Proposed Updates to the Toxics Hot Spots Emission Inventory Criteria and Guidelines (EICG) Update list of toxic chemicals

Update the crosswalk between emission source and toxic substances

Update the inclusion thresholds for small toxics sectors (<10 tons/year criteria pollutants)

Update incorporated references (e.g., test methods, OEHHA guidelines, CAPCOA guidelines, and modeling methods)

List of Toxic Chemicals AB 2588 statute requires CARB to review 6 lists to develop chemical list: CARB’s Toxic Air Contaminants (TACs) US Environmental Protection Agency’s Hazardous Air Pollutants (HAPs) International Agency for Research on Cancer (IARC) list Proposition 65 list US Dept. of Health & Human Services National Toxicology Program (NTP) list CA Dept. of Public Health’s Hazard Evaluation System and Information Service (HESIS)

List of Toxic Chemicals (cont.)

The Toxic Hot Spots EICG organizes chemicals into 3 lists:1. Substances for Which Emissions Must be Quantified (Appendix A-I)2. Substances for Which Production, Use or Other Presence Must be

Reported (Appendix A-II)3. Substances Which Need Not be Reported Unless Manufactured by

the Facility (e.g., pharmaceuticals) (Appendix A-III)

Selection Criteria

1. Can the substance be airborne and be present in California? The chemical structure and properties (e.g., molecular weight and number

of carbons) help identify a substance’s potential to be airborne.

2. What is the potential toxicity? Cancer and non-cancer (chronic and acute) Special focus on carcinogen, multipathway toxins, and persistent

bioaccumulative toxics (PBTs)
