About Sarva Siksha Mission (SSM) Sarva Shiksha Abhiyan (SSA) is Government's main programme for achievement of Universalization of Elementary Education (UEE) in a time bound manner, as mandated by 86th amendment to the Constitution of India making free and compulsory Education to the Children of 6-14 years age group, a Fundamental Right. In the present phase of SSA, it is mandatory to ensure that the approach and strategies for universalising elementary education are in conformity with the rights perspective mandated under the RTE Act 2009 . The RTE Act 2009 provides that ‘Every child of the age of 6-14 years’ shall have a right to free and compulsory education in a neighbourhood school till completion of elementary education. Its overall goals include universal access and retention, bridging of gender and social category gaps in education and enhancement of learning levels of children. About Sarva Siksha Mission (SSM)

Sarva Shiksha Abhiyan (SSA) is Government's main programme for achievement of Universalization of Elementary Education (UEE) in a time

bound manner, as mandated by 86th amendment to the Constitution of India making free and compulsory Education to the Children of 6-14

strengthening of the academic support structure at a cluster, block and district level. SSA seeks to provide quality elementary education

including life skills. SSA has a special focus on girl's education and children with special needs. SSA also seeks to provide computer education to

bridge the digital divide. These provisions are aligned with the legally mandated norms and standards and free entitlements mandated by the

RTE Act.

Eligibility Criteria to obtain benefit/Schemes/programme

All the child of the age group 5 to 14 years and in the case of Children with special needs age between 5 to 18 years of the district is our target

to bring them in the stream of education, retain them and achieve a good quality of elementary education.

Data Capturing Format (DCF) regarding UDISE is very important tool to capture the data of the various segments in relation to education in

district. Some fields are modified at National and State level time to time if required. A specimen DCF is given in Annexure- A.

Major Achievements/Projects of the Section –

5.1. Community Mobilization (CM)

As per AWP&B 2015-16, the total number of Out of School Children in Birbhum was 2296. Out of 2296 no. of OOSC, 1702 no. of

children was admitted to School. Among 1702 no. of children, 923 were directly enrolled in school and another 779 no. of children who were

also enrolled in school are getting Special Training. There were 594 no. of children left who were not admitted to school. Now for the year

2016-17 the total OOSC remain 594. Out of 594 no. of OOSC 120 (Boys-70 & Girls-50) no. of OOSC are in Primary level and 474 (Boys-307 &

Girls-167) no. of OOSC are in Upper Primary level. At present out of 594 children total 265 children are already admitted to school and special

focus has been given to admit the remaining children.

Mobilization and awareness building cannot be considered as one time activity and will have to sustain in the context of RTE Act, 2009.To

achieve the goal of the Act community participation is inevitable. For the Community Mobilization the following programmes were taken

throughout Birbhum District were as follows:

# To implement the RTE Act, 2009 updating of Child Register programme was taken.

# To highlight the concept of RTE Act, Exhibition stalls were given in Melas displaying Banners and Posters, Leaflets have been distributed, Quiz

contest, Sit and draw competition and Folk campaign was also organised, advertisement had been given in souvenir, Rally with Tableau etc.

# Observation of Independence Day, National Education Day, Book Day, Republic Day etc.

# The Broadcasting Programmes were also taken regarding RTE Act, Bhartikaran Karmasuchi, Siksha Ka Haq Abhiyan, Nirmal Vidyalaya Abhiyan

and other activities of SSM through All India Radio FM Service.

5.2. Special Training for mainstreaming of Out of School Children (OOSC)

As per Right to Education Act, all the Out of School Children are to be enrolled in neighbouring formal school to their age appropriate

classes for providing Special Training to them because it is expected that Special Training can prepare the student much better to be at per

with others.

5.3. Kasturba Gandhi Balika Vidyalaya (KGBV)

With a view to address of gender gap at elementary level and to promote girls education specially among the disadvantage groups (SC,

ST, OBC & Minority Communities) a new scheme called Kasturba Gandhi Balika Vidyalaya (KBV) has been launched in Educationally Backward

Blocks (EBBS) and in the Blocks where Rural Female Literacy Rate is below than the National Female Literacy Rate (46.13) in West Bengal.

The objective of KGBV is to ensure access and quality education to the girls of disadvantaged groups of society by setting up hostel

facilities (KGBV Hostel) at existing Upper Primary Girls / Co-education Schools.

In view of the targeted nature of the scheme, 75% girls form SC/ST, OBC and Minority Communities would be accorded priority for

enrollment in such Residential Schools and thereafter 25% girls from below poverty line and emphasis will be on girls, especially, adolescent

girls who are unable to go the regular school.

While enrolling girls in KGBVs the following shall be given priority:

As the KGBV Hostel are located in the Premises of existing Upper Primary Schools (High / HS) Schools only girls for Upper Primary Classes are

to be admitted.

Girls belonging to the jurisdiction of concern Block where the Residential Hostel is set up.

Girls who have dropped out or never enrolled in schools and aged between 10-14 years.

Orphan or semi orphan girl children.

Girl children with special need.

In our district at present 5(five) nos. of KGBVs is running in the following schools and Blocks with enrolment capacity as follows:

Every year with the children of each KGBV hostel District Level Sports Meet and Cultural Exchange Programme has been organized to promote

sports and cultural activities among the Boarders of KGBVs.

5.4. Nirmal Vidyalaya Abhiyan

In this year Nirmal Vidyalya Saptaha (08th to 13th August 2016) was observed in all Primary Schools including SSKs and all Upper

Primary Schools including MSKs and also all Gram Panchayets took active participation along with schools. Through Nirmal Vidyalaya Saptaha

our aim to enhance leadership skills and personality development of children.

In this year District Award Committee two primary schools and one upper primary school have been selected by State Evaluation Team for

Sishumitra Vidyalaya Puraskar and they have been awarded by giving a cash prize of Rs. 25000/-, a Citation and Sishumitra Vidyalaya Trophy at

State Award Ceremony on 15th December 2015.

The name of Sishumitra Vidyalaya puraskar schools

1) Gangarampur Primary School (Mayureswar CLRC)

2) Binui Primary School (Khoyrasole South CLRC)

3) Kankutia Santidev Ghosh High School (Bolpur West CLRC).

The S.I of schools recommended two schools each circle (both primary & upper-primary) for Nirmal Vidyalaya Puraskar 2015. Constitute a

District Level Evaluation Team to undertake re-assessment of short listed schools aspiring for Nirmal Vidyalaya Puraskar and prepare a final

panel (Primary 31 schools & Upper primary 26 schools). They have been awarded by giving a cash prize of Rs. 5000/-, a Citation and Nirmal

Vidyalaya Trophy at D.R.D.C hall, Suri Birbhum, very shortly.

5.5.1. Uniform:

Uniform have been provided to students of class I to VIII @ Rs. 400/- per student for two sets of uniform. Covered Students in the year

2015-16 have been shown below:

5.5.2. Free Text Book:

Free Text Book provided to the students of class VI, VII & VIII as printed and supplied by WBBSE in the academic year 2016.

5.5.3. Teachers Training

Teachers Training on-

Ø Continuous & Comprehensive Evaluation (CCE)and Bengali, English Subject both district & Circle level at Upper Primary Level.

Ø Early Literacy & Numeracy Programme for class III & IV covering 54 Primary Schools under 11 Circle.

Ø Early Grade Reading & Numeracy Programme for class I & II has been extended to 1010 primary schools under 32 CLRCs and the

programme is going on.

5.5.4. School Grant :

In the academic year 2015-16, school grant @Rs 5000.00 has been released to 2406 no of primary schools and @ Rs 7000.00 has been

released to 629 no of upper primary schools in our district.

5.5.5. Maintenance Grant:

By maintaining the guideline criteria, 1002 schools have been provided maintenance grant @ Rs. 5000.00 and 2021 schools have been

provided maintenance grant @ Rs. 9,000.00 in the academic year 2015-16.

5.5.6. Shoe distribution to primary level (Class I – IV):

Total Shoes requirement – 247276, Total Shoes Received – 247276 and Total Shoes distribution – 247276.

5.5.7. Augmenting BRC/URC and CRC:

Various grants for BRC and CRC (viz. contingency grant, meeting/TA grant, TLM grant and maintenance grant, furniture grant, replacement of

furniture/computer grant) was allotted as usual course.

5.6. Activities under Inclusive Education for Children with Special Needs (CWSN)

CWSNs of Birbhum were participated in Special Olympic at National level which was held at Chennai, New Delhi & Bhubaneswar & Patna in

2012-13, 2013-14, 2014-15 & 2015-16 and won prizes 6, 13, 14 & One Gold Medal respectively.

Assessment cum Disability Certificate Distribution Camp held at 32 CLRCs.

Aids & Appliances distributed to 643 CWSNs of 32 CLRCs in 2015-16.

Braille & Large Print Books distributed to Blind & Low-vision Children.

World Disabled Day ceremonially observed at CLRC & Sub-division level on 3rd December 2015.

Special Service towards the CWSNs is going on at 38 no’s of Resource Rooms.

Therapeutic Service is going on through hired therapist at CLRC level.

Awareness Program on JE/AE done at Block level.

Orientation of teachers and parents done at CLRC level.

T.A. & Escort allowances were given to 1242 CWSNs.

Home Based education done through the Special Educators.

Regular Meeting with the Special Educators and others held periodically.

5.7. Research, Evaluation, Monitoring, Supervision

Research, Evaluation, Monitoring-Supervision activities are done under this head. From district level various works on research & studies were

undertaken in previous years. In the year 2015-16 following activities were undertaken under REMS.

5.7.1. ‘Utkarsha Abhijan- 2015’

With the aim of getting a preliminary idea of the learning levels of students at the Primary level and to generate awareness about “quality

education” amongst teachers, guardians, government officials at different levels and the community at large, in the context of the Right of

Children to Free and Compulsory Education Act-2009 (RTE). All efforts under the Right of Children to Free and Compulsory Education Act,

2009(RTE), must culminate with equitable quality of education, which must be successfully inculcated to all children enrolled in the Govt.

5.8. Management Information System (MIS)

5.8.1. Unified District Information System for Education (UDISE)

U-DISE stands for Unified District Information System for Education developed by National University of Educational Planning and

Administration (NUEPA) and supported by MHRD. U-DISE has mandated of collecting information from all recognized and unrecognized

schools imparting formal education from Classes I to XII. It collects information on School particulars, Infrastructure, teachers, enrolment and

examination results through Data Capturing Format (DCF). U-DISE has the school as the unit of data collection and Circle Resource Centre

(CLRC) & Cluster Resource Centre (CRC) are the sub-district level unit to monitor in timely submission of that data to district level. District is

responsible to entry that data in U-DISE software and prepared a report to disseminate the same with sub-district level and other

stakeholders. Planning and strategy formation and other measures are taken depending upon the U-DISE report aiming to achieve the

Universalisation of Elementary Education (UEE) – which is our National goal. In this view, it is very important to provide accurate data by

schools and other levels concern. Birbhum district is maintaining responsibility to collect, validate preparation of report and disseminate the

same with all level since its introducing stage. A copy of DCF is annexed herewith (Annex- A).

5.8.2. Computer Aided Learning (CAL)

To make the learning process easy and qualitative improvement in teaching learning process at classroom computer aided learning is a very

effective tool. Considering the new educational technology there is needed to introduce such activity at upper primary level. Sarva Shiksha

Mission has taken initiative to implement Computer Aided Learning (CAL) at upper primary level in our district and 192 schools were covered

under this activity in previous years. For the year 2016-17 there is a provision to extend such activity to 12 nos. of Jr. High School in our district.

A noticeable awareness has been developed among the teachers and students to use CAL as an assistive tool of learning.

5.9. Civil Work

Remarkable achievement has been seen in the area on construction work since inception. Construction of New School Building, Additional

Class Room, Boundary Wall, Child friendly Elements, Cluster Resource Room, Toilet, Barrier Free Toilet, Head Master Room, Ramp Handrails for

CWSN students etc. and provision for drinking water have been done from SSA fund.
