1.0 INTRODUCTION

To ensure timely completion, the Lumpsum Turnkey (LSTK) Contractor shall establish andmaintain an effective Planning, Scheduling, Monitoring and Control system, including

mobilization of required number of professionally qualified and experienced PlanningEngineers for design office and construction site. The system shall be capable of accurateand timely prediction of trend, evolution of adequate preventive actions for likely slippages,and formulation of suitable catch-up schedule for delays, if any, that have occurred.

Schedules, reports and documents to be prepared and submitted by the LSTK contractorfor review of Client/ Project Management Consultant (PMC) at various stages and detailsof meetings to be held are described here.

2.0 DEFINITIONS

Work Breakdown Structure (WBS) Work Breakdown Structure is a diagram that depicts various units in a project and each unit

is detailed with work items/equipments and major workloads. 

Design Office Where Residual Basic Engineering, Detailed engineering, procurement activities for thecontract are performed by LSTK contractor.

FunctionsFunction means basic components of the projects e.g. Residual Basic Engineering,Detailed engineering, ordering, manufacturing & delivery, construction and commissioning.Each function is divided into various disciplines. In case of engineering, various disciplinesare architecture, civil, structure, piping etc.

4.0 DOCUMENTS ALONG WITH BID

The LSTK bidder shall submit following documents along with the bid:

a) Proposed Overall Project Schedule in network form showing all the details unit wise.b) Write up on Project Planning, Scheduling, Monitoring and Control system (proposed).c) Organizational set up for Planning, Scheduling, Monitoring & Control at LSTK

Contractor’s Design Office and Site Office.d) Progress Measurement Methodology with details such as weightages, milestones,

f) Function wise Resource Deployment Schedule (HO & Site manpower and constructionequipment).

g) Softwares to be used for planning and material control.h) Statement confirming compliance to the “Planning, Scheduling, Monitoring and Control

System” requirements regarding contents of the documents to be submitted to

Client/PMC.

5.0 AFTER AWARD OF WORK

5.1 90 DAYS FRONT END SCHEDULE

The LSTK Contractor shall prepare and submit a detailed 90 days front-end schedule withinone week of award. Pending finalisation of Overall Schedule, this schedule shall be the basisof monitoring of front-end activities. The schedule shall cover all activities to be carried outduring initial 90 days period of the contract. The schedule shall be reviewed in the kick-offmeeting.

5.2 KICK OFF MEETING

 A Kick Off Meeting shall be organised within two weeks of award of contract. The meetingshall be attended by Client’s and PMC’s representatives. During the meeting, the followingwith respect to Planning, Scheduling, Monitoring and Control system shall be discussed andfinalized:

1. Planning deliverables required for Project Monitoring and Control.2. Work Breakdown Structure for Project Schedules, organisation and level of detailing

for Overall Project Schedule and Functional Schedules.3. Procedure for Project Planning, Scheduling, Monitoring & Control system including all

reporting formats.4. Progress Measurement Methodology and Unit, Function, Discipline, and Deliverable

wise weightage breakdown (refer Attachment V for indicative weightage). 

5. List of engineering deliverables with indicative schedule for submission.6. List of unit wise milestones to be included in the network, in addition to milestones

specified in the Contract, if any (the number of milestones shall be at least 2 to 3 perunit per month).

7. List of critical equipment and materials for the fortnightly expediting report to beissued by the LSTK Contractor.

8. Procedure for Bulk material control.9. Cut off dates, distribution list with number of copies and Project calendar indicating

submission of various planning documents and revisions.10. Any other document as required.

5.3 PROGRESS MEASUREMENT METHODOLOGY

The LSTK Contractor shall submit during Kick Off Meeting, the detailed methodology ofprogress measurement of Residual Basic Engineering, Detailed Engineering, Ordering,Manufacturing & Delivery, Sub-contracting, Construction and Commissioning for review byClient/PMC. LSTK Contractor shall also furnish the methodology of progress measurementfor sub-contracted packages such as DM plant, Cooling tower etc. and integration of thesame with the overall progress.

During the Kick Off meeting, Client/PMC shall finalise weighted values to be used for thefollowing:-a) Unit wise within the package, if applicable.b) Function wise within each unit.c) Milestone weightage within each deliverable.

Effort based weighted values for the following, along with the basis of their derivation, shallbe submitted by LSTK Contractor for review by Client/PMC, and the comments if any shallbe incorporated by LSTK Contractor before submission of functional schedules that usethese weighted values as the basis:a) Discipline wise within each function.b) Deliverable level weightage Percentage.

Progress figures at Unit / Function / Discipline level shall be summarized from deliverablelevel and indicated in the functional schedules.

6.0 PROJECT SCHEDULES

Following schedules shall be prepared and submitted by LSTK contractor to Client/PMC forapproval. A hierarchy of all schedules to be generated by LSTK Contractor is shown in Attachment – I. 

6.1 OVERALL PROJECT SCHEDULE NETWORK (Summarised & Detailed)

The LSTK Contractor shall submit within four weeks of award a network based detailedoverall project schedule (unit wise) on time scale, for all units in the package and allfunctions of the work along with a Work Breakdown Structure indicating unit wise workload(sample format as Attachment - II). The schedule shall highlight interface activities in thescope of Client/PMC and clearly reflect strategies and philosophy of execution. Majormilestones for each unit shall be depicted at the beginning of the network. The projectschedule shall be developed for contractual duration and or target duration decided with

Client/PMC. Grace period, if any as per contract shall not be considered for schedule. The schedule shall be reviewed by Client/PMC and the comments if any shall beincorporated and the schedule shall be issued for implementation within one week  fromthe receipt of comments. This schedule once approved by Client/PMC shall not be revisedwithout the prior written permission of Client/PMC.

Overall Project Schedule Network (Summarised) will be derived from Overall ProjectSchedule Network (Detailed) and will include all major / critical activities & summarisedactivities at macro-level.

Overall Project Schedule Network (Detailed) shall be used for trend / detailed analysiswhereas summarised Overall Schedule will be used to project status at a glance to highermanagement along with the Monthly Progress Report.

6.2 FUNCTIONAL SCHEDULES

The LSTK Contractor shall prepare resource based detailed Unit wise functional schedulesfor all functions in spreadsheet format in line with overall project schedule for monitoringand control. LSTK Contractor shall submit the same within six weeks of award for reviewexcept construction schedule, which shall be submitted within eight weeks of award. Unitwise “S” curves for schedule progress shall also be submitted along with the functional

schedules. The schedule shall be reviewed by Client/PMC and comments, if any, shall beincorporated and issued for implementation within one week from receipt of comments. The Schedule “S” curves shall remain firm during the execution of the project.

LSTK Contractor shall also ensure preparation, submission and updation of all functional

schedules as described herein for all sub contracted packages like Heaters, DM Plant,WWTP, Cooling Tower, Nitrogen Plant etc.

6.2.1 Residual Basic Engineering Schedule

The LSTK Contractor shall submit a Unit wise schedule for all Residual Basic Engineering Activities like finalisation including updation (incorporating vendor data) of P&IDs forprocess units and utilities & offsites, release of line schedules, finalisation of process datasheets for equipment etc. as per page 14 of Attachment - III.

6.2.2 Detailed Engineering Schedule

The LSTK Contractor shall submit a Unit wise schedule of all engineering

deliverable/documents such as AFC drawings, Isometrics, Specifications, MaterialRequisition, Purchase Requisition, Design calculations etc. as per page 14 of Attachment -III.

6.2.3 Ordering Schedule

The LSTK contractor shall submit a Unit wise schedule for all ordering activities as perpages 17 &18 of Attachment - III. This shall include all MRs listed in Engineering Schedule.

6.2.4 Manufacturing / Delivery Schedule

The LSTK contractor shall submit a Unit wise schedule for all Manufacturing & Deliveryactivities as per page 22 of Attachment - III. These shall include all orders listed in the

Ordering Schedule. The progress at Function/Unit level shall be summarised consideringweighted values of tagged items and bulk material to report overall Manufacturing andDelivery progress.

LSTK Contractor shall also submit along with Weekly Progress Report, status of drawingsand documents for all vendors on whom orders have been placed, as per page 16 of Attachment - III. In addition to the above, for critical items as mutually agreed betweenLSTK Contractor and Client/PMC, LSTK Contractor shall ensure that vendors prepares andupdates logical networks for Manufacturing & Delivery and submit the same on weekly /monthly basis to Client/PMC if asked for.

6.2.5 Sub-contracting Schedule

The contractor shall submit a Unit wise schedule for all Sub-contracting activities as perpage 23 of Attachment - III. This shall include all tenders envisaged for the Project. 

6.2.6 CONSTRUCTION SCHEDULE

The LSTK Contractor shall prepare and submit a Detailed Construction Schedule unitwise for Client/PMC review. The LSTK Contractor shall describe resources (manpower andmachinery) required to be mobilised. The schedule shall have interface with Engineering,

Ordering and Manufacturing & Delivery activities and also interface required fromClient/PMC. The LSTK Contractor shall also define construction quantity for each activity.LSTK Contractor shall finalise discipline wise Construction ”S” Curves and quantumschedule.

6.3 OVERALL ‘S’ CURVES

The LSTK Contractor shall prepare unit wise and Overall “S” curves showing cumulativeschedule  progress taking into consideration “S” curves for Residual Basic Engineering,Detailed Engineering, Ordering, Manufacturing & delivery, Sub-contracting and Construction“S” Curves. The overall “S” curves shall be updated immediately after finalisation ofconstruction schedule. The overall “S” curves shall be submitted for Client/PMC review, withnecessary back ups and shall form part of monthly progress report.

6.4 OTHER SCHEDULES 

The control philosophy for construction activities involves monitoring at theunit/discipline/subcontract/area level from the initial stages of construction and

supplementing it with monitoring at the system/ loop level as construction advances towardsmechanical completion/ pre-commissioning/ commissioning stages. To meet this objective,the following schedules/deliverables shall be prepared by LSTK Contractor.

6.4.1 SUB CONTRACTOR SCHEDULE

LSTK Contractor shall ensure preparation of detailed schedules for all works in the scope ofeach subcontract awarded by them within two weeks of award of sub-contract, for monitoringof construction progress. These schedules shall have quantity/work load details of all workitems and “S” curve for each of the sub contracts. The LSTK Contractor shall ensureupdation of the same on fortnightly basis. Client/ PMC reserve the right to check theseschedules at any time.

6.4.2 MONTHLY PROGRAMME

LSTK Contractor shall prepare monthly quantitative programmes in line with functionalschedules for all the functions. These programmes shall be made keeping in view thecumulative targets as set in the schedules backlog and work front available in terms ofvendor inputs, drawings, materials and access as applicable. The programmes forconstruction shall be accompanied by list of resources (Manpower & machinery) planned tobe deployed to achieve the programmes. Current hold ups (Drawing, Materials, etc. ifany) required to be resolved for the execution of the programmes made, shall be indicatedwith proposed action plan for resolution.

Monthly programmes other than Construction shall be submitted to Client/PMC DesignOffice within three calendar days of monthly progress report cut-off date. In case of

Construction, monthly programme shall be finalised in consultation with Client/PMC’s siterepresentative and submitted within two calendar days of monthly progress report cut-off date.  In all matters concerning the extent of targets set out in monthly programme, thedecision of Client/PMC shall be final and binding.

The monthly programmes shall be further broken down into weekly programmes andindicated in weekly reports for closer monitoring of progress.

6.4.3 LOOPWISE PIPING COMPLETION SCHEDULE

LSTK Contractor shall prepare micro-level schedule for completion of piping activities andsubmit to Client/PMC for review at least two months before the start of hydrotesting asscheduled  in Unit wise Construction schedules. The schedules shall cover unit wise/

system wise/ loop wise, the following activities remaining as of the date of preparation:

a) Status of balance piping materials (Details of items, quantities, vendors, POs andexpected date of receipt at site to be indicated)

b) Status of balance equipment and in-line instrument items (Details of tags, vendors andPOs and expected receipt to be indicated)

c) Welding (inch dia) workload separately for shop fabrication and field welding.d) Erection and supporting (inch meter)e) Radiography (number of joints)f) Stress relieving (number of joints)g) Hydrotesting (inch meter)

6.4.4 SYSTEMWISE COMPLETION SCHEDULE

 After preparation of loop wise micro-level schedule for completion of piping activities, LSTKContractor shall prepare Unit wise/ System wise micro-level schedule for completion ofremaining activities. The schedules shall be submitted by LSTK Contractor to Client/PMCfor review, 6 weeks before scheduled system completion as per Unitwise ConstructionSchedules.  The schedules shall cover disciplinewise remaining activities as mentionedbelow

a) Balance civil and structural work itemwiseb) Balance Mechanical erection work tagwisec) Alignment of Rotating Equipmentd) Balance Electrical worke) Balance Instrumentation works including loop checking

f) Schedule for issue of prescribed formats for handing over of system such as

Format I : Information regarding system completionFormat II : ChecklistFormat III : Ready for pre-commissioning / Mechanical completion certificateFormat IV : Ready for commissioning certificateFormat V : Completion of commissioning certificate

The description of the system and loop numbering mentioned in the schedules at 6.4.3 &6.4.4 above shall be as agreed with Client/PMC (Construction / Commissioning group). Theschedule shall be resource based and shall indicate total and remaining workload for eachactivity.

6.4.5 PRE-COMMISSIONING/COMMISSIONING SCHEDULE

LSTK Contractor shall prepare unitwise / systemwise pre-commissioning/ commissioningmicro-level schedule. These schedules shall be submitted by LSTK Contractor toClient/PMC for review two months before the Mechanical Completion milestone or onemonth before starting pre-commissioning activities, which ever is earlier .

The schedules shall be developed after considering the pre-commissioning/ commissioningpriorities & interface requirements and identify requirement of licensor’s/ vendor’srepresentatives stay at site. The description  of system/ sub system mentioned in theschedule shall be as agreed with Client/PMC (Construction/ Commissioning groups).

6.5 CATCH-UP SCHEDULE

The LSTK Contractor shall generate and submit catch-up schedule for completion of allbalance activities without change in contractual completion date with detailed resourcereinforcement as and when asked by Client/PMC. The catch-up schedules shall besubmitted to Client/PMC for review. Accordingly the “S” curves for catch-up schedules shallbe made and shown along with the original schedules and actual “S” curves.

During updation of overall project schedule, the catch-up schedules shall be shown in barcharts along with the original schedule.

7.0 UPDATION OF PROJECT SCHEDULES

The various schedules as described herein shall be updated for submission to Client/PMC.Updation of the schedule is to determine the project trend, with the objective of takingpreventive/ corrective action. The reflection of delayed / anticipated completion by way ofcurrent trend does not in any manner absolve the LSTK Contractor of his contractualobligations as per the contract.

7.1 OVERALL PROJECT SCHEDULE

7.1.1 Overall Project Schedule Network (Detailed)

The schedule shall be updated on monthly basis and submitted in linked bar chart form in A4 size in soft form (native format). The updation shall be compared with the originalschedule.

While updating, the following shall be considered:-   Actual date of start and completion for the activities.-  Contractual completion dates for vendors and sub-contractors/turnkey agencies, any

change of duration due to offloading of vendors/sub-contractors/turnkey agencies to bereflected.

-  Duration of activities not yet started shall remain the same as per the original schedule.-   Anticipated dates of activities in progress.-   Addition/deletion of any activity if required or any change on job logic.-   Any change in drawing/material availability or change in activity duration.-   Any change in resource planning.-  Change in philosophy/strategy in execution of balance works, keeping in mind the

actual status of the project.

7.1.2 Overall Project Schedule Network (Summarised)

The schedule shall be as derived from the updated Overall Project Schedule Network(detailed) as above on monthly basis and submitted in linked bar chart form in A4 size withmonthly progress report. The updation shall be compared with the original schedule. Formatfor updated schedule will be as per Attachment-III page 31 of 37.

7.2 FUNCTIONAL SCHEDULES

The updated functional schedule trend and original schedule shall be shown together andsubmitted to client / PMC on monthly basis, as part of Monthly Progress Report.

While updating, the following aspects shall be considered:- Actual dates of start and completion for the activities.- Actual work progress/balance work- Contractual completion date for sub-contractors and vendor delivery not reflected

earlier.- Any change in estimated activity durations- Material and drawing availability- Interfaces of one agency with other agencies- Various statutory reviews/approval- Interfaces between unit & offsite / utilities i.e. permanent power & water, waste

disposal etc.- Any change in execution logic/philosophy and engagement of number of agencies/

sub-contractors and resource planning/ offloading if resorted to.

7.3 OTHER SCHEDULES

The following schedules shall be updated on a weekly basis and submitted to Client/PMCbefore the weekly review meeting at site in bar chart format. The updated schedule trendshall be compared with original schedule.

-  Loopwise piping completion schedule-  Systemwise completion schedule-  Pre-commissioning/commissioning schedule

8.0 REVIEW MEETINGS

The LSTK Contractor shall present project status, project highlights and action plan asapplicable at various review meetings as described below. The presentation materials shallbe submitted by LSTK contractor to Client/PMC at least two days before the date of themeeting for management level review meetings and Monthly/ Fortnightly review meetings.

8.1 Management level Review Meeting

Level of participation : Senior management of client, PMC andLSTK contractor.

 Agenda frequency and venue : to be decided by Client/PMC.

8.2 Monthly/Fortnightly Review Meeting

Level of participation: Client, PMC and LSTK Contractor

 Agenda: 1) Status against various commitments made during the previous reviewmeetings

5) Catch-up schedule.

Venue and timing of the meeting shall be decided by Client/PMC. Frequency of Meeting(Monthly or Fortnightly) shall also be decided by Client/PMC, based on criticality of theproject status.

8.3 Weekly Review Meeting

9.0 PROGRESS REPORTING

The LSTK Contractor shall submit the following reports on regular basis for Client/PMC’sinformation/ review.

9.1 Monthly Progress Report

The report shall be submitted on monthly basis within 5 calendar days from cut-off date covering overall scenario of the project. A copy of the specified formats for the report isenclosed as Attachment – III.

9.2 Weekly Progress Report (Overall)

This report shall be prepared by LSTK Contractor and issued on weekly basis toClient/PMC with in three days of the cut off date. The report shall include the following:

•  Executive Summary

•  Project highlights with dates of achievements.

This shall cover both for LSTK Contractor’s Design Office activities and constructionactivities at site.

9.3 Weekly Progress Report (Construction)

This report shall be prepared by LSTK Contractor and submitted on weekly basis within 2calendar days from cut off date.  The report shall cover following items:

•  Progress statistics

•  Work item wise quantity completed against programme for the week includingreasons for shortfall

•  Programme for next week

•  Front available

•  Constraints, if any.

•  Resources deployed against planned with reasons for shortfall in resourcedeployment

•  List of equipment/materials received at site during the week

9.4 Daily Progress Report (Construction)

LSTK Contractor shall submit (daily before noon), for status of previous working day adaily report including the following

  Programme v/s Progress for the day  Programme for next day  Important achievements for the day  Materials / Equipment receipt for the day.  Man power / Machinery deployment report - Required v/s Deployed.

9.5 Expediting Report

LSTK Contractor shall submit fortnightly expediting reports based on his representative’svisit to vendor’s work for orders where delivery of materials is critical to project completion. A list of such critical items/vendors shall be specified by Client / PMC during the kick offmeeting or at a later date.

In addition to the above, Client / PMC may request expediting report based on visit of LSTKContractor’s representatives in case of orders which though not critical at the time of orderplacement become subsequently critical during project execution due to any reason.

10.0 BULK MATERIAL CONTROL 

The LSTK Contractor shall follow an integrated material control system for the project. Thesystem shall be such that material identification in the design office, procurement and

allocation, are all channelised and controlled in an orderly manner. The LSTK Contractorshall follow material identification like unitwise/system wise/area wise/zone wise/Linewise,and shall give construction orientation to material control. The LSTK Contractor, right fromthe beginning, at the design office stage, shall start identifying materials system wise orarea wise as indicated above. The system shall be based upon tracking of material

requisitioning, placement of purchase order, manufacturing at vendor’s shop up to receiptat site for making the material available for performing planned and sequential constructionwork.

Through periodic reviews, the LSTK Contractor shall have a system of generating Hold upreports  well in advance to identify exception on material availability and to track suchmaterial by the expeditors through a systematic follow up procedure from the vendors.

The LSTK contractor shall make a presentation on the bulk material control systemproposed to be implemented by them for the project during the kick-off meeting.

LSTK Contractor shall submit the following reports on monthly basis for each unit as wellas summary level.

•  Bulk Material Status Report

•  Material hold up/shortage report.

11.0 PLANNING PACKAGE

Details of time of submission, frequency of submission and tentative number of copiesrequired for all documents to be submitted by the LSTK contractor are tabulated inattachment IV.

Once the majority of the schedules are finalized, the LSTK contractor shall compile thesame and submit in the form of a Planning Package. (Not later than 12 weeks of award of

the job). The Planning Package shall consist of the following:

-  Introduction-  Overall Project Schedule Network (Summarised)-  90 days front end schedule-  Project WBS/ Work load-  Progress measurement methodology-  Overall Project schedule Network (Detailed)-  Functional schedules-  Progress ‘S’ curves-  Sample reporting formats-  Manpower and Machinery deployment schedule

LSTK Contractor shall submit reports, updated schedules, programmes etc. as describedherein till the completion of all work in the scope of the contract. No chapter/annexure ofany report shall be deleted without prior written approval of Client/PMC.

12.0 CONTROL ROOM DISPLAY

LSTK Contractor shall have conference room at site to display charts featuring salient staticinformation of the project, schedules, status of progress, resource deployment, rainfall

record, block flow diagram, plot plan, work break down structure etc. The status shall beupdated at least on weekly basis. The objectives of the control room are to provideinformation at a glance to project personnel including the management of clients and PMC.

13.0 SOFTWARE PACKAGES 

For schedule preparation and updation, The LSTK contract shall use Internationallyacclaimed network analysis package such as Primavera Project Planner, Project Scheduler,MS Project etc. compatible with that being used by Client/PMC and submit the backup of theschedules (native format) along with the hard copy whenever submission of the schedulesare called for. The electronic files for all other deliverables shall be compatible with MicrosoftOffice.

14.0 PROVISION OF COMPUTER FACILITIES

LSTK Contractor shall provide the following facilities for use by PMC at LSTKContractor’s design office:

 A. PC with latest hardware, A3 size colour laser jet printer and Internet Connection.

B. Software:i) Network Analysis Package such as Primavera Project Planner,

Project Scheduler, MS Project etc.ii) MS Officeiii) E-mail and internet facilities
