AB Infrastructure Issues Clarification at ACA’s request
ACA met with AB Infrastructure Deputy Minister Ray Gilmour October 18th to express concerns of
inconsistent interpretation of Change Order Procedures. ACA thanks Deputy Gilmour for directing
that a Clarification be issued. The Clarification applies to outstanding change orders. Even better,
AB Infrastructure is working to rewrite the relevant sections to clearly define all costs and fees. ACA
will have an opportunity to review a draft of the rewrite prior to its implementation.
WCB not proceeding with PIR RTW
ACA is pleased to learn that the WCB is not proceeding with its proposed PIR Return to Work
Incentive. ACA had withheld its support pending clarification of the intended target client, and the
distribution of benefits and costs amongst employers. Read the WCB news release here:

Consultation Update
In October 2011, WCB posted a Stage 2 consultation for Policy 07-02, Part II, Application 3,
Partnerships in Injury Reduction (PIR), which proposed a new return-to-work measure. Following
completion of the consultation in January 2012, WCB examined the feedback and determined that it
would be helpful to hold face to face meetings on this topic: one in Edmonton and one in Calgary.
These meetings took place in May 2012.
Feedback from the meetings made it clear that the proposed changes to the PIR incentives would
not be the best way to accomplish the goals of encouraging more employers to earn their COR and
to increase their use of modified work. Instead, WCB will continue to promote the use of modified
work and earning a COR as the two best approaches to improving disability management outcomes
and reducing injuries.
WCB would like to thank all stakeholders who provided feedback on this issue.

As part of ACA’s partnership with Occupational Health and Safety, in an effort to raise industry
awareness of current issues, ACA will be reporting on safety incidents. We hope that more
information assists employers as they strive for zero incidents.
