To rewrite and reorganizeSection lx Special Flood Hazard Areas.1. In Zone A the Richmond ConservationCommission shall obtain, review and reasonablyutilize any 100-year flood elevation dataavailable from any federal, state or other sourceincluding data submitted for developmentproposals submitted to the community (i.e.subdivisions, site plan approval). Where 100-year flood plain is not available or not known,the 100-year flood plain elevation shall bedetermined to be at least 2 feet above thehighest adjacent grade.

Article 06 Morgan Road upgrade/reconstruction

Article 6. To see if the town will vote to raise andappropriate the sum of $145,000 for roadupgrade and reconstruction of Morgan Road,said appropriation to be non-lapsingappropriation per RSA 32:7, Vl and will not lapseuntil the work is completed or March 31, 2022,whichever is earlier. Article 23 Petition warrant Article carbon cash Back

Article 23. By petition of 20 or more eligiblevoters, we the town of Richmond hereby callupon our State and Federal electedrepresentatives to pass carbon-pricinglegislation, in the US Congress (such as HR763)and in the NH General Court (such as H8735),to protect New Hampshire from both the costsand the environmental impacts of continuedinaction. We want a `Carbon Cash-Back'program that uses a revenue-neutral, market-based carbon price with cash-back rebates to allNH residents aged 18 and over. Carbon cash-back programs provide significant economicbenefits to consumers by correcting long-standing market-failures and delivering rapidreductions from harmful emissions. Weunderstand that if the federal bill passes therewill be no duplication of carbon pricing fees. Weexpect our representatives to lead in the iscritical moment for the health and well-being ofour citizens and for the protection of NewHampshire's natural resources upon which weall rely. Further we support Carbon Cash-Backbecause it promotes energy independence,decreases fossil fuel dependence and keeps
