ORDER:

In the letter first read above, the Government of India have clarified that thesubsidy sharing pattern between Central and State Government is as 60:40 underthe Micro Irrigation Scheme under Pradhan Mantri Krishi Sinchayee Yojana during2016-17.

2. In the letter second and fourth read above, the Government of India haveconveyed allocation (Tentative) a sum of RS.9500.00 lakh and also Government oflndia have allocated additional amount of Rs.1500.00 lakh for Micro Irrigation underPradhan Mantri Krishi Sinchayee Yojana(Per Drop More Crop Component) for2016-17.

3. In the G.O. third read above, orders have been issued to sanction andrelease a sum of RS.19174.4683 lakh which includes Government of India share ofRS.5700.000 lakh and State matching share of RS.13474.4683 lakh (Mandatory shareRS.3610.000 lakh + Additional share RS.9864.468 lakh) towards smooth andsuccessful implementation of Micro Irrigation Scheme under per drop more cropcomponent of Pradhan Mantri Krishi Sinchayee Yojana during 2016-17.

4. In their letter fifth read above, the Government of India have released anamount of RS.5300.00 lakh as second installment (i.e) Rs.4134.00 for GeneralCategory; Rs.1113.00 for SCSP category and RS.53.00 lakh for TSP Category towardsimplementation of Micro Irrigation Scheme under Pradhan Mantri Krishi SinchayeeYojana during 2016-17 out of the approved amount of Rs.11000.00 lakh .

.5. In the G.O. sixth read above, Government have ordered to revise the existing

pattern from 80:20 to 60:40 ratio to Small Farmers & Marginal Farmers and othercategory farmers respectively with effect from January 2017 onwards for Micro Irrigationunder Pradhan Mantri Krishi Sinchayee Yojana(Per Drop More Crop Component).

6. In their letter seventh read above, the Director of Horticulture and PlantationCrops IManaging Director, Tamil Nadu Horticulture Development Agency has requestedthe Government to sanction and release the Government of India share along withmatching State share for an amount of RS.17723.66270 lakh i.e. for General category ofRS.13824.45690 lakh, SCSP category of RS.3721.96917Iakh and TSP category ofRS.177.23663 lakh towards smooth and successful implementation of Micro IrrigationScheme under Per Drop More Crop Component of Pradhan Mantri Krishi SinchayeeYojana during 2016-17 as detailed below:-

7. He has also furnished the details of the Government of India as well asState funds allocation percentage along with the category-wise fund allocation ofRs.17723.66270 lakh as detailed below:-

8. The Government, after careful examination and accord, sanction a sum ofRs.5300.00 lakh (Rupees Fifty three crore only) as second instalment of theGovernment of India share alone of Rs.5300.000 lakh towards implementation ofMicro Irrigation Scheme under Per Drop More Crop Component of Pradhan MantriKrishi Sinchayee Yojana during 2016-17. The State Government share shall besanctioned during 2017 - 2018. The Director of Horticulture and Plantation Crops isrequested to send necessary proposal in this regard after 1.4.2017.

9. The expenditure sanctioned in para-8 above shall be debited to thefollowing head of account:-

10. The necessary additional amount of RS.5300.00 lakhs are provided InFinal Supplementary Estimates /FMAl2016-2017. The Director of Horticulture andPlantation Crops/ Managing Director, Tamil Nadu Horticulture Development Agencyis authorized to draw the amount sanctioned and released in para-9 above anddeposit the same in the PO account of Tamil Nadu Horticulture Development Agencyby Contra Credit by following the procedures laid down in G.O.(Rt) No.1251, Finance(VVays and Means II) Department dated 30.12.2005 and G.O.(Rt) No.1253, Finance(Ways and Means II) Department, dated 30.12.2005.

11. The Director of Horticulture and Plantation Crops/ Managing Director, TamilNadu Horticulture Development Agency is directed to follow the operationalguidelines of NMSA 2014-15 issued by the Government of India. He is also directedto send the progress report on the details of achievement made, utilization of fundsof the Centre / State share released for the"above said scheme and also to send theutilization certificate in respect of funds sanctioned in this order to Government ofIndia.

12. This order issues with the concurrence of the Planning Development andSpecial Initiatives Department & Finance Department vide theirU.O.No.7/PS/P&D/2017, dated 6.2.2017 and Finance(Agri) Department vide itsU.O.No.10894/Fin.Agril2017, dated 27.3.2017 respectively.
