been given in the Annexure-1.

2.6 CO-ORDINATION WITH CENTRAL AND STATE GOVERNMENT ORGANIZATIONS

Under this activity, officers of the Institute participate in various meetings of

the Committees constituted by different Central & State Government Organisations to

help them in implementing Government policies for the development of MSME sector

in the region.

2.7 Other Activities

2.7.1 Cluster Devopment Programme

Under the Cluster Development Programme, the Institute has taken up the

following activities:

An Awareness Programme on MSE-CDP Scheme was conducted at Ludhiana w.e.f. 27.11.2013 to 29.11.2013 for the GMs and officers of DICs of Punjab. Different aspects of MSE-CDP scheme were discussed in detail during the programme. The programme was attended by 22 participants.

Cluster Awareness Meet held at CIHT, Jalandhar on 21.01.2014 was addressed by the Director. Various aspects of MSE-CDP scheme were discussed in detail. The queries raised by the representatives of Jalandhar Printer Association, India Coach Builders Association and Valves & cocks Manufacturing Association regarding MSE-CDP scheme were thoroughly replied.

A meeting with Chairman, PSIES was held on 31.12.2013 and various aspects regarding implementation of IID scheme of MSE-CDP were discussed in detail.

The entrepreneurs were informed about implications of MSE-CDP schem in Cluster Development Meets organised by Printing & Packaging Cluster, Ludhiana on 11.04.2013, 18.04.2013 and 25.04.2013 were attended by

2.7.3 Visit of Sh. K.H. Muniyappa, Hon’ble Minister of State (Independent Charge) MSME

interaction meeting with different industrial associations. The Press Conference was

also held at Circuit House, Ludhiana in the evening. During the interaction meeting

and in Press Conference various issues concerning MSMEs and schemes of

Government of India for the growth of industry were discussed.

2.7.4 Visit of Shri Madhav Lal, Secretary, MSME, Govt. of India Shri Madhav Lal, Secretary, MSME, Govt. of India visited Ludhiana on

11.9.2013 and 12.9.2013. The meetings were held under his Chairmanship with

Consortium of Machine Tool Industry on 11.9.2013 and with other industrial
