Total: $7,151.25 o Fight to find a cure for cancer o All fundraising goes to cancer research and similar projects o Need the money for stage funding o Raised $315,000 with 3,010 participants last year o Survivors and caregivers come to the event o Open to the entire community o Campus Rec only allows us 1 stage on 1 field, so this really is the only option o The stage is the focal point of the entire event o Everyone goes towards the stage and it is very important for the overall event o Projecting $365,000 and 4,000 participants this year o The American Cancer Society donates for supplies for the event o We have to pay for Campus Rec employees, received funding from OSL o Police officers have donated their time o Each residence hall has their own team o Without PAC funding, we must take money out of our funding total o #3 event in the nation last year o Nationals is funding us to write the letters and for food to bring more people to the events

Call to Order: 6:29PM Attendance: Present: Gurrier, Baxter, Abbott, Poole, Hancock, Angel Late: Maiyo Absent: Guest(s): Daniel Pertwee, Evan Steinberg Announcements and Messages: Daniel Pertwee from Office of Student Sustainability: Met with Food Recovery Network. Specializes in food issues within the food industry community. Taking food that isn't going to be used and bringing it directly to those in need. 34 weeks in an academic year and over 34 Senators. Idea was to have Senators sign up (about 1 per week) and pick up excess food per week and bring it straight to a homeless shelter. This would greatly benefit our community and may be practiced over summer. Evan Steinberg: Discussed retroactive funding process. DREAM was funded for a trip to the Dominican Republic and they did not file for their trip properly. It was $1400. Referred to Resolution 29 that went through RTAC. All in favor of DREAM being reimbursed of the funds they were allocated: Angel, Abbott, Poole, and Gurrier No: Abstain: Baxter 4-0-1 Old Business: None. New Business: Lia Latkins: Going for PAC position and is a Finance major. “Adaptable, personable, and has studied the finance code/statutes.” Has a sense of professionalism and is confident that she won’t be biased when dealing with organizations. Kudzu Review Student publication. Generally around 140 submissions for fiction, non-fiction, and poetry. This is a more creative outlet and magazine. 40 FSU students from the undergraduate level are chosen to be published. Asking for 60 pages in upcoming edition. Gives published work to hard-working students as to give an advantage in future applications. Gave out 75 copies last year and wish to give out more. New Business: Bill 54 - Sponsored by Chair Schulster Co-Sponsors: Chair Spear Purpose: to revise Ch. 807.6 in Statutes Synopsis: 1. An organization may not be allocated funds from PAC more than twice per fiscal year. This rule may be waived by a two-thirds (2/3rd) vote of committee. 2. An organization may not be allocated funds from RTAC more than twice per fiscal year. This rule may be waived by a two-thirds (2/3rd) vote of committee. 2. Organizations may not request money from RTAC to travel more than per fiscal year. This may be waived by a two-thirds (2/3) vote of RTAC, and a two-thirds (2/3) vote of Senate. 3. PAC must not allocate more than $8 per shirt (including all applicable screening and art fees). Shirts must be of a unit price (including all applicable screening and art fees) no more than $8 per shirt. Polo shirts may not be purchased. Tank tops may be purchased. 4. PAC may not fund plastic water bottles. This rule may be waived by a two-thirds (2/3rd) vote of committee. 5. PAC may not fund a request that primarily benefits the members of the recognized student organization purchasing them. Requests must benefit the FSU student body as a whole.
Chair Schulster Opening: There is nothing previously that said the amount of times an organization can come to PAC. There is now an amount (twice per fiscal year). The third point is a clarification that shirts can only be funded for $8 or less. Fourth point is that PAC cannot fund water bottles. Fifth point is to emphasize that our funding is to help organizations grow, not to only provide to the organization members. Yields: 44 seconds Questions: Poole: How will you provide to organizations without plastic bottles? Schulster: We’re trying to make the campus more green. RSO’s can provide the water bottles for themselves, and PAC usually does not fund fully anyway. They could not serve drinks at all or serve something else. Gurrier: How will this affect Take Back The Tap (TBTT)? Schulster: TBTT emphasizes use of reusable water bottles, not plastic water bottles. Baxter: What if people find a loophole in the word “water” in bottle and then buy a soda or energy drink bottles? Schulster: I will work on that. Hancock: What if an organization is having a marathon or something and just needs water bottles? Would you just waive it or zero fund? Schulster: In this event, it would probably be waived because our goal is to benefit organizations and it would be up to the committee. Hancock: Would you consider amending “primarily” to “solely” in F5? Primarily seems to ambiguous, and solely seems more specific. Schulster: I find that friendly. Wilkerson: Maybe we should use “shall” to leave it a bit more open to interpretation so that there wouldn’t be a circumstance where if one person that was in the organization and not study body received a shirt there would not have to be consequences. Functions like a normal nonprofit, started in 2006. Sends about 16 volunteers each summer to other countries to do service. Sends about 4 volunteers to each country (countries are Ghana, Haiti, etc.). They are requesting pizza to get more people involved and learn about how they can travel to another country. It’s generally around $2-300 for a couple months. Questions: Poole: Can anyone go? Eric: Yes. Abbott: How many people are you expecting? Eric: Between 30-40. Baxter: What kind of fundraising have you done and what does that go to? Eric: We raise about $16,000 each year and this year we have 16 donors that donate about $1,000 each. They also have a fundraising event about once a week to raise money. Maiyo: How long has your organization been around? Eric: About 11 years now. Hancock: How many people will be sent out of how many members you have? Eric: A little over 50% of the amount of active members - 16 members Abbott: Is that a strict number or does it generally just end up at that? Eric: We like to send 16, but it depends on how much funding we get. This year we have 2 that are self-funded. Gurrier: Why is this the first time you have come to Senate? Eric: I’m not sure. We just saw the opportunity and took it. Hancock: Were you happy with the number PAC gave you? Eric: Yes Maiyo: I move to fund $48 to Global Peace exchange in the Food Category. Baxter: I second.

They are traveling to Orlando for HOSA. With $800 in funding, this leaves them $166 per person they must pay. Registration is $240 per person. Requested - Amount: $2,631 Categories: * Registration— 990 * Lodging— 1521 * Gas— 120 RTAC’s Decision: Because HOSA has already requested $935 from RTAC in this fiscal year, according to 807.6(E)(3), the max we could give them is $1,065 We made a 25% cut to that number and decided on $800 in registration. Baxter: I move to go with RTAC’s decision to fund HOSA $800 in the registration category. Maiyo: Second. Senator Abbot: Opening - Has been in Senate for 1 year in May. Worked in Budget Committee and the 2017 Budget. Has been in Finance Committee under Chair Theodore and Hancock and learned from them. As chair, he will continue with the precedents that have been set and will carry on the good state of the committee. Open to all opinions. Will look through statutes to revise. Yields 44 seconds in the first round of pro. Q&A Senator Hancock: What qualities will best serve you in your time as chair? Good organizational skills, time management, and will listen to the committee President Joseph: What does accountability look like and how will you keep the committee in order? Will be there for committee members to talk to and will allow each committee member to have their fair say. Pro: Hancock - he has worked hard in Finance and has served for a while. Has sat under multiple chairs and is well versed in finance code. Mayo - well versed in finance code and is hard working.
Senator Guerrier: Opening: Has grown in his involvement through senate and has learned a lot from it. He grew in interest in Finance through the finance committee. He is a Social Entrepreneurship major. He wants to lead the committee forward in the future and allow all committee members to speak their minds. This Chair position is not just a stepping stone, but will be a passion for him and he will serve the committee as best he can. Goals: 1. To be proactive and efficient 2. To have a good community by attending events of the people requesting money. 3. To be transparent. Be clear on why you vote each way. Q&A: Senator Mayo: Do you value the process or the outcome? Why? The process because he enjoys the work it takes to get to the finish line. Working as a team has helped him to enjoy the process.
President Joseph: What does it mean to be a chair and how will you hold the committee up to par? After watching Chair Theodore, he will pay attention to the committee. He wants to have everyone be involved in the work and be transparent with the committee. Pro: Poole - has learned that Guerrier is kind of quiet but always thinking and interested. He is working out problems and observing all while being quiet. Genuinely wants everyone to be involved and wants to make sure all members have their say. Baxter - Guerrier is very genuine. He is not always the most vocal person but is very qualified and observant. Votes: 6 voting members + Chair Abbot - 2 Guerrier - 4 The new chair of the Finance Committee is Chair Guerrier.
