1.0 General Information1.1 Background The New KOC Ahmadi Hospital consists of the construction of a four storey,

plus below grade, 300-bed fully-serviced hospital complete with and includingall services. The New KOC Ahmadi Hospital and residencies have a combinedfloor area of approximately 95,000 square meters.A new Residential facility consists of five residential buildings approximately12,900 square meters each in two levels with a total of 254 studios completewith surface parking for resident doctors and nurses.

  The external works comprise of extensive hard and soft landscaping, irrigation,provision of a minimum 1033 shaded car parking spaces, five ring main sub-stations and services plant complete with all required cable tunnels andtrenches, underground off Site infrastructure utility services, Site lighting, tie-ins to local services, internal roads, connections and link roads to the mainroads, helipad, Site security and fences and signage systems, undergroundwater tanks and fuel tanks.

1.2 Purpose This plan outlines main entry points thru a (12 meter wide) temporary

proposed road into the facility with safety and ease, and the regulations forobtaining authorization to access the construction site during working hours forboth site staff and heavy equipment, including procedures for positive control of associated hazard or danger zones. This plan is intended to work in concertwith a licable traffic control, round safet , securit lans and standards

1.0 General Information

1.3 SHBC Project Support

During construction phases, a SHBC representative will be available on siteduring core or scheduled work hours and otherwise available 24 hours daily tocoordinate and facilitate site access, services and support. All issues andconcerns regarding facility access should be addressed to either theConstruction Manager or to the assigned SHBC Project Support person. SHBC

project support personnel will maintain communications with the Ground SafetyOfficer and Security as appropriate. The SHBC project support personnel shouldbe utilized as a source of general information including the schedule of activities and authorized facility access.

1.4 POC (Point Of Contact)

The primary point of contact for all heavy equipment gate passes relatedissues is the project support personnel or the logistic coordinator:

2.0 ACCESS TO KOC PROJECT FACILITIES

2.1 Emergency Responders

• When responding to an emergency situation, Emergency/First Responders areauthorized to proceed as required without delay.

• When responding to an incident at a SHBC operated entry gate,Emergency/First Responders shall include the SHBC project supportpersonnel and/or logistic manager in both written and verbal status and

incident reports.

2.2 Operating Conditions

• Access to construction site will be determined based on the current operatingcondition at the facility as described in the categories below:

2.2.1 General Access General construction site access is granted for all approved

engineers, supervisors and labors associated with KOC,Worley Parsons, SHBC contractors and sub-contractors, allmaintaining proper PPE prior entering construction site premises.

2.2 Operating Conditions 2.2.2 Restricted Access   - Only authorized SHBC passenger vehicles and permitted within

project premises to transfer engineers, supervisors andescorted visitors into and out of construction site for safetyregulations and precautions to avoid potential hazard zones.

2.3 Facility Access Process

 2.3.1 Facility User and User Support OrganizationResponsibilities

  - Each facility user and user support organization requiring access to

construction site shall designate a single point of contact (POC)responsible for submitting a list of their personnel requiringaccess. The User and User Support POC’s shall be responsible forcertifying that the required training and security requirements havebeen met for each individual requested to have access for the level of accessbeing requested.

2.3 Facility Access Process

2.3.2 Badging and Site Access Log Once authorization to access KOC project facilities has been

granted, a numbered badge specific to the Organization/Company will beissued by SHBC. Control Point personnel will verify possession of aOrganization/Company specific badge and will require that personnel login at the time of facility access. The badges are to be retained by the

individual and visible at all times while in the KOC project facility foridentification and security purposes.

2.4 Visitor Access

• Arrival of escorted visitors shall be coordinated with the Logistics Manager or theSHBC Project Support person. All visitors visiting KOC project facilities shall

be escorted. All visitors will assemble to receive any necessary briefings orinstructions prior to entering the facility.

• Following confirmation of appropriate safety conditions, visitors will be assigneda visitor badge, sign-in at the Control Point and be escorted to the KOCproject facility. The visitors will remain with an escort while in the KOC projectfacility and will sign out at the Control Point returning their visitor badge atthe Control Point as they egress.

2.5 Parking

• SHBC does not restrict parking of personal vehicles at KOC project facilities.Parking is limited to designated areas as following:

1. Gate # 1 is limited to Client and Worley Parsons (50 parking spots), SHBC staff (100 parking spots) and Visitors (up to 40 parking spots).

2. Gate #2 is limited to heavy machineries.

3. Gate # 3 is limited to labor busses and light pickup vehicles (up to 40 parking

spots).

3.0 SAFETY

•  This facility access plan is to be implemented in conjunction with the SHBC

safety manual.• All individuals should have full PPE gear on prior to entering the construction site

premises.

3.1 Safety Plans

Multiple traffic signs shall be distributed along the temporary proposed roadleading into the constructions site including speed limits, direction arrows,speed bumps and informative sign boards in various and vital locations toensure the safety of all incoming and outgoing traffic, including designatedgates and gate passes for each, staff and heavy equipments.

• All individuals entering the construction site will pass thru a safety control pointfor PPE inspection.

3.2 Required Personal Protection Equipment ( PPE )• Hard Hats are required on within construction site premises at all times.

• Steel Toe safety shoes or boots are required for all labors and staff withinconstruction site premises at all times.

•  Jump Suits clothing must be worn by all personnel working on site.

• Gloves are not mandatory but should be worn for your protection when possibleif re uired.

After obtaining the boundary points from authorized organizations, heavymachineries shall enter the KOC project construction site to commence theinitial stages of construction consisting of Surface leveling, Cut & Fill,Excavation of Tunnels and Foundations.

 5.1.1 Temporary Proposed Road

A 12m wide temporary road is proposed as an access towards theKOC project Facility, and after acquiring proper approvals the road shall beconstructed as follows:

Ø Grading and leveling of road path.

Ø Sub-base layer consisting of firmly compacted granular soil.

Ø Layer of asphalt milling.

Ø Construction Site Restrictions By Law: During summer season it is prohibited by law to work in open areas between the

hours of 12:00PM to 4:00PM where temperatures reaches 50 Degrees Celsiusbetween JUNE 1st and up to AUGUST 31st , therefore; SHBC proposes a second shiftworking from 4:30 PM to 12:30 AM if required to avoid any predicaments with theimposed Law.

In order to get a better view of site conditions and construction impact, next isan illustration showing surrounding buildings with employees that share the samepeak hours coming into and out of work as mentioned above.
